year-old david romesburg of santa rosa, and his mother ... 59-year-old fay romesburg. police say they were tipped off by the manager of an apartment complex in the 4-thousand block of snyder lane. the apartment was rented by david romesburg. investigators say that there were also complaints of prostitution activities at the romesburg's home on alvarado avenue in santa rosa. after serving a search warrant ... police found the suspects and several suspected prostitutes at that home. ( marty ) david and fay romesburg were booked into sonoma county jail on suspicion of pimping and pandering. david was also arrested on suspicion of human trafficking. this is a developing story ... we have camila bernal on the way to rohnert park to give us more on this story. ( marty ) our top story this morning ... car breaks-in ... in broad daylight. this is a well - known problem in san francisco. shocking numbers from the san francisco district attorney's office show that in recent years tens of thousand of cars have been

broken into with very few arrests. kron 4's charles clifford has the details. smash . . and. . .grab. this is video of a recent car break in san francisco's nob hill. unfortunatly, scene's like this have become all to common across the city and to the suprise of no one the problem has gotten worse in recent years.the san francisco district attorney's office says that since 2011 more than 81,500 online police reports were submitted by people who say there cars were broken into. the d.a's office also says that only 13 of those online reports resulted in actual arrests. the san francisco police department acknowledges that they are unable to respond to or solve every report of a break in but they say that the district attorney's number only refer to online police reports. sot just last year we made just under 800 arrests for auto break ins some are related to online reports and some are from regular incident reports that are made.natsone area prone to break ins is here along polk street. sotwe see

broken glass all the time.jon holmquist lives nearby. his car has been broken into and he worries that the inability of authorites to stop the problem is making the thieves bolder.sotonce people realize it's not being enforced, it's going to get better it's going to get worse. the police department knows they have their work cut out for them and that they are making efforts to deal with the problem. in recent months they have begun focusing on property crimes, additing foot patrols and creating special units to deal with the break ins.sotput officers out where they need to be and work with the d-a's office to prosecute.in san francisco, charles clifford kron 4 news. ( marty ) police in the east bay are looking for a driver who lead c-h-p officers on a chase that ended in a collision with an innocent bystander's car. the pursuit started on tennyson avenue on northbound 8-80 in hayward. the suspect exited the freeway at "west a

street". the pursuing c-h-p car slammed into the bystander's car at the intersection. both c-h-p officers in the car and the other driver were hospitalized with minor injuries. by the time backup arrived on the scene -- the suspect's car was gone. the c-h-p is still working on a description of the car and the driver. ( marty ) c-h-p officer martin lendway is recovering in the hospital ... after he was injured in a d-u-i crash. contra costa c-h-p tweeted this picture out yesterday. they say officer lendway is doing well. he was injured in a crash on highway-4 in concord earlier this month. a driver slammed into a pickup truck... which then flipped over and landed on officer lendway's legs... trapping him. and breaking both legs. 52-year-old tammy walker was arrested for the crash. ( marty ) bart passengers are finding needles stuffed between the seat and the walls on some trains. as drug use continues to be a problem for the transportation system. a viewer sent us this photo of used hypodermic

needles. riders say this is something they see every day. bart officials acknowledge the problem, and say they're in the process of hiring 13-additional maintenance employees to help keep the trains clean for passengers. showing no signs of easing up. the c-d-c says 7 more children died from the flu this week . that makes a total of 37 across the country.and they warn that number is expected to rise. bay area pediatricians say children should get the flu vaccine after six months of ageand even if the child already had the flu this season, a flu shot is still recommended.

( marty ) more violence in afghanistan. a suicide bomber drving an ambulance packed with explosives ... killed 95 people and injured 158 others. the blast happened around lunch time in kabul. the ambulance passed through security checkpoint. this attack comes a week after militants attacked a hotel in kabul killing 22 people. the government says the death toll will likely rise . many victims are in critical condition. afghanistan's president condemned the attack ... describing it as "insane, inhuman, heinous and a warcrime." ( marty ) in the south bay... though decisions lay ahead for the cash-strapped oak grove school district in

san jose. kron four's rob fladeboe reports ... the district is looking to balance the budget by closing schools. these are anxious days for parents here at baldwin elementary in south san jose's oak grove school district. baldwin is one of four schools that may be closed as the district is struggling to keep up with rising costs associated with declining enrollment coupled with payroll and pension obligations. parents are worried says the secretary of the home and school club. augusto/secretary of home and school club '...it's my sincere hope that between the district and the board that they get to all the information, our committee did a great job in making a recommendation but i believe it is just a component of the over all decision...."a committee of parents and other stakeholders recommended that while no middle schools would be shuttered, four elementary schools would be considered for closing. they are baldwin, del roble, gilder and miner elementary. their students would be sent to other schools this fall.raquel searcey/parent "...changing schools will be difficult, the nearest one is two miles away,there is no way we can walk there, we will have to travel..."the district has

following this morning ... six members of a san jose family have now been charged with murder. in the fatal stabbing of a bar security guard. it happened at "tres gringos cabo cantina" on february 20-17. prosecutors say 35-year old frank navarro was stabbed five times, including once in the neck ... after intervening in a dispute over a confiscated i- d card. navarro was the president of the "east-ridge little league," and he coached baseball and football at overfelt high school. if convicted the suspects could face life in prison. took off.. crashed and then fled. during the search... monte-video elementary school was put on lockdown for a short time. police caught up with james cabrera.. who they learned was wanted for two felonies. ( marty ) happening now... san bruno police are looking for a man involved in two incidents of indecent exposure this week. they both happened in parking lots near the shops at tan-foran. officers say in both cases a man asked people for directions. when they approached his car ... both victims say the man exposed himself. the man's car described as a white jeep cherokee. authorities say the suspect is a hispanic man in his twenties. their house-guests at gunpoint during a home invasion robbery. the victims in this case were not physically hurt. but were frightened by what happened. kron 4's justine waldman reports on this crime in a normally quiet community. justine waldman standuppolice tell me home invasions do not happen here in piedmont that often.in 2016 there was one home invasion, same for all of 2017.now the first home invasion happened in 2018, and it is only january.sot to be this early in the year and have one de rises the level of concern for the police department and the communityon the dead end street of lorita avenue, piedmont police tell me, a young couple and their friends were just returning home, when they say they were confronted by 3 suspects. captain chris monahan sot those 3 black male adults each had a weapon one had an assault rifle and two had handgunspolice say one suspect herded the victims into a room in the front of the house, and held them at gunpoint.while

the other two started to steal. sot then do a ransack of the house take jewelry other items wallets and they are gone in less than 5 minutes this happened wedensday night before 9.neighbors i spoke with were too on edge to talk on camera, but said they didn't hear anything until they saw police on their street.police have reached out to neighboring departments to link this uncommon crime here to others nearby.the suspects have not been caught.sot we are collecting video from the neighborhood which may be helpful but it is a little too early to tellat this point, police do not have any leads. in piedmont justine waldman kron 4 news ( marty ) a san jose man is under arrest on multiple counts ... including possession of child pornography. san jose police took in nathan smith for possession of child pornography with a previous conviction...communicating

with a minor to commit a lewd act... detectives found smith through a cyber-tip earlier this month from the national center for missing and exploited children... smith is now locked up in santa clara county jail. ( marty ) the price of taking bart might be to going up soon for some riders. kron4's lydia pantazes reports... bart is considering raising parking rates during peak hours. one option being considered is variable parking rates depending on what time of the day you park. higher parking rates would be charged during peak hours. some board members said this would make it too expensive for commuters. one way they could track usage would be to implement automated license plate reader technology... which has some people concerned about privacy. the issue was discussed by the bart board of directors at

their meeting on thursday morning. the board is also looking at ways to increase available parking parking lots fill up as early as 6 a.m., making it difficult for many commuters to access some bart stations, and there is a lengthy wait-list for permits for reserved spaces. we spoke with a bart rider who says the lack of parking doesn't affect him. josie alvarez/bart rider "that would be terrific, that's why i usually take the bus or walk because there is a lack of parking."yolanda daniels/ bart rider "so you don't mind paying more for parking during peak hours, i do, i do because bart is so expensive already. but you don't park here during that time anyway, no, i park like just two days out of the week here." no action was taken on the presentation. reporting in walnut creek, lydia pantazes kron4 news. ( marty ) a stanislaus county animal shelter is conducting more sweeps to round up stray dogs. one month after a 56-year old woman was mauled to death in modesto. during a sweep this week, the shelter found 30 dogs in just three hours. they rounded up huskies, pit bulls, and other mixed breed dogs. and this is adding to an already overcrowded shelter. the director of stanislaus county animal services, says dogs are double bunking and the staff is working overtime.

( marty ) california's high speed rail project is back in the headlines after governor brown again supported the plan during the state of the state address this week. the governor is full speed ahead with the project despite financial setbacks. lawmakers are calling for an audit of the expenses riding on the bullet train... this week it was revealed the estimated cost for the first 120-mile stretch in the central valley had risen by three billion dollars. that pushes the total cost of the project to an estimated 67 billion ... 27 billion more

than voters approved ten ( marty ) here's another project that has gone way up. the cost of rebuilding the oroville dam spillway has climbed to 870-million dollars. that is up from the 500-million dollar state estimate last year. both spillways at the oroville dam collapsed last february...forcing nearly 200- thousand people to evacuate. state officials are hoping that federal emergency funds will cover three-fourths of the cost. water resources officials say the costs so far do not include more than one- billion dollars in legal claims filed by property owners. dot com looked at academics, faculty and sports as well as food and student health and safety. kron 4's catherine heenan shows us which bay area districts topped the list. palo alto's unified school district takes the crown as the top=rated in the state. more than 12=thousand students in grades k through 12, an average of one teacher for 18 students is slightly above the one=to=16 national average. palo alto teachers take home an average salary of more than 100=thousand dollars, and the per student expenditure is nearly 19=thousand dollars, fifty percent more than the national average,the los gatos=saratoga and mountain view=los altos high school districts are two and three in the bay area, and in the state. here's the local honor roll ... from tamalpais in marin couty to the albany and piedmont city districts and three districts in contra costacounty ... acalanes in lafayette, pleasanton and san ramon valley.niche=dotcom

doesn't name the worst schol districts, but it does give vallejo high school a grade of "d"only five percent of students in the working class city say they feel safe at school.just 15 percent are proficient in math, 37 percent in reading.the student teeacher ratio is 25 to one.by comparison, in the wealthy town of palo alto ... 93 percent of students feel safe, 82 percent are proficient in math, 77 percent in reading, and there are more teachers. coming up in some parts of san jose you can literally search for furniture, without ever leaving your car if you need it, it's available, but before you get too excited there's a catch, i'll explain in the next edition of people behaving badly. this morning ... car breaks-in ... in broad daylight. this is a well - known problem in san francisco. shocking numbers from the san francisco district attorney's office show that in recent years tens of thousand of cars have been broken into with very few arrests. kron 4's charles clifford has the details. smash . . and. . .grab. this is video of a recent car break in san francisco's nob hill. unfortunatly, scene's like this have become all to common across the city and to the suprise of no one the problem has gotten worse in recent years.the san francisco district attorney's office says that since 2011 more than 81,500 online police reports were submitted by people who say there cars were broken into. the d.a's office also says that only 13 of those online reports resulted in actual arrests. the san francisco police department acknowledges that they are unable to respond to or solve every report of a break in but they say that the district attorney's number only refer to online police reports. sot just last year we made just under 800 arrests for auto break ins some are related to online reports and some are from regular incident reports that are made.natsone area prone to break ins is here

( marty ) the price of taking bart might be to going up soon for some riders. kron4's lydia pantazes reports... bart is considering raising parking rates during peak hours. one option being considered is variable parking rates depending on what time of the day you park. higher

dogs. one month after a 56-year old woman was mauled to death in modesto. during a sweep this week, the shelter found 30 dogs in just three hours. they rounded up huskies, pit bulls, and other mixed breed dogs. and this is adding to an already overcrowded shelter. the director of stanislaus county animal services, says dogs are double bunking and the staff is working overtime.

governor brown again supported the plan during the state of the state address this week. the governor is full speed ahead with the project despite financial setbacks. lawmakers are calling for an audit of the expenses riding on the bullet train... this week it was revealed the estimated cost for the first 120-mile stretch in the central valley had risen by three billion dollars. that pushes the total cost of the project to an estimated 67 billion ... 27 billion more than voters approved ten years ago. ( marty ) the price of taking bart might be to going up soon for some riders. kron4's lydia pantazes reports... bart is considering raising parking rates during peak hours.

one option being considered is variable parking rates depending on what time of the day you park. higher parking rates would be charged during peak hours. some board members said this would make it too expensive for commuters. one way they could track usage would be to implement automated license plate reader technology... which has some people concerned about privacy. the issue was discussed by the bart board of directors at their meeting on thursday morning. the board is also looking at ways to increase available parking parking lots fill up as early as 6 a.m., making it difficult for many commuters to access some bart stations, and there is a lengthy wait-list for permits for reserved spaces. we spoke with a bart rider who says the lack of parking doesn't affect him. josie alvarez/bart rider "that would be terrific, that's why i usually take the bus or walk because there is a lack of parking."yolanda daniels/ bart rider "so you don't mind paying more for parking during peak hours, i do, i do because bart is so expensive already. but you don't park here during that time anyway, no, i park like just two days out of the week here." no action was taken on the presentation.

( marty ) a stanislaus county animal shelter is conducting more sweeps to round up stray dogs. one month after a 56-year old woman was mauled to death in modesto. during a sweep this week, the shelter found 30 dogs in just three hours. they rounded up huskies, pit bulls, and other mixed breed dogs. and this is adding to an already overcrowded shelter. the director of stanislaus county animal services, says dogs are double bunking and the staff is working overtime.

( marty ) california's high speed rail project is back in the headlines after governor brown again supported the plan during the state of the state address this week. the governor is full speed ahead with the project despite financial setbacks. lawmakers are calling for an audit of the expenses riding on the bullet train... this week it was revealed the estimated cost for the first 120-mile stretch in the central valley had risen by three billion dollars. that pushes the total cost of the project to an estimated 67 billion ... 27 billion more than voters approved ten years ago. ( marty ) here's another project that has gone way up. the cost of rebuilding the oroville dam spillway has climbed to 870-million dollars. that is up from the 500-million dollar state estimate last year. both spillways at the oroville dam collapsed last february...forcing nearly 200- thousand people to evacuate. state officials are hoping
