right now on bay bay area bridges. a brief calm before the next storm. chief meteorologist lawrence karnow is standing by --- to time out the storm for us. .. lawrence karnow: we had some heavy rain overnight. some of our local mountains were soaked with almost 4 inches of rain. showers were more widely scattered today with very mild temperatures. you can see a few showers on doppler radar. but the heaviest rain has been in southern california where they are expecting flooding with as much as 10 inches of rain in the wettest locations. on the satellite you can see the approaching area of low pressure headed our way. combined with the subtropical moisture we are in for a very storm night. rain will intensify around midnight. it will be heaviest over the mountains. the santa cruz mountains will likely see the worst of the storm with possibly another 3 to 5 inches tomorrow. morning rain will turn to shower with isolated thunderstorms. highs tomorrow will be cooler in the 50s to low 60s. another storm will bring some clouds and at least a chance of showers on friday. and yet another storm could bring more rain on saturday with showers into sunday. dry

(grant) thanks lawrence we'll get back to you.. now continuing our team coverage.. maureen kelly is in the north bay where there are concerns about mudslides after last fall's firestorm. first -- philippe djegal is in the east bay - where people dealt with some pretty intense downpours. (philippe) walk the streets of walnut creek in the rain... and, you might think it's obvious who prepared for the wet weather and who was caught off guard -- but you'd be mistaken.adam powers/walker- "i don't need an umbrella. this is gorgeous." we caught up with adam powers as he was taking a break from work. hot coffee in hand -- his head covered only by a hat.adam power/walker- "i'm from the northwest. so this is a nice taste of home." and, he wasn't the only one clutching to a cup of joe. downtown looks a bit different on rainy

days. not as many people dining outside. but what you will come across are a lot of dog walkers.john anderson/dog walker- "he gets a little shaky in the rain, but actually i love this rain and so does he."erika badal/dog walker- "i love dogs, and i take any break i can to go and walk the dogs. it's like meditation for me." some are bothered by the rain... others don't mind it. and, then there are those who have no choice but to embrace it.martin kelly/fedex driver- "(philippe) you're always on the move, huh? (martin) oh, yeah, can't stop." fedex driver martin kelly has been delivering packages in the rain going on 17 years now. martin kelley/fedex driver- "it takes a little more time. you've gotta wrap things up and make sure they're covered and they're not gonna get wet and that's it." martin happened to be making deliveries in what neighbors in walnut creek refer to as the 100-year flood zone. right now, the ditches and creeks seem to be okay. but with more rain coming -- that could change quickly. in walnut creek, philippe djegal, kron four news. hitting sonoma county this afternoon. this video shows windshield wipers in full effect on highway 101. while we need the rain, it does present a potential hazard for those living in the burn zone created in october's northbay firestorm. kron4's maureen kelly checked in with the county's emergency services department. crews are keeping a close eye on the creeks like this one here flowing in the wikiup bridgeway right outside santa rosa. signs have been posted warning residents that this location is high risk ....the burn areas being more subceptible to flash flooding, mud and debris flows.it that end they've surrounded property lines with straw wattles to keep man made materials and silt from getting into the watershed.....and quite a lot of it....totalling 47 miles of it.they've also sprayed hydroseed on roadsides to encourage grasses to come back to help keep the soil in place.....the interim director of sonoma county emergency services tells meand they've invested in more infrastructure to help monitor

the situati0n....installing 2 dozen weather stations to provide real time information to the national weather service.to create a picture of how much rain is falling and in which areas of the burned score if you would. as well as how the creeks performing. is the water running off the hills quickly? or is the soil starting to absorb it? and that gives the national weather service a much better idea how dangerous are conditions inside the burned area...and if they do notice something of concern?we continue to initiate actions like warning the community that liver travels to the area as well as wrapping up resources so that should there be a significant landslide or debris flow we can we can immediately respond inthe county is not expecting this storm system to produce enough rain for to cause real problems but just in case they say they're going to have a few few extra police officers and firefighters on stuff just in case the unexpected happens happens overnight maureen kelly kron4 news (vicki) and you can track the storms in your neighborhood with the kron-4

(vicki) a student in the east bay is behind bars after bringing a loaded gun to school. it happened today at fremont high school in oakland. police say a student was called into the administration office to talk about something unrelated. they say the student stared to act suspiciously when talking to campus security... and revealed they had a loaded gun in their waistband. officers took the gun from the student and arrested them. the campus was briefly locked down-- but there was no threat to anyone. it's not clear why the student had a gun. (grant) the mayor of oakland..is responding tonight to new criticism from federal officials... over her warning about impending ice raids. yesterday at a round-table meeting with the president..

the deputy director at ice said three undocumented immigrants that escaped capture went on to committ new crimes. today - mayor schaaf questioned the credibity of the immigration agency. after the mayors warning -- ice officials said more than 800 undocumented immigratns evaded capture.. shortly after the san francisco ice spokesman resigned - accusing the trumpm admistration of spreading falsehoods. (grant) for the first time tonight-- we are hearing from facebook c-e-o mark zuckerberg about a data scandal engulfing the social media giant.(vicki) posting on facebook today, zuckerberg says the company

has a responsibility to protect user data. he says facebook will take a series of steps to fix what he called a "breach of trust" between the social media giant and its users. zuckerberg also says he's working to understand what exactly happened. his comments come days after it was revealed that cambridge analytica, a data firm with ties to president trump's campaign ...reportedly accessed information from about 50 million facebook users without their knowledge. facebook's stock lost about $50 billion this week after news of the data scandal broke. it's also led to lawsuits as well as calls for users to delete and avoid facebook. (grant) new information tonight about the driver behind the wheel when a self-driving car crashed and killed a woman in arizona. the car was in autonomous mode at the time of the crash-- but there was an operator behind the wheel. we are now learning that the operator had several traffic violations in recent years. that includes running a red

light, speeding, and driving with a suspended license and license plates. uber says the driver met all of the requirements in arizona to become an operator for their autonomous cars. (grant) and the national transportation safety board has launched an investigation into that deadly crash on sunday. (vicki) authorities in tempe say the victim was walking outside a crosswalk when she was struck by the vehicle. but questions remain on who's legally responsible for the crash. angie koehle reports. angie koehle:"if you or i break a traffic law, we get a ticket. so what if the car has no driver? who gets the fine for the infraction?"james arrowood:"there are two different positions, either of which could be right."valley attorney james arrowood studies driverless car technology and the law.he says unfortunately - a crash was bound to happen because technology isn't foolproof. james arrowood:"the good news out of this particular tragedy is we will have more information than we have ever had in an auto accident. we'll have sensors, we'll have cameras. we'll have visuals, we'll have everything."but when it comes to liability -

arrowood says our governor's executive order requires driverless cars to follow the same rules of the road as you and i - and more.james arrowood:"it specifies that if a company operates an autonomous vehicle it has to comply with all of the traffic safety laws in addition to extra parameters for autonmous vehicles."meaning no driver - does not mean no fine.james arrowood:"so if one of the autonomous vehicles were to be speeding then uber would get a ticket for speeding."arrowood says where it gets cloudy is the civil liability.currently - a plaintiff could go after a driver - the car maker - maybe a company like the tire manufacturer.james arrowood: "you had a limited universe. now with autonomous vehicles we don't know how deep that universe goes. for instance could the municipality, could the government have some responsibility for either permitting those cars on the road or for not having sensors in place that cross-coordinate with street signs, for instance."arrowood said although the tempe crash is a tragedy - the public has to remember the technology isn't perfect or magical and it's virtually impossible to avoid every collision.the goal is to ááreduce injuries and death." james arrowood:"a lot of information we don't know yet."

news tonight-- we're learning more about the young man responsible for the deadly texas bombings. authorities say 23-year-old mark conditt... blew himself up... as police closed in on his car. although the bomber is dead -- investigators warn -- the danger to the public...may still exist.(vicki) neighbors of the bombing suspect in pflugerville are anxious to get back home. they've been evacuated since this morning -- as investigators work to remove explosives and bomb-making materials from conditt's home. reporter erin cargile joins us live in texas with an update. liveinvestigators have been shrinking the perimeter a bit - letting some families go home after they had to evacuate at lunchtime today. when explosive experts got safely inside - they found lots of bomb making materials that match the components they've been finding in the other bombs that have gone off - injuring and killing two people.voin a media briefing about two hours ago investigators said they could not go into detail about a

motive or tell us if they have come across any type of manifesto... but say the bomb making parts are all confined to one room in mark conditt's home.needless to say neighbors who had to evacuate today are experiencing all kinds of emotions.sotfrank alvarado/neighbor:nervous. you would never think it's going to happen over here because everything was happening down south. you never think it's this close to home i'm just two blocks away.livefrank alvarado tells us he has two children ages four and nine. the atf said they did not find any completed bombs inside conditt's home - they also say they are fairly certain there are no other bombs he planted anywhere else in the community, but they're not 100% sure so the public still needs to remain vigilant and keep an eye out. .

major delays at s-f-o tonight. high winds and the weather on the east coast is causing four hour delays. and earlier today-- more than 100 flights were cancened. this comes as heavy snow is blanketing parts of the east coast, causing school closures, and traffic incidents in several states. omar jimenez has the latest from washington, where heavy snowfall has crippled the region. for snow lovers in d.c.... it's better late than never. after a relatively tame winter with very little snow in the nation's capital ... the first full day of spring brings with it several inches of accumulationmuch of the the federal government was shut down, and all public events at the white house were cancelled. the massive storm triggering warnings and watches from as far west as kentucky and west virginia all the way to massachusetts... ..blanketing parts of pennsylvania, as crews worked overtime to make sure roads

surroundings on bart. there was a violent robbery on a train in the east bay. it happened at the fruitvale station just after midnight. police say two young robbery suspects tried to steal from a passenger. there was a struggle as the victim tired to fight back to keep his property. one of the suspects then cut the victim's hand with a sharp object. police later found the suspects after a short foot chase... and they were booked into juvenile hall. (grant) an investigation is underway teafa body was found on bart tracks. it happened today between the fremont and warm springs stations. it's not clear if the person was hit by a train, but there are no signs of foul play bart service was delayed between the two stations for over four hours this morning due to the investigation. (vicki) in the north bay-- a teenage girl accused of a murder in texas has been arrested in vallejo... where her father lives. police arrested the girl at jesse bethel high school-- after she tried to enroll. the girl

is accused of killing a 17- year-old boy back in november of 20-17. right now she's in solano county juvenile hall... where she'll stay until she is extradited to texas. (vicki) a mobile shower and restroom service for homeless and low-income residents is open in marin county. nearly two dozen people have used the service since it opened 3 weeks ago. two trailers house 6 showers with disability access. they are located at the marin community clinic in novato on mondays, wednesdays, and fridays.... and in san rafael on tuesdays and thursdays. the non- profit service expects to expand to the entire county within the next few months. (grant) on the peninsula... police in pacifica are investigating an armed robbery at a gas station. it happened yesterday morning at the shell station on bill drake way. police say no one was hurt and the thief used a handgun to rob the station. the thief did run off and is still on the loose tonight. (grant) in southern california. a flood advisory has been issued in parts of santa barbara and ventura counties.

that's thanks to a storm that's bringing heavy rainfall to the region already hit hard by deadly wildfires and later ... deadly wildfires and later ... deadly mudslides.later ... deadly mudslides. some 30- thousand people have had to evacuate their homes. rainfall has been close to a half-inch an hour...and officials say recent wildfire burn areas...will likely experience mud and debris flows. during a january storm ...montecito...was devasted by massive debris flows that killed 21 people and left two others missing. (vicki) lured to a location... thinking there is going to be a party...to find out you and your friends are about to become victims of a sexual assault that is what five girls say happened to them... a few days ago in berkeley. kron4's haaziq madyun reports. five adult males and five juvenile females hanging out sunday night in an apartment here inside the hillside village on shattuck avenue in berkeley...a neighbor says he

heard the commotionsot it may have sounded like a party behind this door, but according to berkeley police one of the five men took out a handgun, made the teenage girls give up their cellphones, the and prevented them from leaving. following that the juveniles allege they were sexually assaulted for the next several hours. berkeley police investigators say around 1:30am monday two of the teenage girls were allowed to leave, once outside, one of the them called 9-1-1. here is a photo of one of the suspects arrested sotlisa powell works in the area. she beleives she may have saw two of the suspects with one of the juvenile girls going into hillside village over the weekend "sot

berkeley police removed the remaining three girls from the apartment and arrested fives suspects; 25-year-old marquis joyce of oakland, 23-year-old drevon clemon of mather, california, 20-year-old jakari williams-compton of oakland, 19-year-old maureece simpkins of berkeley and 20-year-old chad williams of berkeley investigators say in addition to weapons charges are multiple charges connected to the alleged sexual assaults including lewd or lecivious act with a child, sexual battery while a person is unlawfully restrained, assault to commit mayhem, rape or sodemy...in berkeley haaziq madyun kron4news (grant) (grant) youtube is making changes to their policies that involve guns. the site announced this week that it's cracking down on videos that involve weapons. they will ban any content that promotes selling guns and accessories. youtube will also ban videos that show viewers how

(grant) this weekend... march for our lives rallies will be held all across the country. and lyft is offering support for demonstrators-- offering free rides to the rallies. the goal is to push lawmakers to take significant action on gun control to help prevent mass shootings. lyft announced its support for the movement-- and they are going to give participants codes so they can get to the rallies for free. in the bay area-- you can get free rides to the rallies in oakland, san francisco, and san jose. all you have to to do get the code-- is register for the event. (vicki) in national news. a bill called "stop enabling sex traffickers act" is designed to do just that but some fear the proposed law could make the problem worse. websites that allow human trafficking and child sex rings are the targets of bill the senate will soon consider . the house passed the bill with an overwhelming majority. however.... representatives

from right here in the bay area - a huge tech hub - were split. leader nancy pelosi voted in favor... representative jackie speier didn't vote and other bay area representatives voted against the bill -including zoe lofgren.(sot) there was an amendment that had not gone through committee process, was unconstitutional, the justice department pointed out very helpfully, that it applied the law retroactively. you cant do that.(vicki) while some bay area government officials are against the bill... the "stop enabling sex traffickers act" has the support of the white house...is sponsored by 68 senators...and is expected to pass when it gets a vote. services are keeping a close eye on creeks in the areas devestated by the north bay firestorm. kron4's maureen kelly shows us, what else they are doing to watch for signs of potential flash flooding and mudslides. what's being called an atmospheric river was just making it's presence felt today in sonoma county....and while the storm is not expected to pack as much as punch up north as it is in the central coast....that doesn't mean the county's emergency services here is dropping their guard.we're still taking this very seriously. it's probably the single most rainfall producing storm we're going to see yet this winter since the fireside signs have been posted warning residents that this is a high risk area....the burn areas being more subceptible to flash flooding, mudslides and debris flow.it that end they've surrounded property lines with straw wattles to keep man made materials and silt from getting into the

five adult males and five juvenile females hanging out sunday night in an apartment here inside the hillside village on shattuck avenue in berkeleyaccording to berkeley police one of the five men took out a handgun, made the teenage girls give up their cellphones, the and prevented them from leaving. following that the juveniles allege they were sexually assaulted for the next several hours. berkeley police investigators say around 1:30am monday two of the teenage girls were allowed to leave, once outside, one of the them called 9-1-1. here is a photo of one of the suspects arrested berkeley police removed the remaining three girls from the apartment and arrested fives suspects; 25-year-old marquis joyce of oakland, 23-year-old drevon clemon of mather, california, 20-year-old jakari williams-compton of oakland, 19-year-old maureece simpkins of berkeley and 20-year-old chad williams of berkeley investigators say in addition to weapons charges are multiple charges connected to the alleged sexual assaults including lewd or lecivious act with a child, sexual battery while a person is unlawfully restrained, assault to commit mayhem, rape or

sodemy...in berkeley haaziq madyun kron4news (steve ) today marks nine years since four oakland police officers were killed in the line of duty. the tragedy started with a traffic stop of a man named lovelle mixon on macarthur boulevard. mixon was a convicted felon wanted for a parole violation. he shot the two officers who pulled him over and then hid in a nearby apartment on 74th avenue. as a swat team moved in, there was a shootout. mixon was killed.... but not before two more officers died. it was one of the worst attacks on law enforcement in californa history. had mixon gave himself up... he would have face six months in prison for the parole violation.
