(vicki) let's start with chief meteorologist lawrence karnow. lawrence karnow: the biggest storm of the season is finally winding down but not before leaving impressive amounts of rain. some local mountains saw almost 6 inches of rain from the storm. on doppler radar you can still see a few scattered showers but most of them are very light. showers will decrease tonight and skies will become partly cloudy. on the satellite you can see the storm now headed into southern california bringing them flooding rains. theres another weak storm that will bring more clouds and a slight chance of showers to norht bay tomorrow. the rest of us will see passing clouds. high pressure will then build in sending the jet stream and tomorrow will be in the 50s to low 60s under partly to mostly cloudy skies. high pressure will continue to strengthen on thursday and into the weekend. other than a few passing

clouds, we should see some sunshine and warmer temperatures. more rain is possible next week. (grant) in santa rosa, monday's rain was soaking, but it wasn't as problematic as safety officials had feared. (vicki) that's both good

áand bad, as kron four's spencer blake reports live from the fountaingrove area of santa rosa. spencer, why do safety officials call it a double-edged sword if the rain wasn't as dangerous as predicted? because they haven't gotten a really good idea of how their erosion control measures will work. the rain certainly came down steadily monday.there was a flash flood watch in place, especially for areas up here in the burn scars.you get an idea of why as you follow the deadly mudslides in the burn zones of ásouthern california. but - the national weather service lifted that flash flood watch almost five hours early this morning, and the winds died down sooner than expected, too.assistant fire marshal paul lowenthal with the santa rosa fire department says the plans they had made...went well. "we're really comfortable with how things went last night, but still we haven't tested it to the extent we wanted to test it."so without that first big test, they're looking ahead to the next rain event.

there are several dry days before that, though, when city departments will be checking on all the measures they put in place. fountain grove is one of the biggest areas of concern for slides, because it's up here in the hills.live in santa rosa, spencer blake, kron four news. "this is the worst i've ever seen it we thought that the fire was terrible. this is absolute devastation"(grant) deadly mudslides in the wake of disastrous fires.more than a dozen people have died in southern california ...

hillsides are giving way from santa barbara south to malibu and the san fernando valley. (vicki)an early morning deluge unleashed an avalanche of mud and debris that buried homes and closed down a 30=mile stretch of highway 101. catherine heenan is here to show us what happened. catherine? (catherine) first let's show you where it happened. the towns of montecito and carpenteria bore the brunt of the new catastrophe.santa barbara county officials say most of the damage was 'not' in areas affected by the thomas fire. at about three=thirty this morning, after what local officials call a "power surge of rain" ... a half=inch in five minutes ... the hillsides gave way. it was so loud this morning .. boulders crunching it was it was pretty big.a river of mud and debris swept homes off completely their foundations. firefighters worked through

the night, pulling people from the devastation.officials say only about ten percent of residents complied with mandatory evacuation orders . pretty crazy stuff. wasnt really expecting anything of this nature.the mudslide fractured a gas main ... the fire adding to the apocalyptic scene.the sky at 4:00 a.m. lit up orange and then it would flash blue orange blue orange. i don't know what that was about. dawn revealed the full extent of the catastrophe.oh my god, this is 101 north. i didn't even recognize it. 100 percent covered in mud. never seen anything like this.the highway shut down for miles ... causing a traffic nightmare.the driver of this car, nearly swept to his death. "and so, i'm driving down the road, sixty miles an hour, and the mudslide comes out of nowhere, out of the bushes here, and it comes out three or four seconds, hits my car, pushes me over -- three to four feet -- almost against the railing."in montecito, search dogs looked for survivors in wrecked homes. they found one teenage girl ... but no sign of her parents. another girl was pulled from ankle deep mud and carried out on a stretcher,nat okay we got herwith roads closed, the

coast guard sent in helicopters to pull people to safety.heavy rains also triggered mudslides in los angeles county ... trapping a driver in topanga canyon.a los angeles police car caught in the mud in the san fernando valley.the area was burned in the december fires and several neighborhoods have been evacuated.police warned against trying to drive through the mud.it looks like a simple layer of mud over the top of the road. it;'s actually several inches thick. it's extremely dangerous. (grant) the crash caused a portion of san pablo dam road to be closed the entire morning. kron 4's camila bernal explains what happened. it was a wet morning commute on san pablo dam road, when according to the california highway patrol, a crash caused four vehicles to lose control 42:09 for unknown reasons the volkswagen slowed its vehicle and in attempts to avoid a collision the chevy veered off and collided with the volkswagenofficials say those two cars were originally traveling northbound, but ended up on the southbound lanes, crashing head-on into a school bus and a ford f150 44:11 it sounds like they were all traveling between 30 and 35 which with these wet roads that might be too fast especially when you're trying to avoid a collision and spinning out of controlthere were seven children, one teacher and the driver, who is pregnant, inside the school bus. they were all taken to local hospitals and are expected to be okay43:06 all 7 children were transported to the local hospital for precautionary reasonsin total, 15 people were involved in the crash. three were treated at the scene and released. two suffered major injuries,

according to the contra costa county fire protection district.43:54 we don't know why the volkswagen slowed downed the investigating officer will respond to the hospital and get further statements as to why the volkswagen slowedcamila:chp says neither speed nor drugs or alcohol seem to be a factor in the crash.the road was reopened after hours of clean up.reporting in el sobrante, camila bernal kron 4 news. (grant) a man is dead...after driving the wrong way on southbound 880 in milpitas. the incident...caused a collision involving four other vehicles. police say the

52-year-old man from oakland was going the wrong way just before 5:00 this morning. several cars then tried to avoid crashing into the wrong-way driver... but that caused a huge pileup. the wrong-way driver was taken to the hospital where he died. only one other driver involved in the crash had minor injuries. police are looking into whether drugs or alcohol were factors. (grant) power and road crews are mopping up after stormy weather in the santa cruz mountains. there are a few trees down and p.g.& e. reported some relatively minor power outages, one impacting about 400 customers near felton.(vicki) but the rain lingered and made for an especially nasty day for commuters on mountain highway 17 kron four's rob fladeboe is live for us now in los gatos with more on that part of the storm story. rob? (rob/live) today only added to highway 17's reputation as one of the bay area's most notoriouscommutes. it's been drizzling and misting all day and more than a few drivers found out the hard way that the pavement is wet and extremely slick. i drove over "the hill" as this part of highway 17 is

known, three times today. in that stretch, over the course of about 3 hours, i saw nine vehicles, some of them already en route to the body shop, that had been involved in accidents. it was like that all day says tow truck driver mike durand.mike durand/dick's towing"....they go too fast, they hit the wall, and they crash..."in one of the more serious accidents, christiano silva escaped injury despite having rolledhis pickup near redwood estates.christiano silva/crashed truck on highway 17"...it was raining and i lost control and then i hit the wall and went over...."on monday, in far heavier rain, there were actually fewer wrecks. lighter rain might have found some drivers picking up the pace but the pavement is still very slick and not just because of the rain said a very busy chp officer taylor griffith. officer taylor griffith/chp "....we have long periods without rain and during that time oil and transmission

fluid and anti freeze leaks from vehicles and soaks into the pavement and when it rains that stuff is released and makes the surface extremely slippery..."several drivers spun out and hit the guard rail after passing through an especially slippery spot in the southbound lanes just south of the summit. one of them is experienced commuter dan casciato.dan casciato/hit slippery spot and spun out "....all of a sudden my car started turning sideways as if it was on ice or something, i tried to correct but i just kept sliding and eventually i hit the guard rail...."the accidents led in turn to several long backups, including this one when officer griffith ran a traffic break to check out a slippery spot south of the notorious big moody curve, wherethe debris field on the shoulder is evidence of a well deserved reputation. this was one of three accidents here today.

that fell closing sunol blvd entirely overnight.here's the hole in the ground where it uprooted....the rest remains cut up along the side of the road.the downed tree is what stopped a blue 2005 hyundai elantra that police say was being driven by this man.30 year old marquice mcclinton of fremont was allegedly leading a pleasanton police officer on a pursuit at around 3am.sgt chris niederhaus says mcclinton has been pulled over by for a vehicle code violation in the first street neighborhood.the suspect immediately exited the vehicle had his hands in his hoodie, rapidly approach the officer who got out dress pistol. the person was noncompliant got

back in his car immediately took off in a pursuit was initiated. the pursuit left the first street neighborhood went southbound on sunol until due to weather us tree had fallen across the street down by happy valley in sunol the suspect was unable to slow before impacting the tree, collided with the tree that he fled on footthe suspect ran off towards the bushes...a search of the area was done with a k-9 unit but were unable to locate him. it's unknown if mcclinton was injured when his car hit the tree. but a pair of shoes were found at the crash sight so it's possible he was barefoot when he ran off. maureen kelly kron4 news. (vicki) new tonight at 5... a san francisco police officer arrested for sexual assault will make his first court appearance this week. (ááávoááá) justin mc- call has been charged with sexually assaulting an unconscious person and sexual penetration with a foreign object. mc-call, a four-year veteran of the department, was arrested yesterday but is out on bail. he is expected to make his first court appearance friday. (grant) for your health tonight... flu activity in california is especially high for this time of the year... that's according to the state's health department. officials are seeing a level of flu cases on par with the peak of flu season. but peak season isn't until february.

(grant) kron 4's terisa estacio breaks the numbers down for us... about how oakland is tackling crime and where they say the need to focus their efforts. (estacio reporting) gunfire erupts in an oakland neighborhood - glass litters the street from an auto burglary - newly released figures show the city of oakland had 31,032 reports of violent crime last year in 2017. mayor libby schaaf, oakland mayor. as mayor, i am pleased to be releasing 5 year trends in making oakland considerably safer.at a news conference tuesday, the mayor, police chief, and others involved in crime reducing efforts addressed statistics drawn from the oakland police dept. database over the last 5 years, including a look at some of the highlights from 2017. overall, crime is down,

significantly, take a look on your screen - homicides down in 2017 by 15 percent shootings of an occupied home or vehicle down 29 percent and carjacking down by down by 22 percent. anne kirkpatrick, oakland police chief "let me show you, ,the use of force down significantly drop. oakland police chief anne kirkpatrick - a year on the job - said she was pleased with the findings. she and others credited the improvement to a more focused and strategic department and working with partners with cease fire, a crime fighting community and faith based program. however while the figures show safer streets some problems continue to plague the city such as auto burglaries which increased 32 percent from 2016 to 2017 and up 25 percent over the last 5 years kirkpatrick. q what about burglaries yes, well, we are going to make that a subject of 2018 goal. but getting back to the positive part of the picture in oakland - for the first time in 5 years, homicides were down, less people were killed, and as officials expanded on that fact, that figure means, a lot when it comes to familes torn apart by violence. reygan cunningham. we have a long way to go, but less shootings, means less people shot, less homcides, means, that means, 52 mothers were not told their children were not coming home. in oakland, terisa estacio kron four news

in what owner mark davois said was one of the greatest moment of his life... jon gruden came back to the raiders and was introduced as their new head coach today... gruden... who is replacing the fired jack del rio... signed for a reported 100-miullkion-dollars over 10 years... al davis hired him to be the raiders head coach in 1998 at the age of 34... then traded him to tampa bay in 2001... he immediately led the bucs to a super bowl win over the raiders.... after 7 seasons in tampa bay gruden moved to the broadcast booth for espn... but now he is back with the franchise he begun his head coaching career 20 years ago...(sot: gruden) "i never wanted to leave the raiders. i never though i'd be back, but here i am and i'm ready to get to work. i think there is

(catherine)the death toll now stands at 13, and authorities say it will certainly go

higher.this what the upscale community of montecito looks like. at about three=thirty this morning, it was hit with what local officials call a "power surge of rain" ... a half=inch in five minutes ... and the hillsides simply gave way. it was so loud this morning .. boulders crunching it was it was pretty big.a river of mud and debris swept homes off completely their foundations. firefighters worked through the night, pulling people from the devastation.officials say only about ten percent of residents complied with mandatory evacuation orders . pretty crazy stuff. wasnt really expecting anything of this nature.the mudslide fractured a gas main ... the fire adding to the apocalyptic scene.the sky at 4:00 a.m. lit up orange and then it would flash blue orange blue orange. i don't know what that was about. dawn revealed the full extent of the catastrophe.oh my god, this is 101 north. i didn't even recognize it. 100 percent covered in mud. never seen anything like this.the highway shut down for miles ... causing a traffic nightmare.the driver of this

car, nearly swept to his death. "and so, i'm driving down the road, sixty miles an hour, and the mudslide comes out of nowhere, out of the bushes here, and it comes out three or four seconds, hits my car, pushes me over -- three to four feet -- almost against the railing."in montecito, search dogs looked for survivors in wrecked homes. they found one teenage girl ... but no sign of her parents. another girl was pulled from ankle deep mud and carried out on a stretcher,nat okay we got herwith roads closed, the coast guard sent in helicopters to pull people to safety.heavy rains also triggered mudslides in los angeles county ... trapping a driver in topanga canyon.a los angeles police car caught in the mud in the san fernando valley.the area was burned in the december fires and several neighborhoods have been evacuated.police warned against trying to drive through the mud.it looks like a simple layer of mud over the top of the road. it;'s actually several inches thick. it's extremely dangerous.

blake is live in the burned- out fountain grove neighborhood. spencer, what did yesterday's storm.... mean for flood control up there? it meant there áweren't any major slides or floods...but it also means we don't know yet if the city's erosion control measures are sufficient. right now, there are a few dry days in the forecast that crews can use to double check everything - gravel bags, storm drains, and erosion control methods - before the next rain.but without that first big test, the city can't know if what they have in place is good enough.assistant fire marshal paul lowenthal feels pretty comfortable with how things went monday night, but he does call the lack of more water and wind a double-edged sword. "you know, we don't want to put our community at risk, but

at the same time, you kind of want that amount of water to test and make sure that everything we've done is gonna hold and is gonna work."(vo) the burn scars and the hills up here are especially prone to mudslides and flooding in big rain events, but to give you an idea of how much yesterday's storm lightened up, the national weather service lifted the flash flood watch here...about five hours earlier than they forecasted. i do see some areas with standing water - mostly in plots that have had fire debris already cleared, but that water is all contained behind the lines of straw meant to keep the streets clear.live in santa rosa, spencer blake, kron four news. major damage or mud slides reported as crews are mopping up in the santa cruz mountains. (pam) a man is dead... after driving the wrong way on southbound interstate - 880 in milpitas. the incident...caused a collision with four other vehicles. police say, the 52-year-old man from oakland, was driving the wrong way in the southbound lanes just before 5:00- this morning. several cars then tried to avoid crashing into the wrong- way driver... but that caused a huge pileup. the wrong- way driver was taken to the hospital where he died. only one other driver involved in the crash.. had minor injuries. police are looking into whether drugs or alcohol played a factor in the crash. (steve) happening now in the east bay... police are looking for two armed robbers who attacked people at a starbucks in hercules. it happened yesterday afternoon inside the starbucks on willow avenue. one of the robbers was armed with a gun. witnesses tell kron four that a customer refused to hand over his belongings and a robber beat him with a gun. that victim was taken to the hospital and is expected to be okay. police have not released a detailed

description of the attackers. (pam) in the east bay tonight, major news about crime. (steve) the city of oakland revealing statistics from 2017 - and how they show that city is getting safer, but still facing some big challenges -(pam) kron four's terisa estacio breaks it down ... how oakland is tackling crime... and where officials say they need to re-double their efforts. mayor libby schaff, oakland "we believe these encouraging trends holistic approach to improving public safety, using strategies. oakland mayor libby schaaf, police chief anne kirkpatrick and others involved in reducing crime in oakland address the latest figures showing significant improvements in crime in oakland. schaaf. we have over the last 5 years, reduced shootings by 50 percent, homicides by 42 percent and robberies by 38 percent. anne kirkpatrick, police chief opd. "this is a transformation." ersie joyner, we are no longer random but laser focused. city officials credit the broad drop in crime to new strategies and working with cease fire organizers, a community faith based program. and while, homicides at 72 in 2017 are the lowest number in 5 years in this east bay city - it still means, 72 people were murdered,

(steve) a search is underway for this man who pleasantaon police say lead them on a pursuit early this morning.(steve) kron4's maureen kelly reports that the pursuit came to an ubrupt end after the man's car was stopped by a tree brought down by the storm. he was doing 60 in a 30 mile and hour zone.that's how fast the 2005 hyndai elantra was believe to be going when it hit the tree on sunol blvd a little after 3am. it's all cut up now, but this morning it was blocking the entire roadway.pleasanton police say this all started when one of their officers pulled over 30

year old marquice mcclinton for a vehicle code violation. they say mcclinton got out of the car, and refused to take his hands out of his hoodie....the officer drew his weapon and the suspect jumped back into his car and took off. it wasn't long after that mcclinton ran smack into mother nature. here's the hole in teh ground where the tree uprooted by the relentless rain.it was already down in the roadway and it was a large tree about an 80 foot oak tree. and he hit that stop the pursuit. he collision he left our officers were not involved in a collision and we lost him after a foot pursuit mcclinton is now wanted for felony evasion. he was last seen wearing a black hoodie and blue jeans. pleasanton police is asking that anyone with the case to give them a call.maureen kelly kron4 news. breaking news in santa barbara county... where at least 13 people are dead after storms trigger flooding and mudslides in montecito. homes were torn from their foundations as downpours sent mud and boulders roaring down

hills. (ááávoááá) rescue crews used helicopters to pluck people from rooftops because debris blocked roads. the mudslides were started overnight making blocking some road-ways making it extremely difficult for cars to get through. the 101 in parts of santa barbara county covered with mud and debris. be several dry days now, giving crews time to double- check things before the next storm arrives.in santa rosa, spencer blake, kron four news. here on highway 17 in the santa cruz mountains the chp and tow truckscould hardly keep up with a spate of mostly minor accidents as the rain persisted for much of the day. several drivers said the pavement seemedespecially slick, contributing to several single vehicle spinouts near big moody curve north of the summit. on the upside, months of work torepair and shore up the hillsides seems to be paying off as little or no mud and rock slide activity was reported. in the santa cruz mountains rob fladeboe kron 4 news in el sobrante, an accident involving four vehicles, including a school bus. left 12 people injured and caused a portion of san pablo dam road to be closed the entire morning.there were seven children, one teacher and the driver inside the school bus. they were all taken to local hospitals and are expected to be okay.chp says neither speed nor drugs or alcohol seem to be a factor in the crash. reporting in el sobrante, camila bernal kron 4 news.

here in oakland, crime is way down. auto burglaries are up though and they plan to work on that problem in 2018. in aokland te president trump held a bipartisan meeting on immigration today... it was a nearly hour long discussion focused on the issue - including how to help the so-called 'dreamers' caught in the middle. catherine heenan is here with the story... (catherine) the president appears to be ready to endorse a path to citizenship for millions of immigrants... suggesting that he will ok an sweeping deal that would eventually grant a pathwayto

citizenship... he sat down with both republicans and democrats today to talk about it...last fall, the president made the decision to end the program known as "daca" -- which protects roughly 700-thousand dreamers from being kicked out of the u.s. the protection ends in march. but there are some sticking points to the new spirit of bi-partisan progress. the president is making it clear there will be no deal without the border wall. democrats had hoped the president would focus on enhanced border security now

-- and deal with the wall later. but he's standing firm. he boasted today that he can build a wall for far less than the current estimates.steve and pam? (steve) the department of homeland security announced temporary residency permits for salvadorans will come to an end. (pam) the program, known as t-p-s... had allowed hundreds of thousands to remain in the u.s. kron four's washington correspondent alexandra limon reports ... some leaders in washington now say, the move could impact more than just permit holders. protesters descended on the white house after the announcement that temporary protective status for immigrants from el salvador will end vidal rivas / salvadoran priestit's very sad, the community right now is crying.father vidal rivas is from el salvador.. he leads a church near the nations capital made up mostly of congregants from that country... the department of homeland security says about 200-thousand immigrants from el salvador will lose their temporary protected status, which was granted in 2001 by president bush, following a

devastating earthquake..in a statement dhs said that the disaster related conditions for which tps was granted no longer exist. father rivas says el salvador isn't a safe place - there is gang related violence and there are still severe housing issues because of the earthquake damagevidal rivas / salvadoran priestmany, many, many people die every day.alexandra limon / @alexlimonnewsthe largest populations of tps recipients from el salvador live in california texas new york maryland and virginia according to the center for migration studies. deporting these immigrants could have an economic impact because they would leave the work force.. republican congressman rodney davis of illinois says we need a better immigration system rep rodney davis / illinois (r) especially for those countries whose refugees are under that temporary protective status, but we've got to look at immigration reform in it's totality.the us could begin to deport the salvadorans in september of next year. in washington alexandra limon.
