( robin ) a big story we are following this morning... we are learning more information about the man accused of causing a crash that killed a 4-year-old girl in antioch. kron 4's terisa estacio has the latest. (estacio reporting ) this is 23 year old noe saucedo of pittsburg... he was booked on one count of murder and two counts of felony evading. bail, set at more than 1 million fifty thousand. a contra costa sheriff's spokesperson says saucedo was driving a stolen vehicle wednesday that collided into another vehicle on somersville road in antioch. in that other vehicle, a mother, 4 yeawr old daughter an 2 year old... all rushed to the hospital, sadly,

the four year pronounced dead at the hospital. the mother and infant still in intensive care. authorities say the crash took place after deputies received information about a stolen ford f250 in pittsburg wednesday afternoon... a deputy reportedly saw the vehicle and gave chase... on highway 4... as the suspect exited the highway on sommersville road - he allegedly hit the gas and ran a red light plowing into the family of three in their truck. saucedo remains in custody tonight at the martinez county jail. he is awaiting his first appearance in court. te ( robin ) and this morning we are hearing form the father of the 4-year-old girl who was killed in that crash. jesus cardoza is struggling to understand what has happened to his family. he says, his other daughter... two-year-old camilia... who was also injured in the crash is showing no signs of life... and doctors have tried

everything. 4-year old lenexy died after the crash on wednesday. ( robin ) jesus' wife of 13 years is at john muir hospital in walnut creek. she has a broken back.. shoulder.. and ribs.... and has stitches in her head. ( robin ) in the east bay... pleasanton elementary school was put on lockdown while police searched for burglars yesterday. authorities say a home was burglarized on riesling drive. the nearby vintage hills elementary school was put on lockdown while police searched for the burglars. police arrested three people in connection with the burglary. first... national parks.. will shut down immediately. those include alcatraz island... crissy field... fort funston and fort -point in san francisco. muir woods in marin would be closed.also, passport or visa applications could be delayed. as well as some mortgage approvals if federal agencies are involved essential government services stay open... agencies like the fbi... cia.... border patrol and homeland security... branches of the u.s military are not affected..and the tsa... which provides security at airports and would continue to operate. ( robin ) in san francisco... undocumented immigrants and their allies rallied outside the federal building... urging congress to pass the dream act. the act would give roughly 800- thousand young people brought to this country by their parents a path to citizenship. but the daca program has been halted by president trump. he has given congress a march deadline to come up with a permanent solution. now lawmakers are struggling to

come up with a bipartisan bill that would give those young people a path to < (shaila ramos/daca recipient): "i want to remind the representatives that they have the power to affect our lives. the rest of my life depends on what they decide. you know i want to tell them do as much as you can. if you need to put a stop to the government then do it do what is in your power to help us."> ( robin ) activists say they want a permanent solution that does not include money for a border wall or for immigration and customs enforcement. the dreamers at yesterday's rally say they want the chance to stay in the united states... and contribute to the country they call home. ( robin ) a teen athlete paralyzed during an east bay wrestling match...is making progress is his recovery. ryan joseph suffered a life - changing spinal cord injury last wednesday... while wrestling for college park high school in pleasant hill. he has been in intensive care ever since .. this is a picture of the 16- year old from yesterday morning the athletic director of joseph's school tells kron-4, he had a successful surgery ---to help him breathe...

and now he can mouth words to his family. after his surgery... he looked at his mom and dad and said "i love you" the go-fund-me page for him has now raised more than 100-thousand-dollars. ( robin ) four of the so-called "lucky lotto bandits" have been arrested ... all in connection with more than 30 burglaries in santa clara county. these four suspects are accused in lottery ticket thefts. police say they usually targeted gas stations and liquor or convenience stores. they often used a rock to smash windows and get inside. then they would steal california lottery scratchers, cash registers and money. but police are still looking for these two suspects. 21-year-old sergio beltran jr...and 18-year-old sergio aguirre. they are both wanted on felony warrants. ( robin ) interstate 280 is the most dangeous commute in the bay area. that's according to a new study involving 100-thousand bay area drivers. kron 4's catherine heenan takes a look at how the rest of the bay area commutes stack up. got one pickup truck sideways blocking two lanes copy northbound 280 to the northbound)..hands down, at

any time of the day, 280 is the riskiest place to drive. for morning commutes, the zendrive study found the safest drivers on the golden gate bridge.the san mateo bridge has the worst.the zendrive website allows you to check the risk factor for your commute, based on time of day. from walnut creek, the trouble spots are after the caldecott tunnell and on the bay bridge. leaving pleasanton at a quarter to eight, you're less likely to run into bad drivers on 880 than 580.to and from san jose, the website says 101 is a better bet that 280. 101 has more traffic in all directions and a hiher number of collisions.but drivers on i-280 are more likely to speed or talk on their phones that makes it a riskier commute on a per mile basis... as stanley roberts has sown us.nats: ambiance more than often the the problem is speed this driver on interstate 280 is going more than 75 miles per hour so at this point she will get stopped take the exit

please all the way off, all the way off go go go go go take the san jose off please ( robin ) drive-by-purse- snatching...a trend that we first saw in the bay area in 20-17. but the crimes have now carried over into the new year. the most recent incident happened sunday in the parking lot of the hacienda crossings shopping center in dublin... one shopper told us he wasn't surprised that the snatching happened in that specific town. < "i think crime follows populations so this is a new emerging place where a lot people suddenly have a lot of money here, housing values are going up that brings in crime"> ( robin ) investigators are looking at surveillance cameras in the area for any possible leads... they are also checking with other bay area cities that have experienced drive-by-purse- snatchings. ( robin ) it's been a terrible flu season so far, and a new study may be shedding light on one of the reasons why. kron 4's dan kerman has the details. a new study published in the proceedings of the national

academy of sciences, suggests the flu virus may be passed to others simply by breathingsot sheryl ehrman, ph.d/ 09-17what we found is people in the natural breathing pattern are breathing out fine droplets and those dropslets in 40% our volunteers contained infectious virussan jose state university dean of engineering sheryl ehrman was part of a team of researchers that conducted the study at the university of maryland. 178 people came in and breathed into the gesundheit ii machine, which was used to capture and analyze flu virus in exhaled breath. 40% exhaled tiny droplets that contained the virus, which suggests just by covering your mouth when coughing or sneezing is no longer enough. sotit's really important for people that have flu to stay home and stay out of spaces where there are a lot of people because our study suggests there is a risk of transmission just by proximity. in san jose, dan kerman kron 4 news.

( robin ) millions of people who buy health insurance with covered california could see their premiums rise in 20-19 by as much as 30 percent. that's according to new analysis by covered california. their executive director says recent federal decisions are threatening to increase premiums. that includes removing the penalty for not having insurance and reduced outreach. both can lower enrollment and raise premiums for the covered california market. people who received subsidized insurance would not be effected. but about six million americans who do not get subsidies could see the spike in costs. ( robin ) bart's new train cars are ready... and could be on the tracks as soon as today the new "fleet of the future" trains were introduced last summer... and have fewer seats but more standing room and hand rails. bart says it has one of the oldest big-city public transit fleets in the country...and will start replacing old trains with new

ones that are more quiet and comfortable. bart has done more than 400 tests... made nearly 29-hundred modifications... and put their train operators and technicians through about 20-thousand hours of training so far. the first new train will leave from the pleasant hill station at 11:00 this morning. ( robin ) another big story we are following... a man who died after being tased by police in daly city has been identified as 34- year-old warren ragudo. police responded to an altercation between family members tuesday night on brunswick street near acton street.... police say they then tased ragudo with a stun gun... to calm him down. officers noticed that he was unresponsive and died at the hospital. ( robin ) moster waves are hitting santa cruz. swells reached over 15 feet there yesterday. the rough water and strong currents made it dangerous for some surfers... at least five had to be rescued.

( robin ) the strong currents had many surfers getting out of the water far from where they went in. fire officials say unless you're an accomplished surfer... it's best to stay out of the water. strong waves could be seen crashing into the capitola wharf. as a precaution... the wharf was shutdown yesterday. ( robin ) the riverside county parents accused of torturing their 13 children appeared áchainedá in court. we are learning the details of what happened in the home.. some very disturbing. dave lopez has the latest. 57 year old david turpin and his 47 year old wife lousie appeared in court today, both chained around the waist and legs. some of the charges of the abuse they face chainig 12

of thwir 13 to either a bed or a piece of furnituredo you understand that right. as the only thing they said anything in court when they asked from their attorneys if they are waiving their right to a prelim hearing with ten days. their attorneys ented pleads of not guilty for each of them one of the children at age 12 is the weight of any average 7 year old. the 29 female victim weighs 82 pounds and riverside distict attorney mike hestrin was only beginning to describe what was going on in that house of horrors in paris. none of the victims were allowed to shower more than once a year. that as a punishment, starting many years ago that as punishment they were tied up. often not released from their chains to go to the bathroom. during a search of the home yesterday they took journal in which investigators say many of the

victims wrote down what was happening. the punishments included beatings and even strangulation. the children would wash their hands above their wrist that would be punished because they were playing with the water and messing around. the parents would apparently buy food for themselves and not allow the children to eat it. detectives they there was cruelety in how they displayed the food. the would buy pies, apple pies, pumpkin pies, leave it on the counter and let the children look at it but not eat the food. and when asked why any parents would do this i don't think i can anwser that completely but as a prosecutor i can tell you that there are cases that stick with you that hunt you. when asked how the children responded when sheriff deputies entered the house on sunday. they were revealed, i will say thathe said the 17 year old who escaped, early sunday morning brought a sibling with her and flagged down a deputy had planned to escape for two years. she escaped through a window and took one of her

siblings with her, that sibling eventually turned back. became frieghtened and turned back and went back into the house. when asked if these children were brianwashed he replied.. i dont know. and when ask things like these happen behind closed bars, and in dark rooms. of course people who commit these types of crimes have to hide their crimes.the couple never looked at each other in court today, not even a passing clance

( robin ) another warning for beach-goers this morning... health officials in monterey county found high levels of bacteria at two popular beaches. the beaches are "monterey municipal" and "carmel beach" at ocean avenue. the two beaches will now have advisories posted until it's safe. high levels of bacteria can make you sick... symptoms include diarrhea, bloating, and abdominal pain. water from rainfall

( darya ) a big story we are following this morning... we're learning more about the family involved in a deadly crash that was caused by a man driving a stolen truck. a 4-year-old girl was killed. noe saucedo of pittsburg was booked on one count of murder and two counts of felony evading. a contra costa sheriff's spokesperson says saucedo was driving a stolen truck. while trying to get away from deputies... saucedo hit the gas and ran a red light. he hit another truck... killing a 4-year-old. the girl's mother and two-year-old sister were rushed to the hospital. ( darya ) and this morning we are hearing form the father of the girl killed in that crash. jesus cardoza is struggling to understand what has happened to his family. he says, his other daughter... two-year-old camilia... who was also injured in the crash is showing no signs of life...

( darya ) jesus' wife of 13 years is at john muir hospital in walnut creek. she has a broken back.. shoulder.. and ribs.... and has stitches in her head. ( james ) in san francisco... undocumented immigrants and their allies rallied outside the federal building... urging congress to pass the dream act. the act would give roughly 800- thousand young people brought to this country by their parents a path to citizenship. but the daca program has been halted by president trump. he has given congress a march deadline to come up with a permanent solution. now lawmakers are struggling to come up with a bipartisan bill that would give those young people a path to citizenship.

this morning...we're learning the details of what happened in the home. the district attorney laid out how 13 siblings -- ages two to 29 -- were abused by their own parents -- david and louise turpin -- for years. the victims were not allowed to shower more than once a year. they spent days sleeping and were kept at up night either chained up... or locked away in rooms. the turpins also bought food -- including pies -- and left them out on the table for the children to look at... but not eat. the children were so malnorished and small... doctors were shocked at their actual ages. snatching...a trend that we first saw in the bay area in 20-17. but the crimes have now carried over into the new year. the most recent incident happened sunday in the parking lot of the hacienda crossings shopping center in dublin... one shopper told us he wasn't surprised that the snatching happened in that specific town. < "i think crime follows populations so this is a new emerging place where a lot people suddenly have a lot of money here, housing values are going up that brings in crime"> ( james ) investigators are looking at surveillance cameras in the area for any possible leads... they are also checking with other bay area cities that have experienced drive-by-purse- snatchings. ( james ) a man who died after being tased by police in daly city has been identified as 34-year-old warren ragudo. police responded to an altercation between family members tuesday night on brunswick street near acton street.... police say they then tased ragudo with a stun gun... to calm him down.
