(robin) good morning and thanks for joining us. i'm robin winston.we are following breaking news out of new york. this morning police say the man who drove a truck through a bike path along the hudson river acted alone and is being considered a terrorist. eight people were killed and 11 others injured in the attack yesterday afternoon. we are also learning more about the attacker's past. kristen holmes is live in new york this morning with the latest. (robin) here in the bay area .... law enforcement is on high alert. kron 4's ali reid sat down with a retired f-b-i agent who says attacks like the one in new york ... can be difficult to prevent. it's a very successful strategy that these people have.former f-b-i agent rick smith and he tells me . a suspected terrorist would need to be identified before an attack is set out. that would include intelligence agencies like the fbi and the c-i-a . which are always on

alert.there are things you can do in terms of identifying these people beforehand. it's just that once they get a vehicle, once they begin to enter an urban area, it's difficult at that point to figure out what they're gonna do and where they're gonna go. here in san francisco there are a number of places where crowds of people gather like union square, the golden gate bridge, and coit tower, just to name a few. they can be easy targets at any time of day. when it comes to terrorism, what they want is for you to be in fear. i mean you can't live in fear. that's a motto for life even.public safety agencies here are working with federal and state law enforcement. former agent smith tells me with government intel cracking down on terrorism, suspects are finding different ways to hurt or kill others.rick smith / former fbi agentsot - there's been so much done to prevent terror attacks in planes, airports, train stations. now they've come up with this lone wolf thing where they're just running a vehicle and killing people. that's a whole new

(robin) public safety agencies here in the bay area are monitoring the incident in new york.the san francisco department of emergency management says there's no credible threat to the city at this time. (robin) breaking news from overnight... police involved in a shooting in san francisco. this happened around 12:15 this morning in the city's castro district in the area of 18th and castro streets. police have not released any other details. we will continue to follow this story and bring you updates through out the morning. (robin) one man is dead in san francisco after being hit by a car. this happened just after 8:00 last night at sloat boulevard and 36th avenue. the driver did stay at the scene and is cooperating with the investigation. the name of the victim has not yet been released. (robin) also breaking overnight in the east bay... two people are injured in a shooting following a sideshow in oakland. it happened around 10:30 last night on the 38-hundred block of broadway. that is near the kaiser

permanente oakland medical center. police say there was also a sideshow in that area. the victims' names have not been released and there is no word on their condition. police have not released any other details. (robin) new this morning we are learning about a 16- year-old human trafficking victim who was rescued in fairfield. police say they have arrested the man accused of trafficking her. last friday police stopped the girl on the 14-hundred block of west texas street because she appeared to be a prostitute. she told the officer that she had run away from her home in fresno and over the last 4 years she had been trafficked in miami... atlanta... chicago... las vegas... oakland... and san jose. this is the man police have arrested. he is 38-year- old leshone johnson. he is accused of pandering and pimping. the girl was taken into protective custody and will be returned to her family. (robin)(boxes) yesterday was halloween ... and convicted sex offenders on parole were forced to stay indoors and avoid any sign that they may be handing out candy.kron 4's ella sogomonian went along with officers for what is called -operation boo - checking in on the offenders. (nats: knock. "state parole") the only person a convicted sex offender can open their door to on halloween is a parole officer checking in on them. operation boo has made sure of that for 24 years in california.they target parolees who've committed a crime against a child. so on this vulnerable holiday they look for the usual violations

(robin) california's insurance commissioner says property damage losses from a series of wildfires now exceed three point three billion dollars. the commissioner

says that the figure represents claims for homes and businesses insured by 15 major insurers. 43 people were killed in the series of october wildfires that tore through northern california. they destroyed at least 89 hundred buildings as more than 100 thousand people were forced to evacuate. it was the deadliest series of fires in state history. (robin) the man accused of intentionally starting the 400-acre bear fire in the santa cruz mountains appeared in court yesterday. marlon coy is charged with several felonies -- including arson and great bodily injury to firefighters. investigators say the fifty- four year old started the bear fire on october 16th after a

dispute. the fire destroyed two homes and injured 13 firefighters. it was contained last week. coy pleaded not guilty. he is scheduled to return to court in december. (robin) a woman is dead... after being thrown from a horse in a walnut creek park. police say, it happened monday afternoon, in the shell ridge open space... near the corner of castle rock road and elise court. a 64-year-old woman from benicia ... died at the scene... the horse also died after it fell off a trail into a ravine. police say, there was no sign of foul play. (robin) happening today in the east bay. oakland will announce a new campaign to eliminate lead from school drinking water. this comes after the water from at least six different schools tested positive for lead. those schools are brookfield... burckhalter... fruitvale... glenview at santa fe... joaquin miller and thornhill. the school district says the problem has been fixed. this afternoon school officials will release a letter signed by 20 state and

local agencies calling on the school district to adopt policies to protect students from the lead. trade center.witness/ mos: it happened out of nowhere. i was walking down the street, it was a normal day and just out of nowhere i hear and see people. i see people running and screaming.witness/ mos: i look down and i see a truck going down towards chambers street. he's in the bike lane clearly in the bike lane and i see when i go down i see two gentlemen laying right there in the bike lane with tire marks across their body. witnesses also report saipov shouted allahu akbar and a law enforcement official says there was a note in the truck claiming the attack was done in the name of isisbill de blasio / mayor, new york city: this was an act of terror, and a particularly cowardly act of terror, aimed at innocent civilians, aimed at people going about their lives who had no idea what was about to hit them.saipov was shot and captured by nypd police officer ryan nashjames p. o'neill / nypd commissioner: after the collision, the driver of the truck, a 29-year- old male, exited the vehicle brandishing two handguns. a uniformed police officer, assigned to the 1st precinct,

(robin) in the south bay, a stabbing suspect and a police k-9 are both dead after an officer involved shooting in sunnyvale. it happened just after one o'clock in the afternoon at a condominium complex near the corner of east wedell drive and jena terrace.police arrived there after reports that a woman had been stabbed. police say officers made contact with the suspect, a man in his mid-20s.and that led to an officer shooting the suspect.he ended up dying in the hospital.the suspect, police say, stabbed the police k-9 that made contact with him and that dog later died in a veterinary hospital. (robin)an update now on a story we first brought you yesterday morning. a grocery store clerk is in the hospital with life threatning injuries ... after he was stabbed by an alleged shoplifter ... and attacked by a dog.(boxes) it happened early yesterday morning at the safeway in san francisco's richmond district at 7th avenue and cabrillo. police identified the suspect as 34-year-old michael pardo. officers say, the 39-year- old safeway worker tried to stop pardo from shoplifting .. and a physical confrontation ensued. officers say, pardo's dog bit the worker on the legs... while pardo stabbed him in the back. (robin) other store employees came to the victim's aid... and pardo was held down and later arrested and booked on charges attempted murder and robbery.

(robin) a firearms expert testified in the murder trial of kate steinle. jose garcia zarate is accused of murdering steinle on san francisco's pier 14 in 20-15. the firearms expert says that the gun used was in good condition - and would not have fired unless the trigger was pulled. attorneys for garcia zarate are claiming the shooting was an accident....and he'd simply picked up the gun when it went off. prosecutors argue that garcia zarate fired it deliberately. the gun had been reported as stolen from the car of an off-duty bureau of land management officer days earlier. the 45-year- old mexican citizen is being tried for second-degree murder in steinle's death. riding trains without paying is costing the agency millions of dollars, but now it is spending money to crack down on fare evaders. kron 4s dan kerman is at san francisco's embarcadero bart station with details.... riding bart without paying has become very costly to the transit agencysot alicia trost/bart spokesperson 05-14 we think its 25 million dollars worth of a problem, which means a lot less money to keep stations clean and to make investments to improve your experience.but now bart has decided to spend 2 and a half million dollars to stop fare evaders.sotone thing is

halloween ... most parents know to check their kids candy. but its also the perfect time to teach kids about the candy policy. the world health organization says kids daily calorie intake from sugar should be about 10-percent of total calories. some experts suggest one piece of candy per year of age... like allowing a five year old five pieces of halloween candy a day. they also suggest storing that candy in a central location in the home instead of a child's bedroom. will announce a new campaign to eliminate lead from school drinking water. this comes after the water at least six different schools tested positive for lead. those schools are brookfield... burckhalter... fruitvale... glenview at san fe... joaquin miller and thornhill. the school district says the problem has been fixed. this afternoon school officials will release a letter signed by 20 state and local agencies calling on the school district to adopt policies to protect students from the lead. ( darya ) breaking overnight... one man is dead in san francisco after being hit by a car. it happened last night at sloat boulevard and 36th avenue. police say the driver is cooperating with the investigation. the name of the victim has not yet been released. ( darya ) in the south bay... a stabbing suspect and a police k-9 are both dead after a police shooting in sunnyvale. it happened yesterday afternoon at a condominium complex near the corner of east weddell drive and jena terrace. police

arrived there after reports that a woman had been stabbed. police say the attacker was a man in his 20's. when police arrived the man attacked and stabbed a police dog. police then opened fire. both the attacker and the police dog died from their injuries. the name of the attacker has not been released. the woman who was stabbed is expected to be okay. ( darya ) this morning we are learning more about the grocery store clerk who was attacked by a shoplifter in san francisco. we first broke this story yesterday on the kron 4 morning news. it happened at the safeway in san francisco's richmond district at 7th avenue and cabrillo. police say the suspect is michael pardo. officers say the safeway worker tried to stop pardo from shoplifting. pardo's dog bit the worker on the legs... while pardo stabbed him in the back. pardo was

( james ) the city of san francisco is getting ready for the rain that is heading our way. the public utilities commission is spreading the word about its new flood resilience strategy. it is called "rain ready s-f". officials are currently cleaning out storm drains throughout the city ... providing sandbags and setting up barriers. it's all in hopes of stopping flooding in areas which get hit hard. ( james ) and nearly a dozen agencies in sonoma county are working to reduce the risk of flooding and water pollution after the wildfires. there are 617 streams which are filtered for drinking water in the areas affected by the fires. officials say ... it is important that ash, debris, and other contaminants do not get in that water. and as rain approaches the bay area ... there is an effort to prevent flooding. the search is on for the person who shot a bicyclist in the face near a v-t-a station in san jose. it happened yesterday morning at the capitol light rail station. the man told police that he was hit by something while riding his bike. the victim was then taken to a hospital where doctors discovered he had been shot. officers said there were no reports of gunfire in the area. ( darya ) property damage caused by the north bay wildfires is now being assesed at more than 3 billion dollars. california's insurance commissioner says that the figure represents claims for homes and businesses insured by 15 major insurance

companies. 43 people were killed in the wildfires that tore through napa and sonoma counties. they destroyed at least 89-hundred buildings and more than 100 thousand people were forced to evacuate. it was the deadliest series of wildfire fires in state history. ( darya ) kron four is teaming up once again with the salvation army to help out victims of the deadly north bay wildfires. this friday we are holding a telethon to raise money for the north bay fire victims. the donation lines will be open during the kron four morning news from 6 a-m until 10 a-m on friday. they will open up again in the evening... from 5:00 until 10:00. ( james ) and the man accused of intentionally starting the 400-acre bear fire in the santa cruz mountains has pleaded not guilty. marlon coy is charged with several felonies -- including arson and great bodily injury to firefighters. investigators say the man

started the bear fire on october 16th after a dispute. the fire destroyed two homes and injured 13 firefighters. it was contained last week. ( james ) people riding bart trains without paying is costing the agency millions of dollars. now bart is spending money to crack down on fare evaders. bart will hire six community service officers next year to monitor riders and ask for proof of payment. and station improvements across the bay area are already underway. at san francisco's embarcadero station... swinging gates have been closed shut and new gates have been installed. the fine for bart fare evaders is 75 dolalrs for adults...and 55 dollars for minors. ( darya ) a dump truck slams into several cars in san francisco. we're told the truck... which was unmanned... slid down the hill on broadway and divisadero. the truck mostly slammed into parked cars...but three cars were actually driving when they were hit. 12 cars were damaged. at least three

( darya ) in the east bay... police arrest a man for firing a gun near a bay area freeway. on saturday night a driver reported seeing the passenger of a truck with a handgun... firing shots near interstate- 680 and highway- 24. the c-h-p caught up with the truck a short time later on highway- four. they followed it off the highway and into a shopping center parking lot. that is where the passenger got out of the truck... and took off. officers were able to catch him and arrest him. ( darya ) a new report shows that taxes on marijuana may get as high as 45 percent in parts of california. the sale of recreational marijuana will be legal starting on january first. the taxes could be enough to keep consumers away from legal marijuana stores.. the report shows peeople are willing to pay a sales tax ranging from 22 to 24 percent..

people. i see people running and screaming.witness/ mos: i look down and i see a truck going down towards chambers street. he's in the bike lane clearly in the bike lane and i see when i go down i see two gentlemen laying right there in the bike lane with tire marks across their body. witnesses also report saipov shouted allahu akbar and a law enforcement official says there was a note in the truck claiming the attack was done in the name of isisbill de blasio / mayor, new york city: this was an act of terror, and a particularly cowardly act of terror, aimed at innocent civilians, aimed at people going about their lives who had no idea what was about to hit them.saipov was shot and captured by nypd police officer ryan nashjames p. o'neill / nypd commissioner: after the collision, the driver of the truck, a 29-year- old male, exited the vehicle brandishing two handguns. a uniformed police officer, assigned to the 1st precinct, confronted the subject and shot him in the abdomen. the subject was wounded and transported to a local hospital.the fbi, nypd, and other members of the joint terrorism task force are now investigating the attack.in lower manhattan, i'm kristen holmes.

last night at sloat boulevard and 36th avenue. police say the driver is cooperating with the investigation. the name of the victim has not yet been released. ( darya ) in the south bay... a stabbing suspect and a police k-9 are both dead after a police shooting in sunnyvale. it happened yesterday afternoon at a condominium complex near the corner of east weddell drive and jena terrace. police arrived there after reports that a woman had been stabbed. police say the attacker was a man in his 20's. when police arrived the man attacked and stabbed a police dog. police then opened fire. both the attacker and the police dog died from their injuries. the name of the attacker has not been released. the woman who was stabbed is expected to be okay. (james) this morning we are learning more about the grocery store clerk who was

attacked by a shoplifter in san francisco. we first broke this story yesterday on the kron 4 morning news. it happened at the safeway in san francisco's richmond district at 7th avenue and cabrillo. police say the suspect is michael pardo. officers say the safeway worker tried to stop pardo from shoplifting. pardo's dog bit the worker on the legs... while pardo stabbed him in the back. pardo was arrested on charges of attempted murder and robbery. (james) gas prices are going up today in california. prices will go up 12-cents per gallon starting today. and if you drive a diesel vehicle... prices are going up 20-cents per gallon. the tax was passed by state lawmakers earlier this year. the extra money will be used to repair roads and highways all across the state. ( darya ) a firearms expert has been called to testify in the jose garcia zarate murder trial. zarate is accused of murdering steinle on san francisco's

pier 14 in 20-15. the firearms expert says that the gun used was in good condition - and would not have fired unless the trigger was pulled. attorneys for zarate are claiming the shooting was an accident....and that he simply picked up the gun when it went off. prosecutors argue that garcia zarate fired it deliberately. the gun had been reported as stolen from the car of an off-duty bureau of land management officer days earlier. the 45-year- old undocumented immigrant is being tried for second-degree murder in steinle's death. ( darya ) new this morning - we are learning about a 16- year-old human trafficking victim who was rescued in the fairfield. police say they have arrested the man accused of trafficking her. last friday police stopped the girl on the 14-hundred block of west texas street because she appeared to be a prostitute. she told the officer that she had run away from her home in fresno and over the last 4

(darya) the city of san francisco is getting ready for the rain that is heading our way. the public utilities commission is spreading the word about its new flood resilience strategy. it is called "rain ready s-f". officials are currently cleaning out storm drains throughout the city ... providing sandbags and setting up barriers. it's all in hopes of stopping flooding in areas which get hit hard. (darya) and nearly a dozen agencies in sonoma county are working to reduce the risk of

flooding and water pollution after the wildfires. there are 617 streams which are filtered for drinking water in the areas affected by the fires. officials say ... it is important that ash, debris, and other contaminants do not get in that water. as steve large reports -- concerns over the coming rainfall loom large across the fire-ravaged state. the fires that tore through northern california were a major disaster. forty-two people are dead, and 100,000 are displaced. more than 8,400 homes and other buildings were destroyed, more than 160,000 acres burned-and the fires aren't all out yet.that devastation leaves behind another potential disaster: ash. no one knows how much. it'll be full of heavy metals and toxins-no one knows exactly how much, and it depends on what burned and at what temperature. the ash will infiltrate soils, but no one's really sure how or whether that'll be a problem. and eventually some of it-maybe a lot-will flow into the regional aquatic ecosystem and ultimately the san francisco bay.that's the bomb. here's

darya )( darya ) in the south bay... the search is on for the person who shot a bicyclist in the face near a v-t-a station in san jose. it happened yesterday morning at the capitol light rail station. the man told police that he was hit by something while riding his bike. the victim was then taken to a hospital where doctors discovered he had been shot. officers said there were no reports of gunfire in the area. ( darya ) property damage caused by the north bay wildfires is now being assesed at more than 3 billion dollars. california's insurance commissioner says that the figure represents claims for homes and businesses insured by 15 major insurance companies. 43 people were killed in the wildfires that

( james ) and the man accused of intentionally starting the 400-acre bear fire in the santa cruz mountains has pleaded not guilty. marlon coy is charged with several felonies -- including arson and great bodily injury to firefighters. investigators say the man started the bear fire on october 16th after a dispute.

the fire destroyed two homes and injured 13 firefighters. it was contained last week. ( james ) people riding bart trains without paying is costing the agency millions of dollars. now bart is spending money to crack down on fare evaders. bart will hire six community service officers next year to monitor riders and ask for proof of payment. and station improvements across the bay area are already underway. at san francisco's embarcadero station... swinging gates have been closed shut and new gates have been installed. the fine for bart fare evaders is 75 dolalrs for adults...and 55 dollars for minors. ( darya ) a dump truck slams into several cars in san francisco. we're told the truck... which was unmanned... slid down the hill on broadway and divisadero. the truck mostly slammed into parked cars...but three cars were actually driving when they were hit. 12 cars were damaged. at least three

( darya ) in the east bay... police arrest a man for firing a gun near a bay area freeway. on saturday night a driver reported seeing the passenger of a truck with a handgun... firing shots near interstate- 680 and highway- 24. the c-h-p caught up with the truck a short time later on highway- four. they followed it off the highway and into a shopping center parking lot. that is where the passenger got out of the truck... and took off. officers were able to catch him and arrest him. ( james ) in southern california...a parent who held a teacher hostage in a classroom is dead after being shot by police. it happened yesterday morning at an elementary school in riverside. police say the parent of a first-grade student punched someone in the face when he was asked to sign in. he then barricaded himself in a classroom with a
