(grant) we haven't seen much rain lately - but a year ago this month the bay area was getting soaked by a so-called atmospheric by a so-called atmospheric river of rain. (catherine) and a year ago today, thousands of people were forced from their homes when coyote creek flooded large sections of san jose. kron four's rob fladeboe joins us live in san jose from one of the hardest-hit areas.... (grant) right now... there are ongoing efforts to guard against a repeat of that disastrous flood. rob? (rob) i'm here in the rock springs neighborhood. this area where i am standing was under five feet of water a year ago. today, there is a flood wall here to keep the

river in check. it's part of a larger plan to fix the problem once and for all. but if there is another flood, officials say they have a plan for that too. this was rock springs on the morning of february 21, 2017 as the order to evacuate didn't go out until after firefighters had begun to evacuate hundreds of stranded residents. downstream, naglee park and other northside neighborhoods were also inundated. san jose was faulted for not acting sooner. the city said stream data reported by the santa clara valley water district was inaccurate. since then the two entities have put their differences aside and are working together in case there is a next time.richard santos/santa clara valley water district "....we're pleased with the leadership of the mayor and the city council, we held meeting, we listened and we are committed..."dan riordan/san jose office of emergency servicesthe water district has announced that it has reached agreement with the u.s. army corps of engineers to study

and help find funding for a long term flood control project to tame coyote creek. in the meantime, this 900 foot long flood wall and earthen berm should be enough to hold the creek in check.kevin sibley/flood wall engineer "....this wall is designed to keep that amount of water, the amount in the flood, in the creek and not into the neighborhood...."some 14,000 people were displaced by the coyote creek flood. roughly $6.8 million dollars was raised to help people get back on their feet. but many are renters and are still struggling says district three councilman raul peralez.raul peralez/san jose city council ".....unfortunately we still have about 18 families who are still displaced and living in temporary housing, they are getting relief but their situation is made worse by the high cost of housing in the valley..."you'll recall these spectacular images, when anderson reservoir spilled over, causing the flood, even after weeks of releasing water to lower the level. the district says it will review water level protocols as part of an on going seismic retrofit of the dam. (rob live) the water district has also cleared away tons of brush, invasive reeds and other debris from the creek. but this wall is going to have hold if there's a next time because that army corps of engineer study could take three years. and funding for the actual project would have to come from congress after that. live ibn san jose rob fladeboe kron 4 news
