a disaster declration for florida yesterday... authorizing the use of federal funds for disaster relief in nine florida counties. florida governor rick scott asked for the declaration earlier in the day.. in a news conference, he said florida is "working very closing with the federal government to make sure floridians have the resources they need." meanwhile, trump praised the relief efforts so far. (james) the president and first lady melania have arrived back at the white house after a weekend trip to camp david with the cabinet. while they were there...the president and his staff received updates about the storm from fema and other security officials. president trump said he

intends to visit florida very soon. (tiffany) local rescue groups are in florida now, ready to deal with whatever irma brings. they will begin ground and water search and rescue operations when needed. also there... members of oakland's urban search and rescue task force. these are pictures of the team from instagram... they spent the day yesterday at the orlando convention center... preparing, resting, and having their last warm meal for a while. once the storm passes, they will get their assignments. aside from all the vehicles and equipment at the convention center... there are also 35 helicopters. (tiffany) also, 82 members of urban search and rescue team task force 3 are in florida. they arrived yesterday after driving 60 hours in an 11-vehicle convoy. their 7 equipment trailers are holding over 60 thousand pounds of equipment, including five search dogs and six drones. they're at eglin air force bace on the florida

panhandle... about 25 hundred miles from home in menlo park. (tiffany) take a look at this... florida deputies rescued two people who tried to ride out hurricane irma on an anchored sailboat. police were able to transfer the two survivors onto their boat. this happened in martin county on the east coast of florida - the opposite side of the state from where irma is hitting the hardest. but rescuers say the waters can still be trecherous throughout the state. (james) reporters brave the elements of hurricanes like irma to bring the story home for viewers. but they're only human -- and as one cnn reporter in naples, florida found out -- not immune to the elements. "this is the most severe gust it's pushing through. you can see the water, you can't even see 50 yards anymore to our right, due to the the amount of water that's being pushed along the street and filling up here.natsthe good news is

we reported over the last days that many of the people here in naples evacuated this area. we didn't see but a handful of people out and about throughout the day yesterday. so that is a good sign.natsbut it is quickly going to turn from me a wind instructional story to this story, here comes another gust, i'm out! woah!" (james) mexican officals now say at least 90 people have died in the historic earthquake that struck the southern part of the country thursday. authorities the majority of those deaths were caused by falling homes and structures. the magnitude- 8.1 quake was felt as far away as guatemala city. troops spent the weekend distributing boxes of food to thousands of survivorsas cargo plans flew in clothes and other supplies. (james) in the east bay... three people are recovering after two separate shootings in oakland. the shooters are still on the loose. the first shooting happened yesterday morning on telegraph avenue. the two victims were taken to the hospital with gunshot wounds and are in

stable condition this morning. an hour later..another man was shot...this time on 62nd avenue. his condition is unknown this morning. no one has been arrested. (tiffany) and happening today... people all across the country are marking the 16th anniversary of the september 11th terror attacks... that claimed nearly 3 thousand lives. this was the unfurling of a flag just minutes ago at the pentagon in arlington, virginia. the pentagon was hit by united airlines flight 77 during the attack. move about 12-thousand animals to secure locations ahead of the storm. zoological teams are at the park around the clock to monitor the animals. (james) while most kids are focusing on the school year starting... a wisconsin elementary student is getting ready to sell her first house. (tiffany) it's part of her plan to save money for college. from our partners at cnn... amanda tyler has the story... i had a whole vision with this

a vision to flip a house has come to life for eleven year old madison bue.the fifth grader is one of six kids in her family and she knows while college is still a few years away...its never too early to start saving.that's where her grandpa cliff comes in.(cliff lecleir-madison's grandfather)) she said, you know we have a lot of children in our household and my parents aren't going to be able to pay for college so i have to find out a way to do that i have been watching these shows and i think i could flip a house cliff admits-- he knew flipping a house wouldn't be an easy task, but he had faith in madison's passion and work ethic.the pair set out to look at houses--and after eleven houses.. madison and cliff decided on this four bedroom, two bathroom house.they closed on the house in early july-- and that's when madison and her family got to work.along with her grandparents, parents and contractors-- madison has put in her fair share of work in this house renovation.( madison bue))you should have seen it before, there was carpet and we had to rip that out and we had to take out the tack strip and it took a really long time. now we are

here and it looks really good (amanda standup))and the eleven year old says this likely won't be her last house she will flipmadison bue) i really think its something fun to do and i really want to do it againwith college savings in mind.. madison is forging ahead with her family .for grandpa cliff, even if their first house doesn't bring in a big profit.... the experience has made it worth while.(cliff lecleir-madison's grandfather) if we don't make a penny on this the bonding that has taken place between my granddaughter and myself and the fortitude has been part of the side benefits (tiffany) in the north bay.... there is one less family of deer because of a pellet-gun shooting this past week. police arrested the suspect who claims he was only

bouquet of flowers. the couple says it will be a great story to tell their kids one day. following hurricane irma... pounding florida this morning as it makes its way north. this is just some of the damage caused when irma made landfall as a category 3 storm yesterday morning. it has now been downgraded to a category one... but it is still carrying winds of at least 75 miles per hour. ( darya ) at least 4 million people are without power this

morning as the storm moves towards georgia. nearly 6 million people evacuated ahead of this storm. good morning i'm darya folsom.( mark ) and i'm mark danon. strong winds and flash flooding are still a concern even as the storm moves out of the area. we want to go to holly firfer who is live in tampa this morning with the latest. holly. holly firfer/tampa, fl: "well hurricane irma has been powering through the caribbean and southern florida. this storm that is wider than the state of florida itself is not done yet."utter devastation throughout the sunshine state. hurricane irma tore through southwest florida sunday, bringing down trees and lots of debris in its wake.governor rick scott says he's been in close contact with the white

house.gov. rick scott/r- florida:"we are working very closely with the federal government to make sure floridians have the resources they need for this storm."irma brought 90 mile per hour wind gusts to miami, and enough rain to flood some of the area's roadways.much of the state is under a hurricane warning.....at least three million are without power.and now neighboring states are bracing for irma.gov. nathan deal/r-georgia:"stay in place, make sure it's a secure place, as much as you can do so. and stay off the roads."a state of emergency is declared for all of georgia's 159 counties. heavy rains are expected monday throughout north georgia, including metro atlanta, where many schools and businesses are already closed.alabama officials are also getting ready for the wrath of irma.gov. kay ivey/r- alabama:"this is a all hands on deck event."irma spent a

record-setting three days as a category five hurricane, and is the strongest atlantic basin hurricane ever recorded outside of the gulf of mexico and the caribbean sea.holly firfer/tampa, fl: "and one of the things that's been so remarkable about this storm is the unpredictability. here in tampa they were expecting it to make landfall as a category four. but this storm ticked a little bit east, went over the state, and landed here in tampa at a much lower strength. but officials are still watching across florida and especially up into the northern parts, as we said, into georgia and possibly alabama. reporting from tampa, i'm holly firfer, back to you."

( darya ) back to our breaking news coverage as hurricane irma continues to slam florida this morning.( mark ) bay area rescue groups are in florida now, ready to deal with rescue and recovery efforts.. this includes units from moffett air national guard base.( darya ) they will begin ground and water search and rescue operations when needed. ( mark ) also in florida are members of oakland's urban search and rescue task force four. these are pictures of the team from instagram. they are now in orlando where they spent the day yesterday preparing before they get their assignments. ( mark ) also 82 members of urban search and rescue team task force 3 from menlo park are in florida. they arrived yesterday after driving 60-hours with thousands of pounds of equipment. they are at eglin air force base in florida ready to begin rescue operations. ( mark )( darya ) and

james fletvcher is here with a look at where irma is now and where it is headed next. (james)irma continues to produce very heavy rain and inland flooding across much of the northern peninsula and eastern panhandle of florida and southern georgia, which is quickly spreading to the rest of the southeast united states. intense rainfall rates of 2 inches or more per

hour is leading to flash flooding and rapid rises on creeks, streams, and rivers. significant river flooding is likely over the next five days in the florida peninsula and southern georgia, where average rainfall totals of 8 to 15 inches are expected. irma will continue to bring life-threatening wind impacts to much of central and north florida, with hurricane-force winds near the center. also, irma is a large hurricane, and hurricane-force wind gusts and sustained tropical-storm force winds extend far from the center. ( darya ) happening this hour... people all across the country are marking the anniversary of the september 11th terror attacks... ( mark ) tiffany mcelroy is here with the details. tiffany. ( tiffany ) there will be ceremonies and moments of silence held all across the country this morning. just about an hour ago this was the scene at the pentagon where officials unfurled a giant american flag. the pentagon was of course one of the targets of the terror attack 16 years ago today. and later this morning... president trump will commemorate the attacks in a ceremony at the pentagon. we're working on bringing that

to you live when it happens at 6:30 this morning. and happening in less than an hour... ceremonies will take place in new york. those ceremonies will begin with a moment of silence starting at 5:46 this morning pacific time. the first plane hit the north tower at 8;46 am eastern time on that day. church bells will also toll through out the city. five other moments of silence will also be held throughout the ceremony. and in between the moments of silence family members of the victims will read the names of the people killed in the twin towers. we will bring you that first moment of silence live when it happens in about 40 minutes. back to you. ( mark ) breaking national news we are following this morning... at least 8 people are dead after a mass shooting in texas. the shooting happened late last night in the city of plano which is about 20 miles northeast of dallas. the shooter was shot and killed by police. neither the gunman nor the victims have been identified but police say all of the victims were adults. ( mark ) two other people were injured in the shooting. police have not said what led up to the violence. ( darya ) happening now... police are searching for the person who shot and killed a trans activist in san francisco. it happened early saturday morning when anthony torres, who went by the name bubbles, was shot six times near the new century strip club on larkin and myrtle street. witnesses

say they heard screaming before six gunshots were heard. those who knew torres say he left a strong impression on them and won't be forgotten. ( darya ) police haven't released a description of the gunman. torres was 44 years old and was a fixture in the san francisco club scene, regularly djing house parties, marches and events. ( mark ) in the east bay... three people are recovering after two separate shootings in oakland. the shooters are still on the loose. the first shooting happened yesterday morning on telegraph avenue. the two victims were taken to the hospital with gunshot wounds and are in stable condition this morning. an hour later..another man was shot...this time on 62nd avenue. his condition is unknown this morning. no one has been arrested. ( mark ) we continue to follow breaking news out of florida... as hurricane irma moves north towards georgia. this morning we are getting a look at more of the damage from overnight. this is a live shot of the flooding in orlando. the storm has been downgraded to a tropical storm but the worry now is storm surge, heavy rain and high winds.

( mark ) and take a look at this... this is the scene out of riviera beach, florida. a downed power line causing a fire. fire officials think the line fell on a car and set the car on fire. four million people are without power across the state this morning. ( darya ) breaking overnight... a mountain lion sighting in san mateo county. it happened just before 12:30 this morning. the county sent out an alert saying the mountain lion was seen in the area of polhemus road and ticonderoga drive in the eichler highlands neighborhood. people in the area are being advised to be on the lookout and keep their pets indoors during dusk and evening hours. ( mark ) now to bay area football where the raiders opened their season with a win on the road.( darya ) kron four's philippe djegal takes a look. ( mark ) back here in the bay area... people walking in redwood city should get ready to put their cell phones down. a san mateo county supervisor is working to ban the use of cell phones in crosswalks. a resolution will be introduced tomorrow urging lawmakers to pass legislation banning distracted walking. the supervisor is confident the legislation will

pass... saying the law will save lives. the push for the legislation comes after a law passed in honolulu, hawaii banning distracted walking. ( mark ) two people are dead after a plane crash near benicia. it had originally taken off from buchanan field airport in concord saturday afternoon. it was on its way to arcata-eureka airport in mckinleyville. but when the plane did not land saturday night crews began searching for the plane. the wreckage was found early yesterday morning. ( darya ) a firefighter with the san francisco fire department passed away while at work. co-workers found battalion chief terry smerdel unresponsive in his office yesterday morning. he had just returned back to the station from a call. the fire chief describes smerdel as a dedicated service member who had worked with the department for 26 years.. he was a loving husband, father and grandfather. flags at san francisco fire stations will be lowered to half-staff. battalion chief terry smerdel was 59 years old. ( darya ) in the north bay... one man is dead and another one was injured in an

early morning double-stabbing in petaluma. the attacker is still on the loose. this happened near the corner of kentucky and keller streets just before 1:45 sunday morning.... one man was treated at the scene another man was taken to the hospital where he died. this is the first homicide in petaluma in almost two years. ( darya ) police are still interviewing witnesses and searching the area for security camera footage of the attack. ( mark ) coming up on the kron four morning news... we are just minutes away from the beginning of the ceremony in new york commemorating the anniversary of the september 11th attacks. we will go live to new york when that ceremony begins. and after the break... hurricanes in texas and florida causing gas prices around the country to spike. how much we are

lodged through the front doors of the restaurant. at least one employee inside the business suffered minor injures. the driver of the toyota was not hurt. ( mark ) the average national price of gasoline jumped in the past two weeks after hurricane harvey prompted the closure of refineries. the jump nationaly is a result of refinery closures in texas prompted by hurricane harvey. the average price of regular gasoline is two-dollars and 69-cents... that's up 48 cents compared to a year ago. and even though california does not typically draw gas from the gulf coast we too are seeing a spike in prices. in oaklanda gallon of regular gas is three dollars and 19 cents. prices are exactly the same in san jose. and san francisco is always the most expensive at three dollars and 30 cents a gallon. ( darya ) we continue to follow breaking news out of florida... hurricane irma bringing devastation as it moves north this morning.

and take a look at this... this was a c-n-n reporter in daytona beach this morning. you can see just how strong those winds are. you can see her having to hold on to the concrete wall in order to keep her balance. and this was after the storm had been downgraded to a category one storm. it was a category three when it made landfall yesterday morning. ( darya ) whether they have a driver's license or not... stanley roberts shows us some people who probably shouldn't be driving at all... in this edition of people behaving badly. so at what point did you see the officer? right before i passed him the fact is by the time you see the traffic officer he already had you on lidar this driver is getting a warning he's the slowest one i've had this morning but driving 15 miles over the speed limit in conta costa county can result in having

your license suspended . but in the case of the next three drivers it's a moot point! whooo 83 83and yes 83 is 28 miles over the posted speed limit which equals a suspended license unlessyou don't have your license on you are you a licensed driver how old are you? how come you're 19 and you don't have a driver's license then there was this driver in the black audi (cue the audi driver jokes here) let's just say he was going a wee bit faster 85 to be exact it's your car but you don't have a license is he your chuffer . apparently, the passenger was too tired to driver so his buddy too over . even though it was the buddy's car . are you still following me here? but now listen to this so it's a california card with a pennsylvania address how does that work out it. the first time i think i ever seen that (that's what they gave me) where do you actually live sir then there was this driver in the pickup truck, now i know you think he was going faster actually he wasn't but .. according to the dmv, your license is suspended, however according to dmv you need to be served so therefore your gonna sign the citation you have to sign the notification

that you've been suspended im gonna retain your drivers license .but even if his license wasn't suspended he still had another issue plus your license is expired by the way it could be a double fine but were not doing that right now so lets recap the first speeder at 83 ok so you're an unlicensed driver you have no identification you're gonna have to call the registered owner of the vehicle to come pick you up the driver doing 85 it's rea simple you driver about two blocks down the road and there's a dmv you go in there you fill out the paperwork take the test alright so switch up.and the driver with a suspended and expired license i'm not going to tow your car because you wernt notified of it properly the moral of this story if your going to ride dirty make sure your paper work is in order . but look at the bright side the courts can't suspend a license if you don't actually have one in pittsburg stanley roberts kron 4 news

northeast of dallas. the gunnam was killed by police. the gunman and the victims have ánot been identified but police say all of the victims were adults. two other people were injured in the shooting. police have not said what led up to the violence. a neighbor says that before the shooting... she saw the people laughing and grilling outside. ( darya ) happening now... police are searching for the person who shot and killed a trans activist in san francisco. it happened early saturday morning when anthony torres, who went by the name bubbles, was shot six times near the new century strip club on larkin and myrtle street. witnesses say they heard screaming before six gunshots were heard. those who knew torres say he left a strong impression on them and won't be forgotten. ( darya ) police haven't released a description of the gunman.

torres was 44 years old and was a fixture in the san francisco club scene, regularly djing house marches and events. ( mark ) in the east bay... three people are recovering after two separate shootings in oakland. the shooters are still on the loose. the first shooting happened yesterday morning on telegraph avenue. the two victims were taken to the hospital with gunshot wounds and are in stable condition this morning. an hour later..another man was shot...this time on 62nd avenue. his condition is unknown this morning. no one has been arrested. ( mark ) mexican officals now say at least 90 people have died in the historic earthquake that struck the southern part of the country thursday. authorities the majority of those deaths were caused by falling homes and structures. the magnitude- 8.1 quake was felt as far away as guatemala city. troops spent the weekend distributing boxes of food to thousands of survivorsas cargo plans flew in clothes and other supplies. ( mark ) the white house social media director tweeted, then deleted, inaccurate video of flooding at miami international airport. dan scavino tweeted: "sharing hurricane irma on social media with president trump and vice president pence hourly. here is miami international airport. stay safe!!" he added a video of an airport covered in water. the airport responded -- tweeting: "this video is not from miami international airport." scavino acknowledged the mistake and deleted the tweet. turns the video is actually several weeks old...

it shows flooding in mexico. ( mark ) a firefighter with the san francisco fire department passed away while at work. co-workers found battalion chief terry smerdel unresponsive in his office yesterday morning. he had just returned back to the station from a call. the fire chief describes smerdel as a dedicated service member who had worked with the department for 26 years.. he was a loving husband, father and grandfather. flags at san francisco fire stations will be lowered to half-staff. battalion chief terry smerdel was 59 years old. ( darya ) in the north bay... one man is dead and

another one was injured in an early morning double-stabbing in petaluma. the attacker is still on the loose. this happened early sunday morning. one man was treated at the scene another man was taken to the hospital where he died. this is the first homicide in petaluma in almost two years. ( darya ) police are still interviewing witnesses and searching the area for security camera footage of the attack. ( mark ) people walking in redwood city should get ready to put their cell phones down. a san mateo county supervisor is working to ban the use of cell phones in crosswalks. a resolution will be introduced tomorrow urging lawmakers to pass legislation banning distracted walking. the supervisor is confident the legislation will pass... saying the law will save lives. the push for the legislation comes after a law passed in honolulu, hawaii
