(robin) good morning and thanks for joining us for the kron 4 morning news. its wednesdat febuary 28th...20-18 im robin winston.lets start this morning with a check on weather and traffic. rebecca:look for mostly dry conditions today before a storm system brings widespread rainfall and breezy to locally gusty winds during the day wednesday to the north bay and through the remainder of the region wednesday night. after another period of dry conditions, a third system is possible late in the upcoming weekend.

she was sexually assaulted by a rider in the upscale mill valley section of marin county... and she believes her attacker... is still on the loose. kron 4's j-r stone has that story. an uber driver in the north bay says this is the mark a man left on her as he sexually assaulted her as she gave him a ride home. sot he started pulling on the back of my neck...tried to kiss me...hurt my neck we've blurred out jill's face because she is a sex assault victim. she says she picked up a man and his female friend at the 2 am club in mill valley around 2 am on saturday. she says the man was aggressive towards his female friend first but she dropped her off and didn't think anything of it. sot she had mentioned that she was concerned about leaving him alone with me...felt like i'd be okay... we've reached out to police and uber but are awaiting their responses on what went down. we aren't yet but we showed a picture of the man jill identifi to some off camera and they recognized him right away as someone who has targeted women in mill

valley. jill says the minute she was alone with the man, who is still out there, it started. sot i slowed down at the first entrance and that's when he got aggresive and asked if he could do a bump of cocaine off my chest...then he started reaching for my sweater and pulling on my sweater...started pulling on the back of my neck again and that's basically the gist of it. to police and uber ... but they have yet to respond. ( robin )an officer involved shooting that happened in san francisco's panhandle neighborhood... is making headlines again. this time for it's newly released body cam video.police say 31- year-old joel armstrong of san francisco shot and killed a 28- year-old man and injured another... after getting into an argument.this happened two fridays ago near the golden gate park panhandle. after the shooting, police say the suspect car jacked a person in a s-u-v. they discovered the car in mission bay, and found armstrong inside a nearby r-v. s-f-p-d says seven officers fired approximatelty 65 rounds.. no one was hit. police then say they then heard shots coming from inside the r-v... and that's when they all returned fire. they say armstrong exited the r-v around 2-15 a.m. and was taken into custody. right now there is an independent invesitgation into the incident and the department is conducting their own

( robin ) a north bay school is expected to re-open this morning... after a threat prompted officials to shut it down early on tuesday. kron four's terisa estacio reports. police say they were contacted early tuesday morning after receiving a call from analy high school about a threatening message discovered in the boys bathroom. max lameyse attends analy high school in sebastopol. max. we were concerned. dr. steven kellner, superintendent. we did this out of an abundance of caution. we shutdown school early. max says his teacher told him to text his mother - you can see that there, he says everyone was on their phones reaching out to their parents. max. alot of kids were unsettled. sgt. joe furry. there is definitely with the recent tragedies we take very seriously and err on the side of caution. sgt joe furry with the sebastopol police department says they are investigating. he added that with what happened in florida recently where 17 people were killed when an expelled student opened fire, no one is taking any chances. currently, they are checking surveillance video around the bathrooms where the

( robin )ice agents have made as many as 150 arrests throughout northern california during their latest immigration sweeps. kron 4's ella sogomonian reports on how long we can expect for these raids to go on. immigration and customs enforcement agents are targeting the bay area's undocumented immigrants their representatives say have a criminal history.more than 150 people were arrested throughout northern california including baypoint, san francisco, and napa.attorney coordinator hamid panah with the rapid response network believes agents are using intimidation tactics in the

recent wave of raids.sot: hamid yazdan panah, immigration attorney// "there were rumors of ice targeting sanctuary cities for weeks now so i don't think it's sudden but it's concerning the manner in which they are being conducted in the racial profiling in our communities also the militarized tactics ice has been using." a previous interview sunday helena ponce said her husband was arrested on the front lawn of their home saying agents arrived with a cameraman then claims they made a public display in a nearby theater parking lot. sot: helena ponce, wife// "just making themselves known to the people and he says they were ice said her husband armando salgado at one point had gang ties and has been deported before.but his family says that's in the past and believe the agents are wasting resources on a changed man who's called the u.s. home since he was 4 years old.ice spokesperson james schwab released a statement regarding the northen

california raids saying quote "ice does not conduct sweeps or raids that target aliens indiscriminately, and the agency prioritizes public and national security threats, immigration fugitives and illegal reentrants. however, all of those in violation of immigration laws may be subject to immigration arrest, detention and, if found removable by final order, removal from the united states. ( robin )we now know the names of the two men connected to a double-fatal shooting. we first told you about the arrests yesterday morning. police say devin lum was the gunman. they also arrested guardado duff... he's accused of being an accessory.the shooting happened sunday night on hillside boulevard in broadmoor. the two people killed are identified as 21-year-old vanessa guillory and 22-year-old michael garcia- salem. a third victim suffered injuries not considered life-threatening. ( robin ) the man accused of ramming a sheriff's deputy with his s-u-v is now facing attempted murder charges. authorities say jack tori - tried to kill alameda county

sheriff's deputy payam shannon back on february first. this happened on arbor avenue in hayward. that's where deputy shannon tried to stop an s-u-v with paper plates. tori is accused of backing into shannon's motorcycle. ( robin ) we now know the name of the vallejo police officer ... who fatally shot a suspect. he's officer ryan mcmahon mcmahon stopped 33-year-old

ronnell foster. police say foster was riding a bicycle in an unsafe manner back on february 13th. when mcmahon tried to stop him... the two got into a fight. authortiies say foster grabbed mcmahon's metal flashlight. that's when mcmahon pulled out his gun and shot foster. the vallejo police department is still investigating . ( robin )twin brothers ... who are also school employees, arrested in separate cases of child pornography... are now out of jail.and local law enforcement who serve in san jose... are not happy. kron 4's camila bernal has reaction. after countless hours of police work, two former san jose school coaches were arrested on child pornography charges.2:47:25 what they did is horrific and as far as i'm concerned and our entire police department and our community should be concerned is the horrific acts of them doing to these children but after seeing a judge, these twins clifford and clinton pappadakis were released without bail pending a future court appearance2:50:03 i'm not where it slipped through the system if it was a judge if it was a civilian or whoever it was but they made a mistake there's no doubt about thatthe president of the association, sargent paul kelly says this is not the

( robin )in fremont... police are investigating stolen tires from stranded cars. the recent sting has left victms... with one hefty bill. kron 4's charles clifford has that story. well, car break ins are all to common theses days and it's not unheard of for someone to steal a tire but take a look behind me here. some stole all four tires?! nopoli according the the fremont police department, early tuesday morning someone stole all the tires off of three vehicles parked along streets in the ardenwood neighborhood. officers responded to the area just after 4 am tuesday on reports of a suspicious person in 3434 thousand block of pueblo terrace . when they the arrived on scene, the person was gone but his/her handiwork remained. this car along siward drive was missing all four tires and the vehicle was well, car break that story.clifford has charles kron 4's one hefty bill.kron 4's charles clifford has that story.

in many forms. 25 different traffic cops from multiple agencies... converged on two cities on the peninsula... and pulled over 190 drivers for a variety of reasons. just to let you know im part of the saturation traffic enforcement program some we're out there in san mateo and foster city today doing special enforcement on distracted drivers ok so make sure if you need to use your cell phone it has to stay on the mount and you can only use it with a single swipe or tap of your finger it was a traffic crackdown in san mateo where more than 160 people received tickets for everything from seat belt violations the only people benefiting from police stopping people like this is the state making money off fining people for not wearing their seatbelt to cell phone in fact more than one hundred drivers were ticketed for cell phones and i tried to let them

( robin ) in the east bay... hundreds of residents were forced to shelter- in -place for a little over an hour tuesday afternoon. after the discovery of a hazardous chemical that was leaking from a nearby rail car. it happened near city park in pittsburg.kron 4's dan kerman reports. it was about 1230 tuesday affternoon when rail crews smelled an unknown substance in this pittsburg rail yard along north parkside drive. fire and hazmat crews were called to the scene and they determined a chemical was indeed leaking from one of the parked rail cars.sot robert

marshall/contra costa co. fire 15-28"it contained a material called sodium sulfide which when it mixes with the air it emits a substance called hydrogen sulfide which ells a lolike rotten eggs. ( james ) meanwhile... a death threat was found in a restroom at alameda high school. as a result ... hundreds of students stayed home yesterday... while others went to school anyway -- knowing that a threat had been made. this is a photo of a threat with the words ... "everyone is dead" written on a bathroom stall. alameda police are searching for the student who wrote the threat. that student can be suspended or arrested. vandals shot at the buses with b-b guns traveling on highways in the south bay and peninsula. c-h-p says it happened in january and possibly february. the buses are used to take workers to tech companies like apple and google. storer san francisco...a commuter bus company...is offering the reward. highway patrol is investigating seven cases of bus vadalism at this time. ( james ) multiple people called napa police early this morning about a prowler near their homes. there were also reports of someone being chased by a group of guys in a car... officers responded to the neighborhood and found a man hiding on a roof. after talking to the man... police learned he was hiding because he was being chased... and thought the roof was a good place to hide. the man was then taken to a safe place. ( darya ) a man is behind bars after inging a gun with him to a berkeley restaurant police were called saturday night about a man with a gun at a restaurant on shattuck avenue. the man was standing at the cash register when officers arrived... they saw a gun in his back pocket, and

( darya ) there are new leads about "the orginal night stalker" ... a man who terrorized sacramento neighborhoods decades ago. police say the man killed a dozen people and raped victims during the mid 1970's. now investigators are linking the man to another crime spree in a rancho cordova neighborhood ... where there were some 30 cat burglaries in the early 1970's. a suspect description from that crime spree led to a composite sketch which bears similarities to sketches of the "night stalker." police believe the suspect is still alive ... and hope the new leads will lead to an arrest. ( james ) california fire chiefs are asking for more money to prepare for wildfires. they say reinforcements were too slow to arrive during last year's firestorms. they're asking state lawmakers for 100- million dollars to call in extra firefighters when weather conditions are ripe for a fire. the chiefs say the state's "mutual aid" system for sharing resources just can't keep up. santa rosa's fire chief said it took 12 to 24 hours before crews arrived from outside the area to help with the fires burning in somona and napa counties. those october fires killed 44 people. ( darya ) hundreds of people in the east bay were forced to shelter in place after a hazardous chemical leaked from a rail car. pittsburg rail crews smelled an unknown substance yesterday afternoon. fire and hazmat crews were called to the area and found that a chemical was leaking. the contra costa fire department said it was sodium sulfide... which can be dangerous in large quantities. people within a quater of a mile were promted to shelter in place for over an hour. crews were able to repair a vaulve thought to be responsible for the leak. ( darya ) a federal judge has blocked the state from requiring that the popular weed-killer... roundup... carry warning labels that it is known to cause cancer. a u-s district court judge said in his ruling that the warning is false and misleading. he says almost all regulators agree that there is insufficient evidence that roundup's main ingredient causes cancer. there is now a preliminary

of ramming a sheriff's deputy with his s-u-v is now facing attempted murder charges. authorities say jack toki tried to kill alameda county sheriff's deputy payam shannon back on february first. this happened on arbor avenue in hayward. that's where deputy shannon tried to stop an s-u-v with paper plates. toki is accused of backing into shannon's motorcycle. ( darya ) we now know the name of the vallejo police officer ... who fatally shot a suspect. he's officer ryan mcmahon. mcmahon stopped 33-year-old ronnell foster. police say foster was riding a bicycle in an unsafe manner back on february 13th. when mcmahon tried to stop him... the two got into a fight. authortiies foster grabbed mcmahon's metal flashlight. that's when mcmahon pulled out his gun and shot foster. the vallejo police department is still investigating . join isis. bernard augustine is from stanislaus county. federal prosecutors say two years ago he flew to tunisia... where he tried to cross the border into libya. but before he could carry out his plan he was arrested. augustine spent two years in prison in tunisia. he was recently turned over to the f-b-i. officials say before augustine left the u-s ... he expressed his support for isis. a search of his laptop also showed that he researched how to safely join the group. snow at the summit of mt. diablo yesterday. and a lot of people had the itch to drive up the mountain to enjoy the snow up close.( darya ) but while part of the road to the summit of mountain was closed ... cyclists and hikers could still go up to enjoy the light dusting of snow.a ranger says it was definitely busier than a normal tuesday ... as he had to get the snow plow out.

( james ) the men arrested for killing two people near daly city are expected to make their first court appearance today. police say devin lum was the gunman. they also arrested guardado duff... he's accused of being an accessory. the shooting happened sunday night on hillside boulevard in broadmoor. the two people killed are identified as 21-year-old vanessa guillory and 22-year-old michael garcia-

( darya ) a man is behind bars after bringing a loaded gun inside a berkeley restaurant. it happened at a restaurant on shattuck avenue. the man was standing at the cash register when officers arrived... they saw a gun in his back pocket, and arrested him. ernest ochoa-tavares was booked into the berkeley city jail. ( darya ) there are new leads about "the orginal night stalker" ... a man who terrorized sacramento neighborhoods decades ago. police say the man killed a dozen people and raped victims during the mid 1970's. now investigators are linking the man to another crime spree in a rancho cordova neighborhood ... where there were some 30 cat burglaries in the early 1970's. that crime spree led to a sketch which bears similarities to sketches of the "night stalker."

( james ) california fire chiefs are asking for more money to prepare for wildfires. they say reinforcements were too slow to arrive during last year's firestorms. for 100- million dollars to r call in extra firefighters when weather conditions are ripe for a fire. the chiefs say the state's "mutual aid" system for sharing resources just can't keep up. santa rosa's fire chief said it took 12 to 24 hours before crews arrived from outside the area to help with the fires burning in somona and napa counties. those october fires killed 44 people. ( james ) a tire thief is on the loose in fremont. police say someone stole all of the tires off three cars parked in the ardenwood neighborhood. officers responded to the area just after four tuesday morning after getting calls about a suspicious person. but when they arrived... the

( darya ) hundreds of people in the east bay were forced to shelter in place after a hazardous chemical leaked from a rail car. pittsburg rail crews smelled an unknown substance yesterday afternoon. fire and hazmat crews were called to the area and found that a chemical was leaking. the contra costa fire department said it was sodium sulfide... which can be dangerous in large quantities. people within a quater of a mile were promted to shelter in place for over an hour. crews were able to repair a vaulve thought to be responsible for the leak. ( darya ) a federal judge has blocked the state from requirg that the popular weed-killer... roundup... carry warning labels that it is known to cause cancer. a u-s district court judge said in his ruling that the warning is false and
