( robin ) a bay area father has created an app to help police during mass shooting incidents. mike jacobs is also a school administrator in palo alto who says he is concerned about the increase in school shootings. the app called safeguard o-e-s is expected to launch before the end of the month. jacobs began developing the app right after the sandy hook shooting 5 years ago. it is meant to help teachers and staff members communicate with first responders during active shooter situations. the "real time" g-p-s system shows authorities exactly where the threat is. it also gives an overview of the entire campus, and displays the status of every area.

primarily meant for school staff. he says there is a concern that students with the app could trigger false alarms. ( robin ) on monday... bart will run on a modified schedule for president's day. trains will run from 6- am to midnight... however, there will be two extra trains on the richmond - daly city line for the morning commute. parking will also be free in all bart parking lots. yesterday near cummings skyway in crockett. a 62-year-old man driving in a 19-91 cadillac sedan... crashed into the center divider going east on highway- 80. a few good samaritans noticed the danger and possibly saved the man's life by pulling him from the wreck. the driver was taken to the hospital... he did suffer some major ( robin )five people are in custody this morning for selling drugs. authorities have released images of two of people arrested. police arrested the suspected drug dealers on market and eighth streets in the tenderloin. authorities say the suspects were in possession of heroin, methenamine and cocaine. the berkeley city council has voted to lower the tax collected on recreational pot sold there. kron4's maureen kelly reports on critics of the decision...who say it's premature.

marijuana might be legal for adult 21 and over.....but it's also a lot more expensive.... that's because the taxes on what gets you high......are really high too.right now customers here in berkeley pay a 15 percent state excise tax, over 9 percent in sales tax, and recreational users pay an extra 10 percent adult use tax. added all up that's a little over 34 percent.this week the city council voted to cut the adult use tax in half to 5 percent...lessening the tax burden on this business just starting to take root. one customer i talked to here thinks it's a good thing. i have experience that it is a lot you to downsize what you originally were going to buy because you have this new added extra tax five to $10 depending on what the product is so i think it's a really good idea and i'll be happy when it does go through a spokesperson for the berkeley patient group says it's not other cities they are trying to undercut...they say the point of this is to lure customers out of the black

(estacio)the two defendents, daniel gross and melissa leonardo did not enter pleas when they were in court thursday.... leonardo's atttorney did make a statement saying that it is much to soon to draw an conclusions in this case.daniel shriro, atty for leonardo"we are going to find out soon more waht the acutall statements are, right now, the only thing i have is that they will appear on march 16 to enter a plea. i will get the reports and know more but that is all i know right now.as for some new information...sources tell kron four news that daniel gross -the 19 year old who is charged with murdering lizette cuesta and leaving her to die on a county road in livermore was known for getting into fights. one woman - who declined to talk on camera for fear of retaliation told kron four that she had to break up a confrontation once with gross, and is now freaked out - about how he is in custody for allegedly killing someone.authorities say cuesta willingly got into the car with gross and co-defendant melissa leonardo, sunday night. the three- friends worked at a carls junior in tracy. the two suspects are engaged, kron four has learned, melissa is

( robin ) in the east bay. police are searching for the suspect... in connection with shooting and killing a man. the shooting happened february ninth on olive street in oakland. once at the scene... officers searched for the victim... but were unable to find him. however a short time later... a man suffering from a gunshot wound... arrived at a nearby fire station. that man was taken to a nearby hospital were he later died. so far no arrest have been made... and authorities have not released the victims name. ( robin ) a san jose middle school teacher has been arrested on several charges including child pornography. this is the suspect... clifford ápap-pa-da-kis. he was a gym teacher... and track coach at willow glen middle school. back in september 20-17... parents reportedly saw him taking photos of female students... and reported him to the school. pap-pa-da-kis, at the time, was placed on

administrative leave. police investigated the incident and issued a warrant for the teacher in december. he surrendered wednesday at the san jose police department. ( robin )east bay police are searching for a man accused of performing a lewd act in public. this is the suspect walnut creek police are looking for. they say he was riding the walnut creek free trolley last tuesday. that's when police say he exposed himself to a woman sitting across from him. and committed a lewd act. the woman reported it to police. but they say he got off the bus before he could be detained. cars stopped for the flashing red lights you may even hear a horn blow and yes the lights are still flashing red nats: ambiance this went on for a full 35 seconds the drivers sitting at the flashing red lights until the lights finally turn off so i was curious if drivers know their light configuration let me explain what's going on here, caltrans installed new pedestrian crosswalk signals to make it safer for people to cross the street when someone pushes the walk button it takes approx 1 minute and 15 seconds before the pedestrian gets the walk symbol then the lights flash yellow for about 5 seconds then solid yellow then red shortly followed by flashing red but what does that mean flashing yellow means? this morning... whenever there is a mass shooting... the issue of gun control immediately comes up. so far this year... there has been at least eight school shootings in the u-s... including wednesday's in florida. president trump addressed the nation yesterday morning. it was the fourth time he's spoken to the country in the aftermath of a deadly shooting. he did ánotá talk about gun laws. florida governor rick scott says he's meeting with state leaders next week and áeverything is on the table. now.. parents of the victims of wednesday's mass shooting are demanding ásomething be

group "gun owners of america" says it supports arming teachers and administrators to help prevent school shootings. ( lydia ) a san jose middle school teacher has been arrested on several charges including child pornography. this is the suspect...cliffo rd pappadakis. he was a gym teacher and track and field coach at willow glen middle school. back in september 2017...parents reportedly saw him taking photos of female students and reported him to the school. he was, at the time, placed on administrative leave. police investigated the incident and issued a warrant for pappadakis in december... he surrendered wednesday at the san jose police department.

the investigation into this teacher began in september after he was ( james ) thanks lydia. ( james ) east bay police are searching for a man accused of a lewd act in public. police say this man was riding the walnut creek free trolley last tuesday. that's when police say he exposed himself to a woman sitting across from him... and committed a lewd act. the woman called police. but they say he got off the bus before he could be ( james ) sonoma county is asking the u-s supreme court to review a lower court's ruling on the deadly police shooting of 13-year-old andy lopez. lopez was shot back in october of 2013 when he was carrying a b-b gun that resembled an a-k 47 assault rifle. lopez's family has filed a civil rights and excessive use of force lawsuits. back in september the 9th circuit court of appeals rejected sonoma county's claims that deputy erick gelhaus was acting in self defense.

the county now plans to appeal to the supreme court. an attorney for the county says the case could have implications for law enforcement agencies all across the country. ( darya ) a vigil was held for the young woman who was killed last week when her car collided with an a-c transit bus. the berkeley community came together thursday night to remember kelli zachery... she was on her way to work when her car was hit by an a-c transit bus. the impact sent both vehicles into a nearby home. we spoke to kelli's father who happens to be an a-c transit driver himself. ( darya ) a memorial for zachery will be held march third at the kaleo chistian fellowship in oakland. the

cause of the deadly crash is still under investigation. ( darya ) the two people accused of stabbing a woman and leaving her for dead on the side of a livermore road... faced a judge for the second time. daniel gross and melissa leonardo did not enter pleas. authorities say the two were friends with lizette cuesta. they all worked at a carl's junior in tracy together. we've also learned that the two suspects are engaged... and that leonardo is pregant. gross and leonardo were arrested on monday at their home in modesto. authorities say lizette cuesta told them who stabbed her... before she died. ( darya ) a bay father -- worried about the increase in mass shootings on school campuses -- has created an appp that he hopes will help law enforcement.( james ) it's called "safeguard o-e-s." kron 4's ali reid shows us how it works. this father of 3 started working on this app immediately after the sandy hook tragedy 5 years ago.it's now weeks away from launching, and there's yet another mass shooting at a school.pkg safeguard o-e-s or operations of emergency services is meant to help responders with any type of emergency. but it was created to help protect victims in a mass shooting. it's a problem that's growing and we need to fix itthe app will enable teachers and staff

( james )( james ) new this morning... the california supreme court is leaving in place a ruling that requires three paint companies to remove lead based paint from homes built before 19-51. it is expected to cost the companies hundreds of millions of dollars. the ruling came from a lawsuit filed by santa clara county back in 2000. other bay area cities and counties also joined the lawsuit... including oakland... san francisco county... san mateo county and alameda county. the paint companies now plan to appeal to the u-s supreme court. ( darya ) an airline employee helped prevent two teens from becoming victims of human trafficking. the two young girls came to the woman's ticket counter. they had a number of small bags, but told her they had no i-d's. the worker noticed the tickets from sacramento to new york were purchased online... and the credit card

police are looking the person who shot and killed a man in oakland. the shooting happened february ninth on olive street. police say the victim managed to take himself to a nearby fire station. he was then taken to the hospital... where he later died. so far no arrest have been made. and authorities have not released the victims name. ( darya ) also in the east bay... a man was pulled from a burning car.... all thanks to a few drivers who stopped to help out. it happened yesterday near cummings skyway in crockett. a 62-year-old man crashed into the center divider going east on highway 80. a few good samaritans noticed the danger and possibly saved the man's life by pulling him from the wreck. ( james ) state lawmakers are proposing new protections for renters in california. bay area state assemblyman david chiu introduced a bill that if passed... would give tenants more time to respond to eviction lawsuits. and more time to pay their rent or comply with other agreements

important step in that process is getting the right permits. natsthursday evening, the city of santa rosa, sonoma county, fema and the army corp of engineers held a meeting in santa rosa to help fire victims navigate a sometimes frustrating permit process for rebuilding their homes.a few miles away in coffey park, the army corp of engineers has finished removing most the fire debrie from the neighborhood. leaving behind empty lots. but in order to rebuild their homes, owners needs numerous permits. of all the homes the were destroyed, so far only one has been rebuilt.sotyou come to these meetings to get information. cheryl breazeale lost her home to the tubbs fires. she says the recovery process has been very challenging. she's not sure if she needs any more permits but she came anyway. sotyou might have a question or two and they might get answered by the time you leave. sometimes you have more questions that you walked in the door with.sot nobody can give you a definite answer. craig shultz lost his home as well. he says there has been a lot of bad information and rumors floating around. he came to tonight's meeting hoping to get some straight answers.sot it would be great if there's one place where you can get answers.despite the challenges, both craig and

( darya ) breaking overnight. police say a carjacking lead to a crash involving multiple cars in santa rosa. police responded to west steele lane on reports of a collision after midnight. they found a number of vehicles on fire when they arrived. officers also located a male lying in the street... he was unresponsive with significant injuries. several witnesses told police that the car that caused the crash had just been stolen from them. the other vehicles that were involved in the collsion were not occupied. police are now investigating the male victim's involvment in the crash. middle school teacher has been arrested on several charges including child pornography. this is the suspect...cliffo rd pappadakis. he was a gym teacher and track and field coach at willow glen middle school. back in september 2017...parents reportedly saw him taking photos of female students and reported him to the school. he was, at the time, placed on administrative leave. police investigated the incident and issued a warrant for pappadakis in december... he surrendered wednesday at the san jose police department. the investigation into this teacher began in september after he was seen taking pictures of female students. 47-year old clifford pappadakis was arrested on suspicion of annoying and molesting a child and possessing child pornography. pappadakis worked as a physical education teacher as well as a track and field coach at willow glen middle school in san jose. the investigation started when parents witnessed pappadakis taking pictures of female students on sept. 8. the parents reported the incident to the school. the san jose unified school district then alerted police, who began the investigation pappadakis on leave.searched seized pappadakis' computer and other electronic devices, where numerous inappropriate images. officers issued a warrant for pappadakis on reporting live in san jose lydia pantazes kron 4 news. stabbing a woman and leaving her for dead on the side of a livermore road... faced a judge for the second time. daniel gross and melissa leonardo did not enter pleas. authorities say the two were friends with lizette cuesta. they all worked at a carl's junior in tracy together. we've also learned that the two suspects are engaged... and that leonardo is pregant. gross and leonardo were arrested on monday at their home in modesto. authorities say lizette cuesta told them who stabbed her... before she died. ( james ) east bay police are searching for a man accused of a lewd act in public. police say this man was riding the walnut creek free trolley last tuesday. that's when police say he exposed himself to a woman sitting across from him... and committed a lewd act. the woman called police. but they say he got off the bus before he

( james ) sonoma county is asking the u-s supreme court to review a lower court's ruling on the deadly police shooting of 13-year-old andy lopez. lopez was shot back in october of 2013 when he was carrying a b-b gun that resembled an a-k 47 assault rifle. lopez's family has filed a civil rights and excessive use of force lawsuits. back in september the 9th circuit court of appeals rejected sonoma county's claims that deputy erick gelhaus was acting in self defense. the county now plans to appeal to the supreme court. an attorney for the county says the case could have implications for law enforcement agencies all across the country. ( darya ) a vigil was held for the young woman who was killed last week when her car collided with an a-c transit bus. the berkeley community came together thursday night to remember kelli zachery... she was on her way to work when her car was hit by an a-c transit bus. the impact sent both

thanks to a few drivers who stopped to help out. it happened yesterday near cummings skyway in crockett. a 62-year-old man crashed into the center divider going east on highway 80. a few good samaritans noticed the danger and possibly saved the man's life by pulling him from the wreck. ( james ) state lawmakers are proposing new protections for renters in california. bay area state assemblyman david chiu introduced a bill that if passed... would give tenants more time to respond to eviction lawsuits. and more time to pay their rent or comply with other agreements in their lease. later today... an oakland assemblyman will introduce a bill to extend "just cause" eviction laws. it would require landlords to provide a specific, valid reason before an eviction can take place. ( darya ) people affected by the thomas fire are accusing a utility of removing power poles ... which could be vital to determing the cause of the deadly santa barbara fire. lawyers are seeking a temporary restraining order. that order would bar "southern california edison"... from removing poles and other equipment from foothill areas ... where the thomas fire is believed to have started back in december. nearly two billion dollars in insurance claims have been filed as a result of the thomas fire. ( james ) national news... u-s senators failed to advance a bipartisan proposal to resolve the future of millions of undocumented immigrants. the proposal failed to get the 60 votes necessary on thursday. the bill would have paved the way to citizenship for nearly 2 million undocumented immigrants who came to the us as children... but even if the bill had passed... it would have been dead by the time it reached the president.
