good evening i'm grant lodes. (vicki) and i'm vicki liviakis. the rain is making for a slick commute tonight. here is a live look at the san mateo bridge... tonight we are tracking conditions all across the bay area... (grant) lets check in with chief meteorologist lawrence karnow.. lawrence, where is the lawrence, where is the rain falling the hardest right now? lawrence karnow: another storm moved into the bay area bringing gusty winds and rain. the rain will continue before turning to showers overnight. plan on delays if you're driving to the sierra. winter storm warnings are up for the western slope of the sierra and a winter weather advisory is up for the greater lake tahoe area. we could see up to 2 feet of snow above 7,000 feet. on the radar you can see the rain moving through the bay area. it was heavy at times as the main cold front moved through. behind the main front showers will continue tonight. on the satellite you can see the cold storm as it drops into california. you can see all of the speckeled clouds with the cold air behind the storm that will keep showers going on and off through tomorrow. it could be a little wet for tomorrow mornings commute. but it looks more like scattered showers and brief downpours instead of solid rain. highs tomorrow will also be cool and in the 50s. dry weather should return

(estacio) it is cold and definitely wet out here in berkeley i am here on fourth street everyone is hunkered down with umbrella's and rain jackets (take vo)and everyone certainly has their boots on and their hoods on - the rain started this afternoon, late, around 3 oclock the skies were dark hinting at a downpour then all of a sudden it just let loose. some described it as sideways rain. (taylor shoemucker, downpour east bay, "i did not see any of the sideways rain, my co-worker she went outside to take the boxes and came back in and was literally soaked.

reservoir in los gatos. light rain started falling about 3 o'clock this afternoon. we aren't expecting more than abot a half inch or so out of what is beingdescribed as a fairly "run of the mill" type of storm.let's go the video. we also are not expecting too much in the way of run off from this stormso it's not going to make much of a difference to the levels in this and other reservoirs around the south bay. vasona is one of the smallest of the valley's ten reservoirs and right now it's abouttwo-thirds full. but the others are not in such goof shape. lexington reservoir in the hills above los gatos is at about 30 percent of capacity. and together, all ten reservoirs, which account for about half of the valley's localsupply, are at about 26 percent full. the good news is that the ground water is in good shape and conservation efforts have paid off.

(grant) new tonight at 5... the man found on fire in an alley in san francisco has died. and investigators are still trying to figure out how it happened. the 50-year-old man was found yesterday morning... just a few steps away from the 24th street bart station. witnesses say he was sleeping in the alley... and a short time later he was on fire. police are now checking

surveillance cameras in the area... looking to see how the fire started. they are investigating his death as suspicious. (grant) police in the east bay are looking for a gunman after a shooting outside of a shopping mall. it happened at the sun- valley mall in concord last night. police say just after 9:00... a group of five people left the "round one" arcade and bowling alley. three men then confronted the group in the parking lot. during that confrontation... one of the suspects took out a gun and started shooting. one victim was hit in the leg, but is expected to be okay. no arrests have been made and police do not have a description of the gunman. (vicki) on to another big story. the city of san francisco now has it's third mayor in less than a month and a half. this after the board of supervisors voted late yesterday to remove london breed as interim mayor... and, replaced her with her colleague on the board -- mark farrell. all of this happening after former san francisco mayor ed lee died last month. kron four's philippe djegal caught up with farrell on his first full day as mayor. says he started his day in the city like he does every other... by taking his kids to school, and then heading to city hall. we met up with him as he toured the businesses damaged by an overnight fire in the west portal neighborhood. where he says he is mindful of the fact that some of supervisor london's breed's supporters believe she should still be mayor.mark farrell/interim mayor- "i understand the emotion that was in the room last night. i heard it and felt it." tuesday night, the board of supervisors voted breed out of her role as interim mayor, and appointed farrell... because some on the board felt breed should not serve in the dual role of mayor and president of the board of supervisors. several breed supporters feel race played a role in the decision... replacing an african american woman with a caucasian man. mayor farrell says he will reach out to community leaders to help bridge the racial divide.mark farrell/interim mayor- "the board's decision yesterday is, again, i do not take lightly. i take humbly. and, it's something that i will work to make sure that the next six months, that every single resident of san francisco knows that they have a mayor that is working for them every single day." farrell says

(grant) happening now... mayors from across the country are boycotting a white house meeting with president trump....(vicki) they're upset about the fact that the justice department is increasing the pressure on sanctuary cities.... catherine heenan is here with the latest.. (catherine) some of the mayors in question had planned to go to that white house meeting....the agenda

included everything from infrastructure to drugs... but that was before they heard about a justice department crackdown on 23 sanctuary cities. the justice department has threatened subpoenas if they don't hand over documents showing they aren't withholding information on the immigration status of people in custody. it's also threatened to withhold federal grant money. the mayors of new orleans and chicago are among those who refused today to go to the meeting. and they held a news conference to scold the president on his handling of the issue... new orleans mayor - we would certainly not invite somebody to our house for lunch and then excoriate them on the front porch in front of the entire country. my mom taught me better than that. mr. president i'm assuming yours did too. chicago mayor - the city of chicago will not turn its back on people who believe for their children. america still has a place of promise and the idea that the president the united states and the justice department would arrest any one of us for believing in our ideals and carrying out the law of our city is wrong fundamentally wrong. the president is

firing back. he says the mayors who boycotted the meeting are placing the needs of illegal immigrants above citizens. the president said "we can't have it. we want a safe country." sanctuary cities do not cooperate with federal immigration authorities..among the cities in california which offer sanctuary -- san francisco and san jose. grant and vicki? (grant) just in to kron four... the university of california is post-poning their vote to raise tuition... at its 10 campuses... for the second straight year. the vote scheduled for today... will now happen in may. the board of regents has said it's necessary to raise tuition to compensate for state funding cuts. the proposed increase is just under 350- dollars a year for áin-state students. and just under a thousand for áout-of-state students. the regents approved a similar increase last january. in the east bay... san leandro city manager chris zapata is on paid administrative leave tonight.... following a sexual

harassment accusation. the city council unanimously voted to place zapata on leave last night. the woman... rose padilla johnson filed a complaint with the city back in december... she claims zapata attempted to pressure her into a sexual relationship in exchange for public funding for the organization that she oversees. zapata will remain on paid administrative leave until the city council reviews the findings from an independent investigation (vicki) bail has been lowered for a petaluma man accused of helping his wife commit suicide. a judge lowered david clement's bail from one million to 300- thousand in court this morning. clement was arrested earlier this year after he reported his wife had hung herself from a tree in bodega bay. authorities say debra bales attempted suicide multiple times over three days with her husband's help. bales apparently had just come off of opoid medication and feared she would become addicted. clement is being charged with voluntary manslaughter. (vicki) the berkeley unified school district is taking action tonight... after lead was found in the drinking water at some of its schools. only one school -- willard middle school -- had lead levels exceeding state standards.. that fountain was immediately closed off to students. four other schools found some traces of lead in their water fountains... and those were also closed off to students. the school district says they are holding the schools at an even higher standard for lead than the state. we had 21 sites we tested, 6 tested above 1.0 so we are taking all those fixtures out of service.(vicki) here are is the list of

the schools effected. again -- willard middle school berkeley high school jefferson elementary school john muir elementary school leconte elementary school and hopkins preschool (grant) the website niche=dot=com says the bay area is home to all three of the best school districts in the state.( vicki ) and they are all within a few miles of each other.catherine heenan is here with the new report ranking schools throughout the bay area.catherine? (catherine) niche=dot=com says it came up with the rankings by analyzing public informationand user reviews.. saying it also looked at everything from academics, faculty and sports....to food and student health and safety. some of the best of the best are clustered in silicon valley.

palo alto's unified school district takes the crown as the top=rated in the state. more than 12=thousand students in grades k through 12, an average of one teacher for 18 students is slightly above the one=to=16 national average. palo alto teachers take home an average salary of more than 100=thousand dollars, and the per student expenditure is nearly 19=thousand dollars, fifty percent more than the national average,the los gatos=saratoga and mountain view=los altos high school districts are two and three in the bay area, and in the state. here's the local honor roll ... from tamalpais in marin couty to the albany and piedmont city districts and three districts in contra costacounty ... acalanes in lafayette, pleasanton and san ramon valley.niche=dotcom doesn't name the worst schol districts, but it does give vallejo high school a grade of "d"only five percent of students in the working class city say they feel safe at school.just 15 percent are proficient in math, 37 percent in reading.the student teeacher ratio is 25 to one.by comparison, in the wealthy town of palo alto ... 93 percent of students feel safe, 82 percent are proficient in math, 77 percent in reading, and there are more teachers.

(catherine) niche dotcom said the safest local school district is jefferson elementary in daly city.the most ethnically diverse is new haven unified school district in union city. vicki and grant? (vicki) toys -r-us has announced which stores will be closing as part of its reorganization plans. the company declared bankruptcy last year and now we know that 9 bay area stores are on the list of closures. here is the list of the stores in the bay area. they include the stores in pinole... pittsburg... san rafael... brentwood... fairfield... emeryville... east san jose...

san jose and union city. this is part of a plan to close 182 stores. the company says that some of these stores could be saved if they are able to renegotiate some lease terms. the going-out-of-business sales are expected to begin sometime next month. nats of gunshots(grant) new video tonight showing a shootout at a stoplight. it was caught on another driver's dash cam. the shooting was over in a matter of seconds.(grant) police say it happened around noon on monday in pensacola, florida. authorities report the suspect in the gold toyota was arrested but the other shooter remains on the loose.(vicki) they say two children, ages two and eight, were inside the

gold car at the time of the shooting. luckily, no one was hurt. the investigation is on going while officials look for the second shooter. (vicki) music icon elton john says he is going on a massive, 300-date world tour ... and after that, he'll retire from touring altogether. (grant) the 70-year-old singer-songwriter made the announcement at a news conference earlier today. john says he wants to spend more time focused on his family. he's been touring since he was 17-years-old and has sold more than 300-million albums worldwide.(vicki) john is calling it his "farewell yellow brick road tour." he will stop in the bay area next january with shows in oakland and san jose. tickets go on sale next friday, february second. mtc spokesperson randy rentschler describes how that $4 1/2 billion dollars would be usedsot approving the ballot measure garnered mix reactions from the public at wednesday mtc meetingsotsotsome folks question the timing of asking drivers to pay more to cross bay area bridges in light of california law makers approving a new gas tax. the ballad box were left out on that decision. in june however the majority of voters will have their say on whether or not they want to pay more at the toll booth or continue to tough it out on congested bay area freeways...in san francisco haaziq madyun kron4news

(vicki) on the peninsula... a man is arrested after expressing sexual interest in a toddler. it happened in redwood city on monday morning... near the main library. police say a father was walking by with his two-year-old daughter... and a man asked to touch the little girl. the father then called police... and when they arrived the man told them he thought the little girl was sexy. the man is identified as 46-year-old david lewis. he pleaded not guilty in court today. lewis is behind bars tonight and is being held on 50-thousand dollars bail. (grant) prosecutors say they're slowly getting valuable information

from the13 siblings held captive by their parents in southern california..(vicki) catherine heenan is here with what the riverside county d-a is saying today... (catherine) that d-a says the children remain hospitalized....and they're all relievedto have been rescued from what authorities called a 'torture chamber.' this is some of the surveillance video released this week...which shows authorities leading the children out of the house january 14th... they were found malnourished -- and some of them were shackled to furniture.the d-a says that investigators are not pressuring the siblings - they're letting them tell their story at their own pace. today a judge in riverside county barred the parents - david and louise turpin - from contacting the victims. the turpins have pleaded not guilty to torture, abuse and other charges. the siblings range in age from 2 to 29. authorities say they're not only malnourished -- many of

(grant) new video tonight showing an unexpected armed robber targeting an arco store in stockton. the store's surveillance camera caught what police think is an 11- year old boy on camera. it happened monday afternoon... one camera showed the boy rolling up on his skateboard and pacing outside the store before making his move. he then rushed in--with a gun in hand-- demanding money from the cashier. < "she yelled for one of our co-workers in the back. after that once she yelled, he took off. she couldn't believe that someone this young would be doing something this crazy" >(grant) the parents could potentially face charges if they did not properly secure the gun used in the crime. (vicki) happening tomorrow... governor jerry brown is expected to deliver his final state of the state address. (grant) it's marking the end of an era for the governor... as he finishes his final term in office capitol bureau reporter kody leibowitz is live in sacramento tonight kody -- this could very well be a last of its kind run in the governor's seat in california? (kody) it really can be. governor jerry brown is finishing up his fourth year in his fourth and final term. he's termed out -- his final state of the state. what is his legacy and what is the state looking towards in 2018...?

15 years down.... one final state of the state to go for governor jerry brown...rob bonta, assemblymember "i think there's going to be universal, bipartisan support for the service that this amazing leader has given to our state." a day spanning decades... and four terms...rob bonta, "i think it will be emotional and also inspiring." his final year...partially looking into the future.. earlier this month the governor proposed a 190.3 billion dollar spending plan... but a major push by the governor -- adding billions to the state's rainy day fund.. 5 billion... in an intro to his budget -- governor brown pushed that the "state must continue to plan and save for the next recession." it's part of a larger oakland assemblymember rob bonta says the governor will paint about the state of california in his state of the state.asm. rob bonta, "i think we'll talk about sort of this foundation of fiscal health and fiscal strength,." but not all agree with that

(catherine) the testing was done in mid- december.... the berkeley unified school district discovered that one school had lead levels exceeding state standards.. that was willard middle school....where one drinking fountain indicated the problem - and was immediately closed off to students. but at 5 other schools -- where there was lead 'within' the safety level of state standards, the district decided to hold the schools to an even higher standard and remove the fountains. the state standard for taking fountains out of service is 15 parts per billion. out of an abundance of caution we decided to taken them out based on one part per billion. we tested 21 schools. 6 of them had a fountain that tested one part per billion so we're taking all those fixtures out of service. there's still some ongoing work to replace the

(grant) after a decade of trying -- it seems like nobody will be taking home google's $30 million dollar "lunar x" prize. none of the research teams will be able to launch their lunar rover project by this year's march 31st deadline.(pam) privately funded groups were tasked with pulling off a soft landing on the moon. teams from the u-s, israel , japan, india, and one international team- all participated. but the contest was frought with challenges -- from technical issues to fundraising -- and the deadline had been extended twice.(grant) while nobody won the grand prize... organizers say they paid about $6 million to teams for reaching milestones along the way.
