(anny) our team coverage continues this morning as kron4's charles clifford spoke with a u-s-g-s seismologist about why this quake was felt so strongly -- and about the potential for aftershocks. sotthe first thing we noticed about this earthquake was that it was at an unusual depth.dr. walter mooney is a seismologist with the usgs. he says that's tuesday quake near mexico city struck about 30 miles underground. he also says that the quake produced a powerful jolt rather than the rolling shaking we often feel here from earthquakes here in the bay area. sotand it occurred in a really rigid pacific plate it's going to generate a real jolt in mexico and people will feel this one. sotit's going to feel stronger than magnitude 7.1mooney also says that tuesday's earthquake probably is not an aftershock of the 8.0 quake that struck two weeks south of mexico the two are simply to far apart to be connected.while it's

impossible to say for sure when the next earthquake will hit, dr. mooney believes that there will probably be few if any aftershocks from this quake.sotthis kind of an earthquake typically has a low number of aftershocks. we expect aftershocks but nowhere near as many as would occur if the quake were closer to the surface. sotwe would expect the next one to be more of a typical earthquake. (anny) new this morning... the city of oakland has unanimously approved a resolution in support of the daca program. the resolution supports the rights of the children of undocumented immigrants. president trump announced plans to end the daca program earlier this month, but has given congress six months to amend daca. councilmember s desley brooks, rebecca kaplan and noh-ell gallo released a joint statement voicing their opposition to ending the program. (anny) the trump administration is appealing a judge's ruling that it cannot withhold funding from "sanctuary cities." a judge has temporarily halted the president's order against the city of san francisco and santa clara county... who both have filed lawsuits against the administration. the judge is rejecting the argument that the executive

order only applies to small amounts of money. he also says the president cannot set new conditions on spending approved by congress. the administration is now trying to withhold money meant for law enforcement in sanctuary cities. (james) a group of neighbors... business owners and college students say they oppose the oakland a's plan to build a new stadium near laney college. the group held a news conference yesterday saying the proposed development would have a negative impact on the college and the surrounding communities. some of the biggest concerns include increased traffic and higher rent prices. last week the a's announced a plan to build on the new ballpark at the current site of the peralta community college district. the peralta community college district board of trustees still has to approve the new stadium. they felt the quake just as their plane was about to take off. (nats: oh my gosh, this is a bad idea to be on this boat.) this is video of tourists boating on a river in mexico when a strong earthquake gave way to crashing waves tuesday afternoon.180 flights out of the mexico city international airport were impacted by the 7.1 magnitude temblor that struck the captial, puebla and morelos states. travelers who landed at san francisco international airport that night were fortunate to make it back considering the quake struck while they were still on the tarmac.sot: candice phrogus, flew in from mexico city// "actually the earthwuake struck as i was on the airplane. the whole airplane started shaking and at first we were like is the plane moving because other people not everyone had boarded yet. so then we thought they were putting on some really heavy luggage but then it really kept shaking and then we looked out the window and you could see other planes were shaking."so far 139 people were killed but the number may rise. luis lopez was also taking off on a plane as the earthquake began - leaving him worried for his

(anny) we've been honoring some of the bay area's outstanding teachers.. today - it's sam rivera of leland high school.. he's a south bay science teacher who knows that not all learning has to happen between four walls. catherine heenan has our 'teacher of the week.' leland high school in san jose's almaden valley - with an enrollment of roughly 1800. "how are you all doing? good? are you?"that includes sam rivera's 9th grade biology class....where they'll be doing something a little different today.sam has nothing against laptops and books - but likes the idea of occasionally getting everyone

to get up - and get outside.so today - along with two guests from the children's discovery museum, they're of on a little field trip.(creek sounds)lots of students don't realize that this pretty creek - the los alamitos - is only a 2 minute walk from campus.and as their teacher suspects - these city kids have lots to learn, including what 'downstream' means.teacher "really? the wind is gonna direct the river? we'll see. we have a lot of learning to do here." the learning includes being part of the 'biosite' program today. sam wants them to learn how to monitor the health of the creek water.volunteers take samples...and get to splash around in a different kind of classroom.student "i actually never heard of this trail. i'm normally behind my computer or doing something. (cover some) this is actually really nice. i did one of the experiments to measure the water. i just liked the feel of outside."teacher "pour that in there. there you go. it didn't work. hey - you tried something observed it didn't work. (laughs)sam believes in

making his students observe things first hand before experimenting. and never forgets to add a little humor. student "he had like this child-like but teacher self. he taught us but at the same time he understood how we felt so i thought that was amazing." and he likes to bring the teaching full circle..sam knows that what's being learned here will be shared later -- when his kids eventually mentor fourth graders....like these past biosite students.he wants everyone to know that science lives and breathes outdoors. "because they're gonna get to college and think that all of science is only in a book or only on tv or a documentary. and it's not. it's outside. it's out there. and what you observe out there you can bring into your lab and then study."from taking a closer look at water.....to designing their own experiments...sam rivera's students are a reflection of what he calls "hands-on, minds-on" education. ( lydia )you can see all the burned furniture and clothing that was taken out of the home sitting here in front of the duplex.here's what happened.... at about 12:10 in the morning witnesses reported seeing heavy black smoke coming from the attic and windows of the duplex on the 500 block of hazel dell way in san jose. once firefighters got to the scene the people who live inside had already gotten out. two people were taken to the hospital, one with burns and the other suffered smoke inhalation.both are in stable condition.one dog was found dead inside the duplexit took

firefighters about 15 minutes to know put fire.we talked to firefighters about how people were able to get out.. mexico... and that death toll is expected to rise.( james ) the massive earthquake toppled buildings buckled roadways and knocked out power to millions tuesday. this is video showing just some of the damage. the quake was centered about 75 miles from mexico city. 217 people have been killed. search and rescue efforts are underway this morning as crews continue to search through the rubble. we have learned that at least 20 of the people killed were kids who died in a school collapse. at least 30 others from that school are still missing. ( darya ) 180 flights out of the mexico city international airport were impacted by the

earthquake. travelers who landed at san francisco international airport last night say they were fortunate to make it to the bay area.. considering the quake struck while they were still on the tarmac. ( darya ) the earthquake comes just a few weeks after a massive 8-point-1 magnitude quake hit

off the southern coast of mexico. and hurricane katia hit the country around the same time. san francisco's general consul of mexico says he believes they have the resources to recover from all of the natural disasters. ( james ) racist messages are left on a school district truck in the east bay. and now police are calling it a 'hate crime'. the derogatory remarks targeted the jewish and african- american communities. swastikas were also drawn on the car in permanent marker. and the rear window was smashed. this happened at canyon middle school in castro valley. police are reviewing surveillance video from the area to try and find the people responsible. ( james ) in the south bay... an off-duty c-h-p officer is being remembered after being killed in a crash. c-h-p officials say officer james branik of san

jose was riding his motorcycle on monterey highway- just south of chester avenue yesterday morning when he was hit by a pickup truck. branik was assigned to the c-h-p's gilroy commercial vehicle enforcement facility in san mar-teen. the driver of the truck has not been arrested - and the crash remains under investigation. "don't worry... hollywood was a perfect gentlemen" police believe the thief calls themselves "hollywood" as a reference to an 80's movie about a mannequin coming to life. ( james ) many people are upset this morning about the san francisco police department's push to arm officers with tasers. community members gathered last night to express their concerns. the community input session was meant to help determine the policy surrounding the use of tasers if they are approved. police say tasers would reduce shootings. but opponents say it's a danger to people who are vulnerable, including the mentally ill. the police commission will eventually vote on the proposal. ( darya ) fresno police called a man a hero for stepping in to stop an armed robbery. but that same man could find himself in legal trouble because the accused robber plans to sue him. surveillance video of the july confrontation went viral. police say it

shows ryan flores using a gun and knife to try and rob a starbucks. that's when cregg jerri confronts flores and the two start fighting. both men were hurt. jerri was stabbed in the neck... while the accused robber was stabbed more than a dozen times. flores' mother says jerri used excessive force. ( darya ) police say jerri will not face any criminal charges. ( james ) antioch police arest a man who they say shot and killed his fatherthen turned the gun on his brother injuring him. it happened yesterday morning on lawton street. investigators say the three men got into an argument. police believe the shooter ran to his car grabbed a gun then pulled it on his father shooting him

several times. the man's brother drove to a nearby liquor store where he called 911. he was shot in the torso -- and is expected to survive. the shooter...never left the scene...and is now in custody. ( james ) a fairfield woman is behind bars... accused of stabbing her sister to death. investigators say it happened monday night at a home on valencia drive. when police arrived they found the body of mary ellan douglas. police arrested her sister...antoinette clay for murder. officers say clay also tried to kill another family member at the home... that victim is expected to be okay. ( darya ) crime is on the rise in san francisco. there were nearly three thousand more property crimes in the first six months of this year than in the same time frame last year. and one of the most common crimes is car burglaries. but now the board of supervisors is taking action to try and reduce that number. the board has approved legislation

that would require car rental companies to make their advertisements and bar codes on the cars less visible. ( darya ) the final vote on that bill is expected next week. an ordinance has also been proposed that would require each of san francisco's police stations to dedicate at least one officer to investigate property crimes. ( darya ) a san francisco sheriff's deputy whose department-issued gun was stolen from his rental car - has been fired. the incident happened on sunday in potrero hill. a spokesperson with the department says the deputy had been with the department less than a year... and was still on probationary status. the gun was left in the trunk

of the car - when it was taken during a car burglary. the gun was not locked up as required. the gun has not been recovered. ( james ) firefighters in san francisco gathered to honor battalion chief terry smerdel. the 16 year veteran died septermber 10-th while on duty. he had returned from an early morning fire call and was later found unresponsive in his office. the alameda county, contra costa county, san jose, and san mateo fire departments all gathered to pay a final farewell. ( james ) a north bay high school will be back to normal this morning after bomb threat prompted a lock-down tuesday. it happened yesterday morning at redwood high school in larkspur. students were evacuated to the football field after the school received anonymous tip of a threat. the threat was cleared a few hours later. students who attend the school say the threat appeared to have been made because a student did not want to take a test. ( james ) and in the east bay... a student was

arrested accused of bringing a gun on campus. it happened at de anza high school in richmond. the high school was put on lock-down when school officials learned the student had the weapon. no one was hurt. ( james ) the billionaire owner of property on martin's beach is now getting a cease and desist order. the owner refuses to open a road to a popular beach despite a court order to do so. the venture capitalist purchased the 53- acre property in 2008. he then blocked off the only road leading to the beach. an appeals court has ruled he is breaking the law by blocking public access to the beach. california's coastal regulator is now ordering him to unlock the gate blocking access to the beach and remove all "no trespassing" signs. ( darya ) a five-year-old boy is suspended from a modesto elemantary school after the school says he made terrorist threats. the boy refused to take his backpack off becuase he said there was a bomb in his bag which would explode if he took it off. the school says the boy made "terrorist threats'... towards the faculty and staff. now his parents are fighting that claimsaying all five-year- olds have an imagination.and should be allowed to play around. the school district is investigating the case. ( darya )(áááboxesááá) the san francisco board of supervisors has voted to change the name of justin herman plaza. the

resolution calls for the plaza to be called "embarcadero plaza" until a new name can be agreed on. the supervisor who introduced the legislation says that herman led the san francisco redevelopment agency during the 60's and approved projects that displaced nearly 4-thousand people and small businesses. the recreation and parks commission will take up the issue next month. ( darya ) new this morning... oakland firefighters put out a fire at a homeless encampment. crews tweeted out this video showing them arriving at the fire overnight on 5th and castro. nobody was injured. ( james ) a group of neighbors, business owners and college students say they oppose the oakland a's plan to build a new stadium near laney college. the group says the proposed development would have a negative impact on the college and the surrounding communities. some of the biggest concerns include increased traffic and higher rent prices. last week the a's announced a plan to build on the new ballpark at the

current site of the peralta community college district. the peralta community college district board of trustees still has to approve the new stadium. ( james ) a judge has ruled that beverage companies will not be required to include health warnings on ads for sugary drinks. the san francisco law was blocked by a federal court yesterday. the ordinance was originally approved in 20-15... the warnings would say that adding sugar to beverages contributes to obesity, diabetes and tooth decay. the ads would appear on billboards, buses and other places in the city. but the court ruled that the warning is misleading and may violate freedom of speech. the san francisco attorney's office says it is still deciding if it will appeal. ( darya ) there is a new effort in congress to stop online child sex trafficking... and california's attorney general is among those pushing for it to pass. happened in san francisco. it started just before 2:00 this morning on harvard street. three people were injured... two of whom had to be rescued. one man is in critical condition. this

is a picture tweeted out by the san francisco fire department showing the damage to the building. we have also learned that a 17 year old suffered moderate burns and smoke inhalation. the teenager is expected to recover. ( darya ) more breaking news we are following this morning... hurricane maria is now hammering puerto rico after killing nine people in the caribbean.( james ) the category 4 storm is hitting the island as we speak. this is just some of the video coming out of puerto rico this morning. you can see the wind and heavy rain hammering the island. the storm bringing winds of more than 155 miles per hour. puerto rico had long been spared from a direct hit by hurricanes... that tend to veer north or south of the island. the last category 4 hurricane to make landfall in puerto rico happened in 1932. ( james ) breaking news out of mexico... more than 200 people are dead after a massive 7-point-one earthquake hits central mexico... and that death toll is expected to rise.( darya ) the massive earthquake toppled buildings buckled roadways and knocked out power to millions tuesday. this is video showing just some of the damage. the quake was centered about 75 miles from mexico city. 217 people have been killed. search and rescue efforts are underway this morning as

crews continue to search through the rubble. we have learned that at least 20 of the people killed were kids who died in a school collapse. at least 30 others from that school are still missing. ( darya ) and take a look at this video showing the shaking the moment the quake hit. 180 flights out of the mexico city international airport were impacted by the earthquake. travelers who landed at san francisco international airport last night say they were fortunate to make it to the bay area.. considering the quake struck while they were still on the tarmac. a few weeks after a massive 8-point-1 magnitude quake hit off the southern coast of mexico. and hurricane katia hit the country around the same time. san francisco's general consul of mexico says he believes they have the resources to recover from all of the natural disasters. ( james ) racist messages are left on a school district truck in the east bay. and now police are calling it a 'hate crime'. the derogatory remarks targeted the jewish and african- american communities. swastikas were also drawn on the car in permanent marker. and the rear window was smashed. this happened at canyon middle school in castro valley. police are reviewing surveillance video from the area to try and find the people responsible.

( james ) in the south bay... an off-duty c-h-p officer is being remembered after being killed in a crash. c-h-p officials say officer james branik of san jose was riding his motorcycle on monterey highway- just south of chester avenue yesterday morning when he was hit by a pickup truck. branik was assigned to the c-h-p's gilroy commercial vehicle enforcement facility in san mar-teen. the driver of the truck has not been arrested - and the crash remains under investigation. ( darya ) also new this morning... the city of oakland has approved a resolution supporting the daca immigration program. the program allows undocumented immigrants who were brought to the country as children to stay here legally. the trump administration announced that it is ending the daca program. the oakland city council approved the resolution unanimously. president trump has given congress six months to take action to protect the daca recipients. british police have arrested two more people in connection to the london subway attack... bringing the total number to five. detectives arrested two men today. another man was arrested yesterday. meanwhile... a refugee from iraq and a man from syria -- both arrested over the weekend remain in custody. neither has been charged. 30 people were hurt last week when a homemade explosive was detonated inside a subway car. department's push to arm officers with tasers. community members gathered last night to express their concerns. the community input session was meant to help determine the policy surrounding the use of tasers if they are approved. police say tasers would reduce shootings. but opponents say it's a danger to people who are vulnerable, including the mentally ill. the police commission will eventually vote on the proposal. ( darya ) fresno police called a man a hero for stepping in to stop an armed robbery. but that same man could find himself in legal trouble because the accused robber plans to sue him. surveillance video of the july confrontation went viral. police say it shows ryan flores using a gun and knife to try and rob a starbucks. that's when cregg jerri confronts flores and the two start fighting. both men were hurt. jerri was stabbed in the

neck... while flores was stabbed more than a dozen times. flores' mother says jerri used excessive force. ( darya ) police say jerri will not face any criminal charges. ( james ) a mannequin stolen from a downtown pleasanton boutique -- has been returned. it is a story you saw first on kron 4. the mannequin was stolen last week and the thief left behind an apology note and 200 dollars. now another strange note was found near the mannequin once it was returned.. that note said "don't worry... hollywood was a perfect gentlemen" police believe the thief calls themselves "hollywood" as a

( darya ) new this morning... a ninth person has died after being evacuated from a sweltering hot nursing home in florida. it's unclear what caused the patient's death... but the facility lost its air conditioning after hurricane irma knocked out power. patients were kept in hallways during the outage, with the staff using portable a-c units to cool them down.

meanwhile.. the family of one patient who survived is now suing. the facility says it's cooperating with investigators. three agencies have launched investigations... including a criminal probe. ( james ) antioch police arest a man who they say shot and killed his fatherthen turned the gun on his brother injuring him. it happened yesterday morning on lawton street. investigators say the three men got into an argument. police believe the shooter ran to his car grabbed a gun then pulled it on his father shooting him several times. the man's brother drove to a nearby liquor store where he called 911. he was shot in the torso -- and is expected to survive. the shooter...never left the scene...and is now in custody. ( james ) a fairfield woman is behind bars... accused of stabbing her sister to death. investigators say it happened monday night at a home on valencia drive. when police arrived they found the body of mary ellan douglas. police arrested her sister...antoinette clay for murder. officers say

clay also tried to kill another family member at the home... that victim is expected to be okay. ( darya ) a san francisco sheriff's deputy whose department-issued gun was stolen from his rental car - has been fired. the incident happened on sunday in potrero hill. a spokesperson with the department says the deputy had been with the department less than a year... and was still on probationary status. the gun was left in the trunk of the car - when it was taken during a car burglary. the gun was not locked up as required. the gun has not been recovered. ( darya ) firefighters in san francisco gathered to honor battalion chief terry smerdel. the 16 year veteran died septermber 10-th while on duty. he had returned from an early morning fire calland was later found unresponsive in his office. the alameda county, contra costa county, san jose, and san mateo fire departments all gathered to pay a final farewell to smerdel. morning... oakland firefighters put out a fire at a homeless encampment. crews tweeted out this video showing them arriving at the fire overnight on 5th and castro. no one was hurt. ( james ) a north bay high school will be back to normal this morning after bomb threat prompted a lock-down yesterday. it happened yesterday morning at redwood high school in larkspur. students were evacuated to the football field after the school received anonymous tip of a threat. the threat was cleared a few hours later. students who attend the school say the threat appeared to have been made because a student did not want to take a test. ( james ) and in the east bay... a student was arrested accused of bringing a gun on campus. it happened at de anza high school in richmond. the high school was put on lock-down when school officials learned the student had the weapon. no one was hurt. ( darya ) the san francisco board of supervisors has voted to change the name of justin herman plaza. the resolution calls for the plaza to be called "embarcadero plaza" until a new name can be agreed on. the supervisor who introduced the legislation says that

herman led the san francisco redevelopment agency during the 60's and approved projects that displaced nearly 4- thousand people and small businesses. the recreation and parks commission will take up the issue next month. tackling this skyrocketing crime trend. pissed offthese glass shards are part of what's making that car owner so madhe now has a new rear windsheildafter theives broke into his chevy in mclaren park on saturday. it's an inconvenience the person now has to spend more money that they didn't have to go fix something they shouldn't have to fix it's a pain in the behindand he's not alone. in the first six months of this year there were nearly 3-thousand more property crimes like auto smash and grabs than in the first six months of last year. and sometimes those breakin are more than just a nuisance. this august 23 year old abel esquivel junior was fatally shot during an armed robbery with a gun stolen from the personal car of a san francisco police officer. in 2015 kate steinle was killed by a gun that had been stolen from the car belonging to a federal ranger. as policymakers we cannot just do nothing. we have to move forward this is drastic now people are not only getting their property stolen now people are getting killed because of the property that's been stolena hearing at city

hall is scheduled for next wednesday to discuss supervisors norman yee and hillary ronen's proposed ordinance that would require each of san francisco's police stations to dedicate at least one officer to investigate property crimes. a similar ordinace passed last year but was veto'd by the mayor. supervisor yee believes the time is right to try again. it's to the point where where almost everybody's angry about it.if passed the ordinance would require those dedicated officers to focus on car break ins and bike thefts for the first year.but if another property crime turns out to be a bigger problem, like there's a spike in home burglaries in a particular instance, then those units would be able to refocus their efforts. maureen kelly kron4 news ( darya ) a group of hospital workers in jacksonville, florida could face criminal charges... after posting videos of newborns online. in one video...

music can be heard blaring in the background as a staff member makes a newborn dance. a picture was also posted on snapchat... showing a worker making an obscene gesture at a baby... it's captioned "how i currently feel about these mini satans." the hospital says it's still notifying the families of the babies involved. they also posted a statement to facebook - calling this "outrageous, unacceptable and incredibly unprofessional."
