good good morning and thanks for joining us for the kron 4 morning news.im robin winston. its thursday march 1st 20-18. lets start this morning with a check on weather and traffic. (mabrisa rodriguez)low pressure trough is dominating the local weather pattern early this morning and will continue to do so through the next few days. this storm system will bring gusty southwest winds, moderate to locally heavy rainfall, the potential for

thunderstorms, and accumulating snow at the highest locations. earlier this morning, the surface cold front out ahead of the parent upper low was essentially lined up along the pacific coastline from san francisco to seattle earlier but has now trekked slightly inland to encompass the north bay. as a result, the north bay has seen the bulk of the precipitation so far, with up to 2.00" in the wettest locations and widespread accumulations of .66" to 1.00" across the inland north bay valleys. warm sector precipitation ahead of the main cold front has already pushed deep into central california, bringing at least minor accumulations to nearly all portions of the san francisco bay and monterey bay areas. the bulk of the rain from this storm is expected to come through the remainder of this morning and into the early afternoon as the cold front sinks deeper into the golden state. southwest flow of 40 to 50kt at 850mb will accompany this storm system today. this southwest flow will enhance the frontal boundary as it shifts southward today by providing deeper moisture advection/vapor transport into the region as well as increasing the already

favorable (orthogonal) orographic setup. as a result, much heavier precipitation is forecast to fall over the areas most susceptible to orographic effects, ie, the highest terrain over big sur (and to a lesser effect the santa cruz mountains). while 3-5" storm total is generally expected across these two areas, locally higher amounts of 6 to 8 inches over the santa lucia range are possible as the front becomes enhanced later today. while breezy southwest winds and periodic gusts area already common early this morning (peak gust of 48mph at mount diablo), winds are expected to ramp up significantly higher after sunrise. as a result, a wind advisory is in effect for all locations through most of the day (from 2am to 10pm in the san francisco bay area and 7am to 10pm in the monterey bay area). be sure to tie down any loose outdoor items and drive carefully if travelling east or west (crosswind) in a high profile vehicle today. snow levels will start out around 4000 feet on thursday then lower to 2500-3000 feet friday into saturday. given that this is a wetter storm system than our systems, we could see very localized accumulations on the higher peaks (primarily over the santa lucia/big sur range) of a few to several inches. forecast models show the storm system slowing down and changing direction over the coming days. the cold core of the upper low descends from offshore of the northern california by saturday and eventually exits the region sometime sunday. the mid term models diverge on the exact timing, with the gfs favoring a bit more progressive pattern than the euro. that said, an extended duration of wet, unsettled weather will linger across the area as the postfrontal environment remains energetic. look for on again off again rain showers and isolated thunderstorms (including the potential for copious amounts of small hail) friday saturday and into early sunday. generally speaking, water year accumulations have been underwhelming so far leading to drier antecedent conditions and less flood/debris flow risk than we would otherwise be normally facing. we are anticipating that these rains will generally be categorized as beneficial to the area with lower risk of flooding. we will be watching closely for enhancement of this storm later today as it will drive which areas will see the highest rainfall amounts and

sierra can expect at least 3 to five feet of snow. ( robin )p-g-and-e is warning customers to prepare for this winter storm.they're saying it could cause power outages this week. on wednesday crews were out preparing by trimming trees, and clearing sewage drains. p-g-and-e says the following tips to avoid dangerous situations during storms are to never touch downed wires... use flashlights, not candles... have a back-up phone... and turn off all appliances. on how students are feeling. there's still anxiety lingering.an alert was sent to all students, faculty, and staff ... to be on the lookout. pkgsot - it was literally in black magic markerthat threat claimed a shooting would happen at 5-o'clock on wendesday.at first it scared me because i didn't know what was going on.although authorities didn't have any reason to believe the threat was real, their duty was to jump into action. san jose p-d joined university police in the investigation.if anything had happened, i would've felt safe because we had those individuals helping us.there has been stepped up patrol in and around "dudley moorhead hall" where the graffiti was scribbled. some students were in the middle of an exam and had no clue as to what was happening, but say seeing the police presence made them feel safe.i was in the mindset of my test. smoeone said had you heard, and we had our phones off. so we had to clear out. everyone was prepared to do what we needed to do, but in the end we thought it wasn't that big of a threat but we

had police so we felt safe. standupfor now things have calmed down a bit. students are trying to move on and get studying done for their next sest of exams.reporting in san jose ... ali reid ... kron 4 news ( robin ) that was part of a voicemail from the alum rock union school district in san jose. the threat was made on twitter, and now the school district is working with police to investigate.schools have not been cancelled. another threat was discovered yesterday at santa rosa high school.. that school notified parents that the

threat was found in the girl's restroom in desoto hall. police say there is no evidence to substantiate the threat.school will be open this morning. ( robin ) meanwhile ... sebastopol police arrested a 16 year-old analy high school student who they say admitted to writing a threat in a bathroom on campus this week. authorities say they used handwriting analysis to identify the suspect. the teen was booked in sonoma county juvenile hall for making criminal ( robin )here in the bay area - the news about dicks sporting goods banning assault weapons... including ones that were used reportedly by the gunman in the florida shooting... is getting some strong reaction. kron4's teresa estacio has more on what the c-e-o of the sporting goods chain says, factored into his decision. edward w. stack / chairman and ceo, dick's sporting goods, inc.: "we were so disturbed and saddened by what happened in parkland that we said we need to do something, and we talked about what we needed to do and we felt that we needed to make a statement that we will no longer sell assault type rifles, high capacity magazines and a few other

due process for the 150 immigrants detained by ice over the weekend here in the bay area. kron 4's hermela aregawi has more... on how the raids are effecting local families. immigration detention is meant to break people so they give up their rightshundreds of protesters rallied for hours outside of ice headquarters in san francisco. calling for an end to immigration raids.. since just sunday.. the raids have swept up at least 150 undocumented immigrants in northern california.kitzia esteva who is undocumented herself worries she or her family will be next.kitzia esteva/organizer and undocumented immigrant i fear for all my community and for my family who are documented including mysef. because of how widespread these attacks are we could be next right? sharif zakout/arab resource and organizing centersharif zakout/organizerweve known kids who have been detained indefinitely kind of like what the supreme court order came out here yesterday. ice officials have said 800 undocumented immigratns in the

immigration raids in northern california. ( robin ) oakland mayor libby schaaf defended her actions at city hall. and as kron4's maureen kelly reports ... the mayor not only stands by her decision, she says, she would do it again. on hindsight would you do it again? absolutelyoakland's mayor goes on the defensive as the fallout from her weekend warning about ice raids continues. first it was death threats.today us immigration and customs enforcement tom homan appeared on fox and friends saying schaaf's warning put his agents at risk and that the justice department is looking into whether the mayor obstucted justice .he claims roughly 800 people living illegally in northern california avoided their sweep because of schaaf's head's up. saying quote: what she did is no better than a gang lookout yelling 'police' when a police cruiser comes in the neighborhood except she did it to the entire community. i've been doing this for 34 years and this is a whole new low. to intentionally warn criminals that law enforcement's' coming. i just can't believe it happened." the us immigration customs enforcement says they arrested more than 150 people in their

raids, and half of them had criminal convictions on top of immigration violations. at a press briefing today schaaf reacted to those comments.i did my job is the mayor of oakland my job is to make my city safer. and i take public safety extremely seriously but many people agree that a community that is 1/3 immigrants like oakland is safer when our immigrant community feels like they can come forward and report a crime, come forward and be the witness to a crime. we take safety very seriously here in oakland we are proud that over the last five years we produced homicides by 42%. we cut shootings by 50% we cut armed robberies by 55% and we have done that as a sanctuary city when asked if she was concerned she's be arrested.her answeri'm confident that what i did was fully legal. my sources were not official. i did not give specific information that could have endangered law- enforcement.mayor schaaf, who is also an attorney, says she did not obtain private counsel but did seek legal advice before issuing her warning. she says she also discussed the issue with oakland's chief of police. maureen kelly kron4 news (robin)(robin) still ahead on the kron

4's j.r. stone has that story. you wouldn't know it by just looking at this tech commuter bus but there's a possibility that a officer with the california highway patrol is on board. chp is going after b-b gun shooters who have been opening fire onthese buses...leaving shattered windows and dented sides on buses traveling the peninsula and the south bay.sot it's concerning like i said you know it's bb gun today and who knows what is gonna happen tomorrow so it's good that we're getting in front of it and at least getting the word out that cops are taking it serious.in fact news of at least 7 buses getting hit by b-b's in the last two months was a bit shocking to some we talked with. many who didn't know about those cases or the several other possible cases being investigated.sot no i'm not happy hearing that because i take the bus pretty much every day.chp officers are also using bait or decoy buses as they attempt to try and catch the bad guys. shooters who appear

oakland school board has taken a significant step towards ensuring clean drinking water at its schools. kron 4's dan kerman has the latest details on the policy. the oakland unfified school district decided getting the lead out of its water is a top prioritysot sasakinumerous schools in the district have been found to have elevated levels of lead in the water. though testing is already underway and certain fixtures have already been placed off limits, wednesday the school board made it official agreeing to test a sampling of fixtures at all schools and replace pipes and fixtures when lead levels are found to be over 5 parts per billion. that is significantly more stringent than federal regulations which are at 15

potential for thunderstorms, and accumulating snow at the highest locations. earlier this morning, the surface cold front out ahead of the parent upper low was essentially lined up along the pacific coastline from san francisco to seattle earlier but has now trekked slightly inland to encompass the north bay. as a result, the north bay has seen the bulk of the precipitation so far, with up to 2.00" in the wettest locations and widespread accumulations of .66" to 1.00" across the inland north bay valleys. warm sector precipitation ahead of the main cold front has already pushed deep into central california, bringing at least minor accumulations to nearly all portions of the san francisco bay and monterey bay areas. the bulk of the rain from this storm is expected to come through the remainder of this morning and into the early afternoon as the cold front sinks deeper into the golden state. southwest flow of 40 to 50kt at 850mb will accompany this storm system today. this southwest flow will enhance the frontal boundary as it shifts southward today by providing deeper moisture advection/vapor transport into the region as well as increasing the already favorable (orthogonal) orographic setup. as a result, much heavier precipitation is forecast to fall over the areas most susceptible to orographic effects, ie, the highest terrain over big sur (and to a lesser effect the santa cruz mountains).

( darya ) police in concord have arrested this 18-year-old after they say he brought two loaded guns to school. he is alejandro cortes from pittsburg. this happened at olympic high school in concord. a school resource officer received a tip that cortes might have a gun on campus. officers detained him and found the guns. investigators say there was no plan for a shooting and that no student was in any danger. ( darya ) new this morning ...a man turns himself in to police for a shooting in menlo park over the weekend. this is a picture of the man police were looking for all week. police say 36-year-old jose gutierrez was arrested for firing an assault-style rifle in the back yard of his home on sevier avenue. witnesses told police that gutierrez was upset about a loud party next door. ( darya ) new this morning... firefighters are mopping up an east bay business fire. it happened on central avenue in newark. the fire started just before midnight near a marble and remodeling warehouse. no one was hurt. small earthquake shakes danville. the 2-point-5 quake hit just before 7 last night. less than a week ago... an earthquake swarm shook up the danville area. the biggest quake in that swarm was a 3-point-5. the north bay. as a result, the north bay has seen the bulk of the precipitation so far, with up to 2.00" in the wettest locations and widespread accumulations of .66" to 1.00" across the inland north bay valleys. warm sector precipitation ahead of the main cold front has already pushed deep into central california, bringing at least minor accumulations to nearly all portions of the san francisco bay and monterey bay areas. the bulk of the rain from this storm is expected to come through the remainder of this morning and into the early afternoon as the cold front sinks deeper into the golden state. southwest flow of 40 to 50kt at 850mb will accompany this storm system today. this southwest flow will enhance the frontal boundary as it shifts southward today by providing deeper moisture advection/vapor transport into the region as well as increasing the already favorable (orthogonal) orographic setup. as a result, much heavier precipitation is forecast to fall over the areas most susceptible to orographic effects, ie, the highest terrain over big
