( james )( james )( james ) beaten, stabbed and left to die. that's what happened to a 19 year-old woman who was found lying on the side of the road overnight in livermore. now - two people are behind bars...kron

4's j. r. stone has the story. sot this victim really tried to survive and she fought and she foughtbut tragically a 19 year old woman who had been stabbed multiple times died at the hospital after a driver found her crawling along the ground around 2 a.m. monday. nats.that victim stayed alive for nearly 2 hours before passing away. in that time she was able to help detectives.sot she was able to give us information before she diedthose two people were found in modesto on nadine avenue. a witness tells us that at least 20 officers stormed into this house monday and arrested a 19 year old man and 19 year old woman. their names have not been released but deputies believe they are directly involved.detectives say they found a yellow rope in this area as well. they're now trying to determine if the young woman had been tied up. one thing is for sureit appears the victim was left in this area to die.sot the last thing we believe she was able to do was point us.that is pretty remarkable

( james ) a state counselor has been arrested by the c-h-p - accused of sexual misconduct. 56-year old ricardo tafolla rose -- a fremont resident -- was arrested on suspicion of child molestation and making criminal threats. rose has been employed by the state since 19-89. one victim has been identified so far - and police are asking for any other victims or witnesses to come foward. rose is on paid administrative leave pending an ( james ) in the east bay... we are seeing an increasing number of laptop thefts from cafes and coffee shops. sunday night, three suspects stole two laptops

from customers the starbucks at park and central in alameda. it's unknown whether they are the same thiefs who stole laptops at another alameda starbucks last month. we talked to customers who do their work at coffee shops who said they are taking extra steps to not get ripped off. ( james ) to avoid being victimized, police say don't bury your head in your computer. robbers are looking for people who are not paying attention. ( james )happening today in santa rosa... city coucil will set a date to have all wildfire debris cleared. by april 9th city leaders are pushing to have all debris caused by last october's wildfires removed from residential and business properties. the cleanup is scheduled to be completed by the end of march... as of last week over 300-hundred residential and 12 commercial properties have not been cleared. city officials say the debris contains hazardous and toxic materials

that are a threat to health and the environment. ( james ) several city and state agencies are now looking into a wind related accident at a san francisco condo construction site yesterday. these are photos that show the two people hospitalized after a fence blew onto them. kron4's maureen kelly has the latest on the investigation. in all three people were injured when a chain link fence with plywood attached to them came done on top of them. the worst: an elderly man suffered who trauma to the head and was sent to sf general with critical injuries. the woman you see in this photo complained of lower back pain..and was transported with minor injuries. the third person one was a worker who declined to be treated by paramedics.the department of public works says they issued a notice of violation for not proberly securing the fencing for the windy conditions. today an inspector for the builiding department was out taking pictures of the scene.... but there wasn't much to see....since the fencing in question was removed.even the water

barriers, which are these big orange and white barricades were being loaded up and moved away. neighbors we talked to say the construction has been going on for nearly two years and has frustrated residents by cluttering the streets with materials and taking up parking. those i talked to today say they arent happy people got hurt but they are glad to see the fence gone. that was cleaned up so quick you know. you know they were like oh ugg. are you yay. they hurt somebody so obviously wasn't done properly and that's too bad for everybody because you know they didn't mean it, no one wants anyone to have to get her, but they did mind your peas and cues you know i was told by workers here that there were no supervisors on scene who could talk to me and i left several messages for js sullivan construction, who's name was on the parking permit but have not gotten a response as yet. according to the website of a development company with the same name this 49 unit condo building will be selling units ranging from 725- thosuand to nearly 2 million.

cal osha ..the state's dept of occupational safety arrived on site and are looking into the incident but have not determined yet if they will launch a full blown investigation into the accident.maureen kelly kron4 news. ( james ) a man accused of breaking into a car and killing a small dog is behind bars. the dog named "dunky" died when the man allegedly threw the four-year-old chihuahua from the seventh story of a parking garage in san francisco. when the owner returned to his car... he found smashed glass and blood... and dunky was found deceased on the sidewalk below. the disturbing crime was caught on camera, which led to police to arrest wakeen best on sunday. we spoke to a woman who lives nearby who said she was shocked anyone would intentionally hurt an animal. ( james ) best is facing multiple charges including burglary,

grand theft, carrying a concealed weapon, and animal cruelty. ( james ) in the east bay... a man is accused of filming young girls as they try on clothes at a shopping mall. police were called to the stoneridge mall in pleasanton on saturday afternoon. they received a call about a man allegedly video taping a customer in the store, hollister. an employee found a shopping bag with a camera inside... the bag had a hole, seemingly to record people changing. juan jose martinez leyva was arrested for invasion of privacy with a camcorder. we spoke to a woman who said she was very alarmed this happened at her local mall. < "yes, it is quite disturbing a lot of young men and women go in the store so yes, it is quite disturbing.">( james ) police found evidence of one female victim on the camera...but think there could possibly be more. they are asking anyone who has been in the store recently to contact them. ( james ) the chinese new year is fast approaching... and here in san francisco... a

number of celebrations are underway for the big festivities. san francisco's chinatown is one of the largest in the nation... and every year the celebration is one to remember. the new year starts mid february... and continues for about 2 weeks. this year marks the year of the dog... the annual parade will be held on february 24th in chinatown. ( james ) 4 your money... gas prices could reach 4 dollars a gallon by memorial day. that's according to gas-buddy-dot-com. kron's catherine heenan takes a closer look. how much are you paying right now?five dollars a gallon.no one is predicting a return to the record levels of six years ago, but we may soon find ourselves dinged for four dollars a gallon dingfirst there is the state gas tax ... a 12 cent hike went into effect last november.only pennyslvania drivers pay more.

dingthen there is the calendar. refineries reduce production in the springtime. .... to do maintentance and to prepare for the switch to summer=formu la gas.dingadd to that california's unique regulations specifying the blends of emissions-limiting gasoline.that means the state cannot import gas on short notice if refineries suddenly stop producing.dingand finally, u=s refineries are selling more of their output abroad, where china and other countries are willing to pay top dollar.since the start of the year california gas prices have gone up 20 cents to a statewide average of three dollars and 33 cents a gallon. gasbuddy says the average is more than three=fifty in san francisco ... three=thirty in los angeles.compare that to two twenty three in houston. the average price for a gallon of regular is 3.40. ( james ) police have arrested two brothers they say cost east bay landlords up to 120-thousand dollars in housing rental schemes. 30-year old mohammed qadir -- on the left - and his 42-year old brother habibullah targeted up to five property owners in fremont, police say. they say the brothers submitted false documents and names to rent properties and used invalid checks to pay rent.. and then stayed at the properties for months before being evicted. the brothers have been arrested on suspicion of several felonies. they've posted bail and criminal cases are ( james ) two people were found dead today inside their novato apartment. police were responding to a welfare check for an apartment on 15-hundred hill road. they learned the people living in the apartment hadn't answered any calls from family since saturday. when they knocked on the door...nobody opened. they eventually got in and found a man and woman dead. the cause of death is being investigated.

( james ) fire crews are investigating after a man is killed in a blaze at a homeless encampment. the fire happened in oakland early this morning near northgate avenue and sycamore street off highway 9-80. police say the homeless camp has a different set up than typical tent camps...because residents have built small structures with 2-by-fours and plywood. no one else was injured in the fire.... and the cause is being determined. ( james ) san francisco city officials are supporting state senator scott weinier's effort to help the city's homeless population. mayor mark farrell and board of supervisors president london breed talked about that at a news conference today. the new bill would expand conservator-ship laws... to help the homeless who suffer from mental illness and drug addiction. it would also give local governments more flexibility in expanding programs to help the homeless.. linebacker... reuben foster... arrested for domestic abuse allegations. we told you about this story yesterday on the kron 4 morning news and now... team leaders are trying to get to the bottom of what happened... and what to do with foster. kron 4's spencer blake has the latest. (reporter)it may be a while before we know what happens to foster, who has been arrested now twice in 2018.the 9-1-1 call that led to sunday's arrest came from shannon road here in los gatos.(vo)a woman who is in a long-term relationship with foster told police he hit her after a fight.officers arrived in the morning and arrested the linebacker on suspicion of domestic violence, threats, and they also found a rifle in the house, so there was also a charge of possession of an assault weapon.by sunday night, foster had posted the 75-thousand dollar bail and was released from the santa clara county jail.now we're awaiting official charges from the d-a's office...and for action from the 49ers organization.(sot)"i hink they

it happened earlier this month when the girl was walking near trail drive and barrett avenue. police say a man in a dark-colored, beat-up sedan pulled up next to the girl. she declined the ride and the man drove off. police say more people have reported similar events. ( james ) while u-s athletes are in south korea going for glory... 64 bay area students took home some "gold" over the weekend. students in bay area children's theater advanced performers education program competed in the tech olympics at the junior theater festival in sacramento. they won the championship in technical theater skills and stage craft. b-a-c-t's advanced performers are east bay students aged 9 to 16 who have successfully auditioned for the group's traveling musical theatre team. san francisco - people being hit...while getting off a light rail vehicle or a cable car. so now, muni has added something new to the

light rail vehicles in hopes of getting the attention of drivers. but is it working? in the back of all san francisco muni light rail vehicles are bright yellow signs which reads stop do not pass they are actually new signs,nats: ambiance here let me show you on the left is the old sign which reads motorist must stop for pedestrians on the right the new sign it's a larger easier and to read sign nats: ambiance on the streets there are also the black and white do not pass signs . state law requires drivers to stop and wait when passengers are boarding or deboarding a light rail vehicle or cable car once the doors close you can proceed but as long as the door are opened you must stop. i get so many complaints about drivers not stopping for the n judah line

( james ) a warning in the east bay... after an armed robbery. it happened at the intersection of dwight way and waring street in berkeley on saturday. police say two people had their wallets and cell phones stolen by four people armed with knives. two of the thieves were arrested... but two others got away and police are still looking for them this morning. ( james ) "peter rabbit" filmmakers and the studio behind it are apologizing... after facing some backlash online. people say the film insensitively depicts a character's allergy. sony pictures says they should not have made light of a character being allergic to blackberries. in "peter rabbit"... the character of mr. mcgregor is allergic to blackberries. the rabbits fling the fruit at him in a scene and he is forced to use an epipen. the charity group kids with food allergies posted a warning about the scene on its facebook page. the studio and filmmakers

( darya ) c-h-p arrests a state counselor -- accused of sexual misconduct. ricardo tafolla rose was arrested on suspicion of child molestation and making criminal threats. he works for the california school for the deaf in fremont. rose has been employed by the state since 19-89. one victim has been identified so far -- and police are asking for any other victims or witnesses to come foward. rose is on paid administrative leave pending an investigation. ( darya ) happening today... the santa rosa city council will set a date to have all wildfire debris cleared. that date is

( james ) also in the east bay... police have arrested two brothers they say cost landlords up to 120- thousand dollars in rental schemes. mohammed qadir and his brother -- habibullah -- targeted up to five property owners in fremont. police say the brothers submitted false documents and names to rent properties and used invalid checks to pay rent. they then stayed at the properties for months before being evicted. ( darya ) in the south bay... morgan hill police are increasing patrols near jackson park... after a man drove by a young girl... and asked her if she wanted a ride. it happened earlier this month when the girl was walking near trail drive and barrett avenue. police say a man in a dark-colored,

this past saturday afternoon around 4 - following up on a 911 call about a man allegedly caught video taping a customer in a store...this was the store... hollister, which caters to teens - according to pleasanton police, an employee found in a fitting room a shopping bag with a camera inside. the bag had a hole seemingly to allow the camera to discretly record a person changing. police say, employees acted quickly when they saw this man, juan jose martinez leyva leaving another fitting room. they detained him, and authorities arrested him for invasion of privacy with a camcorder. his jail record identifies him as a san lorenzo resident and a graphic designer.police say on his camera, they found evidence of one female victim, but that there could be more victims out there - and they are asking anyone who was in the store recently to contact them... in the meantime, as martinez leyva awaits his courtdate, shoppers were alarmed to hear about such a crime at their neighborhood mall.david visconte, shopper "it is really hard for me to understand how people can behave this way, it blows my mind, i am sorry to hear this.

counselor -- accused of sexual misconduct. ricardo tafolla rose was arrested on suspicion of child molestation and making criminal threats. he works for the california school for the deaf in fremont. rose has been employed by the state since 19-89. one victim has been identified so far -- and police are asking for any other victims or witnesses to come foward. rose is on paid administrative leave pending an investigation. ( darya ) happening today... santa rosa leaders have set a date to have all wildfire debris cleared. that date is april 9th. city leaders are pushing to have all debris caused by last october's wildfires removed from homes and businesses. as of last week... over 300-hundred residential and 12 commercial properties have not been cleared. city officials

schemes. mohammed qadir and his brother -- habibullah -- targeted up to five property owners in fremont. police say the brothers submitted false documents and names to rent properties and used invalid checks to pay rent. they then stayed at the properties for months before being evicted. ( darya ) two people are found dead inside their novato apartment. police were responding to a welfare check for an apartment on 15-hundred hill road. they learned the people living in the apartment hadn't answered any calls from family since saturday. when they knocked on the door... no one answered. they eventually got in and found a man and woman dead. the cause of death is being ( darya ) in the south bay... morgan hill police are increasing patrols near jackson park... after a man drove by a young girl... and asked her if she wanted a ride. it happened earlier this month when the girl was walking near trail drive and barrett avenue. police say a man in a dark-colored, beat-up sedan pulled up next

(james) a man is in critical condition this morning ... after being shot in the chest. the shooting happened monday night in the 4800 block of clayton road in concord. when police arrived at the scene and found the man in the parking lot. he was shot once in the chest and was taken to a local hospital. police have not been able to find anyone in connection to the shooting. the case is under investigation ... and anyone with information is asked to call concord police. ( james ) the u-s department of education is rolling back an obama-era initiative. it will no longer look into complaints from transgender students... who have been banned from using bathrooms that match their gender identity. the obama administration believed that title nine -- the federal law that bans sex discrimination in schools -- also protects transgender students. this latest reversal is being criticized by civil rights groups -- who say it endangers the welfare of transgender students. ( darya ) a warning in the east bay... after an armed robbery in berkeley. it happened near dwight way and waring street on saturday. police say two people had their wallets and cell phones stolen by four people armed with knives. two of the

friends." a sacramento woman's dog somehow disappeared... gone for more than half-a-year. the two are back together, thanks to a bunch of volunteers and the pup's micro chip.(darya) on april 21st of last year ... champ got away from his home in sacramento. 10 months later ... champ was found in bakersfield . husky volunteer groups ... went to work to bring him home.
