( robin ) good morning and thanks for joining us on the kron 4 morning news. i'm robin winston. that breaking news we are following is out of florida where we continue to learn more about the man who shot and killed 17 people at a high school in the city of parkland. the shooting is now one of the deadliest shootings in u-s history. natasha chen is live in parkland this morning with the latest. marjory stoneman douglas high school, closed until further notice. the public school that was home to some 3-thousand students, now a crime scene. sot aidan minoff, freshman, marjory stoneman douglas high school"the first thing that popped into my mind was where is the shooter and where is he going next."at least 17 are

( robin ) according to the gun violence archive.... this is america's 19th school shooting in 2018 ... and the 30th mass shooting. one of the deadliest mass shootings in u-s history... is the sandy hook shooting... 20-students and six-adults were gunned down at sandy hook elementary in newtown, connecticut, back in 20-12. the victims ranged in age from six to 56 years old. 20-year-old gunman adam lanza- later killed himself as police approached the school. police say, that shooting spree began in a house -- where lanza shot and killed his mother. was the shooting at columbine. on april 20th 19-99... 18- year-old eric harris and 17- year-old dylan klebold opened fire inside columbine high school in littleton, colorado. 12 students and one teacher were killed.... 23 others were injured. after the shooting spree... harris and klebold turned the guns on themselves. the columbine school shooting is still ranked as one of the worst mass shootings in u-s history. ( robin ) a school bus driver in vacaville is under arrest... accused of assaulting a special needs... elementary school student. police say kim klopson forcibly removed the student from the bus when the second grader refused to get off. this happened last week at browns valley elementary school. the girl had

several cuts on her body after the altercation. klopson has been charged with felony child abuse. ( robin )the modesto couple accused of stabbing a 19 year-old woman and leaving her for dead... made their first court appearance. the alleged killers... came face to face with the family of lizette cuesta. those relatives are still trying to come to grips with her tragic death. kron 4's terisa estacio reports. 19 year old lizette cuesta's family sat silently in court still in a state of shock about what happened to the teen. but then as one of the suspects came out - a family member screamed out loud...in court wednesday, these two - daniel gross and melissa leonardo, both from modesto. the boyfriend and girlfiend now charged with the murder of lizette cuesta appeared before a judge for the first time in an alameda county

courthouse. also, in court, a large group of family members and friends of the suspects and cuesta. no one talked, but inside court, a family member did yell out when leonardo appeared before the judge. neither defendent entered a plea, bail was denied.lizette cuesta was found on tesla road monday morning, clinging to life. she had been stabbed multiple times and was bleeding badly....nats, there is a girl, we need help.authorities say cuesta willingly got vechicle with the two sunday night... the three were then clearly something went terribly wrong - and somehow cuesta was stabbed, then left dying on the road. authorities say during her last breath, she identified her killers, leading to the arrest of the two suspects. as far as the family member who yelled out in court... she blurted out that leonardo will be punished ... then she fled the court room. both defendents are expected to be back in court to enter a plea tomorrow. te ( robin ) ( robin ) the family of a man that was shot and killed in august... is filing a claim against the san francisco police department, and an officer. abel esquivel was shot and killed in the mission district back in august. the gun that was used was stolen just days before from officer marvin

cabuntala. the officer left the gun loaded and unlocked in an unoccupied vehicle in san francisco. the claim alleges that s-f-p-d and the officer failed to follow laws about securing and storing a firearm in an unattended vehicle. ( robin )in san mateo.... an adult male was found deceased in a parking lot near gray whale cove state park... just outside halfmoon bay. the sheriff's office believes the victim was murdered.kron 4's charles clifford has details. well, so far we don't know the identity of the victim in this case and no suspects have been identified but this murder has left regular vistors to the beach shaken.according to the san mateo county sheriff's office, at about 1 am wednesday deputies responded here. . to the parking lot of gray whale cove state beach on reports of a man down. when they arrived on scene they found a deceased adult male lying in the parking lot. he had injuries to his face and upper body. this is video of the scene recorded by the sheriff's office.sotit's scary.

gray whale cove, which sits near montara state park, is popular with surfers and hikers. stephanie lee lives in half moon bay. she was stunned by news.sotwe are in a small town. we like to think that we are in a safe secluded area but we aren't used to that kind of thing here.soti come here everyday to check out the surf.john brosnan says it's not unusual to see odd behavior in this parking lot.sotyou always see random people camped out in the parking lots. you see rv's parked overnight. the parking lots around here are supposed to be closed at sunset so stuff does go on here at night. broken cars broken glass. that's everywhere.the sheriff's office and califronia state parks have teamed up to investigate this case but they have been unable to identify the victim, a motive for the attack or any suspects. gray whale cove also sits along a remote stretch of highway one and so far no witnesses to the crime have been found. anyone who might have been in the area at the time an seen something is asked to contact the san mateo county sheriff's office.in san mateo county, charles clifford kron 4 news. ( robin ) major bart stations should be a lot cleaner starting next month. the agency is hiring more janitors and taking other steps to improve cleanliness. bart has hired 21 new janitors that will start working at montgomery station... civic center... powell... 16 street and the embracadero station... by the end of march. bart riders we talked to say.. they're looking forward to a cleaner riding experience.

spring.. bart says it will have elevator attendants at powell and civic center stations... who will help keep elevators clean as well. ( robin ) in san francisco... a muni construction inspector is in critical condition after being hit by a truck. officials say the collision happened yesterday morning on the corner of van ness avenue and chestnut street.the truck that does not appear to be a muni vehicle. ( robin ) new this morning... all single-room- occupancy hotels in san francisco must now have all gender bathrooms. single-room-occupancy hotels generally have a shared bathroom. this week the san francisco board of supervisors passed a new ordinance requiring that single stall bathroom be available for every person at the hotel regardless of gender. interim mayor mark ferrell says that the new law is meant to help fight harrassment and discrimination facing the transgender community. school officials confirmed that the 10 students who got sick at james lick middle school tuedsay consumed a cannabis candy products before becoming ill. kron4's maureen kelly talked to the city's public health director... who says this incident is a 'wake up call' we're very fortunate we've only had two incidents where we've had consumption by children of cannabisthe most recent was yesterday's incident where 10 middle schools were transported to the hospital after eating what's suspected to be cannbis ediable candy. 7 had what was described as minor symtoms, two serious, and one was said to be critical but the dosage was not life threatening.the other incident was back in 2016 when 19 people, a majority of whom were underage got sick after eating marijuana gummy candy at a quinceanera celebration. the city's public heath director says this most recent incident is a wake up call to parents about why kids need to be kept away from what is now

legal recreationally for adults but is still illegal for those to consume for those under 21 years of age.the marijuana that you remember when you were younger had about 2% thc now it's up to about 12%. i know we have these high potency products that nobody even knows the long term affects of these high potency products. it affects the brain and the last thing you want your children experimenting with is things that are going to impact their brain and their learning. because that's the time in life when they need to be focusing on school and their intellectual developmentbut legalization has come with steps to make it harder for childrent to get their hands on the drug.take a look at this child proof packaging that all marijuana products purchased at dispensaries come in. i even had a hard time figuring it out. when we covered the incident at the quinceria two years ago, we showed you how similar candy gummy worms bought at a corner store were to cannabis infused gummy worms. but today, i went to a few different dispensaries and there were no gummy bears or gummy worms to be found.they still make gummy products, but the shapes they come now are more similar to a cough lozenge...rather than little kid's candy. a byproduct of the marijuna industry becoming more regulated. maureen kelly kron4 news

( robin ) ( robin ) in the east bay.... police are warning about a scam. they say a woman was given fake cash after setting up a sale through the "let-go" app. it happened last friday afternoon in hercules. the woman says she sold a gold necklace to a man on the app. but when the suspect handed her an envelope with cash... he ran off with the necklace... leaving her with fake twenty dollar bills. police are describing the suspect as a black man with long dreads and a thin (robin)still ahead on the kron four morning news... 17 killed and 16 others hurt after a gunman opened fire at a high school in florida... what we're learning about the shooter.. next after the break. welcome back to the kron

chair of the recall judge persky campaign... received a package with an unknown white substance. professor michele dauber received the letter on tuesday... it also contained a rape threat. right now-- officials are running tests to try to determine the substance. a former student opened the letter, that looked like a party invitation, in the faculty lounge... then the white powder came sot when you opened it was gold foil so it was intended to look like a thank you note or a party invitation ssot it is really inevitable when you attack someone on such deeply personal terms as they have been doing that it would lead to this kind of threat( robin ) the professor says this will not stop the effort to recall judge persky. ( robin ) police in santa cruz have arrested a man they say was trying to sell drugs. the santa cruz county sheriff's office arrested michael rodgers at a hotel in watsonville. while searching the room police found 13-ounces of drugs that they say was packaged for sale. they also found 16-

hundred dollars in cash. this is a picture of the items police found in the room. police also found several cell phones that they say were used to arrange drug sales. rodgers was booked into the santa cruz county jail. ( robin )in the south bay... a woman is in custody tonight after authorities say she was running an illegal immigration consulting business. they say ivonne castillo did not have the the required clearance from the state... or the 100-thousand dollar bond required to run the business. authorities say castillo received money for daca... but allegedly never mailed forms to u-s citizenship and immigrations services. and that her victims have suffered significant financial losses... and have missed out on immigration opportunities. coming upi found this at the hooters last night and it's unlocked i just grabbed it bike share the interesting things you might find on the peninsula i'll explain in the next edition of people behaving badly (robin) (robin) and here's a live

huh it doesn't even have a oh it's missing a pedal, how did you get a bike that's missing a pedal, how do you ride it you ride it like pushing it huh? yea just like a scooter (laughter) i am beginning to believe i'm in some kind of reality show where some producer is sending me people behaving badly because before go ford bike there was this guy walking up with a lime bike share and listen to our conversation hey quick question you pay for this thing everyday or you just kinda figured out a way to get around no i found this at the in front of the hooters last night ( ah ha) it was unlocked i just grabbed it and it's unlocked and the people getting charged i thinkso here is the deal, since the bike was never locked so the original person who rented the bike is still paying 1 dollar every 30 minutes oh it is, i gotta get rid of it quick (laughter)but it's not just hijacked bikes this lime bike on airport blvd in south san francisco has been vandalized it's missing brake cables and the grips for the handle bars have been removed . there is one other issue

( robin ) san francisco is at the heart of the housing crisis in the bay area. you see construction everywhere... but most of us are priced out of being able to afford to live in a luxury high rise. kron four's philippe djegal takes a closer look at the different ways the city and other organizations... are

creating more affordable housing. dilapidated... rundown and shuttered... soon to get a facelift and be molded into affordable housing...karoleen feng/meda- we have 1,000 apartments that are in, what we call, the pipeline. some of them are built out, and some of them -- we have about 500 that are waiting to be kicked off." recently, the mission economic development agency bought this unoccupied building at 18th and mission streets in san francisco. by mid 20-21... it will be renovated and turned into commercial space and at least 40 affordable apartments for low-income families. karoleen feng, the director of community real estate for m-e-d-a, says buying property is part of a growing strategy to turn old and often unused buildings into affordable housing. karoleen feng/meda- "in the mission district, we have not built affordable housing for over a decade, and at the same time, we've seen a huge displacement of families, primarily latinos. 8,000 latinos in the last two decades." in addition... organizations like m-e-d-a

are taking advatange of san francisco's "small sites" program... m-e-d-a uses city subsidies to buy old buildings where tenants are on the brink of evicition... and keep their rents at affordable levels... which for most families is under one- thousand dollars a month. in the last four years, m-e- d-a has purchased 19 buildings through "small sites." by 20-20... m-e-d-a says it hopes to own at least two-thousand apartments in the mission district.karoleen feng/meda- "having affordable housing is the first step to rebuilding this as a latino hub." a lack of affordable housing is a pressing issue all over san francisco... including the sunset neighborhood -- where katy tang grew up. a district she now represents as a member of the board of supervisors.... she says the sunset has an abundance of single-family homes... but not much density.katy tang/supervisor- "people continue to get priced out of the city and i think the sunset is one of the last few districts that hasn't seen any sort of development at all." supervisor tang says the late former mayor ed lee took notice of that...

focusing on how the city is utilizing san francisco unified school district-owned properties... and if they were all fulfilling their potential. the determination was made that the playland at 43rd avenue would be a great spot to keep teachers in san francisco... by turning this land into affordable housing - specifically for educators. katy tang/supervisor- "so, in the next couple of years, we should be able to see teachers being housed." projects like this...nats- and legislation tang sponsored last year called-home-sf.. are all driving towards the goal of adding five thousand new housing units citywide in the next two decades.katy tang/supervisor- "home-sf was designed to serve as an incentive, that if you build, um, you know, a certain number of affordable housing units for low and middle income households, you get a density bonus -- that means you get to build more units per square foot and you also get two extra stories above existing height limits." tang says at least four developers are least four developers are actively seeking permits to

take advantage of the program. and for those granted the two-extra stories... tang says 40-percent of those units must be two bedrooms or larger. katy tang/supervisor- "and, i think that's really important because san francisco, historically in the last, uh, few decades, has built one- bedroom units, studios. families can't live and survive in studios and one-bedroom units." and they certainly can't survive if the unit's are not affordable. in san francisco, philippe djegal, kron four news. surveillance video released overnight of the man they are looking for. the incident happened monday morning on wrentham drive near vaca valley parkway. the say the man was also yelling profanities as he walked down the street. police have increased the number of uniformed and undercover officers in the area. ( darya ) police in vacaville are also looking for this woman. they say she stole a teacher's credit cards from her classroom. police from vacaville and davis released these surveillance photos over night showing her using the credit cards. she used the cards to spend about a thousand dollars.was able to cancel at the ( darya ) in the north bay... a fight leads to a deadly police shooting... and now a prominent local attorney is involved in the case. this happened in vallejo tuesday night. a memorial has now set up in memory of ronnell foster. vallejo police say an officer tried to stop foster... who was on a bicycle. police say foster took off...and the chase ended outside a home. that's
