( robin )president trump is back in washington... after a quick trip to california. his focus was on immigration... along with attacking governor brown. andy rose reports.

president donald trump: "i think governor brown has done a very poor job of running california. they have the highest taxes in the united states.... you have sanctuary cities where you have criminals in the sanctuary cities...and i think the governor is doing a terrible job running the state of california."harsh words from president donald trump as he made his first trip to california since taking office 14 months ago.it was a quick one day visit to the country's most populous state, where trump focused mainly on immigration issues. a hot topic in a state where there is no love lost between him and local leaders when it comes to the president's open disapproval of their sanctuary cities.earlier in the day, he was in san diego, touring eight border wall prototypes on the california/mexico border.president trump: "i do have a preference. the problem is you have to have see- through. you to have know what is on the other side of the wall." though trump campaigned heavily on building a southern border wall, and having mexico pay for it, the wall has yet to happen.president trump: "if you don't have a wall system, we're not gonna have a country. there is a lot of problems in mexico, they have a lot of problems over there. and they have cartels, we are

fighting the cartels, and we are fighting them hard."before heading to a high-dollar fundraiser in beverly hills for the evening, trump stopped at a marine base, promising that no matter where they are stationed, the military is always a top priority for him president trump: "we're also investing in our greatest weapon of all...in 2019, we want to give you your largest pay raise in over a decade." i'm andy rose, reporting. ( robin )u-s secretary of state rex tillerson is out. president trump made the announcement via twitter tuesday morning. the president called rex tillerson hours after his announcement... by then tillerson had already knew. c-i-a director mike pompeo has been nominated to take tillerson's place. tuesday tillerson appeared in the state department briefing room... to give a statement after his firing.

during the time that the country continues to face significant policy and national security challenges.> ( robin ) president trump told reporters that he and pompeo are on the same wave- length -- tillerson and trump did not see eye to eye on key issues like north korea, trade, climate change and iran. ( robin )conservative commentator... ann coulter... made her way to the bay area... and she didn't waste any time speaking out against california... immigration... and berkeley. kron 4's j.r. stone has that story. controversial conservative speaker ann coulter in the bay area on tuesday night and she didn't waste any time when it came to giving her opinions about u-c berkeley...where she was unable to speak last year. i can give my entire speech to berkeley in about 5 seconds...federal laws on the books so we should enforce them.coulter was schedueled to speak at u-c berkeley in 2017 but eventually had to cancel because of the school's fears over possible violence.

tuesday just two protesters showed up in mountain view despite the heavy police presence where coulter was speaking.....those protesters were gone 20 minutes later. coulter says she is still very determined to talk in berkeley. sot all of these liberals came out when berkeley through their tantrum.....i still haven't spoken...i kinda think i still need to speak.with president trump spending the day in southern california looking at prototype border walls...coulter was eager to talk immigration.we asked her about oakland mayor libby schaaf's decision to warn people about possible ice raids.sot you have the most beautiful state in the union you need different people running it....sot...j.r. stone kron 4 news.

( robin ) ( robin )a california man on death row for more than 20 years could now be set free. after the state supreme court threw out his sentence and conviction on charges he raped and murdered a toddler. the court ruled unanimously that medical evidence against vicente figueroa's proved false. many of the doctors who testified at figueroa's trial now says the young girl's injuries were not a result of sexual assault. the girl was the daughter of figueroa's girlfriend ..who he was watching. the state supreme court said jurors heard evidence suggesting the girl may have been hit by a

( robin )a san francisco police officer had only been on the job for four days... when he was involved in a deadly shooting of a man suspected in a carjacking. three months later... that officer is now fired. kron 4's spencer blake reports. (flashcam)all the department said was that chief bill scott relieved officer chris samayoa on friday.today we heard from the president of the police officers association...along with advocates for police accountability.(pkg)police long ago released this body cam footage of officer chris samayoa on december first.he and his trainer pulled up in their squad car after chasing a carjacking suspect, keita o'neil.o'neil had jumped from the stolen van and ran alongside samayoa's car.that's when the officer pulled out his gun and shot o'neil through the closed window. "this is a kid who was adored by people in bayview. so okay he did something stupid. that still doesn't deserve a

sentence on the street."after police chief bill scott fired samayoa friday - more than three months after the deadly incident - the president of the police officer's association sais in an email to union members that smayoa was quote "fired for doing what he was trained to do by the s-f-p-d academy.but activists disagree.mesha irizarry's own son was shot by police 48 times back in 2001. "i think that the firing of the officer who had been only on duty for three days is pretty much a very quick damage control measure."she hopes o'neil's family will continue to pursue litigation against the officer, even after his termination.union president martin halloran wrote in his email, quote "this chief has demonstrated his lack of care or concern for his officers on too many occasions."a representative from the anti-police terror project acknowledges that cheif scott made the right move by firing samayoa, which people in the community had demanded he do."we do still note that it took over one hundred days for this to occur, which is far too long a period, given the fairly explicit fact set in this

case."this a-p-t-p committee member also says he doesn't think this one move signifies sweeping reform."we reject that 'bad apple' theory in its entirety. we believe that there is a culture of corruption in the san francisco police department." through what happend? did he storm in or walk in? he walked in very calmly and slowly did he say anything to you? he, didnt say anything. he at first said, veterans, you can go. because there were couple of veterans with us. and then 4 staff members that he let me go, all he said was first name, you can go. there were 2 before me, i was the 3rd, then he let me go. did he have his gun out? did he come across as violent? he had his gun against him. he walked in with it and he was just very calm. just kind of emotionless. did you run out, or slip out? he motioned me to toward the door. he wanted us to walk out, i walked out past him and out the door and then ran from there. did you hear

( robin )vallejo police officers are now carrying a life saving drug. the officers will be equipped with narcan after the city noticed an increase in heroin and fentanyl possesssions and overdoses last year. this month officers began narcan training and are now carrying it on patrol. ( robin )in concord... people who live in an apartment complex claim they are being pushed out by poor living conditions... and high rent increases. kron four's philippe djegal... talked with the affected families.

families who say they're living in poor conditions, facing no-cause evicitions and unfair rent increases... stopped by city hall in concord. they dropped off papers to have city inspectors tour their apartments and force their landlord to make repairs to problems that the tenants say have long been ignored.eliabeth lira/tenant- "it just makes us feel like we're less than them. we're paying for the property and just horrible conditions." bed bugs and cockroaches were found in some of the units we visited at the park haven apartment complex. a representative for the landlord says they do their best to respond to maintantenance requests. but tenants disagree.elizabeth lira/tenant- "they just say they'll get to it but they never do -- they just ignore us." that's why tenants like elizabeth lira have turned to the non-profit -- "acce." alliance of californians for community empowerment. "acce" is helping to stop what they claim are several no-cause evictions... and, unfair rent increases -- exceeding 10- percent.edith pastrano/acce-

"tenants are mobilizing in concord, in other cities across the state to get better tenant protections like just cause for eviction. currently, in concord, there is no such policy that protects tenants in this way. (philippe) and, there's no rent control, right? (edith) and, there's no rent control. yeah, so landlords are allowed to increase the rent however much they want." shortly after we tried to contact the property manager... the leasing office called the police. eventually, a representative for the landlord told us, they are willing to work with the tenants to resolve their issues. in concord, philippe djegal, kron four news. ( robin ) in san francisco's tenderloin neighborhood... police were seen chasing and tackling a robbery suspect. take a look at this video... you can see police running after a man and

tackling him. the department says officers saw the man running away on 6th and market street monday. they say he was armed with a hunting knife...threatening a merchant who tried to stop him. police said the suspect also punched a man in the face in another unprovoked attack. ( robin )over in vacaville... police are looking for whose responsible for slashing the tires of at least 8 vehicles. this is new surveillance video. police say, the suspect not only slashed tires... but checked to see if any of the doors were unlocked. officers say, this happened in the north village, sometime around- 2 in the morning on saturday. if you recongize this person, you are asked to contact police. ( robin )the san ramon police chief presented city council with his department's annual report. that report includes details of crime rates .. as well as programs the city is working on.

kron 4's ali reid reports. right now property crime, auto burglaries, and larceny seem to be the big issue.pkg crime has increased over the last couple of years and police chief dan pratt and his department are working to get those numbers down.dan pratt / san ramon police chiefwe're still hiring from the 2017-18 fiscal year. so we're gonna get some of them started next month chief pratt says p-d is is urging citizens that have surveillance cameras in or around their homes or businesses, to register with police ... which then makes it easier for authorities to help find the culrit whenever a crime is committed. and so far it seems to be working.we had an incident where a couple of suspects shot a flare gun into some residences and we were able to capture footage of the vehicle. we put that out on social media and it helped identify the suspects and eventually they were caught and prosecuted.to help with combating crime, the city

council previously proposed a camera system citywide ... but that won't make it into this year's budget. residents say they still feel they're living in one of the safest cities in the bay area.san ramon is always safe. it's been home for me since i was 17 years old. it's always been safe. i have my home here.i look at a lot of different cities as we look at retirement and i'll tell ya i cant find any as safe as san ramon. so it's a real selling feature for us. although there isn't a need for any additional staff this year, police say the growing city will need additional officers in the near future.we always try to stay ahead with crime prevention strategies ... it's always in the forefront of our minds to address those issues.standup police is also actively educating the public on how to protect themselves, stay alert, and report suspicious activity.that was part of another meeting across town tonight.reporting live in san ramon ... ali reid ... kron 4 news ( robin )in fresno... a district attorney will seek

the death penalty against a man ... charged with killing four people. a decision was reached ... after an extensive review of 39- year-old kori muhammad's behavior before he allegedly shot three men at random last april. muhammad is also charged with the killing of a motel security guard five days earlier. in january... a judge rejected his arguments... claiming he had been diagnosed with paranoid schizophrenia... and was not sane at the time of the shootings. ( robin )a security guard is being charged with murder... in the death of his co- worker in walnut creek.the incident happened at a construction site on lacassie avenue last thursday night. police say, 34-year-old hakim madjour ... attacked 60-year-old.. harry swayne... with a metal pole. the attacked caused swayne severe head injuries. he died at the scene. madjour and swayne... were both co-workers. madjour was treated for minoir injuries before being arrested and booked in jail. right now he's being charged with murder.

( robin )happening today... thousands of students across the country are expected to walk out of school to protest gun violence. and as kron four's rob fladeboe reports.. students in one south bay school district could face consequences if they chose to participate. milpitas high school students, mostly juniors and seniors i'm told, are set to walk out of class early wednesday to join a nationwide student walkout intended to call on lawmakers to enact stricter gun control. they hope to make a difference says associate student body treasurer diangelo jacquez.diangelo jaquez/milpitas high school

senior "....i'm hoping it will make a difference, i know it doesn't happen all that much in california but we know it can happen anywhere and we're hoping this will create some awareness and help out..." the milpitas school district says it supports the students in giving voice to their concernsbut says it can't guarantee their safety away from school and those who leave class willface consequences in the form of an unexcused absence. superintendent cheryl jordan. cheryl jordan/superinten dent-milpitas unified school district"...our preference is that the kids stay on campus where all of the kids can have an opportunity to have a safe environment in which to have discourse about their concerns...."the students plan to march about a mile and a half and rally outside the milpitas police department, which will be providing security and traffic control along the way. critics say marking students absent amounts to punishment but the district says it's a teaching moment.cheryl jordan "...it's

agents were able to get around the city's santcuary city policy...and interview an undocumented inmate. kron4's maureen kelly has the story. that's a direct violation of local and state law public defender jeff adachi says some of his lawyers spotted ice agents at the city's jail last week...it turns out the same two ice agents were allowed inside to talk to inmates....both at the jail #2 which is in the hall of justice and at the main jail around the corner. one inmate declined to talk to the ice agents, but a second inmate did not. agents were allowed to come into the jail then tara get it one of our clients asked him a bunch of questions about where i was from and his citizenship and afterwords had him sign a piece of paper. now there's a federal immigration detainer on our client which means once he's released from custody they are demanding he be sent to ice so this is a

huge problem(vicki hennessy) i was horrified to learn that this it happened i was very disappointedsherriff vicki hennessy is describing her reaction when she learned the news. it's a violation of san francsico's sannctuary city policy for law enforcement to cooperate with ice when they are enforcing federal immigration laws. sheriff hennessy says this bulletin was re-issued that outlines the policy and for the next week watch commanders will be reviewing the bulletin during all three daily shifts. i'm committed to making sure doesn't happen again i think we have some of the strongest sanctuary city policies in the country and a sheriff all i can do is apologize because the buck stops with me on the accountable person in this incidentthe sheriff says she believes the breach was simply a mistake, and not an instance where deputies were willfully violating the policy, but she plans to double check that by way of an internal investigation which is

robin ) they're pushing for tougher gun laws... and honoring the victims of the parkland, florida shooting. kron 4's lydia pantazes joins us live from alameda high school. lydia... (ááálydiaááá)students here at alameda high school are just some of the students who will be taking part in the walkout. at 10am the students will walk out then hold a 17-minute memorial on each campus to honor the 17-students killed at stoneman douglas high school. this is part of a nation wide protest is both a memorial and a way to press lawmakers to pass stricter gun control laws. students are asking lawmakers to ban assault weapons require universal background checks before gun sales they also want lawmakers to pass a gun violence restraining order law that would allow courts to disarm people who display warning signs of violent behavior(ááálydiaááá) afterwards, students will march down central ave. and meet together for a rally at lower washington park which will run from 11:30am - 1pm. we'll be talking to students

( darya ) students at milpitas high school are set to defy their school district.. by joining today's nationwide march. as we first told you yesterday morning... the district says students who march will be given an unexcused absence for the day. the district says it cannot guarantee student safety away from campus. milpitas high students say they plan to walkout anyway... to show their solidarity with the victims of last month's shooting rampage in florida. ( darya ) the students plan to march about a mile and a half and rally outside the milpitas police department... which will be providing security and traffic

morning... an internal investigation is underway at the san francisco county jail -- after two ice agents were able to get around the city's santcuary policy. kron-4's maureen kelly talked to the sheriff... and the public defender who first reported the breach. that's a direct violation of local and state law public defender jeff adachi says some of his lawyers spotted ice agents at the city's jail last week...it turns out the same two ice agents were allowed inside to talk to inmates....both at the jail #2 which is in the hall of justice and at the main jail around the corner. one inmate declined to talk to the ice agents, but a second inmate did not. agents were allowed to come into the jail then tara get it one of our clients asked him a bunch of questions about where i was from and his citizenship and afterwords had him sign a piece of paper. now there's a federal immigration detainer on our client which means once
