prepare for an increased risk of flooding.(grant) kron4's maureen kelly tells us... the steps they are taking... are also meant to help contain polluted runoff. the city workers you see here are working to unload huge rolls of straw wattles. what's being rolled out now.can already be seen out in front of storm drain inlets in the burn zones like the fountaingrove grove area. canvas bags of rocks are also in place to try and stop ash and debries from clogging up the system. both are meant to help filter any potentially polluted runoff from getting into watershed ..after the rain washes thru the properties leveled by fire. they are mostly worried about heavy metals affecting the water quality and the creatures that live in the area creeks and rivers. but the fire also created an increased risk of flash flooding..and these barriers are meant to help keep that in check.the vegetation has burned off so the water will be running off quicker the soils ability to absorb water

may be less so there might be more water going into the creeks than normal.this green stuff you see on the hillside is called hydro mulching..it helps keep the soil in place and binds with the soil to provide a protective cover.it's being used to help stabiles slopes and hillside because there is an increased of risk of landslides.which is not a huge concern during this storm, since it's not expected to be a gusher.but if the rain comes down hard enough crews will be out patrolling the fire zones checking for flooding and make sure the protections they have in place are working.maureen kelly kron4 news. (vicki) the rain tonight has already caused problems on the roads. two garbage trucks crashed earlier this morning near healdsburg closing lanes on highway 101. the chp says both drivers were driving at an unsafe speed on a wet roadway. the first crash happened around nine when a garbage truck crashed into the center divide near lytton springs road. five minutes later...another garbage truck overturned on the right side of the road. the driver in the first crash was not injured while the driver in the other crash has minor injuries. the crash shut down the north bound lanes for a short time, but all lanes are now back open. accused felons who pulled off a brazen escape from custody monday in palo alto. sicne then, two alleged accomplices... have been arrested... and the sheriff's office says it has 20 detectives working the case 24-7.. (vicki) at the same time the sheriff's office is fending off claims by the deputy's union thatthe escape is related to a lack of staffing. (rob live) the sheriff's office is saying that the courthouse detail on monday was more thanadequate. but the union that represents deputies disagrees, saying that reduced staffinghas reached a dangerous levels.

reelection next year. live in san jose robfladeboe kron 4 news (grant) the san mateo county sheriff's office is now searching for a man accused of sexually assaulting two women while they were walking on a popular trail. this is the sketch of the man deputies are looking for. both assaults happened at san bruno mountain state park. the first... on october 22nd and the second happened on sunday. in both cases...the man went up to the women from behind, groped them and left. deputies are also looking for a car linked to the case. they say it's a 2009 mazda three hatchback or one that looks similar. the sheriff's office is now warning people to be aware of their surroundings in light of these attacks. if you see anything suspicious..make sure you report it to authorities. (grant) a man is killed at his home in san francisco... and tonight we are learning that his boyfriend has been arrested for his murder. police say keith harris was killed at his home last week on hayes street near franklin... and his boyfriend known as "ali" went missing after. a friend who knew both of the men says that ali was the last person to be with harris before he died. the details of his arrest are not clear. we will continue to follow this story and will bring you updates as soon as we get more information. (vicki) lawmakers want to know what more needs to be done to protect our private and financial information. representatives from yahoo and equifax testified in dc today about how bad actors stole personal information -- and what can be done to stop them in the future. (grant) our washington correspondent jessica smith has the story. the executives in charge during two of the largest data breaches in history were in the hot seat wednesday. earlier this year, an equifax hack put more than 145 million american's identities at risk. in 2013 a yahoo breach impacted 3 billion users. sen. bill nelson: at this point, i'm wondering there's no such thing as data security. senator bill nelson asked yahoo's former ceo how the company ácould haveá protected itself. marissa mayer: even robust defenses and processes are not sufficient to protect against a state sponsored attack. jessica smith reporting: most of the hearing focused on the equifax -- lawmakers grilled the interim ceo and former ceo about how they handled their massive data breach.equifax interim ceo: our top job must be to protect the data

grandmother in chico will give birth to her own grand-child for a second time.(vicki) maddie coleman and her husband are unable to conceive because of medical reasons. that is why coleman's mother carried her first child gus in her womb. gus was the product of an embryo created by coleman and her husband. now...the couple says they want another child to keep gus company. and coleman's mother is willing to carry her own grand-child again. the family is now trying to raise 15-thousand dollars to help cover the medical costs. north bay communities look forward to rebuilding after the devastating wildfires broke out one month ago. the death toll remains at 43-- and more than six-thousand homes were destroyed. (grant) some people's homes were spared from the fires-- while their neighbors homes were burned to ash. kron 4's will tran spoke to a woman who is worried about the toxic debris in her santa rosa neighborhood. ---the fires ripped through coffey park... one of the hardest hit areas in santa rosa.... but along this street... firefighters drew a line and saved geri rossi de guevara's home.she... like all her neighbors fled for their lives.(geri rossi de guevara/fire victim-evacuated about 245 in the morning and there were flames down the street)she's back in her home now.many of her neighbors... were not as lucky.but even for her... life is not the same. in the fire-ravaged journey's end mobile home park in santa rosa has been cleaned ahead of schedule. the restrictions on access to the park located on mendocino avenue are lifted this evening. the city of santa rosa originally restricted access to the park fridayafter crews found asbestos isolated to an area where the communal laundry room was located...before it was destroyed in the tubbs fire. santa rosa officials say nealry all of the 160 units in the mobile home park burned. the remaining structures will remain uninhabitable because they lack utilities. are dealing with a spike in car burglaries. they're happening all over the city... but one area is being hit especially hard. it's the "in-n-out burger" on rengstorff avenue just off highway 101. so far this year... there have been more than 100 car burglaries in the parking lot. police held a community forum about the issue and they say the parking lot is an easy target for thieves. role of 54 year old rene hunt, of east palo alto and about 44 year old marquita kirk, of sunnyvale. hunt and kirk have been arrested and are accused of being accomplices in the escape. the sheriff's office says rene hunt, an associate of at least one of the escapees, is the person who provided the first getaway vehicle outside the courthouse. that would be this toyota which was abandoned a block away, it's motor still running. deputies say that marquita kirk rented and provided the second getaway vehicle, a u-haul cargo van. kirk, say deputies, has a "longstanding relationship' with fugitive tramel mcclough, who along with john bivins, both of whom were facing charges of armed robber, had a lot of help when they pulled off what deputies say was a "well orchestrated, brazen escape. the sheriff's office says that returning them to custody is now it's top priority.undersheriff carl neusel/santa clara county sheriff's office".....our detectives continue to work around the clock, we have over

tonight at six... the majority of voters in oakland support a new downtown ballpark for the athletics. that is according to a new chamber of commerce poll. it showed that 62-percent of people are in favor of the ballpark plan. in september... the a's announced a plan to build at the peralta community college district near laney college. the proposal also includes plans for affordable housing in the area, as well as space for small businesses and parks. city officials say, the project could bring in approximately three- billion dollars in economic benefits for the first 10- years. opponents of the project say, they are concerned about traffic congestion and higher rent for people who live in that neighborhod.
