killing 17 people at a parkland, florida high school made an appearance in court this afternoon. police now say the shooter has confessed to the crime. (vicki) good evening, i'm vikki liviakis. (grant) and i'm grant lodes. tonight -- there are new questions about what the f-b-i knew about his troubled past -- and - violent posts on social media. according to one law enforcement official-- the fbi was warned about disturbing comments cruz made on social media. (vicki) stoneman douglas high school is now closed until further notice. the public school that's home to some 3-thousand students is still an active crime scene. investigators believe the suspect pulled the fire alarm to get people to flood the hallways...so he could to kill as many people as possible. (grant)(grant) a candelight vigil is taking place tonight... at a park about two miles from the high school in parkland florida. thousands of people are coming out to mourn the victims.. and support their freinds, family and community. 17 angels have been placed on a stage... to represent the people who lost their lives. we're hearing more today about the victims of the shooting... catherine heenan is here with details on a just a few of the young lives lost.... those victims include 14-year-old alyssa alla-deff....a member of the school soccer team. and while we haven't been hearing a lot from parents of the children killed...alyssa's angry and heartbroken mother 'did' talk to reporters today. she says she ran as fast as she could when she heard that there'd been a shootingat her daughter's school -- but felt 'in her heart' that she was already gone. lori alhadeff/alyssa alhadeff's mother:how! how do we allow a gunman to come into our children's school. how do

(estacio)law enforcement tells kron four news the three were friends.... they had worked together at at a fast food restaurant in tracy together..a source tells me that daniel gross had a disturbing background.(estacio) sources tell kron four news that daniel gross - the 19 year old who is charged with murdering lizette cuesta and leaving her to die on a county road in livermore was known for getting into fights. one woman - who declined to talk on camera for fear of retaliation told kron four that she had to break up a confrontation once with gross, and is now freaked out - about how he is in custody for allegedly killing someone. authorities say cuesta willingly got into the car with gross and co-defendant melissa leonardo, sunday night. the three- friends worked at a carls junior in tracy. the two suspects are engaged, kron four has learned, melissa is pregant. the two were arrested monday at their home in modesto... where officials took out a large amount of evidence. also, when a good samartian found cuesta, sheriff's investigators say she named gross and leonardo as her killers.in court thursday,

tax rate it collects on recreational pot, even though it's only been a little more than a month since it was legal to sell it.(grant) kron4's maureen kelly visited a berkeley dispensary. folks there dispensary. folks there say the change will help stay competitive. the lines were long and the sales were brisk this afternoon at the berkeley patient group pot dispensary. that's despite the heavy tax burden being placed on the product now that it's legal....and regulated.right now customers here pay a 15 percent state excise tax, over 9 percent in sales tax, and recreational users pay an extra 10 percent adult use tax. added all up that's a little over 34 percent.this week the city council voted to cut the adult use tax in half to 5 percent...lessening the tax burden on this business just starting to take root. that would make the total tax paid here to just over 29 percent. if a customer bought a 300 dollar ounce of weed, that tax cut would save them 15 bucks.one customer i spoke to thinks that will bring more buyers here to berkley...since

people are talking about what president trump did "not" say today....he made no reference to guns - and there was no mention of gun control. he said he'll travel to florida to meet with victims' families...and tackle what he called the "difficult issue of mental health." grant and vicki? (vicki) the senate has rejected president trump's immigration bill. the vote on trump's proposal was 39-to-60....far below the 60 votes it needed to pass. trump had suggested creating a 10-to-12 year citizenship process for "dreamers"...which democrats favored...but wanted 25 favored...but wanted 25 billion dollars in return to build his wall among other requests. this marks the fourth time that the chamber has turned down immigration proposals from the president. california senator dianne feinstein released a statement saying, in part: "i'm beyond heartbroken at today's result, i'm disgusted...dem ocrats worked hard and made significant compromises to move a bill that addressed republican concerns. and even

(grant) president trump's travel ban hit another snag in federal court today. an appeals court in virginia declared the ban unconstitution al, upholding a ruling by a federal judge in maryland. they concluded the travel ban wrongfully targets travelers from muslim countries...and that is based in countries...and that is based in part on tweets and statements from president trump. the u-s supreme court is set to hear the case in april. back in decemeber, the supreme court said the ban could be enforced while appeals were heard. believe that anything like this was possible."police searched the home where cruz moved after his adoptive mother died last november.the family lawyer says they knew he had a gun.it was locked in a gun safe. that was one of their rules.yesterday morning he told them he would not be attending adult education class that day,he said somethign to the effect that it's valentine's day. i don't go to school on valentine's day.instead cruz made his way to the school that had expelled him last for fighting. "we received no warning no hints no tips." but social media posts under his name indicate violent, racist views including slurs and threats of murder. the anti-defemation league reported that cruz was affiliated with the republic of florida, a white supremeicist group.and in mississippi, this bail bondsman says he told the f=b=i about a disturbing comment on his you=tube channel ... someone named nikolas cruz boasting that he would be a professional school shooter.what went through my mind intially is why would comebody post something like that?after his online attempt to contact the bureau bounced back, he called the local office... but even though cruz posted under his real name, the investigation went nowhere, "the fbi conducted database reviews, checks, but was unable to further identify the

(grant) in the north bay.... police in vacaville released these surveillance photos of a woman suspected of stealing credit cards from two teachers. the thefts happened during morning hours when the classrooms were empty. the woman spent about a thousand dollars before the teacher was notified by the credit card company. the teacher was able to cancel some of the transactions. davis police are also looking for the same suspect. (vicki) bart will run on a modified saturday schedule on monday for president's day. trains will from from 6 am to midnight -- however, there will be two extra trains on the richmond/daly city line for the morning commute. and parking will be free in bart parking lots. luxury high rise.(vicki) tonight, (vicki) tonight, kron four's philippe djegal goes in-depth... looking at the different ways the city and other organizations are creating more affordable housing. dilapidated... rundown and shuttered... soon to get a facelift and be molded into affordable housing...karoleen feng/meda- we have 1,000 apartments that are in, what we call, the pipeline. some of them are built out, and some of them -- we have about 500 that are waiting to be kicked off." recently, the mission economic development agency bought this unoccupied building at 18th and mission streets in san francisco. by mid 20-21... it will be renovated and turned into commercial space and at least 40 affordable apartments for low-income families. karoleen feng, the director of community real estate for m-e-d-a, says buying property is part of a

growing strategy to turn old and often unused buildings into affordable housing. karoleen feng/meda- "in the mission district, we have not built affordable housing for over a decade, and at the same time, we've seen a huge displacement of families, primarily latinos. 8,000 latinos in the last two decades." in addition... organizations like m-e-d-a are taking advatange of san francisco's "small sites" program... m-e-d-a uses city subsidies to buy old buildings where tenants are on the brink of evicition... and keep their rents at affordable levels... which for most families is under one- thousand dollars a month. in the last four years, m-e- d-a has purchased 19 buildings through "small sites." by 20-20... m-e-d-a says it hopes to own at least two-thousand apartments in the mission district.karoleen feng/meda- "having affordable

housing is the first step to rebuilding this as a latino hub." a lack of affordable housing is a pressing issue all over san francisco... including the sunset neighborhood -- where katy tang grew up. a district she now represents as a member of the board of supervisors.... she says the sunset has an abundance of single-family homes... but not much density.katy tang/supervisor- "people continue to get priced out of the city and i think the sunset is one of the last few districts that hasn't seen any sort of development at all." supervisor tang says the late former mayor ed lee took notice of that... focusing on how the city is utilizing san francisco unified school district-owned properties... and if they were all fulfilling their potential. the determination was made that the playland at 43rd avenue would be a great spot to keep teachers in san francisco... by turning this land into affordable housing - specifically for educators. katy tang/supervisor- "so, in the next couple of years, we should be able to see teachers being housed." projects like this...nats- and legislation tang sponsored last year called-home-sf.. are all driving towards the goal of adding five thousand new housing units citywide in the next two decades.katy

tang/supervisor- "home-sf was designed to serve as an incentive, that if you build, um, you know, a certain number of affordable housing units for low and middle income households, you get a density bonus -- that means you get to build more units per square foot and you also get two extra stories above existing height limits." tang says at least four developers are actively seeking permits to take advantage of the program. and for those granted the two-extra stories... tang says 40-percent of those units must be two bedrooms or larger. katy tang/supervisor- "and, i think that's really important because san francisco, historically in the last, uh, few decades, has built one- bedroom units, studios. families can't live and survive in studios and one-bedroom units." and they certainly can't survive if the unit's are not affordable. in san francisco, philippe djegal, kron four news. sunny and bright day all the way to the coast. temperatures even warmed well into the 60s inland with cooler 50s at the coast. there is rain well to the north in the pacific northwest but nothing our way right now. grab a jacket if you're going out tonight. it will be clear and cold. on the satellite you can see high pressure building over california. as this ridge builds it will bring more sunshine and warmer weather to the state and the bay area over the next couple of days. but there is going to be a big change in the weather pattern near the end of the weekend. tomorrow it will be sunny and nice inland with highs in the 60s and low 70s with 50s and 60s at the coast. it should be a little warmer on saturday. on sunday we will see a major change in the weather pattern with temperatures dropping and winds picking up. highs on monday and tuesday will be even cooler with highs only in the 50s. there's a slight chance for showers too. unseasonable cool weather will continue for much of next week. final look at the weather with chief meteorologist lawrence karnow.
