( robin ) happening now... police in the east bay are looking for the person who shot an otter. the otter was found at the shadelands business park in walnut creek. these are x-rays of the otter after he was taken to the lindsey wildlife experience. staff at the wildlife experience say it looks like the otter was shot several times with a b-b gun. when it was found... the otter had missing and broken teeth and was blind in one eye. experts say that the otter would not be able to hunt in the wild and they determined that the humane thing to do

was to euthanize the animal. ( robin ) a big story we are following this morning... a man is arrested after expressing sexual interest in a toddler. it happened in redwood city earlier this week... near the main library. police say.. a father was walking by with his two-year-old daughter... when a man asked to touch the little girl. the father then called police. when they arrived... the man told them he thought the little girl was sexy. the man is identified as 46-year-old david lewis. he pleaded 'not guilty' to the charges yesterday.. lewis is being held on 50-thousand dollars bail. ( robin ) happening now... police in san ramon are looking for this man in connection with a shooting last week that sent a person to the hospital. he has been identified as 21-year-old trevor berryman from san leandro. he is wanted for attempted murder after a driver was shot on minerva way in san ramon. berryman was last seen driving this black 4-door mercedes benz.

there is no word on the condition of the victim this morning. ( robin ) in the east bay police have arrested this man after a hit-and-run crash that injured two people. we first told you abut the accident yesterday on the kron 4 morning news. benjamin jaeger (yay-ger) is accused of hitting two people as they were crossing the street on north main street in walnut creek. he is being charged with attempted homicide. the victims have already been released from the hospital. ( robin ) two police officers in south san francisco are injured while arresting two men who burglarized a business. it happened yesterday morning on the 200 block of east grand avenue. the officers found the two men trying to break into a business. the two men took off running but were later arrested. police also arrested a third man who was sitting in a getaway car. police have not said how the two officers were injured but they are okay. ( robin ) new this morning... the u-c berkeley police department is warning people after a mountain lion

was seen near the campus. a school employee reported seeing the cub near the foothill housing unit. police are telling people to avoid hiking or jogging in the area alone... especially at dusk and dawn. and if you encounter a mountain lion... make a lot of noise and try to make yourself look as big as possible. ( robin ) happening today... governor jerry brown will deliver his final state of the state address. the governor proposed a 190- billion dollar spending plan earlier this month. he's also pushing to add billions to the state's rainy day fund. today.... brown is expected talk about affordable housing... climate change... and the role the state has

( robin ) a health warning in the east bay... the berkeley unified school district says it found lead in the drinking water at some of its schools. only one school -- willard middle school -- had lead levels exceeding state standards. five other schools had traces of lead in their water fountains... which have been shut off. here are the other school affected: berkeley high school... hopkins preschool... jefferson elementary school... john muir elementary school... leconte elementary school.

( robin ) a new survey is highlighting some of the bay area school districts as some of the best in the state. the website niche dot com looked at academics, faculty and sports as well as food and student health and safety. kron 4's catherine heenan shows us which bay area districts topped the list. palo alto's unified school district takes the crown as the top=rated in the state. more than 12=thousand students in grades k through 12, an average of one teacher for 18 students is slightly above the one=to=16 national average. palo alto teachers take home an average salary of more than 100=thousand dollars, and the per student expenditure is nearly 19=thousand dollars, fifty percent more than the national average,the los gatos=saratoga and mountain view=los altos high school districts are two and three in the bay area, and in the state. here's the local honor roll ... from tamalpais in marin couty to the albany and

piedmont city districts and three districts in contra costacounty ... acalanes in lafayette, pleasanton and san ramon valley.niche=dotcom doesn't name the worst schol districts, but it does give vallejo high school a grade of "d"only five percent of students in the working class city say they feel safe at school.just 15 percent are proficient in math, 37 percent in reading.the student teeacher ratio is 25 to one.by comparison, in the wealthy town of palo alto ... 93 percent of students feel safe, 82 percent are proficient in math, 77 percent in reading, and there are more teachers. ( robin ) the university of california is postponing its vote to raise tuition. the vote which was scheduled for yesterday will now happen in may. the board of regents says it is necessary to raise tuition to compensate

for state funding cuts. the proposed increase is just under 350- dollars a year for áin-state students. and just under - a thousand for áout-of-state students. the regents approved a similar increase last january. ( robin ) the justice department is demanding 23 cities -- including san francisco -- comply with federal immigration laws. the d-o-j sent letters to these sanctuary cities. it wants these cities to prove they are ánot withholding information on the immigration status of people in custody. this comes as mayors from across the country boycotted a meeting with president trump yesterday. now... the president has message a for these mayors. is threatening to withhold federal grant money. the mayors of new orleans and chicago are among those who refused to go to yesterday's meeting. oakland mayor libby schaff was also critical of the federal governments actions. couldn't cost any more to get around on bay area freeways... bay area transportation officials approved a ballot measure that would increase bridge tolls once again. the measure will be placed on the june ballot in all nine bay area counties. the measure has 4 point 5 billion dollars worth of traffic congestion relief projects... which would be paid by increasing the tolls on the bay area's seven bridges. ( robin ) the measure

would increase bridge tolls by one dollar in 20-19... 202-2 and an once more in 20-25. ( robin ) tech giant google is moving ahead with plans to build a mega-campus in downtown san jose. that has many current residents worried about the impact it will have on housing. kron four's rob fladeboe has the details. "....we need google to show us that it come come into a community responsibly...."a coalition of south bay affordable advocates staged a rally here in the heart of google's sprawling mountain view campus. they were here giving voice to concerns about google's ambitious expansion plans in downtown san jose . maria fernandez/silicon valley rising "...we're just saying if you're coming to san jose, public land for public good, you have to make a commitment about the impact your project is going to have on the

community..." (activists march and chant as they walk onto google campus)the activists, who have taken to calling the company's proposed mega campus in downtown san jose as "google ville," met briefly with a google representaive and delivered a letter that spells out concerns that google's plans will lead to rent hikes and evicitions "....we're asking google to step up and respond to the needs of the people and to the entire region...."google's javier gonzales politely accepted the letter but offered nocomment on it's contents, which included a demand that google commit to setting aside 25 percent of any housing it might build in san jose,as affordable to the people who live there now. "...i know that when google comes to downtown san jose that my rent is going to go up and i will have to move out..." chava bustamante/latinos united for america"....google is welcome in san jose but it is going to have to be a good neighbor...."the activists are

likewise calling on the city of san jose to drive ahard bargain with google, whose plans are said to include building some 6 million square feet of office space where some 20,000 people might one day be working. in mountain view rob fladeboe kron 4 news ( robin ) in the east bay: a man in custody, was found dead yesterday morning at the martinez detention facility. that inmate has been identified as james cooper from vallejo. he was just booked into the jail last week on charges of domestic violence. a correctional deputy conducting room checks ... noticed that cooper was unresponsive in his bunk... and called for medical help. firefighters and an ambulance responded to the scene ..but the inmate was pronounced dead. the contra costa county district attorney's office is

investigating the death.

the city of san francisco is fighting back against distracted drivers. kron 4's stanley roberts explains in this edition of people behaving badly. according to the sfmta there are 12 hundred intersections in the city of san francisco, so picture drivers like this at every single intersection scrolling through their phones, checking emails and left and right swiping .people so distracted they never see this cominghi, roll your window down, is your

following a car accident... nobody was hurt but the accident left money spread all over the highway. the crash involved a car and a truck- and resulted in a large amount of cash being thrown from one of the vehicles. it is not clear how much money it was but police say it came from a video game parlor. is when police pulled him over because the tail lights were not working. then police found cocaine and marijuana in the car. the owner of the car is now suing the hotel. ( james ) a big story this morning... we're learning new details about how the new mayor of san francisco plans to spend his first few days in office. during his first day in office... interim mayor mark farrell toured the businesses damaged by an overnight fire in the west portal neighborhood. farrell says he will continue to champion the issues that mattered most to former mayor ed lee -- affordable housing and immigration. farrell

was named interim mayor on tuesday... replacing london breed. some on the board of supervisors felt breed should not serve in the dual role of mayor and president of the board. mayor farrell says he will reach out to community leaders. < mark farrell/interim mayor- "the board's decision yesterday is, again, i do not take lightly. i take humbly. and, it's something that i will work to make sure that the next six months, that every single resident of san francisco knows that they have a mayor that is working for them every single day." >( james ) farrell will continue to serve in as interim mayor until june when voters will decide on who will serve out the remainder ed lee's term in office. ( darya ) two police officers in south san francisco are injured while arresting two men who burglarized a business. it happened yesterday morning on the 200 block of east grand avenue. the officers found the two men trying to break into a business. the two men took off running but were later arrested. police

also arrested a third man who was sitting in a getaway car. police have not said how the two officers were injured but they are expected to be okay. ( darya ) in the east bay: police are looking for a gunman after a shooting outside of a shopping mall. it happened at the sun- valley mall in concord tuesday night. a group of five people left the "round one" arcade and bowling alley. three men then confronted the group in the parking lot. during that confrontation... one of the suspects took out a gun and started shooting. one victim was hit in the leg, but is expected to be okay. no arrests and police do not have a the gunman. ( darya ) a man in custody was a man in custody was found dead yesterday morning at the martinez detention facility. that inmate has been identified as james cooper from vallejo. he was just booked into the jail last week on charges of domestic violence. a correctional deputy conducting room checks ... noticed that cooper was unresponsive in his bunk... and called for

medical help. firefighters and an ambulance responded to the scene ..but the inmate was dead. the contra district office is the death. ( james ) google is moving ahead with plans to build a mega-campus in downtown san jose. but neighbors are worried about the impact it will have on housing. south bay affordable housing advocates... rallied at google's mountain view campus. google plans to build six- million -square- feet of office space ... where some 20- thousand people are expected to work... ( james ) activists say the company's proposed mega campus... will lead to rent hikes and evicitions. they're demanding that google set aside 25- percent of any possible housing built... for people who live in the area now. ( james ) the university of california is postponing its vote to raise tuition. the vote which was set for

these are x-rays of the otter after he was taken to the lindsey wildlife experience. staff at the wildlife experience say it looks like the otter was shot several times with a b-b gun. when it was found... the otter had missing and broken teeth and was blind in one eye. experts say that the otter would not be able to hunt in the wild and they determined that the humane thing to do was to euthanize the animal.

they arrived... the man told them he thought the little girl was "sexy." the man is identified as 46-year-old david lewis. he pleaded 'not guilty' to the charges yesterday. lewis is being held on 50-thousand dollars bail. ( darya ) the man found on fire in a san francisco alley has died. and investigators are still trying to figure out how it happened. the 50-year-old man was found tuesday morning... just a few steps away from the 24th street bart station. witnesses say he was sleeping in the alley... and a short time later he was on fire. police are now checking surveillance cameras in the area. ( james ) happening now... police in san ramon are looking for this man in connection with a shooting last week that sent a person to the hospital. he has been identified as trevor berryman from san leandro. he is wanted for attempted murder after a driver was shot

on minerva way in san ramon. berryman was last seen driving this black 4-door mercedes benz. there is no word on the condition of the victim this morning. ( james ) in walnut creek... police have arrested this man after a hit-and-run crash that injured two people. we first told you abut the accident yesterday on the kron 4 morning news. benjamin jaeger (yay-ger) is accused of hitting two people as they were crossing the street on north main street. he is being charged with attempted homicide. the victims have already been released from the hospital. ( james ) happening today... governor jerry brown will deliver his final state of the state address. the governor proposed a 190- billion dollar spending plan earlier this month. he's also pushing to add billions to the state's rainy day fund. today.... brown is expected talk about affordable housing... climate change... and the role the state has taken against the trump administration. we will stream the state of the state live on our website -- "kron-4-dot-com" -- starting at 10 a-m. thought it couldn't cost any more to get around on bay area freeways... bay area transportation officials approved a ballot measure that would increase bridge tolls once again. the measure will be placed on the june ballot in all nine bay area counties. the measure has 4 point 5 billion dollars worth of traffic congestion relief projects... which would be paid by increasing the tolls on the bay area's seven bridges. ( james ) the measure would increase bridge tolls by one dollar in 2019... 2022 and an once more in 2025. ( darya ) a health warning in the east bay... the berkeley unified school district says it found lead in

the drinking water at some of its schools. only one school -- willard middle school -- had lead levels exceeding state standards. five other schools had traces of lead in their water fountains... which have been shut off. here are the other school affected: berkeley high school... hopkins preschool... jefferson elementary school... john muir elementary school... leconte elementary school. ( darya ) in the east bay: police are looking for a gunman after a shooting outside of a shopping mall. it happened at the sun- valley mall in concord tuesday night. a group of five people left the "round one" arcade and bowling alley. three men then confronted the group in the parking lot.

during that confrontation... one of the suspects took out a gun and started shooting. one victim was hit in the leg, but is expected to be okay. no arrests have been made not have a description of ( darya ) a man in custody was found dead yesterday morning at the martinez detention facility. that inmate has been identified as james cooper from vallejo. he was just booked into the jail last week on charges of domestic violence. a correctional deputy conducting room checks ... noticed that cooper was unresponsive in his bunk... and called for medical help. firefighters ambulance responded to the scene ..but the inmate was dead. the contra costa county attorney's office is investigating ( james ) the university of california is postponing its vote to raise tuition. the vote which was set for yesterday will now happen in may. the board of regents says it is necessary to raise tuition to compensate for state funding cuts. the proposed increase is just under 350- dollars a year for áin-state students. and just under a- thousand for áout-of-state students. the regents approved a similar

increase last january. ( darya ) a new survey is highlighting some bay area school districts as some of the best in the state.( james ) the website niche dot com looked at academics, faculty and sports as well as food and student health and safety.( darya ) kron 4's catherine heenan shows us which bay area districts topped the list. palo alto's unified school district takes the crown as the top=rated in the state. more than 12=thousand students in grades k through 12, an average of one teacher for 18 students is slightly above the one=to=16 national average. palo alto teachers take home an average salary of more than 100=thousand dollars, and the per student expenditure is nearly 19=thousand dollars, fifty percent more than the national average,the los gatos=saratoga and mountain view=los altos high school districts are two and three in the bay area, and in the state.

here's the local honor roll ... from tamalpais in marin couty to the albany and piedmont city districts and three districts in contra costacounty ... acalanes in lafayette, pleasanton and san ramon valley.niche=dotcom doesn't name the worst schol districts, but it does give vallejo high school a grade of "d"only five percent of students in the working class city say they feel safe at school.just 15 percent are proficient in math, 37 percent in reading.the student teeacher ratio is 25 to one.by comparison, in the wealthy town of palo alto ... 93 percent of students feel safe, 82 percent are proficient in math, 77 percent in reading, and there are more teachers.
