( robin ) breaking overnight... two people are dead after a shooting in the south bay. it happened just before 11:00 last night near the intersection of south first street and east alma avenue. that is right near a denny's restaurant. one of the victims was a man the other was a woman. each was shot once. both died at the scene. police have not released any other details. ( robin ) a big story this morning... stocks going into a free fall. markets open in about two and a half hours... after closing more than 11-hundred points down yesterday. this is the worst point drop in history. at one point yesterday... the dow plunged almost 16- hundred points. a white house spokesman says markets do fluctuate in the short term -- but the fundamentals of the economy are strong. kron 4's charles clifford has more on what this could mean for your financial future. sotit's just a normal bull market correction.venoo kakar

is an assistant professor of economics at san francisco state universtiy. she says that even though the market dropped over a thousand points. . don't panic.sotno, not because of a one day drop. kakar says despite the setback, the economy over all is very strong and a recession is unlikely. unemployment is low, employers are hiring and wages are actually going up. she says it's this good news on the economy that has triggered the market drop.sotdbecause of the job growth and wages going up, there could be an upward trend in inflation.the federal reserve tries to stop this overheating by raising interetst rates.and when interest rates increase, this tends to prick the stock market. investors get very paranoid about this.and while there could be more down days ahead for the stock market, kakar doubts that the economy is in trouble. a market correction, like the one on monday, could actually help the country avoid the problems that led to the great recession a decade ago.sotwe need this market correction to avoid a bubble sotthis drop doesn't mean our economic fundamental are weak or anything. our fundamentals are very strong.

( robin ) and right now things are not looking much better for the dow jones. overnight futures have the dow down by about 270 points. so it could be another rough day on wall street. we will be monitoring the markets all morning right here on the kron 4 morning news. ( robin ) in the east bay... there was a fundraiser for ryan joseph...a teen who was paralyzed during a high school wrestling match. ryan's parents told us he was air lifted to craig hospital in colorado... and is making progress in his recovery. but he will now need a van to help him get around. hundreds of people came to a fundraiser last night to help buy him one. his grandmother told us that the young man is still in good spirits.

during that time he has to talk which is easy for ryan to do. so now he's telling bad jokes to his family .">( robin ) a rep for the car company, mobility works, told us it can costs up to 60- thousand dollars to fix up a van for someone in a wheelchair. ( robin ) new this morning... santa cruz police have released new surveillance images of a man who robbed a u-s bank. the man walked into the bank on morrissey boulevard last month with his face covered. he showed employees a gun and demanded money. he was last seen leaving the bank on foot. police do not have a detailed description of the robber. ( robin ) three people have been arrested... accused of breaking into a car and then running over a police officer who tried to arrest them. we first told you about this story friday on the kron 4 morning news. devonta lofton... adrian landers and jamon butler are all in custody. investigators say officers saw the three men trying to break

into a car near alamo square. while the officers were arresting one of the three men... police say lofton got in another car... put it in reverse and hit the officers before putting it in drive and hitting him again. lofton is facing attempted murder charges. the other two are facing burglary charges. ( robin ) in the east bay - people are eligible for free tax preparation at ohlone college's newark campus. the offer applies to people who live in newark... fremont... and union city... with a household income under 54-thousand dollars. the services are being offered through the volunteer income tax assistance program on tuesdays by appointment through april 17. ( robin ) u-c berkeley spent 4-million dollars to protect free speech events on campus last year. the money was used to bring in outside police and rent equipment for "free speech month" last september. berkeley says it split the

costs with the u-c presidents office. the most costly event was the event called "free speech week," .... organized by controversial right wing figure milo yian- nopolous. that event was eventually canceled.... after the university spent nearly 3- million on security. ( robin ) for the first time... voters in contra costa county will receive ballots and information guides.... in a language other than english or spanish. materials will now be available in chinese. the federal voting rights act .... requires that voting materials be offered in a language... if 10-thousand voters --- or 5 percent of a county's residents -- speak that language. san francisco county has been offering ballots in english, spanish, and chinese for around 40- years. ( robin ) on the penninsula - police are looking for a man who exposed himself to a woman at a park. this happened sunday afternoon at orange park in south san francisco. a 59-year-old woman was sitting near the softball field...

when a man walked up started a conversation then exposed himself. the man then walked away. ( robin ) the state of california is stepping in -to provide over site - for the san francisco police department. this comes after the federal government ended an obama-era police reform program aimed at helping departments improve community relations. san francisco was among 15 departments nationwide that sought help from the u-s justice department after deadly police shootings. state attorney general javier becerra announced the agreement and said the late- mayor ed lee sought his help to continue the program after the feds backed out. drive less than 20 min from the toll to 101. ( robin ) a big story we are following this morning... an n-f-l player is killed in a drunk driving accident in indaina. and we have now learned that the man accused of killing him is an undocumented immigrant with ties to the bay area. indianapolis colts linebacker edwin jackson and his uber driver were killed early sunday morning. the uber driver had pulled over on the side of the highway because jackson got sick. they were both outside of the car when they were hit by a suspected drunk driver.

police identified that driver as manuel orrego-savala from guatemala. he is an undocumented immigrant who had been deported twice. ice agents said orrego-savala had previously been convicted of drunk driving in redwood city. he also had other misdemeanor convictions in california and indiana. ( robin ) this morning a motorcycle officer in mountain view is recovering after a collision on the central expressway. the crash happened yesterday afternoon near shoreline boulevard. drugs and alcohol were not a factor in the crash. police have not released any information about the officer's condition. the driver of the other car is cooperating with the investigation. ( robin ) for your health... flu cases are declining in california ... but there's a warning that they may rise again if a new strain emerges. flu shots have failed to stop the spread of this year's virus. and as catherine heenan reports, doctors and lawmakers are growing frustrated.

"some estimates put the effectiveness of this year's vaccine at 10 percent. that is unacceptable." politicians are calling for more money to develop a better vaccine. reduce the amount of property crimes... which have gone up in the last year. kron 4's spencer blake explains that not everyone in town loves the idea. you're looking at a license plate reader the alameda police department already has mounted on one of four different patrol cars.monday police chief paul rolleri shared how he hopes the city council will approve the installation of 13 more cameras, but this time on fixed points - one pointing at each lane heading into or out of alameda on the four bridges and the two tunnels."instead of them looking for a needle in the haystack, this system says, 'hey, the needle just came over the bridge. the needle was just photographed at this street or at this intersection two minutes ago." license plate readers, or l-p- r's, aren't new.most bay area cities have them in some capacity.rolleri hopes new, mounted readers will catch way more cars connected to crimes, than the car-mounted ones.keep in mind, áthose can only find a car if an officer happens to drive by it."we've heard from other agencies that have installed the cameras - the

parents and students gathered at a townhall meeting to discuss the start times for the san jose unified school district. it was the first of 3 townhall meetings scheduled to discuss the issue. the current high school start time is 7:55 a.m. there is no word on what it could be changed to. ( robin ) 150 families in san jose are suing... they say that flooding that happened almost a year ago could have been prevented. coyote creek overflowed it banks... flooding homes all over the city last year. a lawsuit is expected to be filed this week against the city of san jose... santa clara county and the santa clara valley water district. it's seeking millions. attorneys say the city and county did a poor job of controlling the levels at anderson reservoir... and they didn't get the word out that flooding was imminent. ( robin ) a new raiders stadium preview center opened over the weekend in las vegas. the 75-hundred square foot center is filled with memorabilia like superbowl

( robin ) many people are getting crushed by the housing crisis in the bay area. skyrocketting costs are forcing people to ask themselves ... if can they even afford to live here at all. this morning... kron 4's philippe djegal takes a look at what the price tag is on affordable housing. nats- the dulcet sounds of a classically trained pianist...nats- from the comfort of her own home... nats- in her bedroom...nats- which these days is in an r-v parked in a southbay parking lot.khristina miller- "this has been our home since december 3rd of last year." khristina miller and her boyfriend paul have fallen on hard times... struggling to feed their three-year-old daughter... and put a steady roof under the heads of their unborn twins....

working low paying jobs to make ends meet. before khristina was diagnosed with a mental illness... she spent six years studying music at cal-berkeley .khristina miller- "i was diagnosed with schizophrenia -- paranoid schizophrenia." the couple is desperately searching for affordable housing... but it's been next to impossible to do in the bay area. khristina miller- "there's like a waitlist that's like either two to three years." paul miller- "we've considered leaving the state -- we've considered every option. i've been on craigslist looking at homes in stockton, in merced -- it's rough. there is no housing in america." khristina gets about one- thousand dollars a month from social security... and, paul typically gets paid cash as a handyman... making it challenging to meet the requirements to get approved for affordable housing. a steady income and the ability to consisently pay the rent. leslye corsiglia/casa- "in sillicon valley, where we're located, affordable housing is actually an oxymoron." leslye corsignlia (core-seal-ee-yuh) is the

executive director of sillicon-valley-at-home... a non-rpofit organization working on solutions to the bay area housing crisis. she's also co-chair of casa -- the committee to house the bay area... tasked with finding ways to implement "plan bay area." a regional blueprint for building more housing near transportation. so, what is affordable housing? government-subsidized income- restricted housing based on the number of people living in a unit. income-eligibility is determined by each county's average median income... a standard set by the u-s department of housing and urban development. people who earn zero to 120-percent of an area's average median income could be eligible for affordable housing. affordable means housing that requires tenants pay no more than 30-percent of their annual income on rent. leslye corsiglia/casa- "in santa clara county our median incomes more than 107-thousand dollars for a family of four." that means for that family 2,675-dollars would be considered an affordable monthly rent.leslye corsiglia/casa- "i have friends who are in their fifties who are living with roommates, and i'm sure that

jar. video taken last week shows the coyote with its head stuck inside the container. it was seen wandering through the el dorado county hills avoiding people who were trying to help it. the unusual sight led to a growing group of volunteers searching to save her. eventually rescue crews were able to track her down... capture her and get the jar off her head. the coyote is expected t be okay. ( james ) according to a report by the california department of public health... more than 19-hundred people died in 20-16 due to opioid-related overdoses. californians filled 23-million opioid prescriptions that yeara rate of 603 prescriptions per 1,000 people. sillicon valley assemblymember, evan low, recently introduced three bills he says are aimed at overprescribing. one of the bills looks to add opioid codeine... found in cough syrups...to the state's prescription reporting tracker. ( terisa ) a family in southern california is grieving the death of 16- year-old anthony weber... who was shot and killed by deputies. police were called to area on sunday because there was a report of a young man pointing a gun at a motorist. they say when they arrived, anthony had a gun in his waistband. the teen allegedly ran from from deputies and then turned toward them. deputies say that is when they shot him several times... one witness said that he did not hear anything leading up to those fatal rounds.

( terisa ) the sheriff's department says that the alleged handgun weber had in his possesion not been ( james ) a dump truck hauling debris from the north bay firestorm loses control -- causing a fiery 10-car pile-up. now... we're hearing from the good samartian who stepped in to help. the crash happened yesterday morning near fountaingrove parkway and mendocino avenue. 6 people were sent to the hospital... three of them with critical injuries. witnessed say an out-of-control dump truck slammed into several cars in the intersection. a good samartian stopped and helped some of the dazed drivers out of their burning cars.

( james ) ryan joseph suffered a spinal cord injury while wrestling for college park high school in pleasant hill. he's being treated in denver.( terisa ) now... the community is coming together to help out ryan and his family. they held a fundraiser last night -- kron 4's ella sogomonian was there.. east bay teen ryan joseph was air lifted to craig hospital in colorado for help with his wrestling injury.his family says he's gone from completely paralyzed from the neck down to being able to move his arms, he's breathing on his own twice for two hours each per day, and is finally able to talk again.sot: sherry johnson, ryan's grandmother// "so now he's telling bad jokes to his family so his sister has had enough bad jokes but she's putting up with it."in

morning... santa cruz police have released new surveillance images of a man who robbed a u-s bank. the man walked into the bank on morrissey boulevard last month. police have released these images. the thief showed employees a gun and demanded money. he was last seen leaving the bank on foot. police do not have a detailed description of the robber. this morning a motorcycle officer in mountain view is recovering after a collision on the central expressway. the crash happened yesterday afternoon near shoreline boulevard. drugs and alcohol were not a factor in the crash. police have not released any information about the officer's condition. the driver of the other car is cooperating with the investigation. ( james ) breaking overnight news. police are investigating two shootings in downtown san jose. ( terisa ) kron4's lydia pantazas is live at the crime scene with the latest details. lydia. two people died in a shooting late monday night in san jose, according to a police spokesman. at 10:50 p.m., san jose police officers responded to multiple reports of a shooting in the area of south first street and east alma avenue. arriving officers found one male victim and one female victim suffering from at least one gunshot wound each. they were both pronounced dead at the scene, according to sgt. enrique garcia. further details were not immediately available and the case remains under investigation.

on every road going in and out of the city.. it's something he thinks will drastically reduce the amount of property crimes... which have gone up in the last year. police are hoping to install 13 license plate readers... one pointing at each lane heading into or out of alameda on the four bridges and the two tunnels. ( james ) most bay area cities already have some license plate readers. the alameda police chief says the hope is that teh new readers will help police catchmore cars connected to property crimes. the 13 new cameras would cost about half a million dollars. there is no word on how long it will take police to install them. ( terisa ) u-c berkeley spent 4-million dollars to protect free speech events on campus last year. the money was used to bring in outside police and rent
