...a man with a violent past is back in custody this morning. randal saito escaped a mental hospital in hawaii and then flew to san jose. he was caught in stockton. kron4's rob fladeboe spoke to the cab driver who tipped off police. sot anonymous can drivershe

didn't realise it at first, but the man this anonymous yellow cab driver picked up yesterdayand drove to walmart so he could buy a phone was none other than randall saito, the object of a manhunt who escaped from a mental institution in hawaii.sot anonymous cab driversaito was in another cab today when he was arrested without incident by sheriff's deputies outside ernie's liquors near highway 99 and waterloo road based on information providedby the first cab driver, who realized who he was after she got off work on tuesday.sot anonymous cab driverrandall saito was committed to an institution in hawaii after he was acquitted, by reason of insanity, of first degree murder. said to be extremely dangerous, even after all these years,saito somehow escaped, chartered a plane to maui and then flew on sunday to san jose.the cab

driver said he was headed out of state and is counting her blessings tonight.sot anonymous can driversot dave konecny/san joaquin sheriff's dept.deputy dave konecny called it a good arrest. the cab company suspected saito would be calling for another cab today and that deputies were tipped off by the dispatcher. ernie's cashier mike craven, who witnessed the arrest, said the 2nd cabbie had no idea who his fare was until the after the arrest. mike craven/witnessed arrest

(james)this morning ... we are learning more about the gunman who murdered five people in tehama county. as kron4's catherine heenan reports ... his killing spree actually began monday night, when police say, kevin neal murdered his wife at their home.

believe that's probably what started this whole event."the next morning, neal apparently got into an argument with a neighbor ... and shot and killed her.the first 9-1-1 call came in a little before eight a=m."a madman on the loose"neal stole a pickup truck and began firing at people and homes ...

half hour after the shooting began, neal was gunned down by two sheriff's deputies.his sister says the family is devastated.i can't describe it, i'm being pulled in so many different directions - does this raise the issue, raise awareness about gun control and mental health?i think you have to, hand in hand. the facts continue to mount that this is a toxic combination ( james ) new this morning ... several bay area cities and counties are getting a warning from the department of justice. san francisco... berkeley and fremont... as well as contra costa... santa clara and sonoma counties received a letter from the justice department warning them about their sanctuary city policies. the letter claims that the cities and counties may be violating federal law by preventing employees from cooperating with federal immigration officials. president trump has threatened to take money away from sanctuary cities.

( james )investigators say the motive is still unclear in a richmond shooting that left two people dead ... and two others injured. it happened around 7:30 tuesday night... at a home near the corner of view and parkside drives in richmond. we have since learned that 24-year-old haylee flores was killed in the shooting. richmond police say a 24-

year-old man was also killed. two additonal victims were wounded but survived.police say they dont have any information about the suspect ... but believe the victims were targeted. ( james ) an update now on the prostitution bust in union city where 19 men were arrested... one of them was a girls soccer coach at an east bay high school. castro valley high school says luis ruiz will no longer be coaching the team at the school. ruiz is accused of responding to an online ad and agreeing to pay for sex at a hotel in union city almost two weeks ago. ruiz coached the j-v girls soccer team for three years. ( james ) castro valley high has found a replacement coach. ruiz appears in court tomorrow. ( james )(boxes) contra costa county officials unveiled a new bridge over pinole creek. you may

remember a culvert on alhambra road washed out in january after a storm. it cut off access the popular "three bears" bike route. the new bridge has shoulders five to eight feet wide for people walking or biking. ( james ) the bottom of the new bridge allows more water to flow ... that means fish will be able to more easily navigate under the bridge. ( james ) san bruno police are on the hunt for the person who broke into two homes monday and stole a car. authorities say the robberies happened between 11 am and four pm... at homes about one mile apart. one home is on hamilton avenue-- off trenton drive. the other home broken into is on cedarwood court near san bruno avenue...

authorities say a person went into the back yards and broke into the homes by shattering glass doors. a 2008 blue ford mustang was taken from the home on hamilton avenue. police do not have a description of the. ( james ) a man had to be rescued from the back of garbage truck after he got stuck inside the compactor... these are photos from the scene.. it happened in los gatos yesterday morning. the man was stuck for about thirty minutes... he was taken to the hospital.. the injuries were ánotá life threatening. at this point it is still not clear how the man ended up in the garbage truck (james) in the east bay... another mountain lion has been spotted. this time in brentwood. police received two reports of the of a mountain lion in the field near the water towers behind saint andrews drive. witnesses say the animal was between 65-70 pounds... police want to remind people to never approach a mountain lion. if confronted by

( james ) san francisco public utility commission is using temporary barriers to help with flooding today. the barriers have been set up along 17-th and folsom street in the mission. that is a low-lying area which is prone to flooding during heavy rains. there are 500 feet of interlocking, movable barriers lining the streets. crews will be on site at all hours to let people in and out of their homes and businesses. ( james ) this is the third year

the flood barriers have been used. public utilities have also hand delivered hundreds of sand bags in the area. ( darya ) another big story we are following this morning. a man with a violent past who escaped a psychiatric hospital in hawaii and came to the bay area... is back in custody this morning. randal saito was caught in stockton yesterday. deputies were tipped off by a cab company after saito took a cab to a walmart to buy a cell phone. the cab company suspected that saito would call for another cab the next day. the dispatcher alerted police and when saito called for another cab he was arrested. ( darya ) we're learning more about the gunman who murdered five people in tehama county. police say kevin neal's rampage started monday night. he killed his wife

at their home. her body was hidden under the floor. the next morning... neal shot and killed his neighbor, hailey poland. back in april... neal was handed a court order to keep away from poland and her family. after killing poland... neal made his way to an elementary school. he fired at people and homes along the way... and that caused the school to go into lockdown. neal was eventually gunned down by two sheriff's deputies. ( james ) one of the 19 people arrested in a prostitution sting in union city was a girls soccer coach at an east bay high school. castro valley high school says luis ruiz will no longer be coaching the team at the school. ruiz is accused of responding to an online ad and agreeing to pay for sex at a hotel in union city almost two weeks ago. ruiz coached the j-v girls soccer team for

is headed.to enable the push alert receive breaking news ( james ) we are learning new information about an east bay shooting that left two people dead and two others injured. we first told you about the shooting yesterday on the kron 4 morning news. it happened tuesday night... at a home near the corner of view and parkside drives in richmond. 24-year-old haylee flores was killed in the shooting. richmond police say a 24-year-old man was also killed. two additonal victims were wounded but survived. police say they don't have any information about the gunman or the motive... but they believe the victims were targeted. ( darya ) new this morning several bay area cities and counties are getting a warning from the department of justice. san francisco... berkeley and fremont... as well as contra costa... santa clara and sonoma counties received a letter from the justice department warning them about their sanctuary city policies. the letter claims that the cities and counties may be violating federal law by preventing employees from

cooperating with federal immigration officials. president trump has threatened to take money away from sanctuary cities. the cities and counties have until december 8th to respond to the justice department's letter, ( darya ) for your money... the san jose city council has voted to keep a 5-percent annual rent increase for apartments. the council debated the issue for more than 4 hours. in the end it passed with a 6 to 5 vote. it means that the most a landlord can raise your rent is 5 percent. ( darya ) san francisco public utility commission is using temporary barriers to help with flooding today. the barriers have been set up along 17-th and folsom street in the mission. that is a low-lying area which is prone to flooding during heavy rains. there are 500 feet of interlocking, movable barriers lining the streets. crews will be on site at all hours to let people in and out of their homes and businesses.

residents in the area. there will also be a strike team in the area before, during and after.>( darya ) this is the third year the flood barriers have been used. public utilities have also hand delivered hundreds of sand bags in the area.
