(grant) hello i'm grant lodes.. (vikki)and i'm vicki liviakis... the fire broke out at 1:49 this afternoon in a city owned building just east of interstate 880 on the 1400 block of miller avenue. (grant) kron4's justine waldman joins us now from oakland - justine what is the situation like now? justine:you can see.....and the fire, according to neighbors, was started on purpose, as payback.vo this was the miller library in the fruitvale district.it's been shut down since the 90s because the city did not have the money to make seismic upgrades.this fire started around 1:30 this afternoon.but fire fighters have been here before putting out smaller fires, and knew it was an abandoned building, so they attacked the flames from the outside.i'm told this 2 story building was known for criminal activity like drug deals and prositution.and people could see the flames and smoke all around here.0-5 joel gomez / witness sot i guess about 20 feet flame coming up from the ground level 5-15 noel gallo / 5-15 noel

(vicki) another big story.. a quake swarm continues to rattle people living in and around danville. there were three small jolts this afternoon and more than a dozen small quakes since last night.(grant) kron4's maureen talked to residents just after a 3-point-5 hit. the quakes that that stuck just after 12noon are the reason this flat screen tv broke inside a shop in downtown danville.it started shaking and then all the car alarms started going off when the first one happened i was

kind of play with my tv because i was trying to fix the fire stick i was trying to readjust it just bad timing i think fell i try to catch it hit my shoulder and it kind of cracked it. are you ok? i'm fine i just need a new tvthe store owners says some of his stock fell off the shelves too. it kind of scared me what if something bigger hits.? a resident who also felt the 3- point-3 that hit after 5 am said he can hear the quakes coming.you can hear a deep rumble down in the belly before it starts and afterwards as well you can hear that it's coming before that shakes actually i know a lot of happening overnight are you getting any sleep? no because after what happens then your adrenaline pumping and you step for the next hour, does little bit then you get another shake happening quite a bitdr david schwartz, a earthquake geologists says there have been over 50 small quakes in this area over the last week. he says they are occuring on small faults created between tension from the calaveras fault which runs beneath this ridgeline....and the mt diablo fault. san ramon valley it's over the bay area's home for earthquake swarms. since 1970 there been six major storms. the most recent wasn't 2015 there were other over 600 earthquakes in three weeks. the most significant one was in alamo in 1990 they were 341 earthquakes over 42 days so these things can last for quite a whilethe scientist tells me they don't know why these quake swarms start....or how long this one might last. maureen kelly kron4 news.

kron4 news. maureen kelly kron4 news. (vicki) bart trains were slowed down at 12:21 because of the east bay quakes..so tracks could be inspected... that caused some minor delays... riders we talked to did not mind the extra safety measure.this was the message put up for bart riders.

according to bart...there are several systems in place to respond to an earthquake... that include slowing or even stopping trains depending on the size of the quake. home on mono ave thursday afternoon. he says the burglar was planning on taking a lot more but the homeowner, who we will refer to as tim, stopped himsothe says after a pretty violent struggle, he was able to over power the burglar, called 911 and held the burglar down until el cerrito police arrived sotaccording to the el cerrito police blotter there has been 11-residential burglaries in 2018. investigators tell me they trying to see if there is a possible connection to these cases and the burglar caught in tim's garage...in el cerrito haaziq madyun kron4news (vicki) firefighters are looking into what caused a fire to break out in the city's castro district. it happened around 10 this morning..at a home on sanchez street. no one was injured.. but the fire damaged multiple structures. the area was closed while crews searched for hot spots...but has since been reopened.

not clear how many people have been displaced. the cause of the fire is under investigation. a security scare outside the white house today.... the secret service says a woman rammed her car into a barrier... catherine heenan is here with the story.. (catherine) this is a secret service agent going through the woman's white mini-van..... you can see that she'd driven right into a barrier.. the woman was immediately arrested. one witness says officers pulled her out of the car at gunpoint. the secret service says no shots were fired and the driver didn't manage to get 'through' the barrier. the white house went into lockdown mode and several nearby streets were cordoned off. some west wing workers were briefly moved to another part of the building. the white house, of course, has been a regular target for fence-hoppers and others... among the notable incidents -- the milpitas man who scaled a fence a year ago, and actually managed to wander around for nearly 17 minutes. these are

courtroom sketches. jonathan tran was eventually sentenced to two years probation and ordered to stay away from not only the white house but all trump hotels and properties. he's been carrying mace and insisted he was a friend of the president who needed to talk to him. tran was later diagnosed with paranoid schizophrenia and depression.and has been receiving treatment. grant and vicki? next hour... we'll sit down bart board member bevan dufty about what's new with the agency that so many of us rely on. today, kron four's philippe djegal spoke with bart riders about how they think the system can be improved. (philippe) without bart -- frequent riders passing through the orinda station say they'd be up the creek. but most say the system has room for improvement.jennifer cano/rider- "it's very crowded -- especially during commute hour."austin schwing/rider- "i think they can fix the trains by taking out some of the seats, because a lot of people have to stand anyhow -- especially in the middle of the trains." over the years -- passengers say riding bart has become less of a bargain than it used to be. winn williams/rider- "it's excellent, but its too, it cost too much and it, it's eliminating a lot of people who, who, uh, probably need to ride." some passengers telling us, they'd ride bart more frequently... if it was easier to park their cars. simon nocera/rider- "if you're trying to come after seven o'clock, seven thirty, its all packed. (philippe) what should they do? (simon) well, if you look at where the parking situation is located, right here in orinda, you double it up, you put another floor, two floors, whatever it is -- i'm sure it would fill up right away." public safety -- especially robberies, riders say -- should be a major focus for bart.mark bordas/rider- "i feel like adding officers on trains, like something like

admissions are down across the country ... they have been dropping here in california for a while.(grant) catherine heenan is here with the latest numbers.catherine? (catherine) doctor visits are dropping, but the number of deaths is still growing. last week's average was a little more than three a day in the state. the flu has now killed 202 californians under the age of 65. forty of those deaths were here in the bay area. waahit's no fun getting a flu shot, but the centers for disease control is still recommending vaccinations, particularly for children. last week the flu killled 29 children, raising the total to 343 for the season the cdc doesnt track adult deaths, but estimates this year could rival the deadliest seasons in the past decade with nearly 20=thousand victimsths years h3n2 strain has been especially toiugh on young health children. a midseason estimate puts the vaccine's effectiveness at 36

percent, that is better than earlier estimate, and in fact the vaccines have been more than 50 percent effective only four times since 2004the cdc says the shots now beign given are slightly more effectuve among 18 to 49 year olds, and much more effective for children younger than nine.and even though the flu epidemic is easing, the season can last until may ... so we will say it again: it's not too late to get a shot. (catherine) some encouraging news for parents: flu-mist has been approved for the 2018, 2019 season. the nasal spray vaccine has been off the market for two years because of its poor performance compared to the flu shot. but the company that makes flu-mist says it's reformulated the vaccine, and it works better now. vicki? campaign official rick gates pleaded guilty today to charges of conspiracy to defraud the united states and making false statements during the special counsel's russia investigation. in court, prosecutors detailed the defrauding scheme orchestrated by gates and his longtime business partner and fellow trump campaign official paul manafort. according to prosecutors, the two laundered $30 million dollars, secured $20 million dollars in fake real estate loans, and failed to pay taxes for 10 years. gates is the third associate of president trump to make a deal with the mueller investigation. next weekend. (grant) a bay area billionaire is trying to take his fight over access rights to a public beach in half moon bay all the way to the supreme court. vinod khosla bought a piece of property along martins beach back in 2008.

he then blocked off the only road leading to the beach... despite a court order. an appeals court ruled that he is breaking the law by blocking public access to the beach. he appealed that ruling to the state supreme court but that appeal was denied. khosla now wants the u-s supreme court to hear his case.

the florida school shooting that left 17 people dead last week prompted calls from across the nation to improve school safety. this week, president trump floated the idea of arming some teachers. and a lawmaker in sacramento is now

proposing a bill that would require a school district to hire or contract with at least one armed security guard. assemblyman james gallagher introduced the legislation earlier this month. (vikki) an educational committee is set to review the armed-guard proposal. (grant) a former 49er is detained ...after a threatening instagram post led to his former high school closing for the day. johnathan martin shared this photo of a gun on his verified instragram page last night... with the caption "when you're a bully victim and coward...your options are suicide or revenge." the perceived threat...was serious enough to shut down his former los angeles high school... harvard-westlake...especially in light of what just happened in florida. martin was taken into custody...it is unknown what specific charges he might be facing. martin, who played at stanford, made national headlines when he was bullied by teammates when he was a member of the miami dolphins.

local first -- a look at top local stories from around the bay area today. (grant) starting today in the east bay -- (grant) firefighters still putting out hotspots in oakland after an abandoned library caught on fire. take a look: it sent a huge plume of smoke over the east bay. the fire broke out around 2:00 p-m.... just east of interstate 880 on the 1400 block of miller avenue. no one was hurt -- the cause is under investigation -- but tonight we're hearing more from witnesses about what may have led up to the fire. we'll have a live report tonight on kron4 news at six. (grant) dublin police have arrested golf coach kwangson "sonny" kim -- he is accused of sexual assault on a minor. the 51-year old is accused of assaulting a former student. since kim has been giving private lessons in the tri-valley area for years.... dublin police are now asking for the public's help in determining

(vikki) in the north bay.... we told you yesterday about a woman whose car was stolen after she welcomed a homeless woman into her home... well that car has been found. sharon larson brought a homeless woman into her house to give her a warm place to sleep, and shower. while she was sleeping... the woman took off with her car. sharon told us she wasn't interested in pressing charges... she just wanted her car back. the s-u-v was found yesterday in fairfield, undamaged. . (grant) in the south bay. a san jose high school track coach has been arrested for possession of child pornography. clinton pappadakis has been booked into the santa clara county jail. authorities say, child pornography was located on several devices in his home. pappadakis was a track coach at oak grove high school. (grant) just last week -- his twin brother was arrested on similar charges. clifford pappadakis worked as a physical education teacher, as well as, a track and field coach at willow glen middle school. he was arrested on suspicions of annoying and

molesting a child and possessing child pornography. westfield shopping centers that are trying to change with the times. if rumors of the shopping malls demise are true what's happening here at westfield's valley fair property in santa clara, they're spending 1.1 billion dollars to remodel the mall from floor to ceiling and expand.sot ben lazzareschi/exe cutive v.p., jllthis is a large format remodel where they are not only adding a large format bloomingdales but also adding a plaza and some open spaceben lazzareschi (laaz-er-resk-ee) is with jll, a commerical real estate management firm which has studied what retail centers are doing stay relevant. he says valley fair is a great example of how malls are changing with the timessot ben lazzareschiwhat we're seeing is malls adding new amenities to increase their attractiveness and draw to their customerslazzareschi says that begins with unique and great restaurants. valley fair has already started in that area with din tai fung, the steamed dumpling and noodle restaurant. and its redevelopment project will expand to include an outdoor dining district. lazzareschi says entertainment, in the form of live music or movie theaters like this one going in at valley fair must also be part of the package to bring in customers both day and night. westfield's san francisco centre already has many of these amenities; state of the art movie theaters, a spa, and another key component, this community space under the dome which brings people together for public events. sot leah heil/senior g.m., westfield sf centrewe are a curated city within a city, everything you want and need as at your fingertipsleah heil is senior general manager at westfield's san francisco centre. here they've gone beyond traditional retail, dining and entertainment to have office space, university classrooms, and bespoke, an events center and office environment co-working space for individuals and groups right in the heart of the mall. sot leah heilwe continue to look at experiences, bringing in things like bespoke, our office tenants and focusing on what's next from a retail

perspective.and the experience is key these days when it comes to the success of traditional retail stores sot ben lazzareschithey need to provide a reason for customers to come to those stores. they need to be unique in their product offering and excellent in their customer service so when customers come in they have such a positive experience they will come back. at san francisco centre one example of a unique experience is razer, where gamers can try out the latest technology and then face off against each other in mini tournaments. it's something you wouldn't have seen in the mall 20 years ago and retails experts say they're also starting to see another unexpected new breed of stores taking hold in these malls of the future.sot ben lazzareschiwhat we're seeing here is some of those clicks to brick retailers. those retailers that have an established online presence who are not opening up brick and mortar stores, many of whom have never said that, but what they have found is opening brick and mortar stores is a way for them to connect to their customers in a more thorough and better way. standup dan kermanjll survey found almost 40% of consumers agreed they would be more likely to buy clothing or accessories online from a retailer that has a physical store in their area. further proof that malls are not dying, they're just changing dan kerman kron 4 news. oakland...will be home to the first and only -fully automated parking system in northern california.(vicki) the grand opening of the hive automated parking structure is monday. it's

happening on broadway...at the hive oakland courtyard. mayor libby schaaf is expected to speak at the ribbon cutting. the parking structure will be built on a 16 hundred square foot footprint...and will be able to convert seven parking spaces...into 39 spaces. the structure used 69 percent less construction material per parking space than a regular garage...and over it's lifetime will eliminate 91 percent of the greenhouse gas emissions...versus a comparable conventional parking structure. (vikki)artists are adding last minute details and making sure that everything is perfect for the big day.kron 4's camila bernal gives us a sneak peak of the floats. these are some of the final paint strokes on the chinese new year parade floats 1:50:23 lot of hard work a lot glitter a lot of paint a lot of wood a lot of styrofoam a lot of talentartists have been working on the floats since early december, this year with designs celebrating the year of the dog1:52:07 the dog represents loyalty and playfulness so a lot of the sponsors really wanted to work with that as kind of their main theme this year, more tech companies decided to participate . including amazon.1:52:16 there's a lot of different takes on it some of them are more puppy dogs and they are playful and it's really you go aww it's so cute and there's others that it's more of the grand dog and he's more the important father figure dog there will be a total of 21 floats... and all of them almost ready for the parade 1:52:52 i'm happy to say that we are on track so it won't be a late night for us hopefully we will all be in bed by 7 and we can be well rested for a long day tomorrow in san francisco, camila bernal kron 4 news.

(steve) in the east bay... it was an extra long drive for commuters on highway 84 this morning... after a big rig fell on its side into a ditch near sunol. the fedex truck crshed into a power pole and took several hours to remove from the area.... causing traffic delays into the morning commute. no injuries were reported in the incident.
