plants at home. there's no smoking in public...and you can't smoke within one-thousand feet of a school or daycare center when children are around. no smoking while driving. a general rule --- you can't smoke anywhere where tobacco is prohibited. while pot is legal in california...it remains illegal at the federal level. (steve) the availability of legal marijuana comes down to location... many communities are still working to figure out how many retail shops to allow...and if any. san francisco officials are still working to figure out how to regulate recreational and medicinal sales. the board of supervisors voted to allow nearly 50 medical dispensaries to sell recreational marijuana as early as january sixth. in the east bay... emmeryville voted to allow a pair of retailers in the city. parts of the north bay have made it much harder to get your hands on recreational marijuana... marin county officials rejected ten dispensary applications. year...your ride on bart just got more expensive. there's a two-point-seven percent increase from 20-17. the minimum fare goes up to two dollars for adults...one dollar for children five to 18 years old...and 75-cents for seniors or the disabled. to encourage the use of cards and cut down on fare gate maintenance -- a 50 cent hike is being added for rides using bart's blue paper tickets. free clipper cards are being handed out at three east bay stations in coming days -- at the west oakland station -- from 4 to 7 pm on thursday... and on january 8th -- at the dublin-pleasanton station from four to seven p-m. and at the bay fair station from four to seven p-m on the ninth. shooting in the east bay. it happened this morning around 7-thirty on crittenden street in oakland. one adult victim was located at the scene.... police have confirmed an arrest was made. however, no further information is available at this time. (catherine) a man has been arrested on suspicion of battering a bart passenger at the north berkeley station. danny rodriguez of san francisco was arrested saturday afternoon. bart police say he's been booked into the santa rita jail. (steve) homeowners in a san francisco neighborhood are concerned about an uptick in car break-ins. (catherine) there have been more than 28-thousand car thefts citywide in 2017... that's compared to about 22-thousand in 20-16. (steve) some people in the city believe it's so bad, an innocent person may get hurt soon. kron 4's ali reid tells us about their concerns. due to the uptick in car break-ins ..probably 10-12 break-ins a week.police are patrolling more often.they're circling more and i know it's

helped a lot but neighbors fear thieves are becoming more brazen around the palace of fine arts. like these two men that pulled up alongside a parked vehicle, smashed the windows and grabbed everything in sight.it'll happen right in front of us, bold and brazen. in about 30 seconds they're goneand it's becoming more blatant. one person was actually in the car when it happened.the security and safety risk to children and families is really traumatic they identify rental cars immediately, and they break in. they also know that these people that won't raise a fuss long term because they're gone. worried homeowners are now coming together to try and figure out how to combat criminals running rampant in their neighborhoodlast year in 2016 we had 17k breakins in the city. this year it's 26k. and there's easily another 10k that goes unreported because the police just don't respond. they don't come out.fearing their property value will decrease, neighbors are being proactive. a community meeting is set for january 4th at the palace of fine arts. then residents plan to have a follow up with local officials to talk about what more can be done about the high number of car break-ins. reporting in san francisco ali reid kron 4 news.

years since oscar grant was shot and killed by a bart police officer at the fruitvale station in oakland. every new year's day since 2009, grant's family has held a vigil at the bart station. kron four's spencer blake was there for the gathering, and reports from oakland. feel like they just ripped my heart and ran with it." surveillence video captured the moments two young men throw out a car seat and take off in this suv in the parking of lot of the southland mall in hayward.it happened on saturday between 4 and 5 at night leaving the victim - who wishes to remain anonymous - without a car heading into the new year.sot: car theft victim// "this car means a lot to me because this car was left to me in a will from my grandfather my grandfather just passed away a month ago and i just received the car in a will this is basically the only memory left of my grandpa."and it was her only means of transportation for the single mom and her 3 children.she was shopping inside the sears department store as it happened.when she called police she says an officer told her there have been more than a dozen car thefts in the southland mall in the past week.hayward police weren't able to confirm any statistics given the holiday.the victim just hopes the car thieves do the right thing and return the car.sot: car theft victim// "we've all been kids we've all done crappy stuff in our life as a kid i'm not out there to badger them i know things happen it can be who you're hanging with or whatever i just ask that you have the kindness in your heart to please return the vehicle.

news... there are new details on a deadly shooting at a colorado apartment complex that left one sheriff's deputy dead, and six people injured. c-n-n's kim hutcherson has more. a community in mourning... after a deadly shooting at a colorado apartment complex.the suspect .... identified as 37- year-old matthew riehl.sheriff tony spurlock/douglas county: "so it was more of an ambush-type attack on our officers. he knew we were coming."police were called to the copper canyon apartments on a disturbance call before six a-m sunday.they found riehl barricaded in his room. they say he began shooting, firing more than 100 rounds and forcing wounded deputies to crawl for safety.riehl himself was killed about 90 minutes later when a tactical team entered the apartment. the deceased deputy -- 29- year-old zackari parrish ... a

(catherine) cities around the bay area are increasing their minimum wage levels today.... sunnyvale and mountain view now pay 15 dollars an hour. san jose, san mateo, los altos, cupertino and palo alto are boosting the rate from 12-dollars to 13-50 an hour. this is part of a plan to bring the minimum wage to 15-dollars in those cities by 20-19. in the east bay... oakland's minimum wage went up 37 cents...and now stands at 13.23. both el cerrito and richmond's minimum wage is now more than 13 dollars. marijuana dispensaries that opened early in the east bay today, the first day recreational marijuana became legal in california. some dispensaries in berkeley and oakland opened as early as 6 a.m. after being licensed in california and their respective cities for recreational sales following the passage of proposition 64 in november 2016. underscoring the new legal status of the herb, a personage no less impressive than the mayor of berkeley, jesse arreguin, attended the ribbon-cutting ceremony at berkeley patients group on san pablo avenue. "it's an exciting moment. we worked really hard in the fall to be sure bpg was ready to open," said arreguin, who cut a green ribbon to officially open the dispensary to recreational sales. people were waiting outside the door before bpg opened at 6 a.m., and the same was true art purple heart patient center on fourth street. "we opened at 6 a.m. we had people waiting in line," said kell mckenzie, a team leader at purple heart. reached by telephone around 10 a.m., mckenzie said the store was crowded and the mood upbeat. "it's great seeing the new customers and they seem really excited about looking at the products," mckenzie said. oakland's harborside dispensary opened at 6 a.m. the harborside in san jose opened at 9 a.m. emails and phone calls to the dispensary and its chief executive were not returned. while oakland, berkeley and san jose signed off on various dispensaries to begin

recreational sales starting monday, other cities including san francisco did not approve legislation for it in time for the start of the new year. in san francisco's case, legislation was not signed until early december following lengthy debates over regulatory issues for the dispensaries. ultimately, the board opted for a 600-foot buffer zone around city schools and did not institute bans or caps for the number of dispensaries in each supervisorial district. the city's existing 45 medical marijuana dispensaries and delivery able to begin as early as saturday. (steve) with the legalization of recreational marijuana in california... law enforcement officials are warning that while sales and use may be legal driving high...is not. kron 4's dan kerman reports from c-h-p headquarters in san francisco. whether it's legal or not it's still dangerous to operate a vehicle of any kind if you are impaired, whether it's drugs, whether its marijuana, whether it's alcohol chp officer vu williams says all chp officers have now taken an advanced class to identify roadside impairment and will be putting that knowledge to the test with field sobriety tests. sotthese are tests to see if you can follow directions, whether you can multi task, whether your motor skills are impaired or not. things that you use when you drive a vehicle. whether we have a blood test or not is

not what we are looking at on the side of the raod, we are looking at those tests and determining if they are impaired and making an arrest based on that. and while arrests may be as straight forward as they were before getting a conviction may be harder. ááásot bill fazio/criminal defense attorney 109-120they can quantify alcohol .08, that's a matter of law the same doesn't apply to any drugs including marijuana so it will be more difficult at least initially. criminial defense attorney bill fazio says the lack of specificity when it comes to marijuana gives defense attorneys more options when in trial. (steve) four days of political protests in iran have left at least 12 people dead.(catherine) despite calls by iranian officials for calm, president trump said today that, "iran is failing at every level" and that it's "time for change". reporter omar jimenez has the latest. protests continuing in iran. in just a matter of days, at least 12 people have been killed.(mos) in my view they should express their needs and demands peacefully so that the officials receive their message and not to create mess in the city.the protests started with concerns about the rising cost of living and a poor economy but have expanded into a critique of the iranian government and religious leadership.at a meeting with lawmakers monday, iranian president hassan rouhani downplayed the ongoing situation, calling for

(steve) losing to the l.a. chargers was the last defeat for jack del rio. j.r. stone is handling sports for us tonight. (j.r.) the nfl regular season is over and that means the coaching changes are already underway. at least 4 coaches fired. we start with the

oakland raiders who are without a head coach tonight. jack del rio actually announced that he had been fired after the team's thirty to ten loss to the chargers on sunday. that is something that does not happen very often. del rio, a hayward native, was given a contract extension back in february coming off a twelve and four season. the excitement though was short lived as the team went six and ten this year and lost their last four games. amazing how things can change in just one year. they struggled with their identity this year. the offense struggled and at one point defensive coordinator ken norton junior was fired. gotta give it to del rio though. what a class act....speaking and answering questions about his own firing after the team's latest loss. even appeared as though he was close to tears speaking after the game on sunday. "i spoke with mark davis after the game and mark let me know that he's not going to be bringing me back. i'm very grateful. my childhood team. but, it's a results business. i understand that.""did you have

(j.r.) as for the raiders next coach. all eyes are on former raiders coach jon gruden. espn reports through "nfl sources" that jon gruden is expected to become the raiders next head coach. nothing has been announced as of right now. the deal could involved partial ownership of the team as well. gruden has been in the broadcast booth for the past nine season. he was with the raiders from 1998 to 2001 before being traded to tampa bay by al davis. a year later gruden's buccaneers defeated the raiders in the super bowl. gruden has been an espn staple since he was hired back in 2009. in his 11 seasons as head coach

jon gruden, or chucky as he is called has made the playoffs in five of those seasons. there is a hope that gruden could get the raiders back to where they were when derek carr led them to a 12 and 4 season. the same season where carr ended up getting injured. carr has not been the same since and there is the thought that gruden could get him back to that prime quarterback he once was. (j.r.) the san francisco 49ers ended their season yesterday on a pretty high note. in fact i'd say they ended it on a really high note with jimmy garoppolo. the team finished the season with the same record as the raiders but they ended it in style. the niners won their last five games of the season. after losing their frist nine games they won six of seven games to end things. the trade the team made with the new england patriots looks like a winner. jimmy garoppolo is now being called the second coming of joe montana. they've also nicknamed him jimmy g and jimmy g-q.. but he will
