since a firestorm ripped through the north bay. while there is still much to be done, kron4's maureen kelly caught up with a napa homeowner who believes he was issued the first permit to rebuild in that county. a cement mixer backs into the driveway off westgate drive near the silverado resort in napa.from the top of the property, joe betz watches the construction crew get to work on pouring his new foundation. joe is the owner of san francisco's house of prime rib restaurant. he says he was here at his weekend home with family members when they were forced to evacutate the because of the flames.all of a sudden the flames came up. we ran to the car made a right turn over here there was already a firestorm were in the firestorm. we are in the firestorm within five minutes we would've been burning too the home was completely wiped out. now today joe believes he is the first property owner in napa county to get his permit to rebuild and start over. i feel good i really feel good it shows you don't just stand around. that's not my style anyway i don't like to stand around when it burn down immediately i thought i thought a cleanup and we were the first ones to clean up to what are the reasons joe and his contractor credit been able to start rebuilding so quickly is the cooperation they are getting from the county of napa's building departmentwithin two weeks we

(vikki) on the peninsula... a 67-year old man has died after falling from a cliff. the man fell over 500 feet from a cliff at thornton beach in daly city while trying to rescue his dog. chp air patrol unit attempted to rescue the man -- but were unsuccessful. the dog did not fall all the way down the cliff -- and was able to be pulled to safety. (grant) concord police have arrested a man for dui after he crashed his car into a car insurance building sunday. police say joseph bey of antioch was under the influence when the accident happened --- he was not injured. the crash occured on clayton road near lucky drive.. (vikki) in the south bay.... a plane had to make an emergency landing sunday on highway 101. it happened in the area of san martin in santa clara county. the small plane was attempting to land at a nearby airport but couldn't make it. fortunately the plane made a safe landing on the shoulder of the highway and while there

were major delays, no one was hurt. (grant) in the north bay... police are investigating a carjacking... and fire. these are the photos of the van after two people stole it... and set it on fire in santa rosa. police say two men robbed the victim at gunpoint near west third street and dutton avenue. after the victim called 9- 1-1... police got a call about a van on fire. turns out... it was the same van. the sonoma county alliance is offering a 25-hundred dollar reward for information that leads to an arrest. effort to protect employees who might test positive for pot.(grant) state assemblyman from oakland, rob bonta is with is tonight. rob...you co-authored this rob...you co-authored this bill. why is this change something that would benefit californians?assemblyman rob bonta (d-oakland) and co- author assemblyman bill quirk (d-hayward) have introduced assembly bill 2069 to "prohibit an employer from engaging in employment discrimination against a person on the basis of his or her status as, or positive drug test for cannabis by, a qualified patient or person with an identification card." cannabis remains a federally illegal drug deemed as dangerous and medically useless as heroin, and many employers have to follow federal drug laws. so bonta's bill would still allow employers beholden to federal funding or licensing to reject medical cannabis patients and comply with federal law. employees who show up

"impaired" could still be fired as well.in the bill's legislative counsel digest, the state of california notes that "many workers and their physicians find medical cannabis beneficial for relieving painful or disabling conditions that could otherwise impede their performance."assemblyman rob bonta, d-oakland, discusses his proposed measure to make it easier for people with marijuana convictions to erase or reduce their records, during a news conference, tuesday, jan. 9, 2018, in sacramento, calif. bonta's bill would require county courts to automatically expunge or reduce eligible records, rather than requiring people to initiate the process themselves. is closer look at what happenedthornton state beach is a popular dog walking park in daly city that over looks the ocean.there are miles of trails run along the cliff side.at times these trails are close the edge.just before 12pm monday afternoon, north county fire requested the assistance of the chp air patrol unit for a cliff rescue. this is video from the california highway patrol helicopter as they approached the cliffs of thornton beach. chp says a 67 year old man was walking his dog when that dog fell over part of the cliff near the top.the unidentified climb down to retrieve his dog when he slipped and fell 500 feet. he died.chp was able to rescue to the dog. the dog was unharmed and is now with members.we are waiting for more details to emerge like if the weather here played a role extremely windy at this cliff side park today. nats - wind at times gusts of 40-50 miles an hour would blow through these trailsthe national park service told me they encourage people not to themselves. they said usually the dog survives and human does not. now coming up on kron 4 news at 8i spoke with people who frequent these trails here with their dogs they shared their concerns and what they want to be done to keep here.in daly city gabe slate kron 4 news (pam) kron 4 news (pam)

(ali)the temperatures are really starting to drop ... and volunteers here at gene friend recreation center have been going out in a van and picking up the homeless to bring them here for warmth. the city implemented the cold weather protocol since yesterday, in order to address the needs of people living on the streets. this space can service 125 people ...and there are a number of other shelters throughout the city whose doors are open.anyone needing someplace warm to stay can visit any shelter in san francisco after 8pm.whether they have a reservation or not, the city will try to accomodate them..all they need to do is walk in ...the director for the department of homelessness -- jeff ko-sit-sky --- tells me, once folks are in a shelter, they are welcome to stay until the cold snap is over. sot this cold protocol will continue throught wednesday after that the reassess to see if there's need.reporting in san francisco ... ali reid ... kron 4 news.. (pam) signs of progress in the north bay fire zone. what you see here, is a foundation being laid in napa... at the sight of where a burned out home used to be. the property owner says... he is the first in the county to be issued a permit to rebuild. kron4's maureen kelly has his story. from the top of the property, joe betz watches the construction crew get to work on pouring his new foundation.

joe is the owner of san francisco's house of prime rib restaurant. he says he was here at his weekend home with family members when they were forced to evacutate the because of the flames. within five minutes we would've been burning too so was a little bit on the scary side but you know what everyone says i'm sorry for you i really don't feel sorry for me we're lucky we got life we got out alive. take a look i'm standing here having a good timethe home was completely wiped out. now today joe believes he is the first property owner in napa county to get his permit to rebuild and start over. it's not wanna be first i just don't want to stand around those who worked on getting this job going says the county's building department helped expedite the process. we're first and largely because the county so cooperative excellent in cooperating with the owners. just moved the process. so it only took a week usually it'll take a month or two. so that's one reason we're herethe contractor expects to be busy up here in the firezone for the next few years....but some homeowners are just wrapping their minds around what needs to be done to rebuild.we're getting approached by a lot of neighbors local homeowners, but haven't done anything they just got their debris and asher moved and they're trying to get plans and get going on it a lot of people are still in shock they just have to decide which foot to go forward i thinkwith any luck joe and his family will be able to move back in by thanksgiving but they don't expect to have thanksgiving dinner here because i have to be at the restaurant maureen kelly kron4 news (steve)

here in bonny doon most residents are enjoying a return to winter after a couple on inches of snow fell overnight. it's chilly here too with the temperature not much above 40 on monday. the roads are a little icy in spots but residents are also disappointed that the snow wasn't accompanied by more rain. last winter, bonny doon had more than 100 inches of rain. so far this year, it has less than half of it's
