anniversary of the 1985 michoacan quake ... an eight point oh tremor that killed over 5000 in the capital.city officials had just conducted an earthquake drill shortly before the real thing happened. (grant) a san francisco sheriff's deputy whose department-issed gun... was stolen from his rental car - has been fired. the incident happened on sunday in potrero hill. a spokesperson with the department says the deputy had been with the department less than a year and was still on probationary status. the gun was left in the trunk of the car - when it was taken during a car burglary... and it was not locked up.

that's a violation of department policy. the gun has yet to be recovered. (vicki) there's a renewed effort to crack down on a crime that's top of mind for many san franciscans..auto break in's.(grant) kron4's maureen kelly reports that some city supervisors are pushing legistlation that would dedicate police officers to tackling this skyrocketing crime trend. pissed offthese glass shards are part of what's making that car owner so madhe now has a new rear windsheildafter theives broke into his chevy in mclaren park on saturday. it's an inconvenience the person now has to spend more money that they didn't have to go fix something they shouldn't have to fix it's a pain in the behindand he's not alone. in the first six months of this year there were nearly 3-thousand more property crimes like auto smash and grabs than in the first six months of last year. and sometimes those breakin are more than just a nuisance. this august 23 year old abel esquivel junior was fatally

shot during an armed robbery with a gun stolen from the personal car of a san francisco police officer. in 2015 kate steinle was killed by a gun that had been stolen from the car belonging to a federal ranger. as policymakers we cannot just do nothing. we have to move forward this is drastic now people are not only getting their property stolen now people are getting killed because of the property that's been stolena hearing at city hall is scheduled for next wednesday to discuss supervisors norman yee and hillary ronen's proposed ordinance that would require each of san francisco's police stations to dedicate at least one officer to investigate property crimes. a similar ordinace passed last year but was veto'd by the mayor. supervisor yee believes the time is right to try again. it's to the point where where almost everybody's angry about it.if passed the ordinance would require those dedicated officers to focus on car break ins and bike thefts for the first year.but if another property crime turns out to be a bigger problem, like there's a spike in home burglaries in a particular instance, then those units would be able to refocus their efforts. maureen kelly kron4 news

(vicki) some sad news to report... an off-duty chp officer was killed this morning in a crash. chp officials say officer james branik - of san jose... was riding his motorcycle on monterey highway- just south of chester avenue... was he was struck by a pickup truck. branik, who was assigned to the chp's gilroy commercial vehicle enforcement facility in san martin - died at the scene. alcohol and drugs are not considered factors in the collision. the driver of the truck has not been arrested - and the crash remains under investigation. (vicki) san francsico fire fighters are paying tribute at a funeral for battalion chief terry smerdel. smerdell who worked with the department since 1991 died september 10th while on duty. fire officials say he had returned from an early morning fire calland was later found

unresponsive in his office. during the funeral...other agencies provided backup to the san francisco frie department...to maintain emergency services. the alameda county, contra costa county, san jose, and san mateo fire departments all joined forces...to pay a final farewell for battalion chief terry smerdel. (grant) in the east bay... a high school student was arrested today after bringing a gun on campus. it happened at de anza high school in richmond. the high school was put on lock- down when school officials learned the student had the weapon. police are investigating how the school discovered the student had the gun. no one was hurt in the incident. the name of the student has not been released. (grant) in the north bay... a frightening situation for parents, students and teachers at redwood high school in larkspur. that is where a bomb threat sent the school into lockdown mode early this morning.

assisting. after a little while we discovered we quickly that we weren't going to be able to investigate this thoroughly to find out if it was credible or not. we made the decision in conjunction with the school out of an abundance of caution to evacuate the school for the day and then once and cleared from the ground we are going to be doing a thorough search to find if there is any evidence of credibility of a bomb threat"> it took a couple of hours to safely evacaute redwood high's 2000-students to the football field where their parents were able to pick them up. police later determined that there was no bomb on campus. francisco - that is it behind me the number one hotspot in the bay bridge. when we talk about traffic. more specifically 101 going into yerba buena island. and eventually connecting to east bound 80. and that is just one of many hotspots that is snarling commuters. (estacio reporting) john goodwin. there are a lot of chronic hot spots. john goodwin with the metropolitan transportation commision walked me through the nitty gritty of the agency's annual bay area traffic study. it is full of analytical data, that basically boils down to this commuters are facing a tough road these days. john goodwin. "it is a 10 percent increase from a year ago, and with more historical facts, it is 80 percent worse from 2010. your viewers know, they are stuck in traffic, morning, afternoon all the time. besides the bay bridge - goodwin. a close second, highway 4 into sf, worse then ever. 101 on the pennisula is bad, as well and so is any route going into sillicon valley. and that brings up

another point, why has it gotten so bad. goodwin. blame it on the successful economy. basically the jobs are in sf and silicon valley, so everything is impacted in and out of the area. simi. i think it is worse then la. it didn't take much to get commuters to talk about their traffic woes. micheal white, commuter. it is a nightmare, took an hour to get into the city today from oakland. goodwin. there is some help on the way. next month, an express lane is going in on the 580 corridor. crazy square: eyyyyy crazy square: uh oh from our crazy delicious family to yours. crave those crazy squares (grant) new evidence has police reopening the homicide case of a union city woman whose body was found in fremont over 30 years ago . recent dna testing prompted authorities to reopen the investigation into the death of kathy miramontes. the 25-year-old's body was found on chase court in fremont march of 1982. her body showed severe signs of trauma ...and it was determined her death was a homicide...most likely from being beaten. the case went unsolved... however with new available technology...police have new

leads. officers say the homicide was possibly related to drug use and sales. a suspect in this case... is still unknown. (vicki) sn francisco police are investigating a hate crime tareting an asian american family. the family says they were targeted after they put a 'black lives matter' sign in their window. police say someone wrote the homeowners two letters one of them using racial slurs directed towards asians. the letters demanding that the family take the signs down. the family contacted police and even the fbi. authorities are still looking for the person who sent the letter and right now they have no leads. (vicki) a naval hospital in jacksonville, florida says the actions of a couple of nurses will be handled by "military justice." (grant) this follows some very troubling video and photos which were posted to social media.. catherine heenan is here with the story.. (catherine) it seems incredible that hospital workers would not only do this -- but post the resultson social media... the video apparently shows the hospital staff handling a newborn baby inappropriately... it's happening at the naval hospital jacksonville.. the video was posted along with photos....and obtained by reporters in jacksonville. one of the photos shows a staff member making an obscene gesture at a baby....and it's captioned"how i currently feel about these

mini satans." the nurses involved have now been fired.. the hospital says it's still notifying the families of the babies involved... they posted a statement to facebook - calling this "outrageous, unacceptable and incredibly unprofessional." the nurses were immediately removed from patient care....and after a public outcry - they lost their jobs. their bosses say they'll be handled by the legal system and military justice." grant and vicki? (grant) in the east bay, concord city officials are putting pressure on safeway to make some changes at one of its stores.(vicki) the mayor says there are simple things safeway could do to lower crime and safety problems. kron four's spencer blake explains. "i work here and i honestly see a problem with crime." christian korsgaard is an employee at the safeway on willow pass road in concord. he's tired of what goes on at this location, like when he got assaulted outside on

sunday night."we got people in here every day stealing. we got people in here assaulting customers. we have people here just being violent and loud for no reason."many of the problems tie back to homelessness in the area. "there was like a homeless guy and i guess he was trying to steal meat and they said he put the meat down his pants and he was trying to get out with it and they were outside yelling at each other, telling him to leave and he didn't want to leave."other complaints range from a poorly-lit parking lot, to, as mayor laura hoffmeister puts it - the tiredness of the building.over the past several months, the police department has had ongoing talks with the manager here."kind of, their hands are tied, this is a corporate issue, they don't have certain authorities." korsgaard feels like local employees are doing the best they can, which is why he hopes the city and safeway corporate can get some changes worked out.friday a spokeswoman responded to the mayor, saying the store already uses industry best practices to deter theft, like securing high-theft items.she also said the company is taking bids to get the exterior of the store re- painted, and they'll make improvements to the parking lot lighting as needed."if the

(vicki) a government program providing support to vulnerable families across the country is set to expire at the end of the month. (grant) kron four's washington correspondent drew petrimoulx reports that supporters are in the nation's capitol this week urging lawmakers to continue funding these programs that help people. making their way across capitol hill, advocates are delivering a message to federal lawmakersstaci croom- raley, executive director

hippy usa:"the delay on having these funds would put strain on some of our programs."staci croom raley is executive director of the arkansas based hippy usa. it's one of 19 organizations that receive federal funds to provide in- home help to families nationwide. staci croom- raley, executive director hippy usa:"we work directly with parents to teach them how to teach their children so they'll be ready for kindergarten and beyond." the programs got $400 million dollars last year from washington and served 160- thousand families. drew petrimoulx, reporting:their funding must be reauthorized before september 30th. recent gridlock in washington has supporters worried lawmakers won't meet the deadline -- so they are here to make sure congress knows their value." nat meeting croom-raley met with arkansas senator john boozman on tuesday -- pointing out the impact on rural communities. sen john boozman, r-ar:"programs are much more limited in those areas than they are in the urban areas that we have."boozman says he's confident federal lawmakers recognize the value of home-visit programs. sen john boozman, r-ar:"there's a lot of support on both sides, democrats and republicans, again in an effort to make these children in a position where they are going to be

successful."but hippy is not just looking to maintain funding. after three years of flat budgets supporters are hoping to secure extra money to expand programs. in washington, im drew petrimoulx (vicki) a pizzeria employee in los angeles county was fired after an inflammatory anti-police message was left on an officer's receipt. the officer... who was in uniform thursday at "pie-ology" in torrance..did not respond and left a tip when the female cashier handed him the receipt with the obscene anti-police message. the note has since started a firestorm over social media. torrance police say they are upset by the words...but more concerned about why someone would feel that way about the department. (steve) grant.... the death toll has grant.... the death toll has been rising steadily through the day and now stands at over 119.... and that number is expected to climb. the strong earthquake reduced dozens of buildings to rubble. across mexico city right now desperate rescue missions ongoing into the night to find survivors trapped in that rubble. tonight at six we will have the latest on those rescue operations... what people in the bay area are doing to help and the message of support

(vicki) we've been honoring some of the bay area's outstanding teachers.. today - it's sam rivera of leland high school..(grant) he's a south bay science teacher who knows that all learning doesn't have to happen between four walls. catherine heenan is here with our 'teacher of the week.' (catherine) sam says he likes to use the entire campus and surrounding community as a space for learning.. and he believes that some of the most memorable moments can be out in nature.. leland high school in san jose's almaden valley - with an enrollment of roughly 1800. "how are you all doing? good? are you?"that includes sam rivera's 9th grade biology class....where they'll be doing something a little different today.sam has nothing against laptops and books - but likes the idea of occasionally getting everyone

to get up - and get outside.so today - along with two guests from the children's discovery museum, they're of on a little field trip.(creek sounds)lots of students don't realize that this pretty creek - the los alamitos - is only a 2 minute walk from campus.and as their teacher suspects - these city kids have lots to learn, including what 'downstream' means.teacher "really? the wind is gonna direct the river? we'll see. we have a lot of learning to do here." the learning includes being part of the 'biosite' program today. sam wants them to learn how to monitor the health of the creek water.volunteers take samples...and get to splash around in a different kind of classroom.student "i actually never heard of this trail. i'm normally behind my computer or doing something. (cover some) this is actually really nice. i did one of the experiments to measure the water. i just liked the feel of outside."teacher "pour that in there. there you go. it didn't work. hey - you tried something observed it didn't work. (laughs)sam believes in making his students observe

things first hand before experimenting. and never forgets to add a little humor. student "he had like this child-like but teacher self. he taught us but at the same time he understood how we felt so i thought that was amazing." and he likes to bring the teaching full circle..sam knows that what's being learned here will be shared later -- when his kids eventually mentor fourth graders....like these past biosite students.he wants everyone to know that science lives and breathes outdoors. "because they're gonna get to college and think that all of science is only in a book or only on tv or a documentary. and it's not. it's outside. it's out there. and what you observe out there you can bring into your lab and then study."from taking a closer look at water.....to designing their own experiments...sam rivera's students are a reflection of what he calls "hands-on, minds-on" education.

who stole a mannequin from a store front window display in pleasanton - has taken a new twist. (grant) we first told you about this story last week ...(grant) when the store owner of k-j couture reported that someone took this mannequin... however, they left behind 200- dollars and an apology note. the note read - "sorry for stealing your statue... she needed a better home. you should consider better security. love hollywood." well - the store owner called kron four today to report that the mannequin has been áreturned. it was left outside the store with áanotherá note... this one read "don't worry hollywood was a perfect gentleman." the store owner says she plans to install surveillance videos outside the store... and police have stepped up their patrols in the area.

"it really comes down to access into and out of bay bridge and silicon valley where are jobs are. however, goodwin adds the transit commission is working on some solutions for example dgoodwin. "next month, express lanes will be opening up between walnut creek and and san ramon. and - there are plans for a problematic interchange in the east bay which right now is a hot spot. goodwin. the interchange at 680 and highway 4, now in topspot. it is really an obsolete interchange. goodwin adds the toll increase would pay for the interchange to be improved for traffic flow. more meteroing lights are also being looked out to help with getting things going. and more express lanes could be coming to the 101 corridor on the peninsula. however, although some improvements could be made, some areas are faced with big challenges. goodwin. 101 is already built out.
