good morning and thanks for joining us for the kron 4 morning news. i'm robin winston.lets start this morning with a check on weather and traffic. rebecca:look for mostly dry conditions today before a storm system brings widespread rainfall and breezy to locally gusty winds during the day wednesday to the north bay and through the remainder of the region wednesday night. after another period of dry conditions, a third system is possible late in the upcoming weekend.

( robin ) new this morning... the oakland unified school district has approved a 9 million dollar budget cut. this after parents and teachers voiced their anger at a heated school board meeting last night. the school district says the 9-million dollar cut is down from the the 15 million dollars they were originally proposing. the district says they had no choice but to make the cuts or the state would have intervened. and that could have meant school closures. there is no word on where the money will be cut from. the board still needs to vote on possible layoffs. that vote could come as early as next ( robin ) happening now... police are investigating a deadly collision involving a pedestrian in the north bay. it happened last night in the area of south wright road and finley avenue in santa rosa. police say a woman

was hit by a minivan. she has been identified as 56- year-old barbara jones. the van took off off. but the driver eventually called police to report the accident and then returned to the scene. he told police that he could not see the woman in the dark. it is not clear why took off. ( robin ) new this morning... a teenage boy is arrested for burglary and vandalism at an east bay elementary school. it happened at discovery bay elementary school. police arrived at the school yesterday morning and found the 14-year-old boy breaking into the school. the boy took off and climbed on the roof. police eventually convinced him to surrender. he later adimitted to police that he also broke into the school and vandalized it on monday morning. he also stole two laptops. ( robin ) happening now... police in fairfield are investigating a possible hate crime after a car is vandalized. the victim was shopping at a store on west texas street and when he returned to his car...

somebody had spray painted a racial slur on it. police are still looking for the person responsible. ( robin ) also happening now: police are looking for two people responsible for a deadly shootng in hayward. police have released a sketch of the man and woman they are looking for. the shooting happened december fourth on mission boulevard in front of the islander motel.. the victim was a 47 year old man. police have not released his name. ( robin ) happening now: police are looking for the people who kicked down an elderly man's door... then beat and robbed the victim. it happened in san francisco's inner sunset neighborhood. kron 4's j-r stone has the details. right now you can still see the broken wood after thieves busted open this door, attacked a 78 year old man living inside, and robbed him. sot apparently got beat up by these thugs and they broke into his house and kept him captive as they robbed his home.officers told neighbors in the area that the suspects were wearing ski masks. as to

why they picked this home.it's unclear but neighbors say the senior living there is often outside sweeping.sot i guess they were wearing masks there was def some preparation going into it. i just hope he is okay mentally and physically i would be traumatized by an experience like that.neighbors like michael fujimoto say car thieves broke into his suv a month ago but this brutal attack in the victim's own home takes things to another level.sot i'm one of these people thati think i'm a tough guy but when they strike so close to home only 7 houses away from ours.there is a camera set up outside the house where the attack happened. there are also others in the area. detectives are now reviewing video that could help them identify the bad guys.sot you wouldn't think it would happen here so it's really unnerving and downright scary when you think of this happening to

( robin ) two women in east palo alto are dead... and police say it looks like a murder-suicide. several gunshots were reported just before 9-30 yesterday morning. a neighbor called police.. when officers arrived... they found the bodies of two women inside a home. their relationship is not clear. right now... police are talking to family members... and checking their cell phones and computers. ( robin ) in the east bay... two people .. and a seven dogs are rescued after a newark home catches fire. it happened last night at a home on potrero drive. firefighters say when they arrived... flames were shooting out of a second story window. firefighters were able to put the fire out in less than 15 minutes. no body was injured. the cause is under investigation. ( robin ) a man who lived in the ghost ship warehouse says he warned master tennant derrick almena about the unsafe living conditions before last year's deadly fire. now a judge is trying to

decide if there is enough evidence to charge almena and max harris with the deaths of the 36 people who died in that fire. kron four's terisa estacio has the latest. here in oakland at alameda county superior court a former tenant testified that defendant almena did not want to fix all that was wrong with the ghost ship. a contractor - said he talked with defendant almena about the electrical inside the warehouse as well as the staircase calling the conditions inside quote "unsafe" however, when he brought this to almena's attention, he said almena did not want to do anythig about it.mary alexander who represents many of the families that lost loved ones in the fire some of the family members have been showing up every day for the preliminary hearing. she says hearingstatmeents are hard to hearmary alexander. they have heard it was a death trap, an inferno. also on the stand tuesday, a fire captain

who said he went to the ghost ship in 2014, but found no one living in it. he did say he told almena that based on all of the items inside, almena should get more fire extinguishersandthis man, michael russell, had a chilling tale. he lived at the warehouse in a trailer. he described the night of the fire, like a horror show.. saying after he smelled smoke and saw flames, he saw a woman yelling at guests to not use the stairs, and stay in the inferno.. he said she was yelling quote, this is the will of the spirits of the forest." he explained he grabbed a few belongings and with a date quote, escaped for my life"he did also add that when outside, he heard harris yelling, quote, this is the exit, this is the exit estacio - court continues wednesday and it is expected to wrap up with a judge deciding whethere there is enough evidence for harris and almena to face a jury trial. in oakland, te ( robin ) happening now... police are looking for two men

who carjacked a woman at gunpoint at the bayfair bart station. we first brought you this story yesterday on the kron 4 morning news. the woman was carjacked tuesday afternoon ... in the back parking lot of the bay fair bart station in san leandro. the incident has some bart passengers concerned with their safety at this station. ( robin ) the carjacking victim was not seriously injured. ( robin ) bart police say they are dealing with an epidemic of car break-ins in their parking lots. on average... there are 80 break-in thefts per month system wide. bart says this month they have seen the most break-ins at the ashby station in berkeley and the coliseum station in oakland. police have stepped up patrols at all parking lots... and they are installing more surveillance cameras. bart also says you can use their "bart watch" app to report suspicious behavior.

public will be able to pay their respects to san francisco mayor ed lee. tomorrow... the mayor will lie in state in the city hall rotunda. the public is invited to visit his casket from 8 a-m until 7 p-m. and then on sunday... a celebration of life is planned to honor the life of mayor lee. it's being held at city hall and the public is invited to attend. that will be at 3-pm. ( robin ) san francisco acting mayor london breed is managing the city ..... following the sudden death of mayor lee. breed has declined to say whether she plans to run for mayor in next june's special election . kron4's dan kerman was there -- as she attended her first event as mayor. in her second day as san francisco's acting mayor, london breed came south of market to united playaz to support the organizations upcoming gun buyback event sot

emphatic that san franciscans should know she is up for the task of leading the city.sot i'm here to focus on the work that needs to be done, i'm here to focus on continuity of government that the buses are still running that everything that needs to get done for this incredible city tat mayor lee loved in the same way i love it is well taken care of ( robin ) in the north bay... san rafael is taking steps to remove panhandlers... and others who loiter on tiny medians along city streets. next week... the san rafael city council will review a proposed traffic safety ordinance that would make tiny street medians a no loitering zone. the proposal would ban hanging out on these medians that are 4 feet wide or less ... for more than two traffic light cycles. but some san rafael residents say the city should leave median loiterers alone.

here's the mug shot of the man police booked for attempted murder. 64 year old dooris johnston of san francisco was found by a judge to be unfit to stand trial. he's expected to be committed to state mental hospital for treatment at a court hearing in january. as for the two agents who jumped in to help, they are humbled to be honored for their heroism.and in the in the end of the day one person is safe and that's all that matters to mewell there's an office or a passenger i'm gonna do whatever i can to help outi don't think i'm a hero i just did what i had to do and i'll do it and i'll do it again i won't think twice about itthey very well could have stood by and been witnesses but they were content to do that and it means so much to us when people like that jump in and help bake physically helps to do the suspect they help control the area so that other witnesses are members of the public didn't get hurt it was so importantthe injured officer declined to be interviewed his boss says that he is still in recovery and they can't wait until he's well enough to get back to work maureen kelly kron4 news. three people are behind bars this morning accused of carjacking someone and then crashing that car at a country club. c-h-p officers were involved in a chase that ended when the carjackers crashed at the green hill country club on ludeman lane in millbrae. two women and one man were taken into custody. their names have not been released. no one was injured. ( robin ) fairfield police arrested a san jose man on charges of possession of several guns and stolen property. police found the man after he tried to use a stolen credit card at a store. the man was gone

once officers arrived, but store clerks gave them a detailed description of the man. about a half an hour later, police were able to find and arrest 26- year old brandon nichols. police also found stolen checks... cell phones... electronic equipment and a handgun. nichols was booked into solano county jail. ( robin ) petaluma police are looking for a thief who was caught on camera. the man took items from the victim's unlocked car early yesterday morning police believe that the man is familiar with the area because he covered his face as he approached the surveillance camera. they do not have a detailed description of the man this morning. ( robin ) there are new warnings that this year's flu shot may not be working as well as hoped. a new study suggests that this year's vaccine may only be 10-percent effective. doctors say in a good year the flu vaccine is between 40 and 60 percent effective. they say the lack of effectiveness from this year's vaccine may have something to do with how it is manufactured. but even

people selling it for profit now no one will ever admit what they are doing but you can see with your own eyes but let get closer (oh no) oops too close or on one case throwing cans of food in the trash here i'll show you multiple cans of food for the needy thrown away and if that not the purest form of people behaving badly i don't know what is so fast forward to 2017 . where the streets which were once filled with people hoarding bags of food now deserted .and cans of food rolling down the sidewalk non-existent and even the red bags which were filled with multiple bags appeared empty oh, the lines which usually lasted for hours on end were gone and there were even bags left over. that were distributed to other places so what happened? it's changed; we put a lot of work into how to create a more efficient event basically, they added wristbands to identity who was getting into the line to get the bags . yea, we come up with all these

police arrest a man after a suspicious package is found at the court house in oakland.. it happened at the alameda county superior court house. this is video of the scene yesterday morning... the bomb squad was called out to examine a suspicious backpack near the side entrance of the courthouse. people inside were not evacuated... but were not allowed to leave. 2 hours later... the bomb squad gave the all clear. the man who owned the backpack was arrested after he became hostile and assaulted deputies. the same area where the backpack was found had been "fire-bombed" earlier in the morning... but there

wasn't much damage. the sheriff's department is working to determine if the incidents are related. ( robin ) in national news... nine million children could lose their health insurance if congress doesn't extend funding to the children's health insurance program. now democrats are urging republicans to act before money runs out. jessica smith has the story. nats it's been more than 70 days since congress let funding for the children's health insurance program expire. the program provides health insurance for children whose families don't qualify for medicaid, but can't afford private insurance. families like connie cavara's. connie cavara (mother): chip has been a lifesaver for me and my family. the pennsylvania mother says she has health insurance through her employer, but can't afford the $900 a month it would cost to add her kids to the plan. connie cavara (mother): as a nurse, i spend every day taking care of other people's family members. without chip,

i would not be able to take care of my own. cavara stood alongside democratic lawmakers in washington on wednesday, urging congress to pass a bill to fund chip. senator bob casey: sen. bob casey (d-pa): this is needs to get done right now. we need to come together and get it done. earlier this fall, the senate finance committee passed a bipartisan bill to extend funding for 5 years. but majority leader mitch mcconnell has not put the bill on the senate floor. casey says that's unacceptable -- especially as republicans rush to pass their tax reform bill. sen. bob casey (d-pa): if republicans can work so hard on permanent tax cuts for corporations i think they can at least get five years for kids. chip has historically had support from both parties -- and many republicans also say they want to fund chip. but so far, they have not acted. sen. bob casey (d-pa): the silence from republicans is deafening. pennsylvania could run out of money for chip as early as february. in washington, i'm jessica smith. mountain lion habitat... which will be one of the largest in the world once it's finished. ( james ) san francisco's acting mayor london breed had her first event as acting mayor ... following mayor ed lee's sudden death. she showed up to support an upcoming gun buyback event this saturday. breed says the sudden passing of mayor lee ... continues to weigh on her ... but ... she let everyone know that she is up for the task of leading the city.

she also said that furniture -- used as room dividers -- fueled the flames that killed 36 people last december. ( darya ) as for the cause... sabitini said the team ruled out several refrigerators discovered in the living area. they also ruled out propane tanks and natural gas as an ingnitition source. in her opinion... the ghost ship fire was likely a failure of the electrical system. names have not been released. no one was ( james ) fairfield police arrested a san jose man on charges of possession of several guns and stolen property. police found the man after he tried to use a stolen credit card at a store. the man was gone once officers arrived, but store clerks gave them a detailed description of the man. about a half an hour later, police were able to find and arrest 26- year old brandon nichols. police also found stolen checks... cell phones... electronic equipment and a handgun. nichols was booked into solano county jail. ( james ) sonoma county sheriff's officials released surveillance video of two burglars stealing from a bodega bay restaurant. this happened on monday. police say the two broke in and stole a cash box. investigators have not said which restuarant was burglarized. ( james ) police arrest a man after a suspicious package is found at the court house in oakland.. it happened at the alameda county superior court house. this is video of the scene yesterday morning... the bomb squad

was called out to examine a suspicious backpack near the side entrance of the courthouse. people inside were not evacuated... but were not allowed to leave. 2 hours later... the bomb squad gave the all clear. the man who owned the backpack was arrested after he became hostile and assaulted deputies. the same area where the backpack was found had been "fire-bombed" earlier in the morning... but there wasn't much damage. the sheriff's department is working to determine if the incidents are related. ( darya ) san rafael is taking steps to remove panhandlers... and others who loiter on tiny medians along city streets. next week... the san rafael city council will review a proposed traffic safety ordinance that would make tiny street medians a no loitering zone. the proposal would ban hanging out on these medians that are 4

this morning... every year around this time... you're encouraged to get a flu shot.( darya ) but there are signs that this year's vaccine may not be as effective as hoped. kron 4's charles clifford spoke to an infectious disease specialist. a recent report in the new england journal of medicine notes that in australia, this year's flu vaccine appears to be only about 10 percent effective. that's important for us, because what happens in australia is usually a pretty good indicator of how well this year's flu shot will work here in the u.s.dr alex evens is an infectious diseases expert at marin general in kentfield.sotoften times we have the same sort of reponse rate during the next 6-8 months so there is concern. in good years, the flu vaccine is about 40-60 percent effective. it's not entirely clear why this year's shot is lagging. dr. evens says it could have something to do

the school district says the 9-million dollar cut is down from the the 15 million dollars they were originally proposing. the district says they had no choice but to make the cuts or the state would have intervened. and that could have meant school closures. there is no word on where the money will be cut from. the board still needs to vote on possible layoffs. that vote could come as early as next month.

teenage boy is arrested for burglary and vandalism at an east bay elementary school. it happened at discovery bay elementary school. police arrived at the school yesterday morning and found the 14-year-old boy breaking into the school. the boy took off and climbed on the roof. police eventually convinced him to surrender. he later adimitted to police that he also broke into the school and vandalized it on monday morning. he also stole two laptops. ( james ) happening now... police are investigating a deadly collision involving a pedestrian in the north bay. it happened last night in the area of south wright road and finley avenue in santa rosa. police say a woman was hit by a minivan. she has been identified as 56- year-old barbara jones. the van took off off. but the driver eventually called police to report the accident and then returned to the scene. he told police that he could not see the woman in the dark. it is not clear why took off. police in fairfield are investigating a possible hate crime after a car is vandalized. the victim was shopping at a store on west texas street and when he returned to his car... someone had spray painted a racial slur on it. police are still looking for the person responsible. ( darya ) two women in east palo alto are dead... and police say it looks like a murder-suicide. several gunshots were reported just before 9-30 yesterday morning. a neighbor called police.. when officers arrived... they found the bodies of two women inside a home. their

police officers were shot at wednesday morning in north st. louis county. they were hit in the chest. a bulletproof vest may have saved their lives. the officers are conscious and

the green hill country club on ludeman lane in millbrae. two women and one man were taken into custody. their names have not been released. no one was injured. ( james ) fairfield police arrested a san jose man on charges of possession of several guns and stolen property. police found the man after he tried to use a stolen credit card at a store. the man was gone once officers arrived, but store clerks gave them a detailed description of the man. about a half an hour later, police were able to find and arrest 26- year old brandon nichols. police also found stolen checks... cell phones... electronic equipment and a handgun. nichols was booked into solano county jail. ( james ) sonoma county sheriff's officials released surveillance video of two burglars stealing from a bodega bay restaurant. this happened on monday. police say the two broke in and stole a cash box. investigators have not said which restuarant was burglarized. ( james ) police arrest a

man after a suspicious package is found at the court house in oakland.. it happened at the alameda county superior court house. this is video of the scene yesterday morning... the bomb squad was called out to examine a suspicious backpack near the side entrance of the courthouse. people inside were not evacuated... but were not allowed to leave. 2 hours later... the bomb squad gave the all clear. the man who owned the backpack was arrested after he became hostile and assaulted deputies. the same area where the backpack was found had been "fire-bombed" earlier in the morning... but there wasn't much damage. the sheriff's department is working to determine if the incidents are related. ( darya ) san rafael is taking steps to remove panhandlers... and others who loiter on tiny medians along city streets. next week... the san rafael city council will review a proposed traffic safety ordinance that would

make tiny street medians a no loitering zone. the proposal would ban hanging out on these medians that are 4 feet wide or less ... for more than two traffic light cycles. but some in san rafael say the city should leave median loiterers alone.
