grant lodes. tonight - we are learning more about the good samaritans that stepped up to try and save the man. it happened near the 24th street bart station in the mission. kron 4's haaziq maduyn talked to investigators at the scene... a woman heading to work makes a grim discovery...a man engulfed in flames...sotit happened tuesday morning here in an alley at osage and 24th street in san francisco, a few steps away from the 24th street bart station. witnesses say a man was spotted sleeping in the alley and shortly after he was seen covered in flames. when the female good samaratin saw that she sprung into action. san francisco police lt. rachel murphy picks it up from theresotan act that prevented the victim from burning to deathsot this mission district resident agrees...sot

she is a hero for doing that and i am sure anybody in the community would have did it"> sfpd crime scene investigators say the cause of the fire is somewhat of a mysterysotthe victim was taken to a local hospital with life threatening injuries. san francisco police nvestigators are following up with several witnesses and checking cameras in the area, looking for any clues to how the fire started...in san francisco haaziq madyun kron4news (grant) (grant) (grant) another big story we are following tonight... a scare here in the bay...and up and down the west coast... after an earthquake in alaska triggers a tsunami watch. this is video as the 7-point-nine magnitude earthquake hit about 175 miles off shore in the gulf of alaska. (grant) the good news... those warnings have since been canceled. chief meteorologist lawrence karnow is here to talk about what caused the warnings in the

first place... lawrence karnow: the fog was very thick this morning before clearing. we enjoyed some afternoon sunshine and cool temperatures but another storm is taking aim at the bay area. you can see on the doppler radar that the rain is well to the north. on the satellite you can see this cold storm as it begins to drop out of the gulf of alaska. it will bring heavy snow to the sierra...maybe over a foot on the higher peaks. expect slow travel and dangerous driving conditions in the sierra with snow and wind tomorrow. around the state we'll see rain through northern and central calfornia while they'll enjoy 60s in the south. we will see rain developing in the morning in the north bay and moving south. rain will be heavy at times with some gusty winds. rain will turn to showers after that with cool temperatures. showers continue on thursday before clearing and dry weather on friday. right now it looks like the weekend will be partly cloudy but weather is expected well into next week.

nats, tsunami siren. (vicki) and that was the sound this afternoon as a tsunami test siren went off in san francisco. the siren on top of city hall. it happens every tuesday at noon... as a reminder for people in the area to be prepared in case a tsunami does hit. (vicki) and today's tsunami watch is a good reminder for those living near the coast about how to prepare for massive quake- triggered waves hitting our shores. kron4's maureen kelly went to the town of pacifica where they have an early warning system already in place. definitely concerned because of the size of the quake the 7.9 alaskan quake got the attention of those living in this small town nestled between the moutains and the pacific ocean....there are so many low lying areas west of highway onein them you'll see signs warning people they are

standing in a tsunami hazard zone....and signs pointing out the way to a tsunami evacution route.and several years ago three tsunami warning sirens were installed along the beach. altough even residents of this community were surprised to hear it. no i actually didn't know ha hathe sirens did not go off today, because we were only in a tsunami watch, which means there was no imminent danger today.but pacifica police captain chris clements says today was a good reminder that you never know when waves will go from surfable....to destructive. you should be aware of whether or not you live in what's called an inundation zone. you should be aware of that sirens would be audible if you live in invitations out and what you want to do get your family the things you need medication that sort of thing and move to higher ground. you really don't have to go that much higher to get out of the inundation zonethe city puts out tsunami information pamplets with maps to show resident where those tsunami inundations areas area are in red...with yellow arrows pointing the way to safety.... this young man .says he lives close to one. but isn't too worried about it.(alex guerrero, pacifica resident) you got a vallamar right across the street just go up the hill that's pretty safe we've linked the city of pacifica's tsunami prepardedness page to our website, kron4.commaureen kelly kron4 news

(grant) kron four spoke with san francisco's department of emergency management.... officials talked about ways to be ready should there actually be a tsunami headed our way.

potential for a tsunami was being áevaulated and was ánotá confrimed. if it had been upgraded to a tsunami warning or advisory then sirens would have gone off. if that happens in san francisco...you would have at least one to two hours to get to higher ground. (vicki) the tsunami watch was a rude but welcome awakening for mariners who live aboard their boats in the harbor at santa cruz. as kron four's rob fladeboe reports now, they have been through this once before. it was just after 3:30 this morning and michael enns was snoozing snugly aboard his cal 33 here in the upper harbor when there came a knock on the cabin door.michael enns/boat owner "...they had people going from boat to boat telling people to prepare to evacuate if necessary..."the alert was cancelled a few hours later but enns cold not help recall the tsunami that damaged his and scores of other boats here back in 2011. some 2 dozen boats were sunk as the tsunami waves surged in and out of the harbor for several hours.michael enns '.....and i got damaged by other boats that had sunk and hit my boat from below..."rob fladeboe/santa cruzthe county 911 dispatchers were also on

standby along with the county office of emergencyservices. melody macdonald/santa cruz regional 9-1-1"....if it had escalated we would have notified o.e.s and put out a reverse 911 message code red and alerted first responders...."the 2011 damaged docks and other infrastructure to the tune of $20 million dollars. what's more, hundreds of people put themselves at risk by ignoring warnings to stay away says port director marian olin. marian olin/santa cruz port director "...one of the lessons from 2011 is that a lot of people want to come down and see the tsunami so we have a plan for that because it can be very dangerous near the water..."today there are signs like these to remind people of the tsunami risk. out of an abundance of caution. michael enns says it will happen again, it's just a question of when.michael enns "...just make sure you have got everything tied down real well and just hope they give you enough warning...."in santa cruz rob fladeboe kron 4 news

east bay are looking for a gunman after three people were shot. it happened on market avenue in north richmond at around 9:30 last night. police say an argument may have lead to the shooting. the three people shot are recovering in the hospital tonight. police do not have a description of the gunman. they are asking anyone with information to please come forward. (vicki) we are now learning the identity of the man arrested after a police stand off that lasted more than 24-hours. 35-year-old edward ruiz was taken into custody at about 12:30 this morning. the standoff started around three p-m on sunday. it happened after police found ruiz at the wyndham garden hotel on silicon valley boulevard near highway 101. authorities say he barricaded himself into his room. people at the hotel had to be evacuated... and some were forced to sleep in the lobby. but that standoff is now over. ruiz was wanted for multiple felony warrants. (grant) in national news tonight... there are two dead teenagers and fourteen people wounded after a student opened fire at his high school

in kentucky. another five people were also injured in the incident -- though not by gunfire. omar jimenez reports. (nats) i don't know if i can let you in.frantic moments in the aftermath of a deadly high school shooting.at least two students killed.governor matt bevin / kentucky: "that student was a 15-year-old female, a second student, also 15-years-old, a male."they were at school when, at 7:57 local time, police say another 15-year-old student walked in, armed with a handgun and just started shooting.the first 9-1-1 call went out two minutes later and in just seven minutes first responders arrive. atf, fbi, and multiple police departments in the area responded to the scene.voice of leah shields / wpsd reporter: "you can see armed officers with huge guns walking students in a single file line from one building to the next to try and transport them."the shooter was taken into custody at the scene but only after multiple others were injured.richard w. sanders / kentucky state police commissioner: "we in law enforcement will do our job and do it well. and we will pray for the families that are affected by this today and i make a promise to

men died after being found unresponsive at a maui beach... the drownings - only days apart it happened at kama-olay beach park in maui...a popular tourist spot. the most recent death was saturday - and the other bay area victim died last thursday. saturday's incident involved a 67- year-old man from castro valley. a first responder says the man had been snorkeling with friends about 20 yards offshore.the friends noticed that he wasn't moving and brought him in to try to revive him.....but the manwas pronounced dead at the scene. last thursday - at the same beach - a 50-year-old man from oakland diedafter he was found unresponsive in knee-deep water. beachgoers found him floating face down. he'd been snorkeling alone. the men's identities haven't been publicly released yet. it turns out that snorkeling is a leading cause of tourist deaths in hawaii.. health department numbers show that since 2005 -- more than 128 visitors have

drowned while snorkeling in hawaii's waters. most were men in their 50's and 60's - and more than 40 percent of them had heart conditions. vicki and grant? (vicki) a california uber driver is accused of raping female passengers after dropping them off. san luis obispo police arrested 39- year-old alfonso alarcon-nunez last wednesday. he is being charged with raping an unconscious victim, raping an intoxicated victim, oral copulation of an intoxicated victim and residential burglary. police said he would scout out parties in the area to find passengers. they said he specifically targeted drunk women... took them to his home and sexually assaulted them. chief deanna cantrell/san luis obispo police department: "they called for an uber and did exactly what they should do and they got absolutely victimized and taken advantage of."(vicki) police said alarcon-nunez would accept payments from passengers using a different payment service. that way -- he was able to mask his identity and uber

records. his arrest prompted police to warn customers to...only...make payments through uber and to always confirm the driver's identify before getting into their vehicle. his bail was set at 200-thousand dollars. (grant) all parks in the golden gate national recreation area are now open. they were closed over the weekend because of the government shut down. among them...muir woods and stinson beach. alcatraz actually remained open... but ranger-led tours were not available. the federal shutdown started on friday night... and ended yesterday. republicans and democrats reached a short-term spending deal that will fund the government through february 8th. (vicki) tonight manufacturing giant "whirlpool" is praising president trump's latest move to discourage companies from importing foreign made washing machines. the white house says its increasing the import tax to help create american jobs. (grant) but as kron 4's white house correspondent mark meredith explains, some fear the move could actually

hurt american consumers. with his signature, president trump is shaking up the global economy.the president is raising the tax companies will pay to import foreign made washing machines and solar panel.he says the move protects u-s jobs.but critics say the decision could actually hurt most americans. nat: "mark my words, washers will be expensive"david williams is the president of the taxpayer protection alliance.his group lobbied against the tax increase.he says the tariff increase amounts to corporate welfare for companies like michigan based whirlpool, at the expense of south korea based companies samsung and l-g. "whirlpool is probably going to charge more for their products, and the samsung products that do come in, will be more expensive, this is going to raise prices across the board"not surprisingly, whirlpool is praising the president's decision.in a statement, the company says the tax increase will create a level playing field for u-s manufactures. both samsung and l-g say the president's decision is unfair and

hate" is planning a march to city hall. kathy doo/resident: "what are we hoping that we can accomplish? bring this to the attention of the people that have the power to do something about it."(grant) cal state stanislaus is also dealing with the problem. this poster was found on campus - covering up another promoting inclusion. the city says it's removed 39 signs categorized as offensive since november... however residents say they've removed hundreds during the same time. (vicki) donations are pouring in for the 13 siblings who were held captive in southern california. more than 120-thousand dollars has been been donated so far. the siblings were kept chained to beds for months by their parents... and starved so much that their growth was stunted. authorities say people from across the world have been donating money, toys, blankets, and clothing. and several people are offering to foster or adopt the children who range in ages from two to 29. the parents -- david and louise

a last ditch effort to try to get the raiders to stay in oakland. (grant) the group-- "we stand with oakland" announced its plan today to keep the raiders in the bay area-- despite the team being committed to moving to las vegas. they say law firms are offering to represent alameda county and the city of oakland--- in a

possible lawsuit against the raiders and the n-f-l. (vicki) the group formed a year ago-- but their efforts were unsuccessful because the majority of n-f-l owners voted to approve the raiders move to vegas. they now say they are hoping a lawsuit would keep the raiders in oakland-- or force the n-f-l to give the bay area another team. the raiders are expected to start playing in vegas in 20-20. (grant) steph curry is giving back to the community. here he is playing with kids in emeryville.(vicki) it was part of a "get fit, train the mind" campaign. curry visited anna yates elementary school where nearly 120 students competed in a relay race and played basketball. (grant) tonight at 5:30... the humane society of the north bay is currently taking care of a dog that was found tied up to a fence at a local cemetery. (vicki) kron 4's camila bernal spoke to the dog's vet and explains what happened. this is cemy short for cemetery-the place where he was found31:25 this particular dog was found chained to the cemetery in sacramento street with an electrical cord with no food and no waterand it gets worse.31:32 he did not have enough slack in the cord even to lay downno one knows how log the dog had been abandoned.he was found saturday by a good samaritan who took him to the humane society of the north bay.39:23 other than the skin issues it seemed to be doing okay maybe a little bit thin but it's got some hair loss and some irritation and some piaderma and piaderma is an infection in the skinthe vet says that

two brothers, two cousins, and two sisters all children, and unique and special in their own ways, but sadly - share a common cause of death all 6, victims of vehicle accidents in the last 6 months, where the driver of another car now charged with their murder, and that is sounding alarms for bay area prosecutors. derek butts, contra costa deputy district atty. "it seems to me to be a real large number of these cases, which is of grave concern." contra costa deputy district atty derek butts is handling the prosecution of the most recent case - noe saucedo. sacedo of pittsburg, now charged with 2 counts of murder, and posession of a controlled substance, and evading a peace officer in last weeks horrendous crash in antioch. the two young girls, lenexy and camilia both died due to injuries suffered in the crash. back in november, this devastating crash - where four family members died, including two teen boys, joe and baden. the group was coming back from a basketball game, when this man, fred lowe allegedly plowed into their car. the boys' fathers also

killed. lowe, had a several prior dui convictions and was driving on a suspended license he is in custody, and his case is moving through the court system. and then this case, back in june - where this man lemuel wilson now faces multiple murder charges for killing brothers lorenzo in concord. authorities alledge wilson was driving under the influence when

a bill being introduced into the california legislature might help in dealingwith the epidemic of car break-ins in san francisco... it would help close a loophole that has been frustrating prosecutors.. catherine heenan is here with the story.. (catherine) this bill would make it easier to prove that someone has committed a car burglarywhen there's a broken window. that sounds basic - but right now a broken car window isn't considered enough evidenceto get a felony conviction.. the bill is being introduced by state senator scott wiener... and it's sponsored by san francisco district attorney george gascon. they say the 'explosion' in car break-ins in san francisco - and beyond - means that policeand prosecutors need all the help they can get. and rather than simple theft -- they'd rather go for the

tougher consequences of car burglary.... d-a george gascon - and the difference between that and theft is car burglary is a felony and carries more significant consequences than a plain theft would. i'm not telling you anything you don't know when i tell you our city is experiencing a tremendous number ofcar breakins and the majority are being done by organized groups. if the bill is passed....it will help prosecutors close an important loophole.but they admit they're up against a huge problem. just in san francisco alone last year - there were nearly 29- thousand reported car break-ins. and that resulted in only 481 arrests. about 1-point-6 percent. grant and vicki? burglarized a property last night. police responded to a residential complex in the 39-hundred block of adeline street. the property manager saw the suspects on a surveillance camera inside the complex and called police. the two men fled when officers arrived...and were in possession of burglary tools and a honda key from a stolen vehicle parked on adeline street. the suspects are both emeryville residents...19- year-old david chavez and 28- year-old samuel morales. according to police, the suspects were identified as the same ones from burglaries that occurred over the weekend at the same location. (grant)(grant) police in san jose they arrested this man for sending harmful images to a minor. they say luis cruz-cruz sent

multiple sexually explicit images to a 13-year-old online. according to police the victim and her family attended the church where cruz-cruz was a youth pastor. he worked at iglesia adventista del septimo dia in san jose. authorities believe there may be more victims. if you have any information on this incident or other incidents..you are urged to call san jose police. (vicki) the foggy weather created problems on bay area highways this morning. 10 cars were involved in two separate crashes on state highway-37 in sonoma county. in the first crash... three cars collided just west of lakeville highway at around 8:30. then about 30 seconds later... seven other cars and a big rig crashed in the same area. four people were taken to the hospital with minor to moderate injuries. police say visibility in the fog was about 50 to 100 feet at the time of the crashes. in trials, the test found the presence of multiple common tumors. it was also able to detect 98-percent of ovarian cancers... but only 33-percent of breast cancers -- and that's in patients who have already been diagnosed. researchers warn that as of now the test only lays a foundation for detection. but... they are hopeful that detecting early-stage cancers could become easier in the future. u-s every day. the bill-- ab 18-84 introduced last week by majority leader ian calderon out of los angeles county. now this bill would deal only directly with dine-in restaurants to start a "straws-upon-request" policy. calderon -- in his release with the bill-- said the bill doesn't ban plastic straws -- but wants to reduce the usage. (kody) the plastic straw bill was introduced last week...and according to the legislature -- could be heard in committee as early as february 17th. so vicki -- grant -- if the bill passes you may be asked if you want a straw with your drink... back to you... (vicki)it turns out the generation born in the eighties has been getting a bad rap.catherine heenan is here with the results of a surprising new study.catherine? yeah, the millennials, roughly anyone between 23 and 37, are supposed to be spending all their money on avocado toast and six=dollar coffees. but a new bank of america survey found they're not so financially irresponsible after all. here's the most surprising stat: 16 percent of millenials have managed to save at least 100=thousand dollars in 2017. that's one in six ... twice as many as in the same survey two years earlier.almost half have at least 15=thousand dollars saved up ... up from one=third in 2015.57 percent say they have a savings goal, compared to 42 percent of baby boomers and gen x'ers.millenials do have a significant handciap compared to previous generations.more than a quarter of them say they work in the gig economy ... as freelancers or short=term contract workers.the percentage is even higher among young millenials under the age of 27 ... and higher

concern was almost 'dejavu' for boaters and others at the harbor in santa cruz. as kron four's rob fladeboe reports, it was all hands on deck amida flashback to the tsunami of 20-11 .... that caused widespread damage there. the painful memory of what happened here at the santa cruz harbor back in 2011 never far from his mind, jeremy leonard weighed anchor early this morning and sailed his terraphobia out of the harbor to deeper water.jeremy leonard/boat owner "...i heard it was going to hit around 5;40 and i got here at 5:30 so i was cutting it pretty close...back in march of 2011, on a day not unlike this one, after an earthquake thousands of miles away, a tsunami swamped the harbor. two dozen boats were sunk. scores of others, including leonard's, were damaged. unattended craft broke loose and crashed into others. leonard wasn't going to take any chances this time.jeremy leonard "...yeay we had major damage because we got hit by a boat and a dock that had broken loose and they slammed

(grant) new at six: a central valley teenager pleaded no contest to charges that she was driving drunk while livestreaming a crash that killed her younger sister. 19-year-old obdulia sanchez was driving in los banos when the car veered onto the shoulder of the road last july. her 14-year-old sister died after being thrown from the car. prosecutors

(grant) a doctor in michigan was deatined by immigration officials after living in the u-s for nearly 40 years. he was taken from his home in handcuffs over the weekend. his co- workers describe him as the model of what a physician should be. brady gillum reports on what led to an arrest. for the first time since dr. lukasz niec was detained last week, ice issued a statement explaining why it arrested niec for what ice is calling "administrative immigration violations."it's now been a week since u-s immigration and customs enforcement agents showed up at lukasz niec's home and arrested him. niec, an internal medicine doctor at bronson's methodist hospital, came to the u-s legally as a boy when his parents brought him from poland.new todayaice going on the record, explaining in a written statement niec is subject to so-called removal proceedings because of two state convictions from 1992, one for the malicious destruction of property and the other for receiving stolen property. both are crimes of moral turpitude, according to ice.but niec's family told 24

hour news 8 over the weekend that niec pleaded to those charges more than 25 years ago under the holmes youthful trainee act, which allows young first offenders to avoid a criminal record if they don't offend again. but ice is a federal agency. it can still use the convictions against niec. in today's statement, ice says it became aware of niec as a result of 18 encounters with local law enforcement. today we found a flurry of cases in kalamazoo county, between 1997 and 2016, involving niec. he was charged with no proof of insurance in six different cases; speeding in seven. in august of 2013, prosecutors charged niec with domestic violence. a jury acquitted him of those charges. in december of 2008, niec was charged with operating a car while impaired by liquor. after successfully completing probation, niec's guilty plea was withdrawn.in today's statement, ice says it "does not exempt classes or categories of removable aliens from potential enforcement. all of those in violation of the immigration laws may be subject to immigration arrest, detention and...removal from the united states."niec remains in custody tonight in the calhoun county jail. immigration law experts say he probably won't get any sort of bond hearing until next month. even then, chances are slim that it will be granted. reporting live in the kalamazoo studio, brady gillum, 24 hour news 8.

(pam) former f-b-i director james comey has been questioned by special counsel robert mueller's office. it has been revealed that comey was interviewed last year, as part of mueller's probe into possible russian meddling in the presidential election ... the new york times reports, comey was asked about memos he wrote about his interactions with trump. the revelation comes shortly after it was learned... investigators recently interviewed attorney general jeff sessions as part of the probe as well. a source familiar with the discussion says, this was sessions' first interview as part of the investigation... and that the attorney general was not under subpoena. president trump says, he is not worried about sessions speaking to investigators.
