we begin with breaking news out of southern california... a fast moving wildfire has exploded in size in ventura county.the thomas fire has burned 31-thousand acres ... right now there is no containment number. (áááboxesááá)150 structures have been destroyed ... 27 thousand people have evacuated from 8 thousand homes since the fire broke out last night. fire officials say one person died in a rollover car crash while trying to flee the flames.one fire fighter has been injured.it's burning on both sides of highway- 150 in

the santa paula area. that's between santa barbara and simi valley.the fire is being fueld by fierce winds....a situation reminiscent to the north bay firestorm. (boxes)breaking overnight ...a man is in custody following a shooting in a target parking lot. two victims ... both men ... are in critical condition this morning according to police. the gunfire erupted just before 6:30 last night ... outside the target store in emeryville ... right near interstate 580.it happened at a time when the store was packed with holiday shoppers. police say several shots were fired at two cars. three guns were recovered. police arrested a man found about one block away. description of the three people involved is not available at this time.one of the victims walked off and was found in the home depot parking lot. while the investigation continues ... police say there is no threat to public safety at the shooting last night is just the latest and most

violent incident there so far. a few weeks ago the target parking lot was host to an illegal side show and a few months ago target employees were held up at gun point. a big story we are following. in just a few hours from now ...thousands of city workers will go strike in oakland.. shutting down a number of city services indefinitely. union employees are fighting for wage increases and a number of other protections. here are some of the services affected... senior centers ... public libraries ... recreation centers and after- school programs.... also the parking citation assistance center and the housing assistance center will all be áclosedá. there will be no parking enforcement... street sweeping ... and no crime or traffic reports will be done. kron4's charles clifford has more on the negotiations between the union and the city of oakland. last friday, the city of oakland and seiu local 1021

exchanged similar contract proposals that offered workers a 4 percent raise for one year. but the seiu version requested that the two sides enter into mediation to hammer out an agreement for two additional years with former san francisco mayor willie brown act as mediator.on monday afternoon, the union said that the city rejected that idea. rob szykowny is the chief negotiator for seiu local 1021. sotthe parties have not reached an agreement and in less that 24 hours the strike will begin.monday afternoon, oakland mayor libby schaaf said a strike would be illegal.sotif the unions go on strike to mayor that is an unlawful strike and we will bringin an unfair labor practices act. beause we have not reached an impasse. she also says the city is still considering the union's proposal and that they coulnd't agree to the terms until the city council has a chance to look the plan over.. . that couldn't happen until wednesday. she's also says she's in favor of a mediator but it would have to be someone that both sides approve of .sotwe do agree that we could benefit from a mediator. it does have to be a mediator that we mutually

agree upon.szykowny says that if the city were to come back to the union monday evening and agree to their terms, a strike could still be averted. sotif the city were to do those things then we would postpone strike action until after city council meets on wednesday.now, we checked in with a spokesperson with seiu just a few moments ago and they say that. . . .charles clifford kron 4 news. in the south bay ...police arrest 18 people who they say are connected to an insurance fraud ring... and they are still looking for four additional people. these are the suspects in custody. all are accused of staging crashes --- and collecting more than 2- hundred- thousand dollars in insurance money. the arrests are part of a two -year investigation by staff from the c-h-p and santa clara county district attorney's office. investigators say, these two brothers, angel topete and joshua topete were the ones behind the crime ring. they are accused of conspiring with family members and friends ... to file fraudulent claims (boxes) only on kron4 -- we are hearing from a witness to the deadly bay bridge crash

caltrans is issuing an emergency contract - to try and find a company to fix the toll booth that was destroyed. the repairs will take place in the overnight hours to make sure everyone is safe. happening today. a decision will be made on "demand -based" pricing on parking in san francisco. if approved - it will mean that drivers will see parking rates surge ... in some of the city's busiest areas. the program would use "smart meters" to regularly adjust the parking price, based on demand. transportation officials argue, this will reduce the time people spend looking for parking.. by opening up more spots. demand- based pricing is already being used in some parts of the city.. in a test program underway. coming up on the kron 4 morning news ... it's been a few days after the one year anniversary of the deadly ghost ship warehouse fire-- and the hearing for the two men being held responsible ... was postponed... find out why. plus ... brock turner - the former stanford student convicted of sex assault --

thousand dollars ástandup dan kerman/ santa rosa 134-143this home sold within 24 hours with multiple offers. is it a trend? we'll just have to wait and see. in santa rosa, dan kerman kron 4 news.144/std the north bay firestorm is bringing some attention to the shortcomings of emergency alerts. california's top emergency manager says the vulnerability of cell phone service is hurting public safety warnings. that came at a hearing yesterday about the failure of the emergency warning system after the north bay fires. the flames burned cell phone towers, and even knocked out telephone lines, cable tv and internet. one of the main problems according to emergency officials:most public warning systems rely on privately owned communications network. and the state has no authority at the moment to order private companies to strengthen their systems. in the east bay.. investigators are trying to figure out what caused a

deadly house fire. it happened in alameda just before six a-m yesterday. this is video of the aftermath. when firefighters arrived on eagle avenue... neighbors said, the man who lived there might still be inside. as crews put out the fire, they found his body. no word yet on the identity of the person killed. in other news ...the u-s supreme court allowed the newest version of president donald trump's travel ban to take effect pending appeal. the third version of the travel ban places restrictions on foreign nationals from these eight countries...this decision means that the travel ban can be enforced. krron4's spencer blake has reaction from travelers at s- f-o. for the president, the third time may be the charm. president donald trump signed his original travel ban on several mostly-muslim countries one week after his inauguration.it was protested heavily in airports across the country, and eventually the courts struck it down."i just thought from the beginning, ever since the idea was brought forward, that it's a huge violation of our most

basic human rights."the second amended version didn't survive the legal system, either, and the most recent version, which restricts travel from eight countries, came out in september.monday the supreme court said áthat version can take full effectwhile the counstitutionality of the ban is still being battled out in lower courts."i understand the call for security, but at the same time, my understanding of the ban is that it doesn't actually prevent, it wouldn't have prevented any terrorist attacks that happened in the last ten, 15 years."the upholding is not a ruling, though it's likely the ban will eventually work its way through the legal system up to the high court.the ban was never popular in the bay area because plenty of people view it as a ban on muslims entering the country.six of the countries included in the ban - chad, syria, iran, yemen, libya, and somalia - are predominately muslim."if some security measures need to be put up, it needs to be kind of researched and delegated in a different ways rather than saying, 'this and this country cannot get in.'"advancing justice, a group of five civil rights organizations, says monday's decision is not a decision on merit, and says the ban will quote, embolden the trump administration's

frightening moments for an east bay lyft driver ... after a man sticks a gun in her face ... then steals her car.it happened in pittsburg sunday night.kron 4's j.r stone spoke with the victim ... who is still shaken up by the ordeal. he said get out and i said huh huh...he said get out of the car or i will shoot you.that is what happened sunday night when robin langston was robbed at gunpoint as she was working for the transportation company lyft on the night of her birthday. she picked up two people near the pittsburg bay point bart station in her chevy sonic car that you see here. she then went to drop the two off at mcdonalds.when

i looked back not even a foot from my head was a barrel of a gun. and all i could do was like stare at him like i didn' tknow what to do. he clicked off the safety and said the safety is off get out of the car and let my girl in.robin was forced to give up her purse and her cell phone. she then got out of the car and ran into mcdonalds for help after the two sped off. the onstar satellite service located her car in oakland a short time later but police there weren't able to respond to the call for at least two hours.i thought you had...i gave you a tool...you had onstar you had these people moving you had this guy with a gun that said he was gonna kill me if i didn't get out. i literally gave you these people on a platter but because there is so much crime in oakland her comment was we have killings we have things that are actually happening. oakland police dispute that claim and say that to their knowledge no one was in the car at that time. robin was

eventually able to get her car monday after it was towed and after she paid 400 dollarsa large cost for someone living paycheck to paycheck and on medical leave from her main job at hospice.i'm having surgery thursday i don't have any id i have nothing i don't have none of my cards i have nothing. so i don't even know if i'll be able to have surgery on thursday.fearful news for a woman who was just trying to earn some extra money. j.r. stone kron 4 news.

another big story this morning.the court has postponed the case against two tenants ... who prosecutors are blaming for the deaths of 36 -people in the ghost ship warehouse fire. as kron four's terisa estacio reports, family members of the victims say, they want justice ... and something more. mary vega, lost son alex in ghost ship. i feel raw. i feel like it happened yesterday - but then eternity. i have not seen my son in a year. a visibly emotional mary vega talked about her son alex - who died in the ghost ship fire despite her clear pain, she and her son alberto were here at an oakland court house to watch the case against derick almena and max harris - the two master tenants whom prosecutors have charged for causing the deadly fire. alberto vega. i wish none of this would have happened. hard to be here, but we will be her for the whole trial, we want justice for alex and michaela. michaela and alex were boyfriend and girlfriend, both died in the fires - first

responders reportedly found them in each other's arms. michaelas parents were also at court monday they chose not to talk. the case against the two men, charged with 36 counts of involuntary manslaughter was postponed monday. it is expected to last at least 5 days, with witnesses, former tenants, and sheriff's deputies and police officers testifying. it will pick up on wednesday tony serra reporesenting derick alemena the master tenant came out swinging - claiming his client is a scape goat. tony serra, atty for derek alemena. we will not bring anyone. this is our chance to see their weaknesses. then we can strategize. this past saturday marked the one year anniversary of the ghost ship fire max harris' attorney says he is still in mourning. curtis briggs. he is sorry and feels their loss. for alex vega's family, there is also this although he is seeking justice for his brother's death he and his family want an apology. mary vega. we want an apology. kron four

reached out to the mayor who's spokesperson sent us this statement, quote, "the mayor continues to extend her deepest condolences to all families who lost loved ones, and all those who continue to struggle. this tragedy lives with all oaklanders, and we are all working each day to make our city safer." in oakland, te the santa clara county district attorny's office .... is responding to brock turner filing an appeal, over his sexual assault conviction. he is the former stanford university swimmer.... who assaulted an unconscious woman on campus back in 20-15. the d-a says:"brock turner received a fair trial and was justly convicted. his conviction will be upheld. nothing can ever roll back emily doe's legacy of raising the world's awareness about sexual assault." lawyers for the former stanford swimmer say his trial was a -- quote -- lengthy set of lies. they want a new trial that would overturn the lifetime mandate ... placing turner on

contract workers . they are cleaning up debris along monterey road nats: ambiance im going to tell you something that may or may not surprise you . you see they are limited as to what they can clean up let me try to make it easier to understand .. that is the imaginary 25 foot line anything on this side is the citys responsibility, anything on this side is union pacific property. according to a source, one day while workers were cleaning up garbage, a union pacific official scolded them for trespassing nats: ambiance so basically, any trash within 25 feet of the first rail is off limits even to city clean up crews or they risk getting ticketed for trespassing strange but true so if you drive up and down monterey road you will see all types of trash that just sits there because of the 25 foot rule .it's something i call the politics of illegal dumping . people ger upset with the city because they see the trash sitting there for days or even weeks. the best thing to do is contact union

of smarts would say something so stupid. we are a country of laws, not men. we have had a number of presidents, as you pointed out, that have had as part of their potential impeachment that they have obstructed justice. obstruction of justice is against the law."> also... prosecutors reportedly want to get rid of the bail deal for the president's former campaign chairman, paul manafort. that's after they found out that he's been working on an op-ed essay with a longtime colleague who has ties to a russian intelligence service. if true - that would violate the terms of manafort's deal with authorities. he's been under house arrest. manafort is facing several felony charges involving allegations of money laundering and other financial crimes. he's denied any wrongdoing. california has happy cows... and now it wants to be sure that the chickens are happy too. but more than a dozen states are now trying to challenge the state's "egg law". those states are

several bay area companies are being labeled as some of the so-called 'best places to work.' -- according to job searching site "indeed". the company tapped into its database of more than 15-million employee reviews to find out where people are the most happy with their jobs. it only ranked fortune 500 companies. out of the top 10-- four are right here in the bay area. apple tied for 8th with nike. facebook and google came in at 4th and 5th... and the number one place to work -- is salesforce.

for parents that are uncomforatable with their kids using social media. facebook has announced a new stand-alone app called 'messenger kids'. it's designed for children under 13-years old. pre-teens can use the app to chat with their friends, make face-time calls with kid-friendly photo filters and send age- appropriate images. parents must set up accounts for their kids and approve who they can chat with. the rules for traditional facebook services aren't changing -- kids still have to be thirteen years old to get their own accounts. a preview version of messenger kids is available on apple devices. american airlines allowed too many pilots take this month off... leaving thousands of flights without a captain now a j-p morgan chase analyst says the scheduling mishap will cost the airlines about ten-million dollars to fix the problem.american has reached a deal to pay pilots double ... for flights that were short-staffed. the analyst believes this mistake will bring american bad publicity ... and some

langston picked up two people near the pittsburg bay point bart station. she then went to drop the two off at mcdonald's and when she turned around there was a gun in her face. she got out of the car and ran into the mcdonald's to call for help. the onstar satellite service located her car in oakland a short time later but police weren't able to respond for two hours.

two designs for what are described as "emergency sleeping cabins." the tiny home communities would house up 25 people for as long as five years. there will be public hearings and an environmental review process. it could take a year or more before these tiny homes are actually built and occupied. the city council will begin that process in a week. ( darya ) in the east bay --- oakland is working to provide housing for people who are homeless. and they've come up with a unique solution. the city has opened up its tuff sheds in west oakland. mayor libby shaaf says 40 people will be able to live there for six months. after that... those people will either move to a different housing center or live independently if they are able to get back on their feet. the city believes this

racing a maroon b-m-w east bound on international boulevard when it lost control near 82nd avenue... jumping the curb and killing a 49 year old oakland man. both cars were recovered at the scene the drivers ran away before police arrived. oakland police are asking for help to identify the people involved in this fatal hit and run car crash. (darya) now to a story you will only see on kron 4... we are hearing from a witness to the deadly bay bridge crash that killed a toll taker. the driver of the truck involved is still in the hospital this morning and is charged with manslaughter and driving under the influence. now the man who was in the toll booth right next to the victim... si-si han... says he did not see the truck coming and had to duck down just before the truck crashed.

over the weekend on the 300 block of ellis street. two men argued with a man in the store then they left but came back 10 minutes later and threw the molotov cocktails in the store. the victim was able to put the fire out and was not injured. police have not released a description of the attackers. ( darya ) police in milbrae are looking for a bank robber. they say a man walked into the chase bank on el camino real on monday-- approached the teller and demanded money. the teller handed the thief cash... and he walked out. ( darya ) happening today... a decision will be made on "demand -based" pricing on parking in san francisco. if approved - it will mean that drivers will see parking rates surge... in some of the city's busiest areas. the program would use "smart meters" to regularly adjust the parking price based on demand. transportation officials argue this will reduce the time people spend looking for parking... by opening up more spots.

( james ) lawyers for the undocumented immigrant who was aquitted of killing kate steinle -- will ask a judge to dismiss the one charge he was convicted of... being a felon in possession of a gun. last week... jose garcia zarate was found ánotá guilty of murder, involuntary manslaughter and assault with a deadly weapon. his lawyers say they will argue that he did ánotá know he had a gun in his hand until it fired. during trial is lawyers argued the 2015 shooting was accidental.. that zarate found the gun wrapped in a shirt under a bench near pier 14. the public defenders office plans to seek the dismisal after senticing later this month.. immigration and customs enforcement says garcia zarate will be deported. just days after the one year anniversary of the deadly fire, the court case against two men who prosecutors say caused the death of 36 people is postponed.. the case against max harris and derick almena is expected to last 5 days with witnesses... former tenants... sheriff's deputies and police officers testifying. harris and almena face 36 counts of involuntary manslaughter. the hearing is expected to resume on wednesday. (darya) in the east bay... investigators are trying to figure out what caused a deadly house fire. it happened in alameda just before six in the morning yesterday. this is video of the aftermath. when firefighters arrived on eagle avenue... neighbors said, the man who lived there might still be inside. as crews put out the fire, they found his body. no word yet on the identity of the person killed.

( darya ) in the south bay... police have arrested 18 people they say are connected to an insurance fraud ring... and they are still looking for four more people. these are the suspects in custody. all are accused of staging crashes -- and collecting more than 200- thousand dollars in insurance money. the arrests are part of a two -year investigation by staff from the c-h-p and santa clara county district attorney's office. investigators say these two brothers -- angel and josh topete -- were the ones behind the crime ring. they are accused of conspiring with family members and friends... to file fraudulent claims.
