do have video from the scene. you can see a lot of smoke coming out of the apartment... and a number of firefighters are at the scene. no word on other injuries, nor on the cause of the fire. camila bernal is on her way to the scene. she'll have the very latest coming up in a live report. ( marty @ landing) electricity is back on inside a san francisco luxury high- rise apartment building. the building had been in the dark since tuesday. the fix is only temporary as contractors and electricians work to solve the underlying problem. kron four's spencer blake explains what happened. people who live in apartments in carmel rincon on howard street can see great views of the baybut for most of this weekthey haven't had much of a view áinside their homes. "the water, the hot water, the electricity. so yeah, it's been an interesting week." monday a water main broke, sending water into an electrical panel for the building. that day residents lost hot water, and the next day they lost power.the

electrical panel had to be shut down and still has to dry out completely before it can be repaired.during the dark days, management company greystar issued everyone portable lights to use at home. "for lack of a better term, people have had to camp for three days. but it's not been difficult at all."this man's not alone in thinking that. several building tenants told me they were impressed by the building's willingness to bring in food trucks and pay for breakfast, lunch, and dinner for everyone, since cooking at home hasn't been possible."you know, i definitely think it's the time of year for grace, and in my heart i do think they've done the best job they can."with contractors and generators working outside, the lights started coming back on friday evening."the power's coming back on, slowly but surely, floor by floor."the apartments have had running ácold water all week. but because it will take a while for the auxiliary generators to heat everyone's water, carmel rincon has offered residents passes to the y-m-c-a around the corner so they can shower.and is also footing the bill for anyone wanting to stay in a hotel friday night.a resident who wrote an email to kron four says despite those nice

the man accused of shooting and killing kate steinle will be allowed to consider a first-degree murder verdict. closing arguments are set for monday. jose garcia zarate is accused of intentionally shooting steinle on pier 14 in san francisco in july of 2015. a judge has agreed to a prosecutor's request to allow the jury to not only consider the second degree murder and involuntary

manslaughter charges... but also 'first' degree murder. second degree applies to murder that is deliberate... but not pre-meditated. the prosecution has been trying to prove that zarate pointed a gun at steinle and deliberately pulled the trigger. caught the man seen in a now viral video. it shows a man using racial slurs against a passenger... then hitting the rider. the man was found at the 12th street station in oakland... kron4's terisa estacio explains that bart is trying to make sure the man never rides it's trains again. estacio - oakland. bart officials confirmed with kron four news they took the man in custody at the 12th street station early this morning.(estacio) bart officials say they have now detained the man in this alarming video who was caught on camera berating a passenger spewing racial slurs. the incident happened on a richmond train heading to fremont this past monday. bart spokesperson alicia troust tells kron four news quote, they have identified him, but did not release his name to us. also, she added, they will be moving forward in seeking a prohibition order to ban him from the system." the victim in the video, did not want to press charges - he told kron four news that he was certainly concerned, especially when the man struck him not once but twice in the face. and the man who recorded the video told kron four he too was scared that

( marty ) another victim of the north bay firestorm has been identified. 101-year old santa rosa resident tak-fu hung was one of 43 people killed in the fires.. he and his wife were reportedly in their home when the wildfire broke out. he told her to leave. but he could not make it through the flames. she was burned but survived. hung was a former general in china's army.. and was born in 1915 ( marty ) p-g-and-e is planning to cut down as many as 25-thousand fire-damaged trees across northern and

central california. the company says it's part of an effort to protect power lines. p-g-and-e says arborists decide which trees need to be cut down along roads and across private property. the work should be done by the end of the year. p-g-and-e has been hit with multiple lawsuits claiming that poorly maintained power lines were responsible for last month's devastating fires. the official cause of those fires is still being investigated. ( marty ) this morning... neighbors in santa rosa connected though social media, and word of mouth are helping those who lost their homes and belongings in the tubbs fire. the community is organizing a number of garage sales. but instead of selling things... they'll be giving them away for free to those who ( marty )

(camila)two people were killed in an apartment fire near san jose state university saturday morning, according to fire officials.the two-alarm fire broke out around 4:55 a.m. at 9th and reed streets, just a few blocks east of campus. video shows firefighters giving cpr to multiple victims pulled from the burning building.there are two confirmed fatalities, according to fire officials. two other people were rushed to the hospital in critical condition.no firefighters were injured.crews knocked the fire within 45 minutes.the cause of the fire is unknown. investigators are looking into the possibility of arson.no further information is available at this time.

( marty ) another big story we are following this morning... we have learned a seven year old girl has died after being hurt in a crash that also killed her mother. their car was hit head on by alleged drunk driver. it happened on highway 12 in sonoma county just west of agua caliente road. the

mother has been identified as estefania soto from boyes hot springs. she was a hair stylist at the crush beauty bar in sonoma.. her daughter kaliyah adkins was a student at sassarini elementary school, also in sonoma. the suspect in the case is jose lopez-perez. he is facing multiple charges murder.. prosecutors say he was convicted of d-u-i back in 2013. ( marty ) we're learning more from the brother of a man shot by bart police in richmond earlier this week. it happened just after midnight on village lane not far from the bart station. richmond police say the suspect reached for his gun. but his brother is telling a different story. his brother thomas says jeremiah witherspoon had his hands up when officers shot him twice. it all started when bart police responded to calls of a man with a gun who might have been involved in some sort of physical altercation at bart. they found jeremiah who

( marty ) jurors in the trial of the man accused of shooting and killing kate steinle will be allowed to consider a first-degree murder verdict. closing arguments are set for monday. jose garcia zarate is accused of intentionally shooting steinle on pier 14 in san francisco in july of 2015. a judge has agreed to a prosecutor's request to allow the jury to not only consider the second degree murder and involuntary manslaughter charges... but also 'first' degree murder. second degree applies to murder that is deliberate... but not pre-meditated. the prosecution has been trying to prove that zarate pointed a

hung was one of 43 people killed in the fires.. he and his wife were reportedly in their home when the wildfire broke out. he told her to leave. but he could not make it through the flames. she was burned but survived. hung was a former general in china's army.. and was born in 1915 ( marty ) p-g-and-e is planning to cut down as many as 25-thousand fire-damaged trees across northern and central california. the company says it's part of an effort to protect power lines. p-g-and-e says arborists decide which trees need to be cut down along roads and across private property. the work should be done by the end of the year. p-g-and-e has been hit with multiple lawsuits claiming that poorly maintained power lines were responsible for last month's devastating fires. the official cause of those fires is still being investigated. (camila)two people were killed in an apartment fire near san jose state university saturday morning, according to fire officials.the two-alarm fire broke out around 4:55 a.m. at 9th and reed streets, just a few blocks east of campus. video shows firefighters giving cpr to multiple victims pulled from the burning building.there are two confirmed fatalities, according to fire officials. two other people were rushed to the hospital in critical

condition.no firefighters were injured.crews knocked the fire within 45 minutes.the cause of the fire is unknown. investigators are looking into the possibility of arson.no further information is available at this time. time.

the man accused of shooting and killing kate steinle will be allowed to consider a first-degree murder verdict. closing arguments are set for monday. jose garcia zarate is accused of intentionally shooting steinle on pier 14 in san francisco in july of 2015. a judge has agreed to a prosecutor's request to allow the jury to not only consider the second degree murder and involuntary manslaughter charges... but also 'first' degree murder. second degree applies to murder that is deliberate... but not pre-meditated. the prosecution has been trying to prove that zarate pointed a gun at steinle and deliberately pulled the trigger. ( marty ) thieves have again targeted the high end blackhawk neighborhood in contra costa county. multiple homes in the gated community have been burglarized over the last few months... kron4's maureen kelly reports a surveillance photo may hold a clue to the crimes. it's kind of a brazen and

burglarydr michael ricupito opened his front door the evening of november 3rd and saw grass clippings and footprints on the floorwhen he walked further insde his home he understood why.i see my bed was flipped upside down the room was ransacked at that point i knew i was a victim of a burglarythese still images captured by his surveillance cameras..showign one suspect ring the doorbell as two wait communitcating either by phone or walkie talkie.. once the all clear was given one suspect broke his sliding glass door and made entry. they got away with jewerly, electronics and handbags.i'm the 10th burglary in black hawk to dateanother home on deer ridge drive was burglarized this week. police say that makes 11 burglaries since may.10 they believe were committed by the same crew of theives. these images were captured over the summer their black clothes look white because of the infrared cameras. all of the homes targetted back up against a golf course.it's pitch black at night there's no lights on the golf course but i do know that blackhawk country club and other neighboring country clubs like diablo and the other golf course in the area are thinking about lighting them up and not making it such such a dark placehere you can see the suspects actually using a golf cart during a crime spree where they hit

three homes on the same night. that's why blackhawk police are confident the male suspects got assistance from someone from inside the community. the blackhawk homeowners assocation is offering a 25-thousand dollar reward for information leading to the apprehension and conviction of the suspectsone would think for $25,000 someone knows something and will step forwardmeanwhile this homeowner has put a chain on his back gate, is having his sliding glass door fixed and is upgrading his security system. but he believes it will take a lot longer to get his sense of security back. maureen kelly kron4 news ( marty ) a warning this morning for cal students.. police are looking for two robbers who might be targeting u-c berkeley students. the

first robbery happened last thursday night... in the area of spruce and virginia streets. two men approached the victim and started a conversation... the pair then attacked the man. and less than an hour later... another person was robbed near people's park. then on sunday night... two men approached a victim and tried to take his phone and backpack...that victim fought back. and finally...the most recent robbery happened on tuesday also at spruce and virginia street. ( marty ) bart police have caught the man seen in a now viral video. it shows a man using racial slurs against a passenger... then hitting the rider. the man was found at the 12th street station in oakland... kron4's terisa estacio explains that bart is trying to make sure the man never rides it's trains again. estacio - oakland. bart officials confirmed with kron four news they took the man in custody at the 12th street station early this morning.(estacio) bart officials say they have now detained the man in this alarming video who was caught on camera berating a passenger

spewing racial slurs. the incident happened on a richmond train heading to fremont this past monday. bart spokesperson alicia troust tells kron four news quote, they have identified him, but did not release his name to us. also, she added, they will be moving forward in seeking a prohibition order to ban him from the system." the victim in the video, did not want to press charges - he told kron four news that he was certainly concerned, especially when the man struck him not once but twice in the face. and the man who recorded the video told kron four he too was scared that the whole incident was going to escalate and get more violent. john burris. attorney. it does not rise to a crime. he seems crazy. i showed the video to civil rights and former federal prosecutor attorney john burris. burris. he needs help. we reached out to bart officials multiple times friday, to ask whether they planned to seek any type of charges, but were told the only information being released right now was the fact they are looking to ban him from the system. ( marty ) another victim of the north bay firestorm has been identified. 101-year old santa rosa resident tak-fu hung was one of 43 people killed in the fires.. he and his wife were reportedly in their home when the wildfire broke out. he told her to leave. but he could not make it through the flames. she was burned but survived. hung was a former general in china's army.. and was born in 1915 ( marty ) p-g-and-e is planning to cut down as many as 25-thousand fire-damaged trees across northern and central california. the company says it's part of an effort to protect power lines. p-g-and-e says arborists decide which trees need to be cut down along roads and across private property. the work should be done by the end of the year. p-g-and-e has been hit with multiple

lawsuits claiming that poorly maintained power lines were responsible for last month's devastating fires. the official cause of those fires is still being investigated. year ago the city of oakland set out to improve its fire code inspection system after 36 people died in the ghost ship warehouse fire. now, kron 4's haaziq madyun reports the mayor of oakland and other city officials are detailing plans to prevent another tragedy. according to oakland's ghost ship progress report not being able to gain access to inspect some buildings remains a problem for the city's building code enforcement. in one case the planning and building department has been seeking access to a property for close to a year. too long says oakland city councilmember noel gallosot that action requires obtaining a warrant says darin ranelletti of the planning and building departmentsotcode enforcement inspectors were not allowed
