morning...now...as we see on storm-tracker four radar...a smaller round of rain is sweeping across parts of the bay.(grant) good evening i'm grant lodes. (vicki) and i'm vicki liviakis. the bay area was pounded with the wet weather today... and it's not going away yet. lets check in with chief meteorologist lawrence karnow... lawrence, how long is the wet weather going to last? lawrence karnow: it was a very stormy start to the day with heavy rain and gusty winds. some of the heaviest rainfall totals were nearly 4 inches. the rain has turned to showers. doppler radar is showing more rain and some heavier pockets of downpours. more heavy rain is expected tonight with the possibility of isolated thunderstorms. heavy snow continues in the sierra where a blizzard warning is in place in the greater lake tahoe area. extremely dangerous whiteout conditions are expected

coverage tonight on the wet weather hitting the bay area... (vicki) it caused caused lots of problems on the roads today. kron 4's rob fladeboe is live in los gatos. rob? (rob live) all things considered, the mountains are holding up pretty well, soaking up this badly needed rain. but of course, it is causing a few problems too. most notably, for commuters. nats (3 car wreck on highway 17)like oil and water, highway 17 and rain just do not mix very well. and just like clock work, drivers were mixing it up amid several accidents like this three car fender bender near redwood estates. as a result, traffic would grind to a halt off and on throughout the day.the rain was heavy at times, especially over the summit where visibility was very poor at best and the pavement slippery. behind the wheel, you can feel the loss of traction when you come into valley surprise or big moody

curve and hit one of those puddles caused by a backed up storm drain. water likes to pool here at the on and off ramps. busy bear creek and other mountain roads are seeing a lot of runoff too. it's been windy with gusts above 30 miles per hour. that kept p.g. and e crews busy with power outages and downed power poles like this one on old mill pond in los gatos. not far away, george alfs was keeping an eye ona slide near his home on hutchinson road, where the rain has brought work to a stand still.george alfs/los gatos resident "...well, we had a slide here last winter and we lost part of the road. the crew has done a good job here so far bringing in gravel and shoring it up but but we still need to watch it in the rain for slip outs and i think they are still assessing that..."

(rob live) the rain is welcome of course but there is still an awful lot of road damage left over from last winter's storms. the lack of rain so far this winter has helped crews make good progress up until now. live in los gatos rob fladeboe kron 4 news (grant) in the north bay... officials are closely watching the burn areas...left from last fall's firestorm. (vicki) intense measures being taken to try and prevent a disaster like the deadly mudslides in southern california. kron four's terisa estacio reports from santa rosa. the rain is pretty ferocious up here in santa rosa. its been pouring all day. there's been a lot of hard work put into shoring up this area, like over here, you can see how this storm drain is being protected. but the concern is real about the fragile nature of this area. taken to try and protect the delicate environment out here in the burned areas. paul lowenthal. we know the potential of ash, residue alot of sentimetn any leftover debris all run off into system and that could lead to flooding, and we don't want that - that is why measures in place. paul lowenthal is the asst fire marshall in santa rosa. you are going to see grass waddles, gravel bags in place around storm drains. to the average person, you might think these are a problem with the debris, but we want that, we don't want it going into the storm drain system. in santa barbara, following their fires, horrific errosion lead to landslides which trapped and killed residents. could that happen here? lowenthal. they had a fire, we had a fire, but they had rains right after the fire, we fortunately had time to prepare. so hopefully we are prepared. lowenthal quickly added the winds picking up are a big concern, with so many trees that died in the wildfires he says it is vital for residents to respond to any alerts and take necessary precautions. lowenthal. there are so many dead trees, it is important to sign up and respond to alerts. (grant) new video tonight... showing the snow in the sierra. white out conditions in the tahoe region today.... causing kirkwood, heavenly, and northstar to close....the weather prompting donner to close until the weekend! when all is said and done, there could be between seven and 10 feet of snow in the region. interstate 80 was also closed in both directions due to zero visibility.... but the roads are back open now-- with chain requirements. certainly a dangerous situation on the

(vicki) the white house today publicly criticized oakland mayor libby schaaf - because of her warning last week of an imminent immigration raid.. (grant) catherine heenan is here with details on what was said.... the white house is calling mayor schaaf's warning "outrageous"....and confirming the department of justice is reviewing whether she broke the law... and we just learned that 232 undocumented immigrants were arrested by federal agents this week....but the ice director has told reporters that another 850 escaped capture because of the oakland mayor's tip-off. the subject came up at today's white house briefing...

sarah sanders/white house press secretary: i think it's outrageous that a mayor would circumvent federal authorities and certainly put them in danger by making a move such as that and that's currently under review by the department of justice. mayor schaaf defends her decision - calling it her "duty and moral obligation." she says she's getting angry reaction - including death threats. the ice director claims the mayor has shielded dangerous criminals from federal enforcement- and compromised public safety. grant and vicki? (vicki) in san francisco today... the interim mayor announced additional city legal defense funding for detained immigrrants in northern california.(grant) kron four's philippe djegal explains how money will go into this and how many people the funds will help. (philippe) just this week... interim san francisco mayor mark farrell says immigration and customs enforcement detained at least 150 undocumented immigrants in th e bay area. he says soon those detained.. and the hundreds of others facing deportation will be better positioned to receive legal

representation.mark farrell/interim mayor- "at the state level, with are partnering with assemblyman phil ting, um, to ask for $7 million in funding every single year, um, that will be enough to provide representation to every single immigrant, uh, in our immigrant courts here in northern california." and, here locally in san francisco... the city intends to spend an additional three-point-five million dollars on legal defense services for immigrants. bringing the total to more than 11 million dollars a year. sandra fewer/supervisor- "our legislation to provide this funding made it out of budget committee this morning unanimously, and i look forward to celebrating a unanimous vote on this issue at the full board." for the next two years... two-point-five million dollars of the additional funds will go to san francisco non-profit organizations already helping detained immigrants. another one million will go to the public defender's office. jeff adachi/public defender- "last year, we started an immigration unit in the public defender's office. we're gonna double the number of attorney's, uh, as a result of funding from the mayor and the board of supervisors." public defender jeff adachi says his office will have the ability to double the number of people it represents... from 100 to about 200. in

(vicki) u-c berkeley has resolved a four-year federal investigation into how the school handled sexual misconduct cases..(grant) catherine heenan is here with details on a new agreement with federal officials... (catherine) u-c berkeley failed to give all students the chance for a formal investigation of their assault or harrassment claims.. and did not resolve all cases in a timely manner.. that's according to the dept of education's civil rights office... the

bottom line - the school mishandled sexual misconduct cases.the investigation began in 2014 after 31 students filed complaints - saying their claimshad been ignored. as part of an agreement - the campus must revisit 8 cases.... and must tighten policies for educating students and employees on preventing sexual abuse. also - the feds will also monitor the campus for two years. the chancellor says the school has made many changes and improvements in theway it handles the cases.. vicki and grant? (vicki) bart riders caught without proof of payment are getting slapped with citations and fines. kron4's maureen kelly went out with the team of fare inspectors. they're tring to crack down on those slipping into the transportation system without paying their fair share. do you have a bart ticket or a clipper card on you?this is one of the team of fare inspectors who's job is checking that riders paid up

before entering the system. those stopped are asked to hand over their tickets or clipper cards to be swiped by handheld devices that can tell if the rider used it to enter gates.bingor not.boop.the new proof of payment policy that went into effect january 1stas a way to deter fare evasion.which is problem that costs bart an estimated $15 to 25 million dollars a year. today one man declined to hand over his ticket and ran away.. he got away, which is fine since the team is still issuing warnings today but.today will be the last day that warnings are issued going forward those without proof they paid their fare share will be slapped with citations...bart police hold that the presence of these inspectors will cut down on fare scofflaws as well as improve overall public safety on the transportation system. you can make the assumption that people who commit crime on bart did not pay to get in so yes if we legally deter people from entering the system illegally then were also deterring people from committing other crimes .one rider isn't sure this is a good thing or not.it does feel invasive and i think it's important for people to be

devastated montecito in january....there's great concern tonight about more stormy weather...(vicki) catherine heenan is here with how people in santa barbara county are preparing (catherine) people are very worried about whether hillsides in the montecito area will surviveanother storm. local reporters were demonstrating how rocks that look stable, for example...are actually anything but... now - authorities have issued a mandatory evacuation order for areas ofthe santa barbara county coast... residents are checking maps that pinpoint the areas at highest risk... this is all in advance of overnight rain and the possibility of more mudslides....like those which killedmore than a dozen people in january.

in montecito - a in in montecito - a historic inn set to re-open any day will now put those plans on hold a little longer.. the montecito inn was heavily damaged in the mudslides and has been closed for repairs for two months.. the mandatory evacuation order issued today, meantime, affects as many as 30-thousand people. grant and vicki? (grant) also in the east bay...the d-m-v's oakland coliseum office will remain closed...for an about another week...as crews continue repairing water damage...stemmi ng from a february break-in. police say thieves stole copper pipes from the heating and a-c units on the roof...which caused massive flooding. the office will continue to conduct scheduled driving tests, and the d-m-v will honor appointments at other locations... for the complete list of nearest offices...log onto kron4 dot com. (vicki) in the south bay. a man is behind bars tonight...accused of making lewd comments toward school children. the incident happened at willow glen middle school in san jose. multiple students told police they were followed and contacted by a man in a red pick-up truck. they said the suspect made unsolicited lewd comments to them. police found video evidenece with the suspect's license plate...and arrested 59- year-old ashour tarverdi.

(grant) equifax says cyber-criminals accessed the personal information of millions more people than first thought... in last year's massive data breach. equifax announced today it discovered another two- point-four million americans who had their names and drivers license numbers exposed. the credit monitoring agency previously said hackers exposed the information of 145-point-five million people. that included social security numbers, drivers license numbers and addresses. the company said it will notify the newly-discovered victims and offer free identity-theft protection and credit monitoring. equifax first reported the breach in september, three months after the company discovered it. in san francisco are required by law ... to provide affordable housing in new buildings... either by offering a certain percentage of 'below- market rate' apartments... or, by paying a fee. in-depth tonight... kron four's philippe djegal takes a look at what's called - the inclusionary housing program... and, how it is working. nats- all over san francisco...nats- especially -- in the heart of the city... nats- the hammering sounds of new construction is unavoidable. nats- some scoff at the sight of new luxury apartment buildings going up... bothered by the fact that most san fraciscan's are priced-out of living in one of these new developments... unaware of the city's inclusionary housing ordinance.kate hartley/mohcd - "the inclusionary housing program definitely makes a big difference." based on the law... developers of all new housing projects with 10-units or more... are required to either, one, make 19-percent of the development

affordable housing... two, build an equal amount of affordable units at an off- site location... or, three, pay an in lieu fee... a fee that the san francisco mayor's office of housing and community development collects and then invests in affordable housing.kate hartley/mohcd - "we have had an inclusionary program since 2002." and, in the past decade.. kate hartley... director of the mayor's office of housing and community development... says san francisco has collected about 198-million dollars in inclusionary housing fees. that comes out to about 20-million dollars a year. when leveraged with low-income housing federal tax credits... state and other local funding... hartley says the inclusionary fees make a big difference.kate hartley/mohcd - "it is actually being spent. we have built over the last 10 years, using inclusionary fees, about 2,000 units. and, uh, we have many more, uh, units, hundreds of units in the pipeline right now." we caught up with kate hartley at the openhouse community at 55 laguna street.

san francisco's first 100- percent affordable housing complex for l-g-b-t seniors. built in part with inclusionary housing fees.kate hartley/mohcd - "typically, the city provides about, between 40 and 60 of the cost to build housing." as i mentioned... developers have a choice of either making a porition of new buildings affordable... pay a fee or build affordable units off-site... meaning on a piece of land somewhere else... an option, hartley says, developers rarely use. but there are examples of off-site construction... like this building at 14-hundred mission street. it's made up of 167 below-market-rate condos and 24 middle-income rental units. all built here, rather than at the main development: lumina at 201 folsom street. a 655-unit luxury high rise built in 20- 15.kate hartley/mohcd - "and, uh, it doesn't happen too often, because as you can imagine, thats a somewhat difficult process to find a piece of land, entitle it and build. um, but we have had about four or so off-site developments." several cities across the nation and

right here in the bay area have inclusionary housing programs... san jose is also one of them... and expects to collect 20 to 25 million dollars in fees annually... that'll be invested into 100-percent affordable housing.kate hartley/mohcd - "san francisco's is not the, um, most strict program in the country, but we definitely, uh, have been out in front on this issue." annually, hartley says the city's goal is to create 5-thousand housing units. 15-hundred of them affordable. creating mixed-communities in new developments... blending low, medium and high income households together in san francisco, philippe djegal, kron four news. the east bay... where drivers faced tough road conditions because of the storm. there were plenty of hazards along freeways and surface streets today. kron 4's haaziq madyun gives us a closer look. the storm took its toll on drivers on bay area roadways in the east bay. flooding was one of the hazards drivers faced on roads like marina vista in martinez...where at least here drivers get a heads up flood warning signnot so for drivers going under the 880-overpass on the high street in oakland. before you know it you are driving through a pool of water on this rain soaked roaddriving on the freeway was a bit of a challenge as well. i saw several vehicles on the shoulder dealing with flat tires or just simply stalled on the off ramp waiting for help to arrivesurface streets posed their own problems for drivers like this fender bender involving three cars again on high street in oakland

(steve) (steve) in the east bay... walnut creek police have arrested a nursing assistant on suspicion of the sexual battery of a patient. authorities say the suspect..cody baca of john muir medical center...turned himself in friday after a warrant was issued for his arrest. investigation of this incident began in october when the patient reported being a victim of sexual assault. baca is behind bars now... also facing a burglary (pam) and in emeryville... these two men were arrested yesterday on gun possession charges... police say, one of the suspects also had drugs on him. both of the men are convicted felons.... and when authorities stopped their car.... the license plate did not match the vehicle. officers then ran a name

satellite is the second in a series of next generation weather satellites ... from the national oceanic and atmospheric administration, or noaa. once it is set into position later this year, the satellite will provide images of storms. it will also help noaa with predicting weather forecasts and severe weather outlooks. last weather and goodbye lawrence karnow: it was a very stormy start to the day with heavy rain and gusty winds. some of the heaviest rainfall totals were nearly 4 inches. the rain has turned to showers. doppler radar is showing more rain and some heavier pockets of downpours. more heavy rain is expected tonight with the possibility of isolated thunderstorms. heavy snow continues in the sierra where a blizzard warning is in place in the greater lake tahoe area. extremely dangerous whiteout conditions are expected tonight into early friday morning. on the satellite you can see the low still spinning off the coast. it's not in a hurry to move so it will continue to spin more showers our way through saturday. more snow is likely over our local mountains and snow levels could drop as low as 1,500 feet. it will be a mix of sunshine and showers tomorrow with cool highs only in the upper 40s and 50s. showers and cool weather continue on saturday. sunday looks moslt
