for most of the afternoon-- and it's not going away any time soon. good evening i'm grant lodes. (vicki) and i'm vicki liviakis. the bay area is only going to get more soaked. here's a look at stormtracker four radar right now... a so-called atmospheric river is moving through on this first day of spring. let's check in with chief meteorologist lawrence karnow with more on the timing of the storm. lawrence karnow: the rain was on and off again and heavy at times. there are still showers showing up on doppler. we can expect showers tonight and it will be heavy at times. also the winds will get blustery as these storms move through. rainfall amounts will be high over the next couple of days. we could see 3 to 5 inches of rain in the santa cruz mountains, and 1 to 3 inches across parts of the rest of the bay area. on the satellite you can see the storm bringing heavy rain in southern california. flash flooding is likely in southern california over the next couple days. tomorrow will start with rain then turn to showers. highs will be mild in the low upper

(grant) another big story we are following tonight... an arrest in one of several freeway shootings being investigated by the chp.(vicki) kron4's maureen kelly reports that an 18 year old san rafael man is being accused of firing a pellet gun on 580 in marin county during the height of the evening commute yesterday. for road rage incident to escalate to the point of firing a weapon from a moving vehicle over something like a horn honk is absolutely dangerous unacceptable and just completely careless.the scary situation started here on westbound highway 580 in san rafael just past the richmond san rafael bridge...a male driver called 911 to report that another driver brandished what looked like a handgun at a little after 530 monday evening. there was at some point there was a possible road rage incident. the suspect may have cut off the victim at which point the

victim honked pierce it appears that is what it took to get the suspect angry and escalate the situation.chp responded and checked out the car....and it turns out the car was damaged.consistent with being struck by a projectile. it is not a whole so we're unsure if it was actually a bullet or some other projectile.because the driver got the liscense plate the chp says they were able to arrest 18 year old cristian torrez-perez while he was pulled over at this san rafael gas station less than 4 hours later. investigators say a pellet gun like this one and ammunition was recovered in the car. torrez-perez was booked into county jail. numerous charges including shooting a weapon from a moving vehicle, brandishing a firearm and other charges were discussing with the das office. that's not the only freeway shooting to happened on 580 monday. chp are also investigating an incident near the keller avenue exit in oakland where around 8pm they responsed to numerous 911 calls about a freeway shooting. a driver's was injured by broken glass....a bullet fragment was found in the victim's car. there is so far no suspect or any motive for the shooter in that incident. maureen kelly kron4

(vicki) and in the east bay... c-h-p deputies are looking for the gunman who opened fire on a woman and a little girl-- while driving on interstate- 80 in hercules. it happened saturday night near willow avenue. police say, this shooting appears to be a case of road rage. they say, the woman's injuries are minor -- but the young girl suffered significant injuries. (grant) san francisco supervisor aaron peskin is apologizing...after he criticized the fire department during that huge north beach fire saturday night. today he said it was inappropriate for him to raise his concerns at the scene of the fire. fire officials released a statement yesterday... outlining their efforts to contain the fire. crews say once they knew nobody was inside, they fought the fire from outside because it was too dangerous for firefighters to be inside the building. a preliminary investigation has determined that the cause was accidental. the building

that burned...on columbus and union...was made up of 28 vacant apartments and six businesses. (grant) and a woman had to be rescued from an apartment fire in san francisco early this morning. the building is on jackson street near polk street near russian hill. the started just after 4:00 this morning....and firefighers rescued the woman from the 4th story balcony. she was treated by paramedics. it took firefighters about 20 minutes to get the fire under control. it's not clear what caused the fire. (vicki) happening now--- investigators are still trying to figure out what caused a major crash in san francisco this morning. three people are still in critical condition. kron 4's lydia pantazes spoke with a man who was involved in the accident. for people taking bart this morning. two equipment problems caused a huge delay for people coming into san francisco. first-- debris caught fire on the tracks near the 24th street mission station. it happened around 5:15 this morning-- just as the commute was getting underway. the incident caused major delays and service was shutdown for about 90 minutes between montgomery and balboa park. then a few hours later-- a mylar balloon hit the third rail at the civic center station. bart reported a

problem with the equipment around 7:30-- and trains were not stopping at that station. bart officials say a balloon floated down hitting the rail. some trains were forced to turn back around towards the east bay. normal service was restored to all stations about 30 minutes later. (grant) a young marin county man is behind bars tonight-- after he was bragging about selling drugs on facebook. the 24-year- old -- whose name has not yet been released -- is on probation for drug trafficking charges. officers say a recent facebook post bragged about continued drug activity. the man showed up for a regular probation check at the marin county civic center... and when he got there he was detained. officers searched his car and say they found 15-thousand dollars worth of drugs... three cellphones... and two thousand dollars in cash. (vicki) some good news for people in san francisco tonight. car break-ins have dropped by nearly one- third between january and february. this comes as the san francisco police department doubled its

uniformed foot patrols to help deter car thieves. but, the progress was not evenly distributed throughout the city. one district reported a 44-percent drop... while another reported just an 11-percent decrease. police are working to use the numbers to adjust their strategies in preventing car thefts. (grant) san francisco supervisors have unanimously approved a ban on fur sales... making san francisco the largest city in the country to have the prohibition. the legislation... voted on today... goes into effect january first. but retailers have until january 20-20 to sell off existing inventory. animal advocates say the ban reflects the city's kind and progressive values, but retailers say it's yet another decision hurting small businesses. san francisco joins berkeley and west hollywood in banning the sale of fur products. "a package had been traveling along the automated conveyor when it exploded." "there was one other package that we believe was also loaded with an explosive device.(vicki) two new bombs in texas today.

one of them exploding at a fed=ex facility... the other discovered before it went off. police say they believe they are related to four earlier bombings in austin.(grant)and that the serial bomber appears to be varying his technique. catherine heenan is here with today's developments.catherine? (catherine) if all these explosions are the work on one person, as police believe, then the latest evidence could provide new clues to the serial bomber's identity. the new bombs were reportedly mailed from austin 'to' austin. "there were nails and metal in the bomb, package was going to austin."the 911 call came in just after midnight from the fedex center outside san antonio. we had a package explode in that facility. female worker was knocked off her feet.the building was evacuated as federal agents converged on the scene.we're

trying to sift through the evidence and let the evidence take us where whe need to go. that evidence led them sixty miles back to austin and the discovery of an unexploded bomb at another fedex facility near the austin airport. workers were told to get out immediately.out of the building very fast. everybody left their equiment in there, their keys, their phones. austin police responded with their bomb squad,we want to make sure everybody's safe. both packages were traced to this fedex store a few miles away.it too is now a crime scene. "hopefully fingerprints and surveillance photos, and we can finally take him down."the fedex store is not far from the scene of an explosion on sunday.the campaign of terror that began three weeks ago has killed two people and injured three others.we just hope they can get some useful information so the people of austin can sleep a little better tonight, (catherine)

republican congressman mike mccaul said today that federal agents have managedto get surveillance video -- that might include the bomber and austin police say they've had more than 1=thousand tips about the bombing, 4=hundred of them yesterday alone.vicki and grant? (grant) a shooting at a maryland high school sparked chaos and fear in the state...and across the country. authorities say 17-year-old austin rollins - a student - opened fire with a handgun at great mills high school this morning just before classes started. two student were shot. a 16-year old girl has life- threatening injuries. and a 14-year-old boy is in stable condition. the shooter is dead -- he was shot and killed by a deputy who was on campus. authorities are currently working to piece together exactly what happened -- and why.(sot) (grant)sheriff tim cameron/st. mary's co, md there is an indication that a prior relationship existed between the shooter and the female victim. if that was part of the motive in the shooting. the incident is the 17th

and we want to finish up by (grant) a young boy battling a rare genetic disorder (philippe)nats- fresh off a flight from north carolina -- to san francisco international airport.... jonathan page/7 years old- "(philippe) who you here to see? (jonathan) steph curry." seven-year-old jonathan page is just a day away from meeting his favorite athlete -- golden state warriors star stephen curry. who also happens to be from charlotte -- jonathan's hometown. jonathan page/7 years old- "(philippe) what do you like about steph curry? (jonathan) he plays basketball and shoots." five and a half years ago... jonathan was diagnosed with a rare metabolic disorder called methylmalonic acidemia. it prevents his body from properly digesting fats and proteins. it resulted in jonathan suffering a stroke and the deterioration of his motor functions.loree "he also got diagnosed with hyper kenetic cerebral palsy. so, he has a lot of involuntary movements that he can't control." but that doesn't stop him from remaining active. he plays in a wheelchair basketball league at home. his mother loree oliver and the rest of his family have traveled with him on this trip. to share his wish to meet curry. a wish made possible by the non-profit organization "dream on three." mike dascal/dream on 3- "we've been working on jonathan's dream for over a year. and, tomorrow, he's gonna meet steph curry. he's gonna be able to spend some time with him." someone jonathan's mom says she's proud he looks up to.loree oliver/mother- "i

it isn't really a secret that moms are basically real- life superheroes, but a new study says many are working overtime. a recent study found the average mom clocks 98 hours a week, making it equal to working 2.5 full-time jobs. the survey of 2,000 american moms found on average their days start at 6:23 a.m. and doesn't stop until 8:31

p.m. that's a 14-hour day, 7 days a week. researchers say moms only got one hour and seven minutes of "me time". of the mom's surveyed-- they said wine, babysitters and drive-thru snacks are things to get them through their long days. so there you have it. being a mom is literally more than a full-time job. here are the stories we are tracking in your neighborhood tonight-- (vicki) our top story in the north bay tonight-- c-h-p officers arrest a suspect in connection to a road rage shooting. the incident happened last night on interstate-580 in san rafael. police say 18- year-old cristian torrez-perez was arrested in connection to the crime. they say the victim honked at the suspect when he cut them off. that car then pulled up next to the victim and brandished a b-b gun. kron 4's maureen kelly posted on twitter the moment police announced the arrest. she will have much more on the story coming up on kron4 news at 6. (grant) in the east bay... police and san ramon are looking for a package thief. this happened last friday in the windemere area. you can see a car pull up-- and someone get out of the car and walk up to the front porch. moments later they walk towards the car with a large box. police are now looking for the thief. (grant) the repairs are done. and tonight both lanes of the posey tube -- that connects alameda to oakland -- are open. alameda public works finished

the job ahead of schedule. the tube was closed to traffic yesterday morning to repair a sinkhole on the oakland side of the tunnel. that sinkhole was caused by the failure of an underground storm drain. (vicki) in the south bay... a recent housing report showed san jose only met 20-percent of its affordable housing goals in 20-17. the city council will decide later this afternoon what steps need to be taken to improve that number. san jose issued permits for just under 500 affordable apartments in 20-17. but it exceeded its annual goal for regular housing.... with over 25- hundred issued permits. people who make up to 95- thousand dollars a year are considered to have a "moderate income"... and are eligible for affordable housing in san jose. (vicki) in the south bay. the volunteer tax assistance program... is offering free tax help for elderly...disabled...and low income residents of santa clara county. the offer is also free for anyone with limited english language

skills. to qualify for the program taxpayers must bring a photo i.d.... a valid social security or individual taxpayer identification number...as well as a combined household annual income of less that $54 thousand. assistance is available this thursday at the santa clara county social services agency on senter road in san jose. (grant) cities in the bay area are taking more steps to try to combat crime. recently-- the alameda city council set aside half a million bucks for license plate readers there. and last night-- the san pablo city council postponed a vote to add more surveillance cameras and new license plate scanners. this raises privacy issues... and questions about what exactly is being done with your information. joining me now is mike katz- lacabe with oakland privacy. that's a citizen's coalition that works regionally to defend the right to privacy... and enhance oversight regarding the use of surveillance. mike-- oakland privacy was in

decision....which follows some high profile problems... (catherine) effective immediately - united is suspending its so-called "pet-safe" program...where animals fly in cargo. this follows a string of mistakes and even deaths involving animals.including the little bulldog which died last week after a flight attendant insisted it be put in the overhead bin. and the german shepherd mistakenly flown to japan -- instead of kansas. the suspension does not affect pets accompanied by passengers in the cabin... although those circumstances didn't save the bulldog. united says it's halting all new reservations for pet-shipping - while the programundergoes a review. it will honor any reservations made through march 20th. the review in question is expected to be completed by may first. united's record of pet deaths is described as terrible - and it's much higher than other airlines. grant and vicki? evacuations have been ordered or recommended in parts of santa barbara and ventura counties because of this approaching storm. and that wet weather could

once again bring enough rain to trigger mudslides and rockfalls. 30-thousand people are under a mandatory evacuation order right now. that includes the community of montecito-- where 21 people were killed by a massive mudslide in january. the storm has the potential to bring the highest rainfall totals of the season to that region. they could see up to 10-inches of rain. the so-called atmospheric river is expected to last through thursday. president trump called russian president vladimir putin today -- to congratulatehim on his re- election.. catherine heenan is here with more...including the flak trump is gettingfor what he 'didn't say on that call... the a's have an opening day starter... kendall graveman will get the nod march 29th against the angels... he also got the honor last season because sonny gray was injured... but this year, graveman receives the nod because he's the team's longest-tenured starter and has the most experience among the group that opened camp with the club. manager bob melvin said that the 27-year-old graveman is "ready for it. he's gotten the starting pitchers together for multiple meetings. this is his year to really be the veteran, and he's ready for that day. we're excited about that." (pam) take a look at this... an unusual traffic stop for the l-a-p-d.... a youtube group, known as the "joog squad" , was spotted floating down the los angeles river .... on a pink flamingo raft. the group has pulled a similar stunt before... but the previous raft was not quite as noticeable as the bright pink flamingo.

a marin county native, who once worked as a pastry chef in berkeley at chez panisse. according to kensington palace .... the couple asked pastry chef claire ptak .... now the owner of the london- based bakery violetcakes ... to make a "lemon elderflower cake." it will incorporate the "bright flavours of spring, covered with buttercream and decorated with fresh flowers." the couple will marry in st. george's chapel, in windsor castle, on may 19th. last weather and goodbye lawrence karnow: the rain was on and off again and heavy at times. there are still showers showing up on doppler. we can expect showers tonight and it will be heavy at times. also the winds will get blustery as these storms move through. rainfall amounts will be high over the next couple of days. we could see 3 to 5 inches of rain in the santa cruz mountains, and 1 to 3 inches across parts of the rest of the bay area. on the satellite you can see the storm bringing heavy rain in southern california. flash flooding is likely in southern california over the next couple days. tomorrow will start with rain then turn to showers. highs will be mild in the low upper 60s. rain will become heavy late wednesday night into early thursday morning. there is a possibility of some minor flooding during this time. there is a chance of showers on friday and saturday. dry and much warmer weather is expected starting sunday into next week.
