an atmospheric river remains on track to impact the region from late this evening into thursday. rainfall will increase in coverage and intensity late this afternoon and evening over the north bay with southerly winds also becoming breezy to locally gusty. this will then shift southward through the san francisco bay area overnight and into thursday morning producing locally heavy rainfall at times. rain will then push into the monterey bay region after sunrise thursday morning with lingering showers into thursday evening. dry weather returns for friday and saturday before another system potentially arrives late sunday into monday. rain-maker of theseason. (grant) needless to say, highway 17's reputation as a white-knuckle rainy day drive is still very much in tact. (double box) kron four's rob fladeboe joins us now live from the summit. rob? (rob live) i'm here just south of laurel curve where a sign shows drivers how fast they'regoing. traffic is moving along pretty well this evening but it was a different story story this morning with stop and go traffic amid several minor mishaps. nats (fire trucks code 3 to accident scene)this was the scene just north of the summit as fire trucks trailed by the chp headed to the latest crash on highway 17. up ahead near big moody curve, it was a single vehicle spinout. the driver was shaken but not hurt, says the chp's rajeev negi.officer rajeev negi/chp "....in this particular situation, a vehicle lost traction and spun around, it hit the center divide and ended up the wrong way so we came in with a traffic break and got the car off to the shoulder...."officer negi says there were six minor accidents

on the north side of the summit alone. no serious injuries were reported. in almost every case, says negi, the drivers were going too fast or following too closely. officer rajeev negi/chp "....it's been a very busy day, when ever it rains, we ask people to slow down, take it easy, the road is going to beslippery all day...."nats (rain & traffic)the rain began just in time for the morning commute, of course. and it was heavy rain at that for much of the day with some flooding in the curves. this was the sugar loaf area south of the summit. it did not look like that many drivers were heeding the chp's advice or paying much attention to those overhead signs that warn of slippery pavement. officer rajeev negi/chp"......the road is slick and people are losing traction, that's why we tell them to slow down...."nats (rain running off into storm drains)storm drains tell the tale of heavy runoff, a potential hazard where caltrans is still working to stabilize trouble spots left over from last winter's storms that took a heavy toll here. i saw some rocks in the road but so far there have been no reports of any significant

(rob live) the chp also pointing out that the pavement can be extra slippery during thefirst few rainy days of the season because oil, sand and (rob live)pointing out pavement can be extra thedays of the season sand and tends to build dry months and as it's washed away by the rain, it can not only slick surface but it can clog drains and flooding. a new sinkhole was discovered in the fountaingrove neighborhood early this morning (vicki) kron four's terisa estacio is in santa rosa next to the sink hole for us this evening.. terisa? (estacio) the sink hole is right behind me here on dafford place in fountaingrove the ground just gave way because the big water pipe was destroyed in the firestorm.(estacio reporting) take a look. this is all that is left of the water pipe that ran under the street her on dafford place the tubbs fire completely melted the 17 inch normally tough plastic. residents say they noticed some flooding in the street when the rains hit hard overnight-chris elliott, santa rosa resident. yeah, we noticed the water was accumulating.paul lowenthal. asst fire marshall. this was one of the sites we have been watching. lowenthal, asst fire marshall says closed circuit cameras detected a problem with the pipe, but it wasn't until the rains came down that the soil gave way. gillian. we need to go in and take it all out.all day long the crews tore open the pavement to

remove the entire pipe - now the bigger concern is whether the firestorm consumed more pipe up the hill. crews will be tackling that aspect of this sinkhole next. and there is this in the last 24 hours, crews have discovered 31 sites in and around fountaingrove where pipes may be impacted - the lack of good drainage opens up the possibility of localized flooding and erosion. lowenthal. we are watching them closely, we know about the situation and we are on it.(estacio reporting)the resident chris who saw the flooding says they watched the crews work all night long. they fortuanately did not lose their house they did make brownies and bring them out for the crews working out here. just another sign of how this area is bonding together in these challenging times. here in santa rosa, te (vicki) back to a story we told

you about at the top of the hour. highway 121 is reopening after a big-rig carrying thousands of chickens crashed in sonoma county. it happened around 5:30 this morning near ramal road. the big-rig overturned and into a vineyard near the highway. crews had to gather about 6-thousand chickens running loose on the road. (vicki) and the rain also caused a mess in the east bay. thousands of people were without power after a big rig crashed into a power pole in fremont. their power in a split second when this big rig went off the road and into the power pole. the accident happened at 530 in the morning near the intersection of automall parkway and boscell road in fremontinvestigators are looking to see if the rain that started to come down in the overnight hours played any role in the accident.the driver was not hurt.what was hurt was the morning commute through this area as power to the intersection was wiped out forcing the police department to shutdown the westbound direction for about 90 minutes when they did reopen both directions it was still slow and go as the traffic lights had no without power.. .. many nearby businesses had to close for the morning and costing them thousands of dolllars. app. (vicki) happening now... crews are working to clear a crash in san francisco. this is new video just in to kron four. the crash happened near 26th and santiago in the sunset district. a witness says the white pickup truck carrying several dogs in the back rolled down a hill.. and into another car. one adult and one child were taken to the hospital with non life threatening injuries. the fire department says the dogs have been reunited with their owners. kron 4's ali reid is going to the scene... and she will have a live report coming up at 5:30 (grant) rain has been falling on the boarded up elementary school in rancho tehama. the buildings are riddled with bullet holes. windows shot out ... and classes suspended indefinitely. the 15=hundred residents of the tiny rural community in corning are struggling in the aftermath of this week's mass shooting.(vicki) and for the first time many of them are talking about what they saw and heard on that day. catherine heenan is in the

(catherine) in the last 48 hours we've learned a lot about the gunman -- 44 year old kevin neal. tonight we're learning about his victims. seven year old gage lost his mother in an accident two years ago.now he's an orphan. his father and grandmother were killed by their neighbor, the morning after kevin neal shot and killed his wife at their home on bobcat lane.that was the beginning of a nearly 45=minute murder spree.neal then drove off in a stolen pickup truck, firing at random at homes and vehicles.he encountered michelle and troy mcfadyen, forcing them off the road, killing her and wounding him.then he drove to the elementary school, crashing the truck through the main gate,"he was about 12 feet away from me he had this brownish beard with gray hairs and he didn't have any hair." fifth grader anneika mercer was about to start her school day." he had his gun in his hand about to shoot people and i ran to the teacher and was like bad guy, gun and he let me in." "it was just terrifying. the only sounds i could hear where the shots." teachers desperately tried to

get their students inside and under their desks "he was shooting towards the kindergartners classroom." after six minutes at the school, neal began driving back toward home.in his path: tiffany phommathep and her three young sons.neal pulled along side and fired into her car, "the kids started ducking my wife threw her body on top of my son jj."tiffany was shot four times...her 10 year old son shot twice...life threatening wounds didn't stop the mom from protecting her family. johnny says his wife drove for miles to find help. "my wife is a tough cookie to be shot and drive miles and bleeding to death."the man who pulled over to help was the assistant sheriff of tehama county-- phil johnston... "to be honest if not for that officer i wouldn't have my wife." (catherine)tonight frustrated neighbors in the rancho tehama reserve are coming together in a community meeting.they say they want increased sheriff's patrols in what some of them are calling a growing 'wild west atmosphere,"

(vicki) two police officers were invovled in an overnight shooting in the east bay(grant) as kron 4's haaziq madyun reports...the officers were responding to an incident at a bart station... involving a man who had a rifle. this yellow arrow is pointing to a bullet hole in a garage door of a townhome on village lane in richmond. the hole marks the location where two bart police officers fired their guns at man who was reported to be armed although bart police officers were involved in the shooting, the incident took place in richmond's metro walk transit village. that means the richmond police department is in charge of the investigation. richmond police lt. felix tan says around 12:30am bart police received a call about a disturbance at the richmond station

but when bart police arrived the man they were looking for was no longer on bart property. the officers searched the area and found him about a block from the stationdavid bell/metro walk resident: "definitely pop, pop, a couple of shots" the shooting happened a short distance from david bell's residencerichmond police say the suspect was wounded during the shooting and taken to a local hospital for his injuries. the two officers were not injured. investigators say a long gun was found at the scene. the contra costa county district attorney's office will also conduct a separate independent investigation into this officer involved shooting...in richmond haaziq madyun kron4news (grant) coming up... a

talked to catherine heenan about why he says he's upset... (catherine) the congressman talked to us not long after today's vote. he's accusing his republican colleagues of rushing through a major piece of legislation.. arguing that it's happening without much public debate or consideration... congressman mark desaulnieri'm shocked at the lack of dialogue. we know it's very partisan here. i know it is. but this is a very big piece of legislation. we talk about health care - but this piece of legislation is much more complex, much more impactful. we haven't done legislation like this since 1986 when ronald reagan was president and tip o'neill was the speaker. they took 11 months in that instance to have a bi- partisan tax reform bill. lots of public meetings - lots of discussion. and this bill went through our house in literally two months. only one committee - ways and means - passed out on a party vote. this is very complex very important legislation that we just passed . with very little transparency, very little debate, very little analysis. there are analysis.

the santa clara county public health department has reported the county's first flu-related death this season. the unidentified man died earlier this month.(grant) according to public health officials... he had other medical conditions that put him at high risk for complications from the flu. in addition... he did not receive a flu vaccine this year.(vicki) the department of public health advises everyone over six months-old to get vaccinated every year... especially pregnant women... children under five... and adults over 65. the cult leader is still alive. (vicki) but t-m-z reported yesterday that manson was "near death"... saying he had been taken to a hospital in bakersfield... escorted by five corrections officers. the t-m-z report quotes a source saying "it's not going to get any better for him." manson is 83-years old... he was hospitalized with serious health issues back in january. he is serving a life-in-prison sentence for orchestrating the murders of seven people. (vicki) minnesota senator al franken... is the latest political figure to be accused of inappropriate sexual conduct. fraken...is accused of groping and kissing a woman without her consent during a "united service organizations" tour overseas back in 2006. the victim...leeann tweeden......described the harassment as being part of a skit where the script - which she says franken wrote...called for the two to kiss. she says he repeatedly áinsisted they practice.(sot) (vicki)"he just put his hand

police are warning the public about a computer scam.(grant) officials say the scam involves unsolicited messages on a victim's computer... indicating that it needs service... or the security has been breached.(vicki) the message includes a phone number contact. when the victim calls the number, a voice directs them to perform various computer functions that gives the scammers remote access. police are reminding the public to only use a trusted source for computer maintenance. (grant) holiday travel is going to kick off next week... and tonight triple-a says the thanksgiving holiday weekend will see the highest volume of travelers since 2005. the case of a man with a violent past who escaped a psychiatric hospital in hawaii and came to the bay area.. managed to simply walk out of that psychiatric hospital...it was not an unprecedented situation.. records obtained by the associated press show there have been 17 escapes fromthe hawaii state hospital between 2010 and now.. most cases involve patients breaking curfew. seven workers there have now been relieved of their duties without pay - as officials investigate how saito managed to escape and board a flight to san jose sunday. this is video of his cab right to the airport. he was eventually tracked down and arrested in 'another' cab -- this time in stockton wednesday. an extradition hearing will determine whether he will be kept in custody in hawaii or in california.. vicki and grant? (car turning on)another single on)(car turning on)another single mom will soon be on the road after a visit to sal auto. the non profit uses money from it's full paying clients getting tune up's and oil changes to help change the luck of single moms in need of a break. the women thethe non profit's founder gives the example of a recent client they were able to get back on track.what a car broke down she was getting up at 5:30 in the morning to get on a bus to go to the main station to get it then get on another bus to take her kid to daycare today and get on another bus to go to school and then at the end of the day do the whole commute in reverse and that was a whole week she spent most of her free time on the bus the clients are refered and screened by calworks and the ywca.women who are in school or in job training to try and better their situation. mechanic bill

source of a legionnairies' outbreak at disneyland. officials are inspecting two cooling towers near the resort. both structures were recently disinfected after high levels of legionnaires were found. that bacteria... has sickened a total of 15 people...two of whome have died. 11 of those visited disneyland in september. the other four lived or had visited anaheim...suggesting there could be sources of infection not yet discovered. recall to tell you about tonight... general motors is recalling 49-thousand pickup trucks because of a fuel tank problem that increases the risk of a fire. (vicki) the models affected are the chevy silverado and the g-m-c sierra 35-hundred trucks made from 20-11 through 20-15. there is a problem with the fuel sensor... and that can cause a hole and fuel leak in one of the tanks. (( catherine )) as we get at the four zone forecast with chief meteorologist brittney shipp. an atmospheric river remains on (steve) another sinkhole was discovered in the north bay - all because of the firestorm. the openning was discovered around five a- m crews moved in quickly, but soon found it was bigger than they thought. (catherine) kron four's terisa estacio is in santa rosa... she's at the location of that sink hole in the fountaingrove neighborhood. terisa? i am on dafford place in the fountaingrove neighborhood - crews just put down some planks so neighbors could get in.. te street has been closed all day to try and repair this sink hole. (estacio - reporting) this is what crews found - the ground just giving way. it was all because the large 17 inch pipe you see here - couldn't drain water because the tubbs fire ate it up paul lowenthal. this was on the sites we have been watching with close circuit tv. for most of the day, heavy equipment tore up the street to see just how bad it was and it was pretty terrible, the whole pipe is a total loss and the concern is up this hillside, there is

this weekend when he stopped to look over the edge slipping and falling. the fall knocked him out and caused serious injuries. for three days- he was out on this hillside by himself in the cold and the rain- using his survival skills to stay alive. early tuesday evening- two men on horseback at a nearby cattle ranch heard someone yelling for help. the duo found clark ... and contacted first responders...w ho helicopter airlifted him to the hospital. clark..suffered serious injuries...but is expected to make a full recovery. a seven-year-old boy is now an orphan after a gunman went on a shooting spree in tehama county...killing his father and grandmother. (catherine) the boy believes the gunman targeted his school specifically to try and find and kill 'him.' natalie brunell has the story.... 7-year-old gage was playing outside during morning recess at rancho tehama elementary school when gunfire rang out. his teacher blew a whistle and called everyone to get inside and hide under their desks. moments later...gage says the

gunman, kevin neal tried to open the door of his classroom but couldn't get in.it's wasn't until much later that gage learned his father and grandmother were among the victims killed...and the shooter - was their neighbor. in a remarkably calm and mature manner for someone so young who's seen such heartache--gage sat down with us along with his other grandmother, sissy feitelberg. gage believes neal targeted his school - to try to find him? and kill him.his grandma confirmed to us off camera that neal had an ongoing dispute with gage's family... but neither of them understood why. she told us quote--"i'm heartbroken and sad for the family, and really sad for gage. a 7 year old should never have to go through what he's gone through. right now my main concern is gage and getting guardianship of him." feitelberg also revealed gage doesn't have a mother - she died in a tragic accident just 22 months after giving birth to gage. they now find themselves in a position feitelberg wasn't prepared for...and she's determined to take care of him. with just social security as an income-- she started an online fundraiser hoping for some help. she said quote "i'm

and counties are getting a warning from the department of justice. san francisco... berkeley and fremont... as well as contra costa... santa clara and sonoma counties received a letter from the justice department warning them about their sanctuary city policies. the letter claims that the cities and counties may be violating federal law by preventing employees from cooperating with federal immigration officials. president trump has threatened to take money away from sanctuary cities. the cities and counties have until december 8th to respond to the justice department's letter, (catherine) two u-s- senators are requesting temporary fee waivers for victimsof last month's wildfires -- who now have to replace their immigration documents. senators kamala harris and dianne feinstein are asking federal authorities - including homeland security - for the
