bill to the controversial effort to raise the debt ceiling. democrats proposed attaching aid relief to a three month debt ceiling extension... and a measure funding the government until mid-december. president trump supports the democratic plan. republican house speaker paul ryan slammed the idea, accusing democrats of playing politics with both the debt ceiling and the disaster. high school. the alameda unified school district is looking into yet another racially charged incident. (grant) this time at alameda high school. where as kron four's philippe djegal reports -- a noose was discovered on campus. (philippe) less than two weeks into the new school year...courtney smith/father- "i was hurt -- i was hurt." and, courtney smith has to sit down and talk with his son -- a senior at alameda high school... about the noose school administrators discovered tied to a fence at the tennis courts tuesday afternoon.courtney smith/father- "i wasn't shocked -- i was more hurt." smith never saw the noose. but police have a picture of it. this is what it looked like after it was removed. smith says he was alerted about the incident from the school's principal... who sent out a robo-call to all school parents, letting them know what happened. the alameda police department is investigating the case as a hate crime. but smith believes immediate action should be taken.courtney smith/father- "feels very light, ' aw, we, you know, somebody hung a noose at the fence. oh, we're trying to figure out what's going on. if i hear anything i'll get back

(vicki) a 15-year-old boy is a suspect in a wildfire in oregon - that has burned more than 20-thousand acres and forced hundreds of people to evacuate. the teen has not been identified yet and no charges have been filed. but the investigation may not have gotten this far if not for one woman... who says she saw what happened as the eagle creek fire started saturday. lincoln graves reports. natsthese are some of the first moments of the eagle creek fire roaring to life... taken by a man who escaped the trail with his kids and girlfriend. earlier in the day, another hiker says she saw how the fire started...after seeing a group of teens on the trail. voice of liz fitzgerald / witness:"i saw this boy lob a smoke bomb down into the ravine...i saw his friend or a guy that was there with him videotaping it with his phone. i looked over and i said do you realize how dangerous that is?"liz fitzgerald kept hiking, thinking everything would be fine.she ran into another

couple and told them what happened. they had a similar story. "they said yeah we saw some kids up at punchbowl lighting firecrackers, we're heading down to rat them out." she turned back at that point...and noticed more smoke. she raced to the trailhead, saw the same kids along the way, and screamed at them. "do you realize you just started a forest fire. and the kid who had videotaped it said well what are we supposed to do about it now."at the trailhead, she found a forest service ranger and told him everything.moments later, a van drove by and liz just had a gut feeling."i said to him, i think that's them. and he said are you comfortable getting in the car and i said yes so we ran back to his car, i hopped in, he threw on the sirens, the kids blazed away." (grant) and back here in the bay area, firefighters are still working to contain a wildfire burning in gilroy. the 'ballybunion fire' started on sunday night... it is now 65-percent contained. at one point it was threatening homes as it burned through dry, rugged terrain. however firefighters are now getting the upper-hand. the fire has burned about 100 -acres. witnesses reported seeing kids playing with fireworks shortly before the fire broke out... but investigators have not released an official cause. (vicki) coming up, you might have to pay more to send a letter. why the post office plans to raise the price for stamps.(grant) and later a nfl star who was already supporting colin kaepernick's cause... now finds himself in the center of the latest controversial incident with police...and a person of color. sports director gary radnich joins us after the break with reaction.

(grant) police are increasing their presence at a middle school in the north bay after a student was arrested for threatening the school. kron 4's will tran reports from novato. heavy police and security presence at sinaloa middle school as the novato police department as well as school administrators wanted parents to know their kids are safe. many parents found out last night that officers arrested a 12 year old boy after they say he threatened students and staff.michael ortiz/parent-did you hear about the 12 year old kid? i didreporter-what did you think?michael ortiz-i was really disappointed and surprised that this would happen in our community. it's unfortunate but i was really glad the local authorities responded quickly and took care of itreporter- did you talk to your child?i did. the novato school district emailed parents late last night telling them about the situation.however some parents didn't read their emails until this morningthe school district followed up this morning by calling the parents.

(philippe) on the fence, lining the tennis courts, facing encinal avenue... administrators at alameda high school tuesday found a hanging noose... alameda police shared this photo of it after it was taken down.courtney smith/father- 'whoever did it needs to be held accountable for their actions." courtney smith's son is a senior here. and, smith is just greatful neither one of them actually saw the noose. he says he learned about it from a robocall sent out by the school's principal shortly after the noose was found. courtney smith/father- "during the day, no one saw anybody climbing up on the fence putting together a noose and climbing back down out of this busy area, or no one paid attention or saw it?"susan davis/ausd- "(philippe) is the police department investigating this as a hate crime? first landfall overnight... hitting the caribbean. the sustained winds... 185 miles per hour. that makes 'irma' one of the strongest hurricanes on record... and it still has a few days before it could strike the united states. grant lodes is here with some of the pictures coming in to our newsroom. grant. dramatic new video has come out in a kidnapping case from california's central coast... it shows the victim seeking help at a hotel outside of las vegas. the suspect... who police say is the woman's ex- boyfriend ... was arrested a short time later. kathleen jacob has the pictures of how the woman saved herself ... with help of some alert employees. the suspect in a california kidnapping was arrested tuesday evening in las vegas, according to henderson police. joseph hetzel, 52, was arrested at the dotty's gaming and spirits on the 100 block of east bruner avenue near st. rose parkway at around 6:00 p.m. without incident, police said.police were told that hetzel may have returned to the henderson area at around 5:30 p.m. after following up on leads, officers found a stolen vehicle, taken from mesquite, nevada on east

bruner avenue, hpd said.a witness inside the dotty's said that hetzel entered the business and didn't want anything to drink. hetzel proceeded to sit down and gamble on a video slot machine, according to the witness, who did not want to be identified. about 20 minutes later, an undercover police officer entered the business disguised as a customer. then two more undercover officers entered dotty's and tackle hetzel to the ground, leading to a successful arrest, the witness added. further investigation leads to finding, identifying and arresting hetzel, police said. he was transported and booked into henderson detention center on a warrant out of santa barbara, california. melissa villalba, the kidnapping victim's daughter, said her family was very relieved to find out that hetzel had been arrested. "we were told he might be near my home. we were warned he was in the area. we were thankful we weren't in the area and that everybody is safe and my mom is so relieved. i could see the weight lifted off her shoulders that he was caught," villalba said. villalba also added that her mother was grateful for the public's help. "my mom is very thankful for the help of the two hotel clerks at railroad pass and the starbucks incident because some refused to give help," she said. on monday, two hours after a distress call to her daughter, 55-year-old virginia paris showed up at railroad pass casino telling staff she was kidnapped. surveillance paris calmly walking into the casino and check-in desk.the clerk, danielle jacobsen, said calm. she said paris told her

( steve ) an oakland man has been sentenced to life-in-prison for a botched jewelry store robbery in the north bay. this is video from the crime scene in july of 2014. that is when two men attempted a smash and grab robbery... but the store's owner pulled a gun. jimmy lee terry then took a clerk hostage and shot at the owner in an attempt to escape. the owner fired back... wounding terry. police arrested him right outside the store. terry had been on parole for less than two weeks and already had four convictions for robbery. his accomplice was convicted last year and received an 11- year prison sentence. ( pam ) one of charles manson's followers could be getting out of prison. leslie van houten has been granted parole by a california board. but the final decision will be up to governor jerry brown... he has the power to overrule or affirm the board's decision in

self-driving cars could be on the road sooner than you may think. rep. fred upton: forget about the jetsons, it's over. the future of the automobile is here. the house passed a bill to create a framework of regulations -- and speed up the rollout of self-driving cars. ohio republican congressman bob latta says the bill will spur innovation. rep. bob latta: us companies are investing major resources in the research and development of this technology and should not be held up by regulatory barriers created when self-driving cars were just science fiction. the bipartisan measure would require the national highway traffic safety administration to develop new safety standards for self-driving cars. it would also give manufacturers more freedom to test cars. automakers could introduce 25,000 self-driving cars that don't meet existing auto standards in the first year. in three years, the cap would jump to 100,000 annually. michigan republican fred upton: rep. fred upton: this bill will give the automotive industry the tools it needs to completely revolutionize how we're going to get around for generations to come. jessica standup: some consumer groups worry the bill will weaken safety standards. but supporters say self driving cars will make roads
