following this morning ... one man is dead and a shooter is on the loose in the east bay. the shooting happened last night on pepper tree way in antioch. when police arrived they found the victim who had already died. they have not yet released his name. police do not have a description of the shooter. (robin)in our top story this morning ... first a bomb scare ... and now a second shooting threat in the last month for one north bay high school. kron 4's dan kerman has more from redwood high school in larkspur ... where these threats are putting a damper on halloween festivities. about 11-30 monday morning, graffiti threatening a halloween day shooting was discovered in a bathroom at redwood high school in

been machugh's next door neighbor for the past five yearson monday homicide investigators with the contra costa county sheriff's office released these photos of two suspect vehicles, described as a red mistubushi eclipse with a spolier in the back and a grey ford mustang with dark colored rims

kron4news (robin ) after a months long investigation ... san jose police have arrested a serial robbery suspect. now they are looking for more possible victims.21-year-old lawrence carter is accused at least seven robberies that targeted elderly east indian and asian women. investigators say he would approach them and yank gold chains off their necks. police have released this surveillance video they say shows one of the robberies. investigators tell kron four - carter may be responsible for several other heists in san jose and possibly other bay area cities. (robin) a man who fremont police say fled over the weekend during a standoff... is now in custody. police say 41-year-old thomas beltran turned himself in yesterday. officers were called out to a home in the city's glenmoor

neighborhood on saturday morning. they say beltran's girlfriend reported... he had attacked her. a swat team arrived a short time later...and after nine hours they went inside only to discover beltran was gone. (steve)we are nearing full containment in the north bay firestorm.yesterday firefighters got a complete handle on the nuns fire. the atlas fire is also 100 percent contained.. the tubbs fire and the pocket are both 99 percent contained. (robin) unfortunately -- the death toll in the northern california widlfires has climbed to 43. the latest victim is a teenage girl who was severely burned in the fire that tore through mendocino county. according to the "santa rosa press democrat"... 17-year-old kressa shepherd died sunday night. doctors performed a cat scan... and determined she was brain-dead. kressa's brother -- 14-year-old kai shepherd -- was among the youngest who died in the wildfires. the shepherd family tried escaping the flames in their car... but their car caught fire. (robin) and kron four is teaming up once again with the

salvation army to help out victims of the deadly fires. we did this right after hurricane harvey... and we are doing it again this friday to raise money for the north bay fire victims. the donation lines will be open during the kron four morning news from 6 a-m until 10 a-m. they will open up again in the evening... from 5:00 until 10:00. (robin) in national news former trump campaign chairman paul manafort is under house arrest this morning. this comes after he was indicted on charges of conspiracy against the u-s. and other federal charges. we first broke the story yesterday on the kron 4 morning news. manafort and his associate... rick gates are the first people to be indicted by special investigator robert mueller. both gates and manafort pleaded not guilty at their first court appearance yesterday afternoon. (robin @ landing ) we are taking a closer look at the sideshow problem in san jose. this is video from one over the summer.and the latest áillegal street show was over the weekend - that left a police officer hurt. kron4's ali reid reports on the police crackdown.. it was somewhere along here on hostetter road near interstate 680, where an officer was injured by a vehicle during a traffic enforcement stop.pkgi guess he got his foot run over police say the driver of that 2 door nissan sped awayand is still on the loose. the officer was treated at a nearby hospital.julie glasper - i feel for everybody bcuz basically all of us are vulnerable to itreckless driving is a problem in the south bay, and police cracked down last night. c-h-p, morgan hill police and san jose p-d executed racer enforcement in different locations throughout san jose. this is the latest sideshow in the areabut neighbors say this has been an ongoing problem for some time.

mostly it's on the other side of town, the south san jose areajulie glasper says it's not only side shows it's also dangerous on the freeways. if you're driving along the highway and they come racing by you it does kinda scare you police have a vague description of the getaway driver that injured the officer.he is being described as hispanic or filipino, in his early 20's, and clean shaven. the maroon or brown colored nissan's license plate is 240-sxe.tagduring the crackdown police say four people were arrested for reckless driving and outstanding warrants.two citations were issued, and 5 cars impounded. reporting from san jose. (robin) the c-h-p has released these aerial pictures of a motorcycle sideshow early saturday afternoon.... with about 200 motorcycles on highway 880 in oakland. c-h-p chased several motorcycles into the castro valley area. officers

followed them onto city streets where they arrested four motorcyclists. another biker was found and arrested in redwood city. the riders are facing reckless driving and felony evasion charges. (robin) east palo alto police are asking for your help in finding a missing teenager. this is a recent photo of 17-year-old jonathon bedolla... he was last seen about five o-clock on thursday, october 26th, leaving his job at stanford shopping center in palo alto. jonathon lives in east palo alto... and police say despite numerous calls and text messages sent by his worried family... jonathon has not responded... which is not something he does. (robin) caltrain, bart and other police agencies are helping with the case and jonathon's family has reached out for help on social media in the hope that someone will come forward with information that

will help bring him home. (robin)(boxes) for at least the second time this month - a bay area family has had their halloween decorations stolen..this morning we have surveillance video. kron4's charles clifford has more on the theft in tiburon. around midnight on monday october 23rd, this car pulled up in front of a home along celilia way in tiburon. the driver, gets out and inspects the house from the sidewalk. after a few minutes he picks up two skeleton arm decorations that were sitting on the front lawn and puts them in his car. he then walks up the driveway and takes a closer look at the other decorations. at one point he looks directly into a surveillance cameras mounted outside the house. after several more minutes he picks up a fullsize zombie sitting near the front door. he walks it back to his car, puts it in the trunk and drives off.sot couldn't believe it because it was so brazen.carolyn dilena lives here with her family. she's stunned that someone would take their decorations. sotwe were home sleeping not far away from the front door. the guy takes his time. he was here 7 or 8 minutes,

inspecting everything.carolyn did report the thefts to the tiburon police department. they told kron 4 on monday that the case is under investigation but so far, the this man has not been identified.the tiburon thefts also occurred on the same night that someone stole halloween decorations from a home along lake street in san francisco, which is roughly a ten to fifteen minute drive away. in that case, several items were stolen including this full size witch. so far there is no indication that these thefts were commited by the same person.carolyn concedes that she's probably not going to get her decorations back but she hopes that whoever did this will be found.sotat this point, i think my zombie is gone. i would really like to see the guy identified and brought to justice. he's clearly a bad egg, he spoils it for other people. i would just really like to see him found. (robin)a woman says her dad was fired from apple ...

because she posted video of the yet to be released iphone-x back in september.in the video - she is with her father on a tour of apple headquarters in cupertino... the two stoped in the caffeteria.. and her dad uses the phone to pay... she says she did not mean for it go viral. (robin)(boxes) following the northbay firestorm ... much of the attention has turned to rebuilding.but there is confusion among santa rosa residents trying to move forward. kron4's ella sogomonian reports. before you rebuild you've got to clean up but even within that first step there is a bit of a process.tubbs fire victims are now questioning how to go about it. sot: elizabeth palmer, lost home to tubbs fire// "process starts

with debris removal and that's the kind of information that we're trying to get now and i think that its' starting to trickle down i think the question that many homeowners have is how the insurance is going to be implicated by the cost of the debris removal."at this time, there is no debris removal happening in sonoma county. the environmental protection agency first has to check damaged property for hazardous materials before anything else can happen. once it is checked a sign will be left on the property that it's ready for clean up.after that there are two options that both require paperwork. either opt in for the army corps of engineers to clean it for you by signing a county right of entry permit.or you opt out and hire and independent licensed contractor to remove debris by signing a form not yet available.then go to insurance for approval.sot: sylvia parkinson, lost home to tubbs fire//" i think that's the most confusing part for me and not allowing me to move forward until i understand that and i certainly don't want to sign over the rights to my property without going over all the information and have the knowledge of what's going to happen."the office of emergency services says

insurance policies will pay for the clean up only if they specifically covered debris removal to lessen the burden on tax payers. so it depends how much was set aside for that. sot: eric lamoureux, cal office of emergency services// "most people's insurance policies have an item in it for debris we're looking to collect just that amount. we're not going to take any money they need for the rebuild."lamoureux says if debris removal wasn't included - the state will cover the cost. county officals say if a homeowner hires an independent contractor they may be billed for more than their insurance covers and are then responsible to pay the difference. the board of supervisors will consider a set of standards for the process on tuesday then the opt out form will be available. (robin) bay area lawmakers will introduce a bill barring electric utilities at fault in wildfires --- from passing the cost onto customers. the proposal comes on the heels of the devastating north bay firestorm. the local senators behind the bill say it would prevent electric utilities found culpable from passing costs of claims not covered by insurance...as well as fines or penalties they might face. p-g-and e

responded to the proposal saying "the investigations into these fire are still ongoing" and that they are cooperating with both c-p-u-c and calfire's reviews. the bill will be introduced in january (robin)we've been telling you about that 12-cents-per-gallon gas tax that goes into effect tomorrow.now we have more details about some of the specific, bay area projects that will happen ábecause of that new source of revenue. kron four's spencer blake explains. the gas tax that starts on november first is not the first one california has had. there's been one in place for decades, but it's outdated. since it was put in place, the amount of driving in the state has doubled, but the number of gallons of gas purchased, has only gone up by one-third because of more fuel-efficient cars."we have all these things

we have to take care of - all the wear and tear on our roads and on our bridges, and the gasoline tax money that we've been getting just hasn't been sufficient."so now, 12 cents added to each gallon of gas, and 20 cents added to each gallon of diesel sold.will help generate more than 50 billion dollars in the next ten years."that's going to be a little bit extra money we spend on it." the new revenue will be split between state and local projects.in the bay area, it will pay for things like a new auxiliary lane on highway 87 in the south bay.it will fund pavement preservation on i-80 between the carquinez bridge and highway four, and it will pay for various traffic operating systems that help traffic flow more smoothly.(standup)"one of the major projects here in the bay area that will be using some of that gas tax money will be right here at the macarthur maze, where they'll actually be raising the heights of some of the overpasses." "that's just one of the things you want to be able to do in changing times - ya know, the trucks are a lot taller than they used to be." there's no official start date for that one yet, but the one that's widening ramps along i-880 started in june - caltrans was able to start

working earlier than scheduled. "it's a few dollars every time you fill up, especially this thing."there will also be many more projects going on in the next decade that haven't even been planned yet. (robin) happening today jurors will continue to hear testimony in the trial for the man accused of killing kate steinle in san francisco. a veteran police inspector testified yesterday that the bullet that hit steinle ricocheted off the ground first. attorneys for the suspect... jose garcia zarate argue that their client found the gun and the shooting was accidental. the trial is expected to last another three weeks. (robin) an update on a big story kron four news brought to you over the weekend. police in scottsdale arizona say a's catcher bruce maxwell showed signs of being drunk when he was arrested. this is maxwell from his court appearance. he's facing a charge of aggravated assault. investigators say he was arrested saturday night after he pointed a gun at a woman who delivered food to his home. so far police have not released a motive. the a's have put out a statement

expressing their disappointment. maxwell made headlines during baseball season when he became the first player to take a knee during the national anthem. (robin) in san francisco... a woman was shot while parking her car in the bayview district over the weekend. it happened at 2:30 saturday morning on northridge road near ingalls street. authorities say a car drove up to the woman. that's when someone inside the car fired the gun at her. the woman was taken to the hospital with non-life threatening injuries. authorities say the shooter is still on the loose. (robin) one person is recovering after being rescued during a house fire in moraga. the police department sent kron four this photo -- showing the aftermath of the fire on archer circle. it was reported just before 5 yesterday morning. a man was pulled out of the home and taken to the hospital with burns... details of his condition haven't been released to the public. a second person who was inside the house escaped... unharmed. the cause is under investigation. (robin)in san francisco ... most people with dogs are responsible owners .... but there are some who are not. stanley roberts explains in this mornings people behaving badly. on mission road in colma sits a lady sitting on the curb on her smart phone, with her dog close by then the dog wanders off and sniffs a tree, normal dog behavior wnats ambiance then moments later a

dog does what dogs do best ..while the owners watches but make no effort to clean it up she just sits there .. then she gets up loads the dog in the car . walks around to the drivers side and off she goes oh, i almost forget to mention the grassy area where all this happened is holy cross catholic cemetery nats: ambiance inside the cemetery this older couple is placing flowers on some headstones notice the dog off leash running around . the dog sniffs around. then wanders off to find a spot where it does what dogs do best nats: ambiance then the dog runs back to the couple who never noticed what had happenednats: ambiancemany other cemeteries in colma flat out ban dogs . for obvious reasons the reason some people cant be trusted to clean up after there dog, here listen to what one visitor had to say about what she's seen we come down here to pay our respects to our family we get down on our hands and knees we clean the grave we clean up around the area we bring um flowers then

picture of the man. the colission happened sunday night in san pablo. kron4's maureen kelly talked to one of the victim's friends. robert armstong had just finished sunday dinner a little after 7pm october 22nd at this house on emeric avenue. the accident happened just after he'd walking back across the street after escorting his girlfriend and their two three year old twins to their car.i seen people running toward him and when i got there i thought maybe he was gone that's what i thought that's what i thought the way his body was mangled really i thought that was the end of him.charlotte sherman says the 22 year old flew up 15 feet.which is higher than her house.and he came down hard, two door down. he's listed in critical by stable condition at john muir hospital.he suffered some severe head trauma as well as injuries to visit as well as injuries to his upper torsosan pablo police say the suspect vehcile was last headed east on emeric. (maureen)right now the description on the suspect vehicle is limited. all police have at this point is

that it's a dark colored 4 door vehicle, either an ultima or a nissan. the one distinct thing witnesses on the scene remember is that it had silver door handles.there's gonna be some noticeable damage to the vehicle we don't know exactly where on the vehicle that might be identified but there's gonna be some identifiable damagethose who live around in this neighborhood says they've had problems with cars doing donuts or ignoring the stop signs. kids travel the street all the time too they skateboard and bicycle and what have you so were in a have to get something started here for safetysherman says in the light of this terrible accident, she thinks the city should install speed bumps to make this street safer.maureen kelly kron4 news. (robin) an oakland woman is urging pet owners to take caution and do research before doing business with a service provider. katie rubin lost her dog at the beginning of the month in sacramento... where she works. she says she hired the sitter using rover-dot-com. it's a

website that connects pet owners with dog sitters, walkers, and other services. one day rubin got a call from her sitter saying her dog had gone missing. she says she is frustrated with rover-dot-com for not taking responsibility. but says she is also mad at herself... admitting there was a red flag everytime she dropped the dog off. (robin) rubin was surprised to learn that rover-dot-com is not responsible if her dog is lost. according to their terms of service... they are not a service provider but a neutral venue for pet owners and service providers to connect. even so... rubin says rover-dot-com stayed in contact with her. they even reimbursed her for some of the search costs. we reached out to rover but they declined an interview. (robin)in national news ... one person is dead after a shooting at the university of utah. students at the

school were told to shelter in place overnight as police searched for the gunman. police say they know who he is and he is armed and dangerous. (robin) a federal judge has blocked parts of the trump administration's transgender military ban. the ruling prevents the military from enforcing the president's ban which would prohibit transgender people from enlisting or re-enlisting. the court upheld the portion of the president's order that blocks military personnel from having re-assignment surgery paid for by the u.s. government. (robin) retailers are set to scare up a record nine- point-one billion dollars in halloween sales this year. that's according to a survey released by the national retail federation... people are expected to spend three-point-four billion dollars on costumes. two-point-seven billion dollars will go to candy sales. decorations could bring

in two-point-seven billion.... on average...americans are set to spend about 86 dollars each.. if the survey is correct...20-17 sales will be an more than 8 percent higher than last year... ( darya ) we begin with a big story out of the east bay... where one man is shot dead and police are looking for his attacker this morning. the shooting happened at 8:00 last night on pepper tree way in antioch. police say the victim died before they got there. his identity has not been released... and there's no information yet on the shooter. ( james ) a north bay high school is on heightened alert this morning after a shooting threat is discovered. ( darya ) this is the second threat of a shooting at redwood high school in larkspur in just over a month. will tran is live at the school this morning with the details.

this morning there will be an increased police presence at a north bay high school after another threat of a school shooting. it is the second threat of a school shooting in just over a month at redwood high school in larkspur. graffiti threatening a halloween day shooting was found in a boy's bathroom. last month a similar threat was found in a girl's bathroom. students have mixed reaction about the school being kept open today.

when the argument moved outside... the teen pulled a gun. the man got into a car with a woman and an infant and as the drove away the teen opened fire. nobody was injured. the teen has been booked into juvenile hall. ( darya ) police are cracking down on sideshows in the south bay. this comes after an officer was injured in a sideshow in san jose over the weekend. people who live on hostetter road near interstate 680... where the recent side show happened...say reckless driving has been a problem for years. last night c-h-p officers from morgan hill and san jose police officers increased their presence in different locations through out the city. it is the latest effort to crack down on

illegal sideshows. the officer injured in the side show over the weekend is expected to be okay. ( darya ) and the c-h-p has released these pictures of a motorcycle sideshow early saturday afternoon with about 200 motorcycles on highway 880 in oakland. c-h-p chased several motorcycles into the castro valley area. officers followed them onto city streets where they arrested four motorcyclists. another biker was found and arrested in redwood city. the riders are facing reckless driving charges. ( james ) this morning we now know the name of the man killed in discovery bay over the weekend. contra costa county sheriff's deputies say that bradley machugh was killed over an argument about cars driving too fast in a residential neighborhood. the shooting happened on sunday morning. now police have released pictures of the cars they are looking for in connection to the murder. they are described as as a red mistubushi eclipse with a spoiler in the back and a grey ford mustang with dark colored rims. ( james ) we are nearing full containment in the north

bay wildfires. firefighters say they have a complete handle on the nuns fire. the atlas fire is also 100 percent contained. the tubbs fire and the pocket are both 99 percent contained this morning. ( james ) people in santa rosa are questioning how they should clean up the mess left behind from the north bay wildfires sonoma county has not yet removed any debris. that's because the environmental protection agency has to first check damaged property for hazardous materials. after it is checked...people have two options. they can either opt in to have an army corps of engineers clean it for them or opt out to hire an independent contractor to get rid of it. the board of supervisors is set to consider a set of standards for the process today. ( darya ) the young survivors of the north bay firestorm celebrated halloween a little early. the community came together in santa rosa last night for a special party. jack london elementary school hosted a

halloween carnival. one little girl showed her appreciation... by dressing as a first responder. ( darya ) congressman mike thompson of california's fifth district put a call out for some some help. the boys and girls club got involved... and so did the cosumnes fire department. they organized a donation drive for costumes and candy. ( darya ) kron four is teaming up once again with the salvation army to help out victims of the deadly north bay wildfires. we did it right after hurricane harvey... and we are doing it again this friday to raise money for the north bay fire victims. the donation lines will be open during the kron four morning news from 6 a-m until 10 a-m on friday. they will open up again in the evening... from 5:00 until 10:00. ( darya ) happening today... the berkeley city council will meet to discuss a

new use of force policy for the berkeley police department. a city councilwoman has proposed expanding the department's definition of use of force to include all incidents were there is a physical confrontation. right now the police are only required to file reports for incidents when somebody is hurt or a weapon is ( james ) police are searching for a man who stole halloween decorations from a family in tiburon. the theft happened outside a home on celilia way. the whole thing was caught on surveillance video. the thief is seen taking two skeleton decorations from the front yard and putting them in his car. the thief then steals a full-size zombie right next to the front door. the crook has not been caught. ( james ) happening tomorrow... a new gas tax will go into effect in california raising the price of gas by 12 cents per gallon.( darya ) spencer blake has the details on how that money will be used around the bay area the gas tax that starts on november first is not the first one california has had. there's been one in place for decades, but it's outdated. since it was put in place, the amount of driving in the state has doubled, but the number of gallons of gas purchased, has only gone up by one-third because of more fuel-efficient cars."we have all these things we have to take care of - all the wear and tear on our roads and on our bridges, and the

gasoline tax money that we've been getting just hasn't been sufficient."so now, 12 cents added to each gallon of gas, and 20 cents added to each gallon of diesel sold.will help generate more than 50 billion dollars in the next ten years."that's going to be a little bit extra money we spend on it." the new revenue will be split between state and local projects.in the bay area, it will pay for things like a new auxiliary lane on highway 87 in the south bay.it will fund pavement preservation on i-80 between the carquinez bridge and highway four, and it will pay for various traffic operating systems that help traffic flow more smoothly.(standup)"one of the major projects here in the bay area that will be using some of that gas tax money will be right here at the macarthur maze, where they'll actually be raising the heights of some of the overpasses." "that's just one of the things you want to be able to do in changing times - ya know, the trucks are a lot taller than they used to be." there's no official start date for that one yet, but the one that's widening ramps along i-880 started in june - caltrans was able to start working earlier than scheduled. ( james ) breaking overnight... one person is dead after a shooting at the university of utah. students at the school were told to shelter in place overnight as police searched for the gunman. police say they know who he is and he is armed and dangerous. ( james ) a federal judge has blocked parts of the trump administration's transgender military ban. the ruling prevents the military from enforcing the president's ban which would prohibit transgender people from enlisting or re-enlisting. the court upheld the portion of the president's order that

this is a recent photo of 17-year-old jonathon bedolla... he was last seen last thursday leaving his job at stanford shopping center in palo alto. jonathon lives in east palo alto. he attends serra high school in san mateo. caltrain, bart and other police agencies are helping with the case and jonathon's family has reached out for help on social media in the hope that someone will come forward with information that will help bring him home. ( james ) a young father is recovering after a hit-and- run in the east bay. the crash happened on emeric avenue not far from rumrill boulevard in san pablo. police are still searching for the driver this morning. police say the hit and run happened as robert armstrong was walking outside of his house. witnesses say he was thrown 15 feet in the air. he is still in critical condition this morning. police do not have a detailed description of the car or the driver. ( james ) a man who fled from fremont police over the weekend during a standoff... is now in custody. police

say thomas beltran turned himself in yesterday. officers were called out to a home in the city's glenmoor neighborhood on saturday morning. they say beltran's girlfriend reported... he had attacked her. a swat team arrived a short time later...and after nine hours they went inside only to discover beltran was gone. ( darya ) san jose police have arrested a serial robbery suspect. now they are looking for more possible victims. 21-year-old lawrence carter is accused at least seven robberies that targeted elderly east indian and asian women. investigators say he would yank gold chains off their necks. police have released this surveillance video they say shows one of the robberies. investigators tell kron four carter may be responsible for several other heists in san jose and possibly other bay area cities. ( darya ) in san francisco... a woman was

shot while parking her car in the bayview district over the weekend. it happened on northridge road near ingalls street. police say a car drove up to the woman. that's when someone inside the car fired the gun at her. the woman was taken to the hospital. she is expected to be okay. the shooter is still on the loose. ( james ) police in scottsdale, arizona say a's catcher bruce maxwell showed signs of being drunk when he was arrested. this is maxwell from his court appearance sunday... he's facing a charge of aggravated assault. investigators say he was arrested saturday night after he pointed a gun at a woman who delivered food to his home. maxwell made headlines during the baseball season when he became the first baseball player to take a knee during the national anthem. ( james ) one person is recovering this morning after being rescued during a house fire in moraga. the police department sent kron four this photo -- showing the aftermath of the fire on archer circle. it happened yesterday morning. a man was pulled out of the home and taken to

the hospital with burns... a second person who was inside the house escaped... uninjured. ( darya ) an oakland woman has a warning for pet owners this morning. katie rubin lost her dog at the beginning of the month in sacramento... where she works. she says she hired a sitter using rover- dot-com. it's a website that connects pet owners with dog sitters, walkers, and other services. one day rubin got a call from her sitter saying her dog had gone missing. she says she is frustrated with rover-dot-com for not taking responsibility. but says she is also mad at herself... admitting there was a red flag everytime she dropped the dog off. ( darya ) according to roverús policies they are not responsible if a dog is lost. however they

did reimburse rubin for some of the search costs. rover released a statement saying their team is investigating what happened. california high school students are in hot water... following a racist comment posted on instagram. the instagram post shows a picture of two female turlock high school students wearing letterman jackets. beneath it is a racially insensitive comment about african americans and education. we blured the comment because of how offensive it is. students say the high school junior behind the post first shared it last week. fellow students were disappointed that someone at their school would post something so offensive. ( darya ) after receiving backlash... the student changed the post to something less offensive. the turlock unified school district says they are aware

of the disturbing social media post and they are investigating. several students said they would like to see that student punished. ( darya ) california is kicking off recreational marijuana sales january 1-st. but there is expected to be confusion as the measure takes effect. this is because some cities and counties are banning sales. and only a small number of cities appear ready to issue licenses. that means there could be limited options in place for consumers. los angeles and san francisco are among those cities that still have not come up with rules regulating marijuana sales. (darya) a man who fled from fremont police over the weekend during a standoff... is now in custody. police say thomas beltran turned himself in yesterday. officers were called out to a home in the city's glenmoor neighborhood on saturday morning. they say beltran's girlfriend reported... he had attacked her. a swat team arrived a short time later...and after

nine hours they went inside only to discover beltran was gone. ( james ) a federal judge has blocked parts of the trump administration's transgender military ban. the ruling prevents the military from enforcing the president's ban which would prohibit transgender people from enlisting or re-enlisting. the court upheld the portion of the president's order that blocks military personnel from having re-assignment surgery paid for by the u.s. government. ( james ) in national news former trump campaign chairman paul manafort is under house arrest this morning. this comes after he was indicted on charges of conspiracy against the u-s. and other federal charges. we first broke the story yesterday on the kron 4 morning news. manafort and his associate... rick gates are the first people to be indicted by special investigator robert mueller. both gates and manafort pleaded not guilty at their first court appearance yesterday afternoon. (darya) breaking overnight... one person is dead after a shooting at the university of utah.

students at the school were told to shelter in place overnight as police searched for the gunman. police say they know who he is and he is armed and dangerous. ( james ) happening tomorrow... a new gas tax will go into effect in california raising the price of gas by 12 cents per gallon.( darya ) spencer ( darya ) spencer blake has the details on how that money will be used around the bay area the gas tax that starts on november first is not the first one california has had. there's been one in place for decades, but it's outdated. since it was put in place, the amount of driving in the state has doubled, but the number of gallons of gas purchased, has only gone up by one-third because of more fuel-efficient cars."we have all these things we have to take care of - all the wear and tear on our roads and on our bridges, and the gasoline tax money that we've been getting just hasn't been sufficient."so now, 12 cents added to each gallon of gas, and 20 cents added to each gallon of diesel sold.will

help generate more than 50 billion dollars in the next ten years."that's going to be a little bit extra money we spend on it." the new revenue will be split between state and local projects.in the bay area, it will pay for things like a new auxiliary lane on highway 87 in the south bay.it will fund pavement preservation on i-80 between the carquinez bridge and highway four, and it will pay for various traffic operating systems that help traffic flow more smoothly.(standup)"one of the major projects here in the bay area that will be using some of that gas tax money will be right here at the macarthur maze, where they'll actually be raising the heights of some of the overpasses." lawrence carter is accused at least seven robberies that targeted elderly east indian and asian women. investigators say he would yank gold chains off their necks. police have released this surveillance video they say shows one of the robberies. investigators tell kron four carter may be responsible for several other heists in san jose and possibly other bay area cities. (darya) a pair of northern california high school students are in hot water... following a racist comment posted on instagram. the instagram post shows a picture of two female turlock picture of two shows a picture of two female turlock high school students wearing letterman jackets. beneath it is a racially insensitive comment about african americans and education. we blured the comment because of how offensive it is. students say the high school junior behind the post first shared it last week.the turlock

unified school district says they are aware of the disturbing social media post and they are investigating. (james) california is kicking off recreational marijuana sales january 1-st. but there is expected to be confusion as the measure takes effect. this is because some cities and counties are banning sales. and only a small number of cities appear ready to issue licenses. that means there could be limited options in place for consumers. los angeles and san francisco are among those cities that still have not come up with rules regulating marijuana sales. ( darya ) police in east palo alto are looking for a missing teen this morning... this is a recent photo of 17-year-old jonathon bedolla... he was last seen last thursday leaving his job at stanford shopping center in palo alto. jonathon lives in east palo alto. he

attends serra high school in san mateo. caltrain, bart and other police agencies are helping with the case and jonathon's family has reached out for help on social media in the hope that someone will come forward with information that will help bring him home. (darya) the pilot of a single-engine plane survived after crashing near fresno. the pilot told authorities his engine died while he was four-thousand feet in the air. the pilot was trying to glide to an airport in selma. the plane couldn't make it that far and crashed near easton -- a town about 7 miles outside of fresno. somehow the pilot only suffered minor injuries -- including a scratch on the arm. the fresno county sheriff's office is amazed his injuries weren't more severe.
