( robin )the fire may be out.. but a-t-f is still investigating a fire... that completely destoryed an apartment complex under construction. the fire started early tuesday morning... and firefighters were on the scene all night. kron 4's charles clifford has the latest. well, the investigation into the cause of this fire is just getting started. in fact, they are still putting out hotspots.now this fire started around 1 this morning. fire crews arriving on scene found a 180 unit apartment complex that's still under construction burning at the

corner of clayton road and galindo. this fire quickly escalated to 3 alarms, 260 people had to be evacuated from a neighboring apartment complex. 2 people were taken to the hospital with suffering from smoke inhalation, fortuatnly there were no other injuried. no fire figthers had the fire contained by about 5am, and they have been spraying water on it on all day. the structure remains very unstable. earlier today a large section of scaffolding fell onto cars parked nearby. now, the investigation into what started this fire can't really begin until the building is stabalized or torn down. the atf has arrived to assist in the investigation but contra costa fire was quick to make it clear that their involvement does not imply they know what started this fire.now the red cross has set up a shelter at the first presbyterian church in downtown concord. no word yet on when they will be able to return home. finally, this fire is estimated to have done about 55 million dollars in damage. in concord, charles clifford kron 4 news. similar fires at apartment construction sites all over the bay area. four of the five have been blamed on arsonists, including two at the same site in emeryville.... and one that shut down bart's transbay tube... in 2012, a planned 119 unit affordable housing project for seniors went up in flames near the west oakland bart station. the fire shut down the transbay tube for hours and caused a massive commuter backup. the site is now an empty lot. nearly two years later, san francisco's mission bay development was the scene of a spectacular blaze. the five alarm fire did an estimated 40 million dollars in damage. that building was rebuilt. the cause here - construction equipment that overheated. then in 2016 a 105 unit apartment project in emeryville suffered heavy damage. ... the fire went to six alarms. a few months later, a pre-dawn fire near lake merrtt destroyed a 41- unit project. and then in

may of last year, the emeryville complex was hit again. this time a man was seen riding a bicycle onto the site shortly before the fire started. police believe he was responsible for three fires. despite a 100 thousand dollar reward, police are still looking for the suspect. ( robin )on the peninsula... two people are behind bars... accused of trying to sell a teenage girl for sex in san bruno. taroy ireland and ieshea lewis were arrested sunday. police say they found a young girl who said she was trying to get away from someone. they then realized that she was the victim of human trafficking. the two suspects were arrested after being found sitting in a nearby car they face human trafficking and conspiracy charges. ( robin ) police are looking for 2 men who tried to

lure a 10-year-old boy into a van. the boy was walking home on brush creek road in santa rosa when a black van pulled up. police say the 2 men offered the child candy and told him to get inside the van. the boy refused... and the men drove off as other cars approached. ( robin ) a federal court hearing in the firearms case against the man acquitted of killing kate steinle has been postponed.jose garcia zarate will now appear in court next month. yesterday's hearing was postponed because garcia- zarate's defense attorney was ill. the undocumented immigrant -- who had been deported several times -- has been charged in federal court with being an ex-felon in possession of a gun. in november... he was acquitted in the pier 14 shooting death of kate steinle. ( robin )livermore police now have a person in custody... after a home invasion and standoff.this all started 10:45 yesterday morning. police say jared moy-na-han

broke into a home on wagoner drive. after the robbery... moy-na-han ran to his own home... which is just a few block away. police say they surrounded moy-na-han's home. they tried to negotiate and even sent chemical agents into the home to get him out. hours later... swat and a k-9 units went inside and arrested moy-na-han. ( robin ) with homelessness on the rise across the bay area, it takes a multi faceted approach to get residents off the street. that includes both more affordable permanent housing and temporary housing. kron 4's dan kerman looks at these new tuff sheds, which the city of oakland plans to use as an interum step between homeless encampment and permanent housing. anyone exiting the 980 freeway at 27th and west grand arrives on a growing neighborhood one filled with tents and debris and nearly 100 homeless people living there but also under the freeway lies the future. these are tuff sheds, a new homeless community that will

house 40 of the people now living on the sidewalk.sot libby schaaf/oakland mayor 20-30the new site will have 20 tuff sheds, 2 people per shed, separate shipping containers for excess storage, it will have a dog run and a community space and office space for onsite social workers.at a news conference tuesday oakland mayor libby schaaf said once off the street and into these sheds the goal is to have these residents on a path to permanent housing within 6 months.soti think they should have did this a long time agofor many that live near this encampment, cleaning up this area can't come quick enough.sot eugene foster/west oakland resident

( robin ) the environmental protection agency is fining the city of oakland and a water district... for allowing sewage water flow into the bay. the e-p-a announced .... the city would be fined 220-thousand dollars, while the east bay municipal utility district ... is being fined 134- thousand dollars. the violations happened between september 20-14 to june 20-17. the e-p-a says, the fines also include penalties for violating an agreement to upgrade aging sewer systems. since 20-14, the e-p-a has spent about 80-million dollars on fixing a portion of a 15-

hundred mile long sewer system. ( robin )happening today... the u-s supreme court will hear arguments over the latest version of president trump's travel ban. this version limits travel from eight countries. the ban being discussed is ánot the first executive order he started with in january of last year. that order limited travel by citizens from six countries for 90- days. the trump administration is expected to tell justices that the president has the authority to install travel bans to protect national security. but opponents say this ban -- just like the others before it -- amounts to a ban mostly on muslims. ( robin )for your health this morning.... solano county public health officers will begin testing students at laurel creek elementary school for tuberculosis... after a person was found to have it. reporter lonnie wong has the story. the statement appears more grim than it is.while tuberculosis is a huge concern in a setting like a public school where many people can be exposed to the coughing that can spread the tb bacteria from lung to lung, it is curable if detected.itús tricky because you can be infected without being sick. thatús why 25 to 30 people will take either skin or blood tests next week. the carrierús identity is being kept confidential...that person has not been at the school for 3 weeks because they were ill and for other

unspecified reasons.it was only wednesday when the diagnosis was confirmed. parents were notified right away what was happening, and if their child had contact and is likely to be tested.all the parents we spoke with today agreed.just to give some perspective...an infectious student was found at armijo high school in fairfield last year. around 300 people were tested in that instance.while officials did not say if the contact was limited to one classroom, the 25 to 30 people being tested indicates that the contact was isolated. cracking down on the underage use of a popular e-cigarette.. it's called juul - and it's based in san francisco. this follows months of complaints from parents, politicians and school administrators.. the f-d-a has issued warnings to 40 retail and online stores as part of the crackdown on illegal sales to children.. juul looks a little like a small flash drive ..and some say that makes it easier to use discreetly. like other e-cigarettes, it's an electronic device that vaporizes liquid nicotine into an inhalable vapor... in a statement, juul labs says it agrees that the illegal sales to minors are unacceptable.... saying it has in place programs to prevent and act upon the violations at retail and online marketplaces. the san francisco company says it's working with the f-d-a, lawmakers, parents and community members to combat the problem. ( robin )a man accused of planning a christmas day bombing and shooting attack in san francisco... will plead guilty in a federal case. court records show everitt jameson will enter a plea june 4th in federal court in fresno. prosecutors say jameson, who's from modesto, told undercover federal agents that he planned to use pipe bombs to channel victims into pier 39 so he could shoot them. he pleaded not guilty in january to distributing bomb-making information and attempting to aid a terrorist organization. ( robin )the number of gun deaths has dropped in california.... over a 16- year period ending in 20-15. that is according to researchers from u-c davis... who conducted the study. they say the number of firearm homicides dropped from four per 100-thousand people in 2-thousand... to a low of three- per 100- thousand in 20-

( robin ) in the north bay. petaluma police have been approved to outfit officers with a anti-opioid medication. naloxone...or narcan...reverses the effects of an overdose of heroin and other opioids including synthetic fentanyl. officers are now carrying naloxone... after a spike in the number of overdoses in petaluma... that led to deaths and numberous hospitalizations. are adjusting in this new era of uber and lyft. but as stanley roberts shows us... the adjustments...don't seem to be working. there is a mini van . wait did you catch the illegal u-turn in the background trafficas i was saying there is this minivan stopped in the middle of the street but allow me to explain why the driver stopped nats: ambiance you see not long ago the uber and lyft staging area for san francisco international airport use to be in san bruno there is a lighted sign in san bruno which reads tnc lot now located at south mcdonnell... road but some ride hail drivers are still playing catch up so you know they moved the lot right? yea i'm trying to figure out where it's at now it's been moved to the city of millbrae ...and instead of one lot there are now two lots .lot 1 is the

main lot and number 2 is the overflow lot .now normally with new digs there is a new attitude except we're dealing with uber and lyft drivers, so signs are usually a suggestion . for instance leaving lot 1 no right turn .. nats:ambiance over on mcdonnell road, there is a no u-turn sign which is ignored in fact one driver ignored the u-turn sign about three times while i was there ..until finally pulling into lot #2 nats: ambiancebut the thing that caught my eye was the amount of ride hail drivers using the compressed natural gas station as a way to beat the no u-turn and it probably wouldn't be a problem if it were maybe 1 or two cars but the fact is there are 1 or two dozen cars often flying though nats: ambiance however to be fair there was a few other illegal u-turns not uber or lyft related even a big rig ambiance which brings us back to the black minivan now sitting outside lot # 2 i was starting to believe it was

( robin )for your money this morning... the price of wine is going up. the hike is being driven by a decline in global wine production... according to the international organization of vine and wine. production is down because of weak harvests in important markets like europe. in italy whole sale prices are up 74 percent... and prices are up 45 percent in spain. analysts say

consumers may end up absorbing some of the price hikes... especially for cheaper wine. that's because those wine companies are especially strained when there is low supply. california has experienced some of the problems too with wine. especially in the north bay where wildfires hindered some of the harvest. ( robin )yahoo is paying a hefty price after a massive 20-14 data breach. the u-s securities and exchange commission says the company has agreed to pay 35 million dollars to settle charges that it misled investors about the breach. the s-e-c says the company knew that russian hackers obtained the personal information of about 500 million of its users just days after the breach.... but it did not tell investors and the public until two years later. a 22-year-old canadian man pleaded guilty last november to conspiracy to commit computer fraud in connection to the hack. he

( robin )a warning to those who love to hike. árattlesnake season... is in full swing here in the bay area. kron4's maureen kelly talked with a man who has been rescuing and relocating rattle snakes for nearly 30 years .... and explains what you should know if you encounter the creature. (pkg) al wolf with sonoma county reptile rescue is showing off a particulary orney rattlesnake he's captured lately. he's out in glen ellen on this day picking up a rattler that bit a man's dog sunday.yeah she kind of seem to be a little bit shocked and she came over to us so we noticed that her snout had blood spots on it so she began to swell up in her body was shakingginger the cocker spaniel had to spend the night at the vet and get some anti venom but she's fine.this is the 3rd snake spotted by the dogs owner this week. one was killed by a weed wacker.he called the non profit to collect the one still slithering rather than kill it.

al wolf has been catching and releasing the critters for nearly 30 years. he says he's been bit over a dozen times but says people really don't have a reason to fear them. this weekend a hiker on mt tam was airlifted to a local hospital after being bit. wolf says while the venom can be fatal....it's very rare. you're not gonna die you will be sore i'm not telling you it's not dangerous when you go to the emergency room your first in line just like a heart attack it can kill you vic because of the anti- venom's and the treatments you're pretty safehe says he's picked up 22 snakes this week already. (maureen) the director of the sonoma county sheriff pio reptile rescue says it is possible that people will end up seeing more rattlesnakes up here in wine country because of the fires last october (al wolf)since everything is burnt away there's no brush no debris none of the father on the ground you get to see the animals there right there in front of you except for the grass growing now which itemif you see one out on a trail....his suggestion....ba ck up....stay about 3-4 feet

( robin ) oakland mayor libby schaaf joined forces with celebrity chef ayesha curry.the two came together with oakland-based maker of organic indoor gardens "back to the roots"-- to teach kids about eating healthy food... the event happened tuesday outside the oakland whole foods market. around 40 kids from the oakland unified school district attended the gardening workshop. there was also a cooking demo with ayesha... "back to the roots" is a company on a mission to reconnect families with food. pulled up. police say the 2 men offered the child candy and told him to get inside. the boy refused... and the men drove off as other cars approached. ( darya ) two people are behind bars... accused of trying to sell a teenage girl for sex in san bruno. taroy ireland and ieshea lewis were arrested sunday. police say they found a young girl who said she was trying to get away from someone. they then realized that she was the victim of human trafficking. the two suspects were arrested after being found sitting in a nearby car they face human trafficking and conspiracy ( darya ) livermore police now have a man in custody... after a home invasion and standoff. this all started 10:45 yesterday morning. police say jared moynahan broke into a home on wagoner drive. after the robbery... moynahan ran to his own home... which is just a few block away. police say they surrounded moynahan's home. they tried to negotiate and even sent chemical agents into the home to get him out. hours

later... swat and a k-9 went got inside and arrested moynahan. ( james ) the man known as the "hefty heister" has pleaded guilty in federal court... to a string of bay area bank robberies. wesley allen krohn admitted to robbing banks in pleasant hill... walnut grove... rohnert park... brentwood and suisun city. krohn's crimes were committed between december of 2015 and january 2016. krohn was arrested after a high speed chase in lake county. he agreed to pay about 15-thousand dollars in restitution to each bank as part of the plea. he faces a maximum sentence of 45 years in prison. his sentencing hearing is set for august. ( james ) rohnert park police are looking for an armed robber who they say is targeting people sitting in cars. a woman was parked at an apartment complex on golf course drive when a red sedan pulled up behind her. a man got out of the car and demanded her purse at gunpoint. the woman handed over the purse and the thief drove off. the thief also attemped to rob a man parked at apartments near the rohnert park expressway. the man

locked his doors and refused to hand over any of his ( james ) happening today... the u-s supreme court will hear arguments over the latest version of president trump's travel ban. this version limits travel from eight countries. the ban being discussed is ánot the first executive order he started with in january of last year. that order limited travel by citizens from six countries for 90- days. the trump administration is expected to tell justices that the president has the authority to install travel bans to protect national security. but opponents say this ban -- just like the others before it -- amounts to a ban mostly on muslims. ( darya ) the city of san pablo is installing new cameras to help fight crimes. san pablo police began using cameras in 2011 and since then gun violence has fallen by 74-percent. this new camera system will give police immediate surveillance at or near the scene of crimes. the company handling the installation will work with

( darya ) governor jerry brown's plan to create a california online college just got another boost. on tuesday california community colleges announced a partnership with seiu-united health workers joint employer education fund. the partnership would help develop the would-be college's first program... medical coding. back in january governor jerry brown proposed an online school for those without the degree or skills to move up in their careers. the plan still needs to go to the legislature for funding. if it passes the plan is to get online college up and running by fall 20-19. 30 years. shake rattle and strike.....al wolf with sonoma county reptile rescue is showing off a particulary orney rattlesnake he's captured lately. he's out in glen ellen today picking up a rattler that bit a man's dog yesterday. she was relaxing in the shade and i think the snake came out on it's own and she went to sniff see what it was and the snake better ginger the cocker spaniel had to spend the night at the vet and get some anti venom but she's fine.this is the 3rd snake spotted by the dogs owner this week. one was killed by a weed wacker.he called the non profit to collect the one still slithering rather than kill it. i don't really feel like we should kill him i mean unless were trying to protect ourselves but they kill mice their part in the world that we live in so so it's just best to keep them aliveal wolf has been catching and releasing the critters for nearly 30 years. he says he's been bit over a dozen times but says people really don't have a reason to fear them. this weekend a hiker on mt tam was airlifted to a local hospital after being bit. wolf says while the venom can be fatal....it's very rare. between five and 7000 people are better each year in the

( darya ) the waffle house shooting suspect is due to appear in court today. travis reinking is charged with four counts of criminal homicide in connection to the sunday morning shooting at the southeast nashville restaurant. reinking is accused of opening fire with an ar-15 rifle.. killing four people and injuring several others. he fled the resturant and led polcie on a 34 hour manhunt before he was captured. reinking was jailed on a 2 million dollar bond. ( darya ) a man suspected of murder in gilroy is now behind bars. jay vasquez was taken into custody after authorities held a surveillance operation. officals spotted him driving out of an apartment complex... pulled him over... and arrested him. vazquez was wanted for a gang-related killing in 20-17. ( darya ) a man accused of planning a christmas day bombing and shooting attack in san francisco will plead guilty. everitt jameson will enter the plea june 4th in federal court in fresno. prosecutors say jameson -- who's from modesto -- told undercover federal agents that he planned to use pipe bombs to channel victims into pier 39 so he could shoot them.

season is in full swing here in the bay area. officials with the sonoma county reptile rescue say they have caught 22 rattlesnakes this week alone. over the weekend, a hiker on mount tamalpias was airlifted to a local hospital after being bit. experts say while the venom can be fatal ... it's very rare. experts say people really should not have a reason to fear the snakes.
