following this morning ... one man is dead and a shooter is on the loose in the east bay. the shooting happened last night on pepper tree way in antioch. when police arrived they found the victim who had already died. they have not yet released his name. police do not have a description of the shooter. (robin)in our top story this morning ... first a bomb scare ... and now a second shooting threat in the last month for one north bay high school. kron 4's dan kerman has more from redwood high school in larkspur ... where these threats are putting a damper on halloween festivities. about 11-30 monday morning, graffiti threatening a halloween day shooting was discovered in a bathroom at redwood high school in

kron4news (robin ) after a months long investigation ... san jose police have arrested a serial robbery suspect. now they are looking for more possible victims.21-year-old lawrence carter is accused at least seven robberies that targeted elderly east indian and asian women. investigators say he would approach them and yank gold chains off their necks. police have released this surveillance video they say shows one of the robberies. investigators tell kron four - carter may be responsible for several other heists in san jose and possibly other bay area cities. (robin) a man who fremont police say fled over the weekend during a standoff... is now in custody. police say 41-year-old thomas beltran turned himself in yesterday. officers were called out to a home in the city's glenmoor

neighborhood on saturday morning. they say beltran's girlfriend reported... he had attacked her. a swat team arrived a short time later...and after nine hours they went inside only to discover beltran was gone. (steve)we are nearing full containment in the north bay firestorm.yesterday firefighters got a complete handle on the nuns fire. the atlas fire is also 100 percent contained.. the tubbs fire and the pocket are both 99 percent contained. (robin) unfortunately -- the death toll in the northern california widlfires has climbed to 43. the latest victim is a teenage girl who was severely burned in the fire that tore through mendocino county. according to the "santa rosa press democrat"... 17-year-old kressa shepherd died sunday night. doctors performed a cat scan... and determined she was brain-dead. kressa's brother -- 14-year-old kai shepherd -- was among the youngest who died in the wildfires. the shepherd family tried escaping the flames in their car... but their car caught fire. (robin) in national news former trump campaign chairman paul manafort is under house arrest this morning. this comes after he was indicted on charges of conspiracy against the u-s. and other federal charges. we first broke the story yesterday on the kron 4 morning news. manafort and his associate... rick gates are the first people to be indicted by special investigator robert mueller. both gates and manafort pleaded not guilty at their first court appearance yesterday afternoon. (robin) east palo alto police are asking for your help in finding a missing teenager. this is a recent photo of 17-year-old jonathon bedolla... he was last seen about five o-clock on thursday, october 26th, leaving his job at stanford shopping center in palo alto. jonathon lives in east palo alto... and police say despite numerous calls and text messages sent by his worried family... jonathon has not responded... which is not something he does. (robin)(boxes) for at least the second time this month - a bay area family has had their halloween decorations stolen..this morning we have surveillance video. kron4's charles clifford has more on the theft in tiburon. around midnight on monday october 23rd, this car pulled up in front of a home along celilia way in tiburon. the driver, gets out and inspects the house from the sidewalk. after a few minutes he picks up two skeleton arm decorations that were sitting on the front lawn and puts them in his car. he then walks up the driveway and takes a closer look at the other decorations. at one point he looks directly into a surveillance cameras mounted outside the house. after several more minutes he picks up a fullsize zombie sitting near the front door. he walks it back to his car, puts it in the trunk and drives off.sot couldn't believe it because it was so brazen.carolyn dilena lives here with her family. she's stunned that someone would take their decorations. sotwe were home sleeping not far away from the front door. the guy takes his time. he was here 7 or 8 minutes,

inspecting everything.carolyn did report the thefts to the tiburon police department. they told kron 4 on monday that the case is under investigation but so far, the this man has not been identified.the tiburon thefts also occurred on the same night that someone stole halloween decorations from a home along lake street in san francisco, which is roughly a ten to fifteen minute drive away. in that case, several items were stolen including this full size witch. so far there is no indication that these thefts were commited by the same person.carolyn concedes that she's probably not going to get her decorations back but she hopes that whoever did this will be found.sotat this point, i think my zombie is gone. i would really like to see the guy identified and brought to justice. he's clearly a bad egg, he spoils it for other people. i would just really like to see him found. with debris removal and that's the kind of information that we're trying to get now and i think that its' starting to trickle down i think the question that many homeowners have is how the insurance is going to be implicated by the cost of the debris removal."at this time, there is no debris removal happening in sonoma county. the environmental protection agency first has to check damaged property for hazardous materials before anything else can happen. once it is checked a sign will be left on the property that it's ready for clean up.after that there are two options that both require paperwork. either opt in for the army corps of engineers to clean it for you by signing a county right of entry permit.or you opt out and hire and independent licensed contractor to remove debris by signing a form not yet available.then go to insurance for approval.sot: sylvia parkinson, lost home to tubbs fire//" i think that's the most confusing part for me and not allowing me to move forward until i understand that and i certainly don't want to sign over the rights to my property without going over all the information and have the knowledge of what's going to happen."the office of emergency services says

insurance policies will pay for the clean up only if they specifically covered debris removal to lessen the burden on tax payers. so it depends how much was set aside for that. sot: eric lamoureux, cal office of emergency services// "most people's insurance policies have an item in it for debris we're looking to collect just that amount. we're not going to take any money they need for the rebuild."lamoureux says if debris removal wasn't included - the state will cover the cost. county officals say if a homeowner hires an independent contractor they may be billed for more than their insurance covers and are then responsible to pay the difference. the board of supervisors will consider a set of standards for the process on tuesday then the opt out form will be available. (robin) bay area lawmakers will introduce a bill barring electric utilities at fault in wildfires --- from passing the cost onto customers. the proposal comes on the heels of the devastating north bay firestorm. the local senators behind the bill say it would prevent electric utilities found culpable from passing costs of claims not covered by insurance...as well as fines or penalties they might face. p-g-and e

(robin) in san francisco... a woman was shot while parking her car in the bayview district over the weekend. it happened at 2:30 saturday morning on northridge road near ingalls street. authorities say a car drove up to the woman. that's when someone inside the car fired the gun at her. the woman was taken to the hospital with non-life threatening injuries. authorities say the shooter is still on the loose. (robin) one person is recovering after being rescued during a house fire in moraga. the police department sent kron four this photo -- showing the aftermath of the fire on archer circle. it was reported just before 5 yesterday morning. a man was pulled out of the home and taken to the hospital with burns... details of his condition haven't been released to the public. a second person who was inside the house escaped... unharmed. the cause is under investigation. picture of the man. the colission happened sunday night in san pablo. kron4's maureen kelly talked to one of the victim's friends. robert armstong had just finished sunday dinner a little after 7pm october 22nd at this house on emeric avenue. the accident happened just after he'd walking back across the street after escorting his girlfriend and their two three year old twins to their car.i seen people running toward him and when i got there i thought maybe he was gone that's what i thought that's what i thought the way his body was mangled really i thought that was the end of him.charlotte sherman says the 22 year old flew up 15 feet.which is higher than her house.and he came down hard, two door down. he's listed in critical by stable condition at john muir hospital.he suffered some severe head trauma as well as injuries to visit as well as injuries to his upper torsosan pablo police say the suspect vehcile was last headed east on emeric. website that connects pet owners with dog sitters, walkers, and other services. one day rubin got a call from her sitter saying her dog had gone missing. she says she is frustrated with rover-dot-com for not taking responsibility. but says she is also mad at herself... admitting there was a red flag everytime she dropped the dog off. ( james ) happening tomorrow... a new gas tax will go into effect in california raising the price of gas by 12 cents per gallon.( darya ) spencer blake has the details on how that money will be used around the bay area the gas tax that starts on november first is not the first one california has had. there's been one in place for decades, but it's outdated. since it was put in place, the amount of driving in the state has doubled, but the number of gallons of gas purchased, has only gone up by one-third because of more fuel-efficient cars."we have all these things we have to take care of - all the wear and tear on our roads and on our bridges, and the

gasoline tax money that we've been getting just hasn't been sufficient."so now, 12 cents added to each gallon of gas, and 20 cents added to each gallon of diesel sold.will help generate more than 50 billion dollars in the next ten years."that's going to be a little bit extra money we spend on it." the new revenue will be split between state and local projects.in the bay area, it will pay for things like a new auxiliary lane on highway 87 in the south bay.it will fund pavement preservation on i-80 between the carquinez bridge and highway four, and it will pay for various traffic operating systems that help traffic flow more smoothly.(standup)"one of the major projects here in the bay area that will be using some of that gas tax money will be right here at the macarthur maze, where they'll actually be raising the heights of some of the overpasses." this is a recent photo of 17-year-old jonathon bedolla... he was last seen last thursday leaving his job at stanford shopping center in palo alto. jonathon lives in east palo alto. he attends serra high school in san mateo. caltrain, bart and other police agencies are helping with the case and jonathon's family has reached out for help on social media in the hope that someone will come forward with information that will help bring him home. ( james ) a young father is recovering after a hit-and- run in the east bay. the crash happened on emeric avenue not far from rumrill boulevard in san pablo. police are still searching for the driver this morning. police say the hit and run happened as robert armstrong was walking outside of his house. witnesses say he was thrown 15 feet in the air. he is still in critical condition this morning. police do not have a detailed description of the car or the driver. say thomas beltran turned himself in yesterday. officers were called out to a home in the city's glenmoor neighborhood on saturday morning. they say beltran's girlfriend reported... he had attacked her. a swat team arrived a short time later...and after nine hours they went inside only to discover beltran was gone. ( darya ) san jose police have arrested a serial robbery suspect. now they are looking for more possible victims. 21-year-old lawrence carter is accused at least seven robberies that targeted elderly east indian and asian women. investigators say he would yank gold chains off their necks. police have released this surveillance video they say shows one of the robberies. investigators tell kron four carter may be responsible for several other heists in san jose and possibly other bay area cities. ( darya ) an oakland woman has a warning for pet owners this morning. katie rubin lost her dog at the beginning of the month in sacramento... where she works. she says she hired a sitter using rover- dot-com. it's a website that connects pet owners with dog sitters, walkers, and other services. one day rubin got a call from her sitter saying her dog had gone missing. she says she is frustrated with rover-dot-com for not taking responsibility. but says she is also mad at herself... admitting there was a red flag everytime she dropped the dog off. ( james ) police have arrested a teen for shooting at people... including an infant near a 7- eleven store in mountain view. it happened sunday night at the 7-eleven on latham street. police say it started as an argument between a 17-year-old boy and a man inside the store. when the argument moved outside... the teen pulled a gun. the man got into a car with a woman and an infant and as the drove away the teen opened fire. nobody was injured. the teen has been booked into juvenile hall. ( james ) happening today... prosecutors will call more witnesses in the trial for the man accused of killing kate steinle in san francisco. a veteran police inspector testified yesterday that the bullet that hit steinle ricocheted off the ground first. attorneys for the suspect... jose garcia zarate argue that their client found the gun and the shooting was accidental. the trial is

( james ) happening tomorrow... a new gas tax will go into effect in california raising the price of gas by 12 cents per gallon.( darya ) spencer ( darya ) spencer blake has the details on how that money will be used around the bay area the gas tax that starts on november first is not the first one california has had. there's been one in place for decades, but it's outdated. since it was put in place, the amount of driving in the state has doubled, but the number of gallons of gas purchased, has only gone up by one-third because of more fuel-efficient cars."we have all these things we have to take care of - all the wear and tear on our roads and on our bridges, and the gasoline tax money that we've been getting just hasn't been sufficient."so now, 12 cents added to each gallon of gas, and 20 cents added to each gallon of diesel sold.will

lawrence carter is accused at least seven robberies that targeted elderly east indian and asian women. investigators say he would yank gold chains off their necks. police have released this surveillance video they say shows one of the robberies. investigators tell kron four carter may be responsible for several other heists in san jose and possibly other bay area cities. ( darya ) in san francisco... a woman was shot while parking her car in the bayview district over the weekend. it happened on northridge road near ingalls street. police say a car drove up to the woman. that's when someone inside the car fired the gun at her. the woman was taken to the hospital. she is expected to be okay. the shooter is still on the loose. attends serra high school in san mateo. caltrain, bart and other police agencies are helping with the case and jonathon's family has reached out for help on social media in the hope that someone will come forward with information that will help bring him home. (darya) the pilot of a single-engine plane survived after crashing near fresno. the pilot told authorities his engine died while he was four-thousand feet in the air. the pilot was trying to glide to an airport in selma. the plane couldn't make it that far and crashed near easton -- a town about 7 miles outside of fresno. somehow the pilot only suffered minor injuries -- including a scratch on the arm. the fresno county sheriff's office is amazed his injuries weren't more severe.
