now...for the annual 4/-20 celberation. this is video showing the moment the clock hit 4:20.... and this of course is the first time the event has been held since california legalized recreational pot. love it, or hate it...4-20 is a thing. hello i'm grant lodes.. (vicki) and i'm vicki liviakis... thousands of people rolled into golden gate park today for the big marijuana celebration... kron4's terisa estacio joins us live.. terisa has it been pretty mellow? (estacio reporting) nearly 15k people are expected to be here today as they come together to celebrate marijuana. (take vo) you can see in this video the extremely large gathering people have come from all over the bay area as well other states to take part of this annual tradition. this is all happening at hippe hill in golden gate park. as you mentioned, this year is different. on january 1st, the new law went into effect, as california passed legislation legalizing recreational use of marijuana. in addition, to the new law, there is also an increased effort to keep this party clean. in years past, celebrations have led to tons

of trash, public urination on city streets and nearby neighborhoods, as well as damage to private property. we have seen a large police presence out here - those in attendance this year, say they believe the event is better than ever. sotsot(continue vo) there were a few medical calls late in the afternoon. organizers of the event put out a reminder to be aware of recent warnings against using synthetic marijuana. there's been a string of cases across the country of peple getting sick and even dying using it. (estacio live) sf schools also put a warning today saying the event is not safe for children to attend. sf unified school district saying in a statement that consuming marijuana is illegal for anyone under the age of 21.

(catherine) the f-a-a has ordered ultra-sound inspections of hundreds of jet engines like the one that blew apart in that accident.. the agency says the order affects 352 engines in the u.s....on the new generation boeing 737's... federal inspectors believe one of the engine fan blades snapped on tuesday's flight... and say the blade had been showing signs of metal fatigue. earlier today - the manufacturer of the engine had said it also wants more jets to be inspected for potential

(grant) also new tonight at 5... a judge has denied a motion to release derick almena from custody. lawyers for the ghost ship master tenant tried to have him released on his own recognizance as he fights the charges against him for the massive fire in oakland that killed 36 people. this is the second time a judge has declined to release 48- year-old almena. he faces 36-counts of involuntary manslaughter in connection to the fire. the ghost ship creative director- max harris- also faces those same charges. our top story at 5:15... police in richmond are looking for a gunman who shot two people-- killing a 21-year-old man from pittsburg. this is richmond's 4th homicide in just over two weeks. kron 4's sara stinson has the latest on the investigation. reporter intro: ""ánatá"it's disheartening, it's scary." neighborhs stood with anger as police investigated a deadly shooting scene on the 800 block of carlson blvd thursday night in richmond.police say the suspect fired multiple rounds at several cars and people in front of the shop and stop market at around

11:30.the shooter shot and killed a 21-year-old man from pittsburg as he walking out of the store.another man of oakland was also hit, but survived.the suspect immediately ran from the scene northbound on carlson blvd. this is the fourth homicide this month - and just after the department announced having zero homicides in over four months which was the longest stretch in over 40 years in richmond.("born and raised here we've seen it go from good to bad, good to bad. everything did seem to be on the up and up, but it just so happens to be once that announcement was made that there was no gunfire or homicides in 200 days it just seems like it sparked something.")patrick mitchell, a young father says it's no secret this city has a lot of crime."we have people here who want to cause trouble."but he still feels disappointment. (vicki) a big earthquake hitting the bay area again is a matter of when, not if. those who study quakes are looking at ways for emergency personal to better respond to them. today kron4's maureen kelly was in tiburon as a usgs technician installed the first seismograph to help monitor the earthquake activity in that area. this geophyscist from usgs is getting ready to hook up a digital seismograph in a storage area of a tiburon apartment building.it's an accelerometer....which measures ground motion accereration.it's part of a network of 70- such machines in the bay area....installed in homes and schools....which transmitts the data it collects back to usgs via the internet. here's a map showing all of the blue dots where these small gizmos are hooked up. they call it the net quakes network. it's a way

for us to get a denser network of seismographs in an urban and suburban environment where we can't do our typical outside type stations(drilling it's being bolted to the ground here in the building managed by a cert volunteer here in tiburon.it will be the first netquake seismograph in this area.....the scientist installing this one says the information gathered helps their shakes map tool....which is generated minutes after an earthquake strikes....showing a contour map of ground motions....color coded...the warmer or hotter the color...the stronger the shaking was felt.we get a better picture to generate a more accurate shake map map and that'll help emergency first responders they get out to the areas that hit the hardest as soon as possible the tiburon cert volunteer says he's giving access for this device to help raise awareness about seismic activity here...and motivate other people to get prepared. a lot of people say oh i'm sitting on a big rock no these rocks army launch their brittle they are not solid they will crush they will move against each other they will be serious consequences of the earthquake after a few hours of work....the technician gives the siesmograph a tapping test.....and then checks online to make sure it's message was received.yeah it's up and running and it's functioning properly so we're

sexually assaulting a high school student. it happened around 11 yesterday morning on addison street in berkeley. the victim was walking...when the suspect grabbed her from behind and pressed a gun into her side. the suspect walked the girl to a nearby yard...where police say he sexually assaulted her. authorities are currently searching the area for any surveillance cameras that may have spotted the suspect. . (vicki) an east bay an east bay high school teacher is in hot water after bringing a decommissioned bazooka into his classroom. berkeley high school history teacher alex angell is on paid administrative leave. this comes after video was posted on social media showing him holding the bazooka over his shoulder-- while explaining how it was used. students say angell has other historical items in his classroom-- including a world-war-two backpack and a medieval shield. the berkeley unified school district says they are not commenting on the pending investigation of the incident.

(grant) in the north bay... the search is on for a convicted sex offender in petaluma. police say 45- year-old... thomas steger... failed to register with the petaluma police department when he moved to the area. steger... whose has had numerous run-in's with the law... also failed to register with the rhonert park police department... when he lived there. police say steger is known to stay around the gateway shopping center but they haven't been able to find him. right now... there are several outstanding warrants out for steger's arrest. (grant) also in the north bay.. a man is behind bars tonight...on suspicion of commiting a lewd act with a minor....who lived in the same home santa rosa police say miguel flores- gonzales... made a girl under the age of 14...get into bed with him...then he inappropriately touched her. officers arrested the 34-year-old suspect tuesday at his home on sebastopol road. it's not clear if the suspect and victim are related...though they both live at the home. flores-gonzalaes is being held on $250 thousand dollars bail...and is scheduled to be arraigned monday.

(grant) another big story we are following tonight-- wells fargo is hit with a huge one- billion-dollar fine. this comes after the bank apologized last year for charging as many as 570- thousand clients for car insurance they did not need and for charging home mortgage borrowers unfair fees. an internal review found about 20- thousand customers may have defaulted on car loans and had their vehicles repossessed in part because they took on unnecessary insurance costs. joining us now to talk about the fine is personal finance expert erica sandberg. erica-- is a one billion dollar fine enough? 600- thousand people were charged for car insurance they did not

need. what does this mean for consumers-- and the future of the san francisco company? the bank will now be required to update regulators on its progress. wells must also show how it plans to identify customers hurt by its misconduct and explain plans to compensate them.ceo timothy sloan said the scandal-plagued bank has made progress toward "delivering on our promise to review all of our practices and make things right for our customers."other regulators have come down hard on wells, too. in february, the federal reserve handed down unprecedented punishment against wells fargo for what it called "widespread consumer abuses," including its creation of as many as 3.5 million fake customer accounts. under that penalty, wells fargo won't be allowed to get any bigger than it was at the end of last year - $2 trillion in assets - until the fed is satisfied that it has cleaned up its act. tonight we now know that the e-coli outbreak linked to chopped romaine lettuce has now reached california. health officials are warning about romaine lettuce that is grown in yuma, arizona. since the middle of march... 53 people have gotten sick in 16 states... nine of them had to be hospitalized... including two people who developed a form of kidney failure... doctors say the people most at risk for e-coli are young children and the elderly. her..."terrifying words from the roommate down the hall."he literally got down right here and made eye contact with my wife in the kitchen and was like (motions slicing throat) you're done."alex rouska says the threats from stevante clark - began saturday - five days before he came home to find clark had destroyed most of his possessions."all this stuff is my stuff!"the floor - lined with nails and broken glass."that's my tv that was face down on the ground when i came in here"rouska says he and his wife weren't home when it happened - but neighbors captured some of the commotion on video.on wednesday, neighbors say clark was running up and down the block - shouting profanities and threatening several neighbors. "yelling chaotic things!"jose mendoza considers clark a friend and says he tried to get him to call down. "everything will be fine man, you just gotta go get treatment and want it!"the chaos continued overnight - as clark pounded on trash cans and blared loud music in the streets.thursday morning - things came to a head."he ran from where he was living to a neighbor's yard, hopped their fence and then the cops broke

(grant) southwest is compensating passengers who were on that flight when an engine exploded, killing a woman. the company is sending those passengers a letter of apology, a five- thousand dollar check, and a one-thousand dollar travel voucher. in the letter, the company says the money is to help cover any immediate financial needs. the engine on the jet exploded on tuesday shortly after taking

off from new york's la guardia airport. debris hit the plane shattering a window. 43-year-old wife and mother of two...jennifer riordan of new mexico was killed when she was sucked partway out of the window. a public memorial a public memorial service for riordan is set for sunday in albuquerque. (vicki) california state university will not raise tuition at its 23 campuses for the 2018-19 academic year. the country's largest university system will drop its proposal to consider raising tuition by 228-dollars a yeear. the trustees had planned to discuss the proposal in may. officials say csu will continue to press the state legislature for more money... but will not put more financial burden on students. undergraduate tuition is currently five-thousand-742 dollars per year. girl in new jersey is making it her mission to save toys-r-us.(grant) reporter marci rubin has more on the third grader hoping to help her favorite store stay open. delilah: "i will always be a toys r us kid. and here's all the kids and grownups who agree with me."dozens of those toys r us kids, and grownups - signed 8 year old delilah jane farrell lattanzi's multi-page petition to stop the store from closing.delilah: "my mom grew up with it, my grandmother grew up with it and i want my kids to! i cant' imagine my kids not knowing what toys r us is. it would just be mind blowing."i did mention she's 8 - right? with help from friends at mawby elementary school in woodbridge - the third grader has kicked off a full fledged campaign: the petition, posters and a letter to the store - are just the beginning. delilah and company will be fundraising this weekend.delilah: "i am putting up a lemonade stand up at my house and all money i earned will give to you." reporter: "in just two school days - delila and her friends have gotten at least 100 signatures and not just here at school"delilah: "i went to the doctors office and the mall and i got people from all over mall."ben lattanzi: "i'm so proud of her. she's way beyond her years in thought." her super proud parents aren't the only ones expecting big
