( robin ) that breaking news we are following is out of concord... a fire at an apartment complex that is under construction... is forcing evacuations. this is on galindo street near the renaissance square apartments. a robo call was sent out to people near the fire telling them to evacuate. this is brand new video of the fire just sent into the kron 4 newsroom. you can see just how big the flames are... shooting into the air. this fire broke out in at a construction site around 1:00 this morning. so far there are no injuries reported. more than a dozen fire engines are on the scene.

they expect to be there for most of the day. firefighters are already estimating that this fire has done millions of dollars in damage. ( robin ) we also have video from the fire at about 1:15 this morning. this was sent to us by a kron 4 viewer.. you can see just how big this fire is. the massive flames shooting up into the sky from behind a movie theater. firefighters are saying this fire is going to have an impact on the morning commute. to the area of east huntington avenue and herman street. there a young girl told police she was trying to get away from someone. police determined that the girl was a victim of human trafficking. police then arrested a man and woman from sacramento, sitting in a nearby car. neighbors we spoke to are shocked to learn what happened in their quiet neighborhood. (robin) the suspects are 26-year-old taroy lakeith and 27-year-old ieshea pearl marie. the two were booked into the san mateo county jail on human trafficking and conspiracy. (robin) south bay residents can expect to see and hear more bart trains in the weeks and months ahead. as kron four's rob fladeboe reports, testing of the new system is being ramped up ... on the 16- mile long extension from fremont to san jose.

(robin) in the east bay... a woman is in custody...accused of shooting and killing her husband. this morning we're hearing the police dispatch recordings.. it happened sunday night in union city... kron4's terisa estacio tells us what we're learning about the

couple's past. (estacio - ) it was around 10 oclock last night when the wife - dialed 911.(take pkg) dispatcher: "she is saying she just shot her husband and (victim) is still in the room where she shot him." this from the dispatcher to police as they responded to teh scene late sunday night. dispatcher. "she says he has been treating her really bad all week." dispatcher. "she thinks she shot him 16-18 times." lt. jeff snell when you got there what did officers find?" we found man, later pronounced deceased. 2 adult women. arrest made? yes, woman was taken into custody. that woman - is said to be the victim's wife. police say they responded back in 2004 to this home, saying the husband was involved in a domestic violence case. neighbors say they heard unusually noises sunday night, like popping noises coming from the home. trish pulido has lived next door to the couple for nearly two decades. "trish pulido. it is a really unfortunate situation. we know the family, the kids, we are here for them." (estacio reporting) police tell me they adult children of the couple live out of the country and they

(robin) a mother, accused of drinking and driving with her child in the back seat.. is behind bars. petaluma police arrested collette burum after receiving reports of an erratic driver. police say, she almost caused a crash with a child in the back seat. petaluma officers went to burum's home... and they say she appeared to be drunk. that's when burum admitted to driving with her six- year old child. police say, at the time of the arrest, burum's blood alcohol content was nearly four -times the legal limit. (robin) the outspoken brother of a man shot and killed by sacramento police... is out of jail. stevante clark appeared in court monday... clark has been a vocal critic of the police... since his brother, stephon, was shot and killed

by police last month. last week ... police arrested clark on several charges, including assault with a deadly weapon and making a death threat. the sacramento county district attorney's office .. downgraded those two- counts from felonies ... to misdemeanors. clark was released but he must avoid contact with a woman whom he allegedly threatened. our breaking news out of concord... a fire at an apartment complex that is under construction... is forcing evacuations. kron 4's will tran is live in concord with the latest. ( will ) a three-alarm fire at an under-construction apartment building in downtown concord early this morning is not close to containment, according to contra costa fire protection district fire marshal robert marshall.

marshall said the five-story building on fire at the intersection of clayton road and galindo street - which was first reported around 1 a.m. - is the second phase of construction of the renaissance apartment building. he said the building is a very, very large structure that consumes an entire city block. "the majority of the building was under construction without any sheetrock whatsoever, so there's just no way to control that," marshal said. as of 2:50 a.m., marshall said there are no injuries and only one evacuation - at the apartment building across the

street from the structure that faces the fire at 1825 galindo st. - has been ordered, marshall said. marshall said ladder trucks are around the blaze dumping water on the structure, with 18 engines on scene and around 60 firefighters battling the blaze. "we have a fairly decent-sized collapsed area," he said. there is no estimated time of when the fire will be contained, but marshall said he expects crews to be on the scene for most of the day. an early estimate on damages, per marshall, is in the millions of dollars. no further information was immediately available.

and you cannot) what did you do (i just made a mistake) because parking is difficult so the minute i find out there is an empty space and that's exactly what happens drivers see an empty space and try to grab it sometimes they make u-turns in the crosswalk..if you do it inside a intersection, make sure it's free of pedestrians and you are also not permitted to back out a space and make a u -turn you pretty much have to learn all these things to get a driver's licensesorry, i didn't memorize the entire drivers manual... you know how much the ticket is for doing that (i don't know) 238 dollars (2 hundred something) $238 (no kidding) and a point ( i didn't know that) you didn't know huh? will you do it again now that you know no no no no well if you didn't know, know you know! i get it drivers sometimes forget the rules of the road and get caught slipping i was trying to put my finger on what other driving law drivers seem to forget on a regular basis but i just can't put my finger on it in berkeley stanley roberts kron 4 news

(robin) former president barack obama will mark the 100th anniversary of nelson mandela's birth with a lecture in south africa. obama will deliver a high-profile address in johannesburg this summer. it will be paired with a five-day gathering of young african leaders. obama only met mandela once in 2005... but he has spoken and written extensively on mandela's influence in his life. he also flew to south africa in 2013 to speak at mandela's funeral. his speech is expected to take place on july 17th. (robin) a baby giraffe got loose from its exhibit at fort wayne children's zoo -- on her first day on public display. the giraffe made her way to a fenced parking lot on the zoo's property. it took about two hours for zookeepers to get her back into her enclosure. the zoo said in a statement (quote) -- "in all 40-plus years of having giraffes here at the fort wayne children's zoo, nothing like this has ever happened before...but we will re- evaluate our giraffe exhibit and take extra precautions to ensure the continued safety of our animals and staff."

(robin) veterinarians are hoping a c-t scan will help them threat an ailing black rhino in illinois. seven-year-old álayla underwent a c-t scan last week , which is believed to be a first for her species. the 23-hundred pound patient was too big for the brookfield zoo hospital. so the vets used a portable c-t scanner in layla's habitat, with the help of 40 zoo employees. layla has been struggling with a sinus problem that makes it hard for her to breathe. the scan detected abnormal tissue - and the vets will use the results for layla's future treatment. morning... chevron will have to pay 170-thousand dollars because of air quality violations at the richmond refinery. the air quality management district issued 25 violations dating bak to 2014 and 2015. some of those violations came from flaring incidents. air district officials say that all of the violations have since been correcred. ( darya ) the clock is ticking for some homeless people living in tents on sidewalks in san francisco. san francisco mayor mark farrell is taking aim at what he calls a servicex resistant segment of the homeless population living in those tents. there are around 75- hundred homeless people on any given day in san francisco. that is according to the city's 2017 homeless count survey. the san francisco coalition on homelessness ... says actually there is three times that amount of people

living on the street. city workers can start removing the tents at any time. ( james ) mayor mark farrel is also hiring ten workers to clean up needles that are littering the streets. the team will respond to resident complaints and remove needles and syringes from "hot spots" every day of the week. about 275-thousand needles are collected each month by the public health department and nonprofits. the city will provide 750-thousand dollars to the aids foundation to hire the new needle clean up team. the workers would start as early as june. to do is download the free kron 4 mobile app. ( darya ) in the south bay... residents can expect to hear more bart trains in the weeks and months ahead. testing is being ramped up on the 16 mile long extension form fremont to san jose. the new bart stations at berryessa and milpitas are complete. from now on.. two 3-car trains will be making practice runs as v-t-a puts the new system to test. testing began in october... but trial runs are going to get more complex now testing out every aspect of the infrstructure. ( darya ) there is no there is no set schedule as of which days testing will be done.. but residents can expect it to be done between the hours of 10 a.m. and 3 p.m. the system is expected to be up and running and carrying

( darya ) oregon welfare officials say the family in the s-u-v that plunged off a cliff in mendocino county ... faced a child abuse investigation in another state in 2013. oregon child protective services obtained records from minnesota before investigating jennifer and sarah hart, who adopted six children. the agency closed its case after it couldn't determine whether abuse occurred. accoring to police ... four of the six kids have been recovered from the crash. invesitgators say jennifer was driving drunk and the crash was intentional. toxicology results found that hart's wife and several children had large amounts of a drug in their system that can cause drowsiness. ( james ) a baby giraffe got loose from its exhibit at fort wayne children's zoo -- on her first day on public display. the giraffe made her way to a fenced parking lot on the zoo's property. it took about two hours for zookeepers to get her back into her enclosure. the zoo said in a statement
