the toll to 101. ( james )happening today.... north bay commuters can expect some relief while driving on the richmond-san rafael bridge. a new lane will open on the shoulder going eastbound. this new third lane will help traffic during peak hours. the new lane will be open from 2 in the afternoon... until 7 p-m seven days a week. ( james )also happening today... many will head out to golden gate park... to celebrate california's first legal 4-20. thousands of pot lovers are expected to be in attendance. kron 4's charles clifford spoke to neighbors near that park about how they feel about the unofficial holiday. organizers say that as many as 15 thousand people could attend.this year, like last year, the city is helping organize the event. local

merchants have also raised about 200 thousand dollars to hire security, put a fence around hippie hill here and help coordinate traffic around the event. now,one of the downsides of this event is that it creates an incredible amount of trash not only at the event, but as people move in and out of the area. i spoke with several neighbors who have seen this event grow over the years. no one cares if people smoke po but everyone asked at party goers pick up their tr there will be hundreds of trash and recycling bins around the festival. 30 portable toilets have been brought in as well. the city will also have a clean up crew working during and after the event to pick up trash.

( james ) in san ramon... police say a freshman at california high school was arrested for allegedly making a threat to the school. police say... the student planned to do harm to students and staff 3-years from now during their senior year. the school district says.. it takes this threat very seriously and will take the appropriate actions.. officials also say... the safety of the students, staff, and parents is their highest priority. first time in nearly 25 years that he's living as a free man. the 68 year old had been on death row since 1993.he was convicted of sexually assaulting and murdering his then girlfriend's 21 month old daughter.last month, the state supreme court overturned his conviction citing that it was based on false evidence.and on thursday he walked out of san quentin prison a free man. we are very grateful that this day finally has come. he will not making any statements to the press. and i don't have any further comment. according to the innocence project which has been following the case . the little girl may have died from being hit by a car. lawyers from the habeas corpus resource center.. which represented benavides - tell us the sexual assault conviction was also based on error. attorneys for benavides say when medical experts re- rereviewed the little girl's records. they concluded that injuries originally attributed to sexual assault.. were

congestion along northbound i- 680 in alameda county, for years... has been a point of contention for drivers. and, now help is finally on the way.richard valle/actc- "this is gonna reduce your commute time, it's gonna get you to work, uh quickly." much like the express lane added to the southbound side of the sunol grade back in 20-10... alameda county tranportation commission exutivdirector art dao (dow) says when the new lane is added to the northbound side... commutes will move faster, compared to what it's like now.art dao/actc- "you're inching along at 10, 15 miles per hour. once this process is complete in 2 years people will see -- should be able to travel 55 to 60 miles per hour." caltrans and the a-c-t-c celebrated the groundbreaking of the new project from the side of the freeway... joined by local leaders, who welcome the corridor improvements with open arms.lily mei/mayor of fremont- "our city looks forward to this critical project to improve traffic flow and eleviate congestion."

( james )a south bay city is considering whether park rangers should carry guns... due to rangers wanting to feel safer when investigating homless on park property. kron four's rob fladeboe has the story. some but not all rangers have been tasked with patroling waterways like the guadlupe river and coyote creek that border city park land. details are scarce but there have been a handful of incidents of late where rangers have had to interact with the homeless and and what some describe as a "criminal element," in these areas to the point where they do not feel safe. the vast majority of the more than 200 parks in the city of san jose are quiet neighborhood parks but some are now also surrounded by development. they're large, urban parks that are touched by crime says veteran supervising rangter pam helmke.

marked and unmarked crosswalk. and we would all be happy in front of all these police officers it seemed kind of weird (alright thank you) it seemed kinda like that was meant to happen and the police officers don't tell anything to this man who runs out in the middle of the street in front of 10 moving cars that are going 40 miles an hour that really dangerous (yea you're right is dangerous) and non of the fricken police officers say anything that really messed up making me slam on my breaks in the middle of the morning. but as you can see we don't live in a perfect world . that being said , drivers were tested in morgan hill so what happens is the cones are set up because this is 35 miles per hour zone so that the distance it should take .it was pass of fail .. if you followed state law and yielded to the person in the crosswalk you were allowed to pass . however he's not going to stop he didn't stop if you fail you get to have a chat with an officer participating in this enforcement event, in this case it's an officer from lapd the reason i pulled you over because of the pedestrian violation now you saw what happened.. but let's hear the drivers side did you see the

'early days' statue. it stands at civic center plaza. the statue depicts a native americant the fe of a spanish cowboy and a catholic missionary. the board appeals overturned the decision on wednesday. the board casted their votes after a lawyer appealed the commissions decision. a spokesperson with the commission says, they remain committed to removing the statue. rangers in san jose.( james ) kron four's rob fladeboe reports ... some rangers feel they would be safer if they were carrying a gun. some but not all rangers have been tasked with patroling waterways like the guadlupe river and coyote creek that border city park land. details are scarce but there have been a handful of incidents of late where rangers have had to interact with the homeless and and what some describe as a "criminal element," in these areas to the point where they do not feel safe. the vast majority of the more than 200 parks in the city of san jose are quiet neighborhood parks but some are now also surrounded by development. they're large, urban parks that are touched by crime says veteran supervising rangter pam helmke. she couldn't say how many of her fellow rangers want to carry a gun but says the idea will be given serious consideration.pam helmke/san jose park ranger "...fire arms are not the answer in and of themselves, having guns can

fladeboe kron 4 news ( james ) a firefighter from texas is being called a hero for his action on the deadly southwest flight .... where the engine failed and a woman was killed. andrew needum was on board during the mid-flight emergency. the plane's left engine failed and parts of it flew off -- shattering a window. the woman in that seat was being sucked out of that broken window... and that's when needum jumped into action and give her medical attention.

( james ) some passengers aboard that southwest airlines flight have received a five- thousand dollar check. in a letter to passengers, the airline expressed their apologies for the fatal incident and included the check. in addition to the money, passengers will also receive a one-thousand dollar travel voucher. city council members with santa rosa say a new affordable housing unit will be built where the encampment stood. they also say the 175 unit structure should help those who are in a housing crisis. ( james ) san francisco is also going green when it comes to re sharing. s francisco- based lyft announced it plans to spend millions of dollars to make all of its rides carbon neutral. it's going to purchase "carbon offsets" that go towards funding projects that reduce greenhouse gas emissions, to compensate for all the emissions it uses. the move follows other silicon valley companies like google and apple, which have bought enough renewable energy to power all of their operations. for all transit fleets to have zero emmissions by the year 2040. these buses will run along several test routes including a route to san jose mineta airport. the electric buses can travel up to 200 miles on one charge. they are expected to begin operating on the test routes next month.
