good morning and thanks for joining us for the kron 4 morning news.im robin winston. lets start this morning with a check on weather and traffic. rebecca:look for mostly dry conditions today before a storm system brings widespread rainfall and breezy to locally gusty winds during the day wednesday to the north bay and through the remainder of the

( robin ) our top story this morning... a c-h-p officer is seriously injured in a motorcycle crash in the east bay. it happened on highway 4 near highway 242 in concord. multiple cars were involved in the crash. the c-h-p officer was responding to a crash on east bound highway 4 when he was hit. police have not released much information about the crash but we are told that he was not on his motorcycle when he was hit. the officer was taken to the hospital with major injuries but none of the injuries are considered life threatening. it is not clear if anybody else was injured in the accident. highway 4 is reopened this morning. ( robin ) another big story we are following... a couple in riverside county is arrested and accused of holding their 13 kids captive. investigators found... what they are calling a house of horrors... after a teenager escaped and called 9-1-1. now the couple is being charged with torture. scott mclean is in perris, california with more on the troubling accusations.

scott mclean/perris, ca: "this is undoubtedly an average looking home in a very average looking neighborhood, but the scene that police walked into on monday was anything but. they found 13 people aged two to 29, some shackled to beds. all looking dirty and malnourished. asked to explain why they were there, police say the parents, david and louise turpin, couldn't say." by many accounts -- the big family who lived in this house -- was a loving one.pictures show kids -- wearing matching outfits -- smiling.but inside -- police say -- the children were tortured -- by their parents.jennifer luna / neighbor: "it's so sad, so horrible. i can't believe this, i can't believe this." police say david and louise turpin held their 13 children captiverestraining some to beds with chains and padlocks forcing them to live in filthy conditionsinvestigators say a 17-year-old managed to escape -- and called police.andria valdez/ neighbor: "it's heartbreaking. and now to know

that there were that much kids in there and not even know about it then, it's like, i wish there was something this community could have done." according to court records -- david turpin worked as an engineer and operated a private school out of his house.throughout the years -- the couple traveled several times to las vegas to renew their vows.kent ripley/wedding officiant: "i did not see any unusual activities between the two of them. they seemed to care. quiet kids, but yet, they seemed to enjoy the family as a unit."now -- the children are recovering in a hospital.as their parents wait to face a judge.scott mclean/perris, ca: "now cnn briefly spoke with david turpin's mother in west virginia who said that she spoke to this family over the weekend and that nothing seemed odd. she said they would often go on vacation to places like disneyland and they would dress alike when they did. the turpins, they are due in court on thursday, meanwhile police are holding a news conference later on this morning. in perris, california, i'm scott mclean." that started in san francisco and ended in the south bay... a delivery man followed a thief who stole his truck... with thousands of dollars worth of appliances inside. the thief stole the delivery truck while workers were installing an appliance at a home in san francisco. the workers immediately called the owner of the truck... who was in south san francisco. he got in his car...got on highway 1-0-1...and what do you know, he saw his truck. ( robin ) the owner followed the stolen truck... while his passenger shot this video of the chase. c-h-p officers got involved near redwood city. the thief wouldn't pull over. but eventually exited the highway... ditched the truck...and ran. the thief hopped two fences and lost officers. however..the owner did get his truck back with the appliances

( robin ) developing news out of santa barbara county... a man believed to be missing in the montecito mudslides is found alive. the sheriff's office says john keating sent this a selfie with his dog "tiny." turns out -- keating was in carpinteria during the storm. ( robin ) crews cleaning up after the mudslides say highway 101 could reopen next week. a stretch of highway near montecito has been shut down since the ninth. transportation officials say they're hoping to reopen the road by monday. a lot of the water has receded... meaning crews can work around the clock -- removing rocks... toppled trees and crushed cars. all this is happening as search and rescue workers look for victims in the thick mud. < rick stein/search and rescue - this is just devastating. it's in my backyard. tuesday and wednesday i was down in areas close to my waist. you stick in it. there's always a chance of a void underneath.>( robin ) authorities have released

photos of the three people still missing. the youngest is just two-year-old. emergency officials admit there's not much hope of finding anyone alive. ( robin ) in the south bay... a man accused of molesting a teen in sunnyvale is behind bars. the suspect is 23-year-old henry reed. police say a school official called them... after seeing reed with a 17-year old. reed is accused of touching the teen inappropriately... and forcing her to do the same to him. reed had previously worked with children in santa clara county. but police are ánot saying where exactly he worked. ( robin ) in the east bay... a 26-year-old man has been arrested on suspicion of attempted murder. according to police..... brian bertoli punched his mother in a hospital parking lot in pleasanton.... leaving her with major injuries to the head. police say that bertoli refused officer's commands and struggled with them before being taken down with a stun gun.

( robin ) a san jose high school tennis coach is missing and presumed dead...after a sky diving accident in new zealand. authorities say tyler nii plunged into a lake on the south island of new zealand last wednesday. the 27-year-old... was a tennis coach at archbishop mitty high school in san jose. new zealand police say another skydiver was also injured in the sky diving accident but will be okay. crews are still searching for nii's body. ( robin ) in the east bay... new parents just gave birth to a set of quintuplets in walnut creek. amy and chad kempel invited kron four's spencer blake into their hospital room to see how the babies are doing. after spending a month in the hospital already, amy kempel was felt calm as she went into delivery."it wasn't until like right before that i started freaking out a little bit." which is completely allowed, seeing as how she had five babies that were ready to be born."they just were taking babies out one after the

other, we were hearing cries." when kron four first talked to the kempels in november, they were worried that no bay-area doctors had experience with delivering quintuplets.but dad chad says...the care they got at kaiser permanente in walnut creek, has been great.there was a team of 60 specialists with hands on deck when the babies entered the world on thursday."our obstreticians, our neotaologists, our ancillary staff - our pharmacists, respiratory therapist, radiologist, and as well as our fabulous nurses from labor and delivery, post- partum, and our nicu team."in birth order, lincoln, noelle, grayson, preston, and gabriella are all in the nicu. they each weighed about two and a half pounds at birth, and are about the same size. "it's on par for other quintuplets and actually, most impressive, it's on par with other babies born at 27 weeks." doctor allen fischer says most babies born at 27 weeks, do survive.but they will also be in the hospital for about two and a half months."mom is doing great. she's recovering as would be expected at this point."amy says she's still in

a lot of pain, and she and chad are happy, but still nervous each time they see their three tiny boys and their two tiny daughters with tubes and wires all over them. "it's surreal still to like see them here in the flesh." every parent probably thinks of their child as one in a million, but these special babies are literally...some where in the neighborhood of five in sixty million. ( robin ) happening today... new registration rules are kicking in for air-bnb in san francisco.... and as a result... the site has lost thousands of hosts in the city... starting today... all hosts must be registered. the registration rule follows a court battle last may... which led to limits on rentals and tougher registration requirements. roughly 22- hundred hosts have already met the new requirements. but that's way down from the nearly 85-hundred listings the city had in early august. shutdown is becoming more of a reality as members of congress struggle to find a solution for the daca program. kron 4's washington correspondent alexandra limon has the latest. pkgrepublican senator lindsey graham of south carolina says he wants to find a permanent solution for so called dreamers.sen. lindsey graham / south carolina (r)and the only way you're going to fix a problem in washignton is to get a bipartisan solution. and i urge the presiden to lead us to that bipartisan solution.' but monday morning president trump attacked democrats in a series of tweets one said: senator dicky durbin totally misrepresented what was said at the daca meeting. deals can't get made when there is no trust! durbin blew daca and is hurting our military. democrats and activists blame the president for negotiations falling apart last week.jose magana-salgado / immigration consultantwhat the heck does it take to get this guy to say yes to a deal? two months ago the president said he wanted border security and daca in one bill. the democrats offered such a deal, he moved the goal post by adding additional categories.mitt

romney, who may be considering a run for utah's senate seat, joined the debate with a tweet, saying,the poverty of an aspiring immigrant's nation of origin is as irrelevant as their race. the sentiment attributed to potus is inconsistent with america's historyalexandra limon while republicans and democrats have failed to reach a deal on daca so far some people can now renew their daca permits. the department of homeland security announced they are once again accepting renewal applications following a court ruling out of san francisco last week. jose magana-salgado / immigration consultantand we don't know what the court decision is going to mean moving forward. and it should in no way undermine the ongoing bipartisan discussions. both side say they want a permanent solution and senator graham says most americans do too.graham / south carolina (r) reaching those goals will require action and the signature. in washington limon. ( robin ) happening today... former white house chief strategist steve bannon will meet with a house intelligence panel to talk about russian meddling in the presidential election. bannon is expected to face several questions about the 2016 presidential campaign. he was a top aide in the

trump white house until he was fired last summer. former campaign manager cory lewandowski is also expected to meet with the same committee later this ( robin ) one of the largest gatherings to honor doctor martin luther king jr. in the bay area happened in san francisco's south of market. kron4's maureen kelly reports that some of those in the crowd felt that in today's political climate, standing up for civil rights is more important than ever. natsthe mlk celebration train pulled into the caltrain station.....and what started as a trickle of marchers....soo n turned a stream of people joining the large crowd already waiting to walk together and honor the civil rights hero.many held signs with dr king's likeness...and inspirational slogans....like this one reading to ignore evil is to become accomplice to it. this 11 year old girl wearing a mlk sweatshirt said it felt good to make her presence felt. we have had a lot of racism this year this past year so maybe standing up will break the racismlt

governor gavin newsom brought two of his daughters to march. he says the presidents recent vulgar and deragatory comments when discussing immigration last week made this attending this celebration even more important. there's a stronger imperative and i think that's indicative of the turnout today for people to step up and stand up symbolically subsequently calling this out. in so many ways we didn't need those comments about haiti in africa and el salvador to remind us who's in the white house in terms of his bigotry and his hatred and the diet of resentment that he feeds the american people on a daily basisthe march ended at yerba buena garden....one of the speakers, acting mayor london breed took a swipe at the trump's immigration policys.. they god san francisco is a sanctuary city so we don't care what they say in washington dc. we're gonna follow in dr. king's legacy we are going to be a sanctuary city we are going to continue to be a place of tolerance. we are going to continue to be a place of inclusiveness. and although we may not always agree we can still come together in the spirit of love to think about what we need to do together to makesure we take care of our city our country and the next generation she ended her remarks by saying let us not be satisfied until we get rid of the diviseness that exists in our nation's capitol.maureen kelly kron4 news.

( robin ) the number of flu deaths in california is alarming... as the flu epidemic continues to plague the entire nation. the state's death toll is at 42. there have been at least 12 -deaths in the bay area... including 5 in santa clara county.... four in contra costa county... and one in marin county. there is no widespread shortage of the influenza vaccine in california... so if you haven't had your flu shot yet... doctors say its still not to late.

( robin ) as cases of the flu soar in the state... the fight against the virus is getting tougher. walgreens says it has a limited supply of tamiflu. kron 4's gabe slate shopped around to see how low the supply is. according to public health officials this year's flu season is shaping up to be the nastieest one in the last 10 years.dr. matthew willis - marin - public health officer, department of health and human services "the most cases in 10 years at this time in the season"all these cases of the flu are straining the supply tamiflu, of the most common anti viral prescription drug used to treat the flu. a walgreens spokesperson told me the high demand for tamiflu in the bay area has lead to some of their pharmacies reporting a limited supply. they said they are going to take additional measures to help meet patient demand.. "i spoke with several pharmacists at different walgreens in the bay area they all told me as of today they were fully stocked.. but they have had

days where they ran out. i then called several rite aids in the bay area, the ones i spoke with each had under 10 adult tamiflu regiments left. one only had 3 two rite aids were out of the children tamiflu prescription. in a statement sent to us rite aid says they are not suffering from a shortage of tamiflu and at most a location may be temporarily out of stock but customers can generally find it at another location. cvs also sent us a statement, basically saying the same as rite aid that they are not experiencing severe tamiflu shortage on their end some stores may run out but should be re-supplied the next day. so far none of the public health agencies in the bay area have sent out alerts about tamiflu shortages but doctor matthew willis, public health officer for the marin county department of health and human services says marin county is aware of the tamiflu supply concnerns and they are keeping an eye on it doctor willis says the best way to slow down this spike of

around muir woods national monument in marin county was so bad that the county and the national park service have made some major changes stanley roberts takes a look at the changes - and how they will affect park visitors.. you gotta come in side to drop off the family you're blocking traffic pay attention because, the way you do things at muir woods national monument have changed. while you can still visit the park unannounced and pay the 10 dollar admission if you are over the age 0f 16 under is still free you now will have to spend 8 dollars for a parking spot if you insist in driving to the park . if you take a shuttle to the park it's free nats: ambiance the

park service hopes this will eliminate some of the shenanigans that have been happening during some of the busiest times at the park so drivers won't be caught making u-turns and driving the wrong way only to make another u- turn just to find a parking space nats: ambiance it will hopefully eliminate the backer uppers who instead of going around to find a spot . or simply driving to another parking lot which fills up rather quickly and you might find yourself waiting . and waiting and . waiting nats: ambiance now you could avoid the shuttle and the reservations by simply grabbing an lyft or uber except there is one problem there is no service here, i just checked my phone there is no service here how are we supposed to get a uber out here if thee is no service to get us here because i was in the parking lot and i could even look at anything on my phone that doesn't make any sense at all oh you can catch an uber to the park . despite the fact that the park service asked uber and lyft to black out this area the problem is does your app work up here?

nope doesn't work so how do people get back home i don't know people need to call family or a taxi and according to one taxi driver the cost from the park to the golden gate toll plaza is 70 dollars minimum oh and ride hail drivers with no app basically your trip won't register until you get a signal which means lost or revenue nats: so you just drop them off and their on their own, that's it and before you think about parking on the side of the road. guess what.. that area also requires a reservation . if you somehow manage to park illegally and get caught it will set you back 99 dollarthe changes were made because people were parking where ever they pleased even to the point of throwing the cones into the woods the park serves hopes this new changes will make a huge difference.. we shall see at muir woods national monument stanley roberts kron 4 news (robin) coming up on the kron four morning news... the

over a video that shows a wheelchair -bound man - released from a hospital in santa cruz.... and left at a bus stop wearing nothing but a hospital gown. now homeless advocates are calling on the state to investigate the hospital... kron-4's dan kerman has the latest. sotwe have to get to the bottom of thishomeless advocates are referring to the way this man was discharged from dignity health dominican hospital in santa cruz last wednesday night.this homeless man says he called 911 because he had medical issues relating to his heart shoulder and legs. after being treated in the er, the man, who prefers to remain anonymous, tells kron 4 news he asked to be admitted for the night but was turned down and told he was being discharged he says was given his clothes and offered help to dress.. but he refused he says the next thing you know he was being wheeled out of the hospital to this bus stop, wearing only a hospital gownsot this person was in agony , left at a bus stop and the sheriff's

department called us up to get some warm clothing, the person is literally in a hospital smock, you know what that means no under garments, i'm pretty appalled.brent adams posted this video to the homeless outside santa cruz facebook page. adams, who runs the santa cruz warming center program finds the hospital's so called discharge procedure cruel.sot brent adams/ santa cruz warming center program 108-119a human cruelty to an individualty especially someone in the state they are homeless and a wheel chair, i cant believe you would treat anyone that way anywherethe hospital says due to "patient privacy laws and hospital policy, we cannot comment on this case specifically." however they do say "patients in our emergency room are offered food, clothing, and access to transportation and housing resources if needed."but adams says this is not the first time this hospital has been cruel discharging homeless people now adams wants the

( robin ) the world famous harlem globetrotters are back in the bay area .. and they entertained a special guest over the weekend.. double- amputee and north bay wildfire survivor, lilly biagini... celebrated her 10th birthday. lilly lost her prosthetic legs in the firestorms. over the weekend she got the v-i-p experience at the harlem globetrotters game at oracle arena. this is video of saturday's game. lilly took center court and even learned a trick from the team. and during the game they recognized lilly for her courage after her family lost everything in the wildfires. ( james ) a c-h-p officer is seriously injured in a motorcycle crash in the east bay. it happened on highway 4 near highway 242 in concord. multiple cars were involved in the crash.

the c-h-p officer was responding to a crash on east bound highway 4 when he was hit. police have not released much information about the crash but we are told that he was not on his motorcycle when he was hit. the officer was taken to the hospital with major injuries but none of the injuries are considered life threatening. highway 4 is reopened this morning. ( darya ) a stolen vehicle chase that started in san francisco ends in the south bay. a delivery man followed a thief who stole his truck... with thousands of dollars worth of appliances inside. the thief stole the delivery truck while workers were installing an appliance at a home in san francisco. the workers immediately called the owner of the truck... who was in south san francisco. he got in his car...got on highway 1-0- 1...and he spotted his truck. that's when he started chasing his truck.

truck but it wasn't my driver> ( darya ) the owner followed the stolen truck while his passenger shot this video of the chase. c-h-p officers got involved near redwood city. the thief wouldn't pull over. but eventually exited the highway... ditched the truck...and ran. the thief hopped two fences and lost officers. the owner did get his truck back with the appliances still inside. ( darya ) in the south bay... a man accused of molesting a teen in sunnyvale is behind bars. the suspect is 23-year-old henry reed. police say a school official called them... after seeing reed with a 17-year old. reed is accused of touching the teen inappropriately. reed had previously worked with children in santa clara county.

( james ) a big story this morning... a riverside county couple is behind bars... after police found their children were being held captive in their home.( darya ) officials say some of their children were chained and padlocked to their beds. stephanie elam has the latest. stephanie elam:"what we are learning is that early sunday morning when a 17 year old was able to grab a cellular device and escape from the home. she called 911 and told authorities that she and her 12 brothers and sisters were being held captive by their parents. when police responded to the house they did find 12 children, ages 2 through 29, who were living in filthy conditions inside the home and some of the children were chained and padlocked to beds.

the parents, david and louise turpin, were arrested. they are being held on bail of nine million dollars each. and as we look into more about this couple we do know that they did file for bankruptcy in 2011. their bankruptcy lawyer telling cnn that they were nice people who spoke lovingly of their children. we were also able to get in touch with the mother of david turpin in west virginia and she said that she spoke to the family just saturday evening. she also said that the couple was always taking the kids on vacation and that the one thing that she did find odd is that they always dressed the children alike when they went out. and there are images of the couple with their children out and about on social media. they even seemed to renew their vows more than once in las vegas and in one of the videos you can see that the children are present there. what is not clear however is why here in this neighborhood in this house right here, why they were holding their children in such a fashion. and that's the mystery that everyone still wants to know the answer to. stephanie elam cnn perris, california."

( james ) developing news out of santa barbara county... a man believed to be missing in the montecito mudslides is found alive. the sheriff's office says john keating sent this a selfie with his dog "tiny." turns out -- keating was in carpinteria during the storm. ( darya ) the number of flu deaths in california is alarming... as the flu epidemic continues to plague the entire nation. the state's death toll is at 42. there have been at least 12 -deaths in the bay area... including 5 in santa clara county... four in contra costa county... and one in marin county. there is no widespread shortage of the influenza

( darya ) as cases of the flu soar in california... the fight against the virus is getting tougher.( james ) walgreens says it has a limited supply of tamiflu. kron 4's gabe slate has the story. according to public health officials this year's flu season is shaping up to be the nastieest one in the last 10 years.dr. matthew willis - marin - public health officer, department of health and human services "the most cases in 10 years at this time in the season"all these cases of the flu are straining the supply tamiflu, of the most common anti viral prescription drug used to treat the flu. a walgreens spokesperson told me the high demand for tamiflu in the bay area has lead to some of their pharmacies reporting a limited supply. they said

"i spoke with several pharmacists at different walgreens in the bay area they all told me as of today they were fully stocked.. but they have had days where they ran out. i then called several rite aids in the bay area, the ones i spoke with each had under 10 adult tamiflu regiments left. one only had 3 two rite aids were out of the children tamiflu prescription. in a statement sent to us rite aid says they are not suffering from a shortage of tamiflu and at most a location may be temporarily out of stock but customers can generally find it at another location. cvs also sent us a statement, basically saying the same as rite aid that they are not experiencing severe tamiflu shortage on their end some stores may run out but should be re-supplied the next day. so far none of the public health agencies in the bay area have sent out alerts about tamiflu shortages but doctor matthew willis, public health officer for the marin county department of health and human services says marin county is aware of the

east bound highway 4 when he was hit. he was off of his motorcycle during the accident. officials say tammy walker was driving under the influence and hit the officer's bike and a truck. that truck was launched into officer lendway- landing partially on top of him. he was taken to the hospital with major injuries, but none are considered life threatening. walker was arrested with multiple charges including, 2 counts of felony d-u-i, and driving on a suspended license for a prior d-u-i. ( darya ) the number of flu deaths in california is alarming... as the flu epidemic continues to plague the entire nation. the state's death toll is at 42. there have been at least 12 -deaths in the bay area... including 5 in santa clara county... four in contra costa county... and one in marin county. there is no widespread shortage of the influenza vaccine in california. so if you haven't had your flu shot yet... doctors say its still not to late.

( darya ) as cases of the flu soar in california... the fight against the virus is getting tougher.( james ) walgreens says it has a limited supply of tamiflu. kron 4's gabe slate has the story. according to public health officials this year's flu season is shaping up to be the nastieest one in the last 10 years.dr. matthew willis - marin - public health officer, department of health and human services "the most cases in 10 years at this time in the season"all these cases of the flu are straining the supply tamiflu, of the most common anti viral prescription drug used to treat the flu. a walgreens spokesperson told me the high demand for tamiflu in the bay area has lead to some of their pharmacies reporting a limited supply. they said they are going to take additional measures to help meet patient demand.. "i spoke with several pharmacists at different walgreens in the bay area they all told me as of

today they were fully stocked.. but they have had days where they ran out. i then called several rite aids in the bay area, the ones i spoke with each had under 10 adult tamiflu regiments left. one only had 3 two rite aids were out of the children tamiflu prescription. in a statement sent to us rite aid says they are not suffering from a shortage of tamiflu and at most a location may be temporarily out of stock but customers can generally find it at another location. cvs also sent us a statement, basically saying the same as rite aid that they are not experiencing severe tamiflu shortage on their end some stores may run out but should be re-supplied the next day. so far none of the public health agencies in the bay area have sent out alerts about tamiflu shortages but doctor matthew willis, public health officer for the marin county department of health and human services says marin county is aware of the tamiflu supply concnerns and they are keeping an eye on it
