(robin) in the north bay .... a flash flood watch- has been canceled in santa rosa.. but rain is still expected today. the burn scars from october's fires make it even more likely for mud and debris slides.kron four's spencer blake reports. debris is already gone from many of the burned-down lots in coffey park.but in its place...is standing water - inches deep in some cases. "it's been slowing us down, but we're still working out here trying to get the job done."daniel mercury is a contractor foreman whose team

has been finding water and sewer lines, cutting them, capping them, and marking them with colored stakes.the job involves digging, so imagine how tough things were in the rain."we dig holes out here looking for lines and the water just fills up the holes that we're digging quicker than we can take it out."a lot of other contractors weren't able to work at all.a line of parked cats is evidence of how hampering the rain has been. the city of santa rosa worked on erosion and flooding control before the rain started.standup"check out the city's stash of these rolls and rolls of wattles; they're filled with straw and you've probably seen them before. and here's where they end up. they're staked into the ground in front of each property and you can see all the pooled water that it's keeping out of the streets."but in some places, like storm drains, the wattles caused a backup.this man didn't livein coffey park, but he set up the christmas decorations here last month.he was stopping by trying to move stuff out of the rain, and noticed the entire court where the decorations were set up...had standing water in the street."knowing where the

drains are there's these wiers they put around them to keep the silt from going down the draining system so i just gently moved those out of the way, got some water flowing because it had pulled the wattles back into the drain face."nudging the wattles did the trick...but there's still plenty more rain that will be coming down tuesday.in santa rosa, spencer blake, kron four news. all the rain we're seeing can create dangerous conditions on the road. a car fire on the sn mateo bridge led to massive backups. this was just one of the many problems the c-h-p had to deal with monday. in daly city... one driver -- who was cruising in the fast lane -- hydroplaned across traffic. that driver is going to be okay. but another driver crashed into the center divide... and a third driver hydroplaned right off of 280. we do not know how these drivers are doing this morning. (robin) the rain hit marin county especially hard. there were multiple accident... and streets and parking lots flooded. in

downtown san anselmo... the creek was running fast and muddy.. the creek is notorious for flooding with little warning. fortunately the waters only reached about 4 feet in depth last night... that's a long way from the flood stage of 12 feet. (robin) in the south bay... the return of wet weather has some people in san jose worried about flooding. last february... heavy rains forced more than 14-thousand people out of their homes along coyote creek. kron-4's dan kerman shows us what's being done to make sure that does ánotá happen again. to look at san jose's rock spring neighborhood now you might not know that it was one of the areas hard hit by last years floods to look at the creek now, you'd never know it could rise so high but it did last year and this was the result now the santa clara valley water district is taking steps to reduce the risk of flooding here. they've installed this 500 foot long vinyl wall as well as a 400 foot long earthen berm sot richard santos/ vice chair, santa clara valley

water district 26-31the berm is a temporary banaid, but it beats having nothingthat clean up work that shifted into overdrive right after the floods has continued along the creek and that should speed up flows but most importantly there is a renewed focus on the dam and not having so much water in them, as there was last year.sotlowering the levels of the dam, cleaning things out, it reduces the risk the district has also installed more flood gauges to better determine what is actually happening in any given area.standup dan kerman/san jose 105-115this is just an interim fix .to really keep people safe the district wants to undertake a flood control project form montegue expressway to tully road. that will take several years and federal funding. the district and the army corpos of engineers are now working on a feasibility study. in san jose dan kerman kron 4 news. (robin) many bay area cities are offering free sandbags to help people

protect their homes...this is one location... in san francisco... the public works operations yard on cesar chavez street...you can pick-up as many as ten sandbags between 8:00 am and 2:00 pm. (robin) a big story we're following this morning ... a sf-pd officer has been arrested on sexual assault charges. 30-year-old justin mc-call is accused of sexually assaulting an uncounscious victim. the department's internal affairs criminal division was notified of the incident last september. at that time mc-call was put on a nonpublic contact position following his arrest.. mc- call was suspended without pay. (robin) the man acquitted of murdering kate steinle is now facing áfederal charges. and his new attorney is fighting to get the case dropped. back in november... a jury found jose garcia zarate guilty of being a felon in possesion of a gun. he was found ánot guilty on the most serious charges related to steinle's death. but five days later... the

federal indictment came down... charging garcia zarate with gun possession. garcia zarate's new attorney says he plans on filing two motions to get the case dismissed. one for double jeapordy... and the other for vindictive prosecution. (robin) garcia zarate did not enter a plea yesterday. that's expected to happened during his next court appearance on febuary 13th. (robin) a former google employee is filing a lawsuit against google... we'll tell you why ... (robin) and here's a live look outside...at the san mateo bridge.

(robin) take a look at this video of a destructive house fire in santa rosa.. it severely damaged three rooms in a large home on stonecrest court... the fire broke out around 6:00 pm yesterday.two people were home at the time of the fire.. luckily - everyone made it out safe and unhurt... the cause of the fire is still under investigation. (robin) for the second time in less than a month ... a c-h-p chopper was struck by a laser in the east bay. the chopper was on patrol when it was hit several times by a green laser. it happened on sunday night in richmond. if hit in the eye - a pilot

(robin) a jury ordered oakland city councilwoman desley brooks ... to pay $550- thousand in punitive damages ... for a 20-15 incident. authorities say ... councilwoman brooks... punched former black panther party leader elaine brown in the chest... forcing her to fall down. the confrontation stemmed from an argument about a public housing project in oakland. brown's attorney says, she landed hard... htting the back of her head on a chair... and suffered a rotator cuff injury that required surgery... which will affect her the life. (robin) in the south bay - the storm is making for slick road conditions on the highways. kron4's rob fladeboe shows us how messy the commute can be with all the rain. boulder creek firefighters made short work of a large tree limb that came crashing down on highway 236 this afternoon, snarling traffic for a time. beyond that, there was widespread although mostly minor flooding along highway 9 between boulder creek through ben lomond into felton. the san lorenzo river is slowly coming to life again although folks in low lying felton grove have nothing to fear from the river anytime soon. the rain has been heavy at times and the combination of saturated ground and expected high winds could spell more trouble for the trees and power lines.chief

kevin mcclish/boulder creek fire dept."....yeah, especially trees that are leaning, if you see water flow that's muddy you need to look above and watch for signs that could become a landslide...." elsewhere, it was a busy day for tow trucks and other first responders here on highway 17 amid several crashes. the roadway is slippery. this driver wisely stayed inside his car after he spun out and ended up facing the wrong way. you could see people splashing through standing water in the curves as crews worked to clear clogged storm drains. visibility was poor over the summit. traffic was impacted all day but the welcome rain is running off into lexington and other mountain reservoirs. according to the numbers posted here at johnny'ssuper market, boulder creek had just over 7 inches of rain so far, not counting today, compared

(robin)the google engineer fired for writing a controversial memo criticizing the company for pushing diversity... has filed a lawsuit. james damore is accusing google of discriminating against white men and conservatives. he also blamed biological differences for the lack of women in technology jobs.. the lawsuit claims.... google disfavors white men for promotions, and opens positions to fulfill diversity quotas. evacuations have been ordered as officials are worried it could also trigger mudslides. dave lopez has more. the thomas fire is still not fully contained and though this storm could finally put an end to it, it could also trigger mudslides.mandatory evacuation orders were issued for unincorporated parts of santa barbara county, montecito, summerland, and carpinteria monday.that included all areas north of highway 192, east of cold springs road, and west of highway 150/the county line. areas along tecolote canyon, eagle canyon, dos pueblos canyon, gato canyon, and the whittier burn areas near goleta are also under mandatory evacuation order. swiftwater rescue teams are available in case the skies let loose, tom wait reported. voluntary evacuation warnings were issued for all areas south of highway 192 to the ocean and east of hot springs road/olive mill road to highway 150/the county line. officials advised residents of these areas to stay aware of changing conditions and be prepared to leave immediately. the storm could also result in urban street and underpass, flooding making for a "rainy,

windy commute" on tuesday, he said.weather service computer models indicate the two storms will both be wetter than first thought. some south-facing slopes could receive as much as five to six inches of rain over the course of a few hours when the rainfall peaks tuesday.

(robin) it was announced that the trump administration is ending protections for over two-hundred thousand immigrants from el salvador. according to the department of homeland security...salva dorans who have lived in the u-s since 2001 could be left without any legal status. immigrants with temporary protected status have until september of 20-19 to find a legal way to stay in the u-s before they face deportation. congress could intervene with a deal senators are exploring to reform current immigration policies. ( james ) a san francisco police officer is arrested... on sexual assault charges. justin mccall is accused of sexually assaulting an uncounscious victim. the department started investigating mccall back in september. at the time... he was moved into a non-public contact position. now... he's been suspended áwithout pay. ( darya ) the man acquitted of murdering kate

life-threatening injuries...after being attacked in san francisco's nob hill neighborhood. police say the 37-year-old man was walking to his apartment on sutter street... when he was attacked by three people. the victim was taken to the hospital. we don't know why the man was attacked... police say nothing was taken from the victim. so far... no arrests have been made. ( james ) san francisco police are also looking for the four people who deliberately ran a man over... in a parking lot. this happened near third and harrison streets. police say a 25-year-old man got into an argument with four men. after the argument... the four men got into a car... and hit the victim. no arrest have been made. the victim is in the hospital with life- threatening injuries. workplace, i really don't understand how that could be interpreted another way.">( darya ) the lawsuit also includes another former google engineer -- who left the company in 20-16. the two men hope to create a class action suit against the company. ( darya ) a dangerous situation involving a c-h-p helicopter... and someone with a laser pointer. the chopper was on patrol when it was hit several times by a green laser. police released this video. it happened sunday night in richmond. some people may not realize just how dangerous and illegal this is. if hit in the eye -- a pilot could be blinded -- temporarily or even permanently. and it was just last month... that someone pointed a laser at a c-h-p helicopter in oakland. that happened while the chopper was monitoring an illegal street show. anyone caught pointing a laser can face up to two years in prison. . to report an emergency. sunnyvale and santa clara are taking part in a program that allow texting when calling isn't possible. those situations may include emergencies reported by deaf or hearing impaired callers. or in cases when speaking could put the caller in danger... like during a home invasion or even active shooter situation. officials say if you send a text you should include your location. keep your text brief... and do not use abbreviations or emojis. also... don't send pictures or video. ( james ) happening today... president trump plans to meet with democrats and republicans about immigration reform. now that the "daca" program has ended... the fate of its recipients must be decided. the white house also wants to make progress on fulfilling president trump's promise to build a border wall. the president has insisted that any negotiation about protecting undocumented immigrants brought to the u-s as children... must include a border wall. he's leading the team áagain... almost 20 years after they hired him the first time. kron 4's will tran joins us live from oakland this morning. will... ( will )( will ) ( will ) jon gruden's return to oakland is a done deal.the raiders have officially hired gruden as their head coach, announcing the move as he finished his final broadcast as an announcer for espn.he previously coached the raiders from 1998-01, going 38-26 with playoff appearances in his last two seasons at oakland before he was traded to the tampa bay buccaneers. he spent the next seven years as head coach of the bucs and has been serving as espn's color analyst on monday night football since 2009.gruden replaces jack del rio, who was fired following a 6-10 season that followed a 12-4 campaign and their first playoff appearance since losing to gruden in super bowl 36.

some of the factors driving america's child mortality rate were related to infant deaths... car crashes... and guns. researchers say policy changes could help reverse mortality rates. sweden had the lowest child mortality rate among all of the countries. expired in santa rosa. because of the burn scars from october's fire... mud and debris slides were a big concern in the area. in the coffey park neighborhood.. . debris has been cleaned up from many of the burned down lots. but in their place is standing water. in some cases... it's inches deep. the city of santa rosa did work on erosion and flooding control before the rain started. ( james ) all the rain we're seeing can create dangerous conditions on the road. a car fire on the hayward bridge led to massive backups. this was just one of the many problems the c-h-p had to deal with monday. in daly city... one driver -- who was cruising in the fast lane -- hydroplaned across traffic. that driver is going to be okay. but another driver crashed into the center divide... and a third driver hydroplaned right off of 280. we do not know how these drivers are doing this morning. marin county especially hard. there were multiple accidents... and streets and parking lots flooded. in downtown san anselmo... the creek was running fast and muddy.. the creek is notorious for flooding with little warning. fortunately the waters only reached about 4 feet in depth last night... that's a long way from the flood stage of 12 feet. ( darya ) in the south bay... the wet weather has some in san jose worried about flooding. last february... heavy rains forced more than 14-thousand people out of their homes along coyote creek. this time around... the santa clara valley water district is taking steps to reduce the risk of flooding. they've installed a 500 foot long vinyl wall... a 400 foot long earthen berm... and more flood gauges. but this is just a temporary fix. the water district is looking into a flood control project from montegue expressway to tully road. they're now working with the army corps of engineers on a feasibility
