( robin ) a registered sex offender is back behind bars. police say he was annoying teen girls at a marin county mall. kron 4's justine waldman reports has the details.

police tell me... a woman saw the suspect... talking to two girls at the corte madera town center... and she felt that something was not right... so she alerted mall security. her instincts were right.. now under arrest is 58-year old robert baxter from napa. turns out... he is a registered sex offender. on megan's law... his crimes range from indecent exposure to contacting a minor with intent to commit a sex offense .. and molesting a child under 18 years of age. last friday afternoon, central marin police tell me... two 13-year old girls told police that baxter followed them around the town center and tried to talk with them....making them very uncomfortable. another shopper witnessed baxter follow the girls... and that is why she contact mall securty. per his parole baxter is not to have contact with minots. baxter is now in the napa county jail ...being held without bail. in the newsroom justine waldman kron 4 news. prevalent... so are home surveillance cameras. now the san ramon police department is working with homeowners - who have those cameras - to catch criminals. people register their camera with "the citizen's view" program through the san ramon police department. the green dots represent residential cameras. the pink dots show cameras set up in commercial locations. police say that by knowing where those cameras are...they know who to talk to when a crime happens in that area. san ramon police say they have about 200 cameras registered so far. ( robin ) if you want to join the citizens view program all you have to do is contact the san ramon police department. ( robin ) now a story you will see only on kron 4...

when a pleasanton teenager came down with the flu... her mother took her to the doctor. she was prescribed the anti viral medicine tamiflu. the girl took two doses... and on the second night, she had two episodes of shaking, crying and seeing things. ( robin ) nora, the mom, says she almost called 9-1-1 because she was worried about her daughter's behavior. she eventually got her daughter to sleep... and immediately stopped the tamiflu. her daughter did not have any more hallucinations or scary incidents after that. nora says she's confident it was the tamiflu that caused her daughter's bad experience. ( robin ) and now concerns about tamiflu are coming from other parts of the country as

well. kron four's philippe djegal spoke with a local doctor who explains warning signs parents and patients should look out for. (phlippe) doctor lionel herrera says tamiflu is helpful for most of his patients. he says the anti-viral medication does not replace the flu shot, but is instead used to help manage the illness once patients become sick.lionel herrera/pediatrician- "it actually doesn't kill the flu virus, but it stops the virus from replicating." he says in most cases, his patients at tri-valley pediatrics in pleasanton, respond positively to the medication... but in some rare situations... young kids do show some side effects to the drug, similar to what other parents across the country are reporting about their own children. erratic behavior, like hallucinations and severe depression.lionel herrera/pediatrician- "the reports indicate that it might happen more likely in situations, where the flu virus has caused inflammation in the brain and those are the kids that are more likely to

have those psychiatric side effects." doctor herrera says tamilfu has been found to reduce the length of someone's sickness by a day and a half... adding that only about 10- percent of patients experience side effects. and, typically the side effects are apparent within one or two doses..lionel herrera/pediat rician- "and, we usually tell our parents , if they're experiencing those symptoms, just go ahead and stop it." the side effects from tamiflu, doctor herrera says, in his experience are not permanent. and, once the patient stops taking the drug, their behavior should return back to normal. in pleasanton, philippe djegal, kron four news. ( robin ) in the east bay: the oakland police department is apologizing. the department admitted to wrongly denying visa applications to two immigrants who were victims of a crime and were eligible for protection. in a statement... the department says the error was brought to their attention by the alameda county public defender's office. oakland police say they conducted a review of visa applications dating back to

2007. now- the department is looking at 25 applications that ámay have been wrongly rejected last year. ( robin ) alameda police are looking for a package thief who looks like a kid. the alameda police department posted this home surveillance video to their facebook page. the package theft happened near alameda landing... on the west side of town. you can see the young man appear in a raiders jersey walking up to a home... and taking a package. police believe an adult is instructing the kid to steal the package. ( robin ) san jose mayor sam liccardo announced that he's resigning from the f-c-c board. liccardo says his resignation is due to the "pervasive and overwhelming influence of big telecom and industry." liccardo was the only city representative on the advisory board when it was formed. ( robin ) new this morning... three businesses damaged in a fire in san francisco's west portal

neighborhood will be eligible for up to 10- thousand dollars in disaster relief from the city. this fire happened late tuesday night. the late mayor ed lee created the relief fund after a fire in 2015 that displaced a number of small businesses and people. ( robin ) napa county is making sure people displaced by fire are able to vote in the june fifth primary. all voters get vote-by-mail ballots during the week of may 7th. if you have a temporary address -- you need to add that mailing address to your current voter registration. the request can be sent to napa's election division. for more information about where to pick up ballots... send requests or register to vote... head to kron4-dot-com. ( robin ) bart is considering changes to parking fees at some of its busiest stations. the board of directors is considering variable parking rates, depending on demand and time of day. higher parking rates would be charged during peak hours. some board members said this would make it too expensive for commuters. one way they could track usage would be to implement automated license plate reader technology... which has some people concerned about privacy. the board is also looking at ways to increase available parking spaces. ( robin ) two women have been arrested... accused of

stealing about 8-thousand dollars worth of cosmetics from a cupertino walgreens. here's a picture of the stolen goods. deputies saw cambria romes and shanel white leaving the store with large amounts of makeup. when confronted, sheriffs found a larger quantity of products in their car. they were arrested on suspicion of grand theft. ( robin ) there has been a series of small earthquakes across california over the last two days. that has some people wondering if the big one could be coming next. kron four's terisa estacio met with an expert from the seismology lab in berkeley to find out. jennifer strauss with uc berkeley's seismology lab on the recent earthquake activity here in california as well as that big quake up in alaska on monday which triggered a tsunami alert along the west coast. strauss says there are lessons to be learned with these quakes jennifer strauss. "should we panic?" i would say no, it is well within the realm of normal. that is not to say we won't

have more. we live in earthquake country. we need to be prepared for earthquakes that can happen. strauss pointed to quakes like the one in napa as a prime example of what can happen when we least expect it and the damage left in the wake of a quake. she adds, that we all need to be aware of the reality of where we live. strauss. you can have small quakes that lead up to large ones. you can have clusters. you have them then they stop. it is whatever mother nature has in store for us. strauss adds, being prepared is the best advise for an earthquake.

( robin ) the woman at the center of a bay area wide sex scandal ... has dropped her final lawsuit. jasmine abuslin's attorney says she is tired of testifying. a judge dismissed the pending lawsuit against the richmond police department last week. abuslin who was formerly known as celeste guap ... had sexual relations with several

officers, from multiple law enforcement agencies.. while working as a prostitute. she has already won - a nearly one- million dollar settlement against the city of oakland. ( robin ) concord police are looking for two men caught on video burglaizing a plumber's van. tuesday morning the victim came out to find the doors of his company's van open...with 8- thousand dollars worth of tools gone. a security camera was pointed at the van.... and captured the entire operation on video. the most concerning part to the plumber was that it happened right outside his family's north concord ( robin ) the video of the crime was posted on the stanton plumbing facebook page and shared over 1600 times... the plumber is hopeful that the thieves-- who can be seen very clearly--are caught and punished for what they did. bay... thieves target their victim... by catfishing him. hercules police say a man -- who thought he'd been texting with a woman for the past month -- was actually texting with two other men. when the victim agreed to a meeting at the glenwood apartments on wednesday... he was robbed. the thieves stole a pendant from his neck and ran off. ( robin ) in the north bay... police arrest a woman accused of stealing wallets at weddings. they say georgiann kennedy swiped five wallets at two weddings in petaluma. police say kennedy then used the stolen credit and debit cards to buy things. investigators say this image of kennedy was taken when she bought a smart train ticket. by the time she was arrested... she had dyed her hair black. she is accused of targeting people at saint vincent de paul church... and at calvary chapel of petaluma. ( robin ) another big story we are following... governor jerry brown's final state of the state address. the governor made some off the cuff remarks and reviewed

his record in california. as kron 4's kody liebowitz reports, governor brown looked to the future for california ... a future he hopes will set the bar for the rest of the country. gov. jerry brown, california "in just the last eight years alone, the last eight california "in just the last eight years alone, california's personal income has grown $845 billion and 2.8 million new jobs have been created. very few places in the world can match that record. (applause). and confidence from california voters..for bipartisan laws like the rainy day fund, the water bond and pension reform.gov. jerry brown, california "may not be the final one but it was there and you did it, republicans and democrats." but the governor also looked ahead in his speech. on environmental issues - he called back to wildfires from months earlier.. he said he plans to put together a task force of scientists and forest practitioners to look at ways of reducing the threat of

scrolling through her phone pretty much the entire time she was at the light good morning, i with channel 4 i was on my phone when i shouldn't be i was looking at my emails that's why (oh you were checking emails) i'm going to advise you about the window tint too dark this driver didn't think she did anything wrong i never ever look at my phone because i have this and i never text i never do anything i didn't know that if you were stopped you can not do that. it was just one on those moments on i just don't want you getting in a crash then she told me something i simply wasn't expecting don't worry my husband was in a crash (sorry to hear that) because of textingwhen the light turn green and you are not looking at your phone you think you'd go or you think you'd stay stopped on a green light when you are looking at your phone then you impeded the flow of traffic correct vision zero has surveyors out on the streets daily watching and documenting everyone using their phone in a unsafe manner the police will be out too

( robin ) in the east bay... oakland's mcclymonds high school needs your help buying championship rings for its football team. mcclymonds' beat visalia's golden west high school in december. they're now the - california division- five- double-a football - champions. and they need rings. the oakland a's community fund is behind the "you-caring" fundraiser. they're giving donors a's tickets and gear. so far... close to ten- thousand dollars has been raised. the goal is 25- thousand for the rings and other team equipment. ( robin ) now to bay area basketball... the warriors hosting the timberwolves as part of their three game homestand. it was a good game for steph curry who finished with 25 points. fellow splash brother klay thompson also finished with 25 points. the warriors go on to win by a final of 126 to 113. the warriors will play the celtics tomorrow night. ( darya ) with package theft becoming more prevalent... so are home surveillance cameras. now the san ramon police department is working with homeowners who have those cameras to catch criminals. people register their camera with "the citizen's view" program through the san ramon police department. the green dots represent residential cameras. the pink dots show cameras set up in commercial locations. police say that by knowing where those cameras are... they know who to talk to when a crime happens in that area. san ramon police say they have about 200 cameras

area news this morning ... the oakland police department is apologizing. the department admitted to wrongly denying visa applications to two immigrants who were victims of a crime and were eligible for protection. in a statement... the department says the error was brought to their attention by the alameda county public defender's office. oakland police say reviewed visa applications dating back to 2007. now- the department is looking at 25 applications that ámay have been wrongly rejected last year. ( james ) san jose mayor sam liccardo announced that he's resigning from the f-c-c board. liccardo says his resignation is due to the "pervasive and overwhelming influence of big telecom and industry." liccardo was the only city representative on the advisory board when it was formed. ( james ) in the last two days there have been at few earthquakes here in the bay area. while none of them measured above a 4.0 ... they have left some residents shaken . kron four's terisa estacio met with an expert to talk about the recent seismic activity. jennifer strauss with uc berkeley's seismology lab on the recent earthquake activity here in california as well as that big quake up in alaska on monday which triggered a tsunami alert along the west coast. strauss says there are lessons to be learned with these quakes jennifer strauss. "should we panic?" i would say no, it is well within the realm of normal. that is not to say we won't have more. we live in earthquake country. we need to be prepared for earthquakes that can happen. strauss pointed to quakes like the one

we first showed this video tuesday morning. classmates say the boy spent days talking about how he would rob the arco with a painted b-b gun. they also say the boy had a temper and claimed to be in a gang. police say the boy is now facing attempted robbery charges.
