organized, just like his wife and son like it.fernando valdes/tenant- "we've part of this community. we'd like to be owner of these houses." ten years ago... valdes and his family moved into this home on ritchie street. during the height of the foreclosure crisis... the new landlord at the time, had just purchased the house and six others in the same neighborhood... fernando's home sold for 170-thousand dollars... well-below market-rate because it was under foreclosure. he says for a decade, his rent stayed at a reasonable level. that's until last summer, when the landlord proposed an increase.fernando valdes/tenant- "last year, we paid $1,125, and uh, he wants
4:50 am
$2,400." the rent increase might be unfair but not illegal. the costa-hawkins rental housing act is a state law that exempts single-family homes from rent control. so, fernando and the other tenants are exploring all of their legal options to stop the rent increases. one idea is to get the oakland community land trust involved. steve king/oclt- "we've done it -- it works." steve king is the executive director of the land trust that buys the land but not the house he's working with fernando and the other affected tenants. steve king/oclt- "the land trust would essentially intervene, purchase the entire property and then work with each family over time to build their credit, to build their reserves to build a down payment so that the land trust could convert to ownership for the families. so, we would sell the home, but not the land, um to the family." king says between 20-10 and 20-13, the land trust bought and rehabbed 18 single family homes... which were then re-sold to low-income families -- who otherwise... would have been forced out of their homes. the challenge here is convicing the landlord to sell at or below market-value. steve king/oclt- "they can receive a tax benefit for selling at any price below what the market values considered, so that could be a tax write-off for a seller, which could be favorable for some sellers." problem is -- in fernando's case -- in november-- his landlord, fed up with the tense negotiations, decided to sell
