are set to demolish the building today. kron 4's hermela aregwai talked to a concord family who lived nearby... that has been displaced because of that fire. (hermela aregawi)a lot of people are very stressed out here. they left early tuesday morning with just a few things.. some people were able to get back in their homes today to pick up essential items.. like medications. these are live in this apartment complex here.. it's next to the building that caught fire. fire fighters have said they will demolish that building because it is not structurally sound. and if it fell.. it would fall into the renaissance apartments where that are hundreds of tenants. the red cross tells me about 134 units are affected by the fire.more than 200 people have been evacuated. the red cross tells me most of them went to family and friends... but there are a few people staying at the first presbyetrian church nearby where the red cross has set up a shelter.they are there to keep people updated and get them what they need as they try to move forward. diane dupuy/red cross contra costa they were very afraid that their building was on fire..so that's what we're hearing mostly. they had this huge fear. they didn't know what was happening and they were scrambling to get out. so they didn't leave with very many supplies if you will or anything out of their apartments. so they were basically in panic mode. pastor toby nelson/concordwe have made it a point just to listen to their stories. everybody has a story and they want to tell it. and you can

( robin ) bart trains are stopping at the hayward station this morning... after a shooting shutdown the stop for hours. the shooter áhas been arrested. hayward police says the gunman shot at an officer last night. fortunately... no one was hurt. but the shooting did close the station around 7:30. trains did not stop in hayward and passengers had to take buses. the station reopened after midnight. ( robin )after 44-years.... the man known as the golden state killer... has been captured. sacramento's district attorney announced wednesday that joseph james deangelo is the suspected

serial killer. the now 72- year-old is being held without bail in sacramento county jail on two murder charges. investigators believe deangelo committed 12 killings and atleast 50 rapes across california from 19-76 to 19-86. catherine heenan takes us back through the decade long trail of rapes and murders... that led through the bay area. "i think of it every night before i lock up and go to bed."the golden state killer's twelve year reign of terror began in the summer of 1976, while joseph deangelo was working as an auburn policeman. in the next two years he is suspected of killing two people and raping dozens of women in sacramento and the central valley.in 1978, he turned his attention to the bay area,in eight weeks ... two women raped in concord, one on san ramon, two more in san jose.everybody's being very aware of this people

being carefulbut the assaults continued ... a woman in danville.she lived along these railroad tracks and was raped in her home and a 13=year old girl in walnut creek, his youngest victim.fade to black then something happened. deangelo was arrested ... not for rape or murder ... but shoplifting.he stole a can of dog repellant and a hammer from a sacramento drugstore and lost his job.and then the crimes began again ... in southern california.a botched burglary ... four murders and a rape in goleta.two more rape murders in ventura.another in laguna niguel a woman bludgeoned to death and raped in irvine.the killer waited five years before striking again,his final victim, was 18=year old in encino. alleged crimes of 'the golden state killer'. and what neighbors had to say about the bizarre behavior they noticed by the suspect. all at kron-4 dot com ( robin )in the south bay... community leaders wore their denim wednesday... as part of an effort to help victims of rape. kron four's rob fladeboe reports on a call to help the county's sexual assault response team... do its job. cindy chavez/santa clara county supervisor "...we're going to treat you with respect all along the line..." santa clara county supervisor cindy chavez is talking about the sexual assault or rape kits like this one, which can sit untested in the crime lab for as long as three months while victims wait for justice. cindy chavez "....we've got a great crime lab here, we think we can do it faster and by doing it faster it's one more way to tell victims that we understand your trauma, we respect you and we're going to get on this as quick as we can..."reducing the current

backlog of 200 such kits awaiting tests could mean adding three new crime lab technicians and forming a team which would test rape kits exclusively.jay boyarsky/chief assistant district attorney ".....we are also developing a specific policy for the crime lab that specifies priority assessment and calls for the testing of all start kits within 30 days..."it's not just about evidence. faster testing is seen as a way to demnstrate respect and acknowledge the trauma of the victim by making it a priority, which could mean more victims will report these crimestanis crosby/ywca rape crisis center "....we have got to make certain that they have every choice available, every choice possible and if you don't think your rape kit is going to be processed in a timely manner, your choices are removed...."the call to action on rape kits coincides with national denim day. it was inspired by the overturnng of a rape conviction in italy where the court held that because a rape victim wore tight jens, she must have helped her rapist take them off, thereby implying consent. cindy chavez "....we want to encourage everyone in our community, not just women, to

wear denim and have a conversation with their families both about what consensual sex means, about sexual assault awareness and about helping the victims of this horriffic crime.in san jose rob fladeboe kron 4 news ( robin )on capitol hill... the supreme court is now hearing the trump administrations travel ban arguments. the ban mostly targets people from seven muslim-majority countries... from entering the u-s. however... the trump administration denies this is a muslim ban. so far all 9 justices appear to be split on a decision... and appear to be unsure if the president is exceeding his authority. as for now... there has been indications showing the supreme court is leaning towards upholding the decision. ( robin ) the longtime personal attorney for president donald trump... will use one of his amendment rights in the stormy daniels case. michael cohen...filed court papers today indicating he would plead the fifth against self- incrimination regarding his involvement in a hush money deal involving porn star stormy daniels and the president. cohen asked a judge to delay the civil case

after his office and residence were raided by the fbi. stormy daniels has been seeking to invalidate a nondisclosure agreememnt.... she signed days before the 20-16 presidential election... so she can discuss the alleged relationship...which trump denies. ( robin )president george h.w. bush is out of intensive care after being hospitalized a day after his wife's funeral. the 93-year-old former president has been moved to a regular patient room and is expected to remain at houston methodist hospital for "several more days." he is being treated for an infection that spread to his blood. way into the bay area.... and has taken the life of a san bruno teen. kron 4's j-r stone spoke with that teens mother... who has a warning to other parents. students remembering their former classmate at a memorial in san bruno on wednesday. just over two months after that young man...18 year old david ochoa overdosed on xanax laced with fentanyl.they were up late playing video games until 2 in the morning...they all woke up and he didn'tit was eventually determined that it was the fentanyl that had killed david. a drug that can be 100 times more powerful than heroin or morphine...it's unclear how many pills david had...possibly 4 or 5 according to his family. experts told them one could have killed him too. sound like a rare case? not at all...we've seen recent cases like this in san francisco, petaluma, and san bruno just to name a few.it's the new party drug to haveit's

becoming an epidemicpeople are overdosingdavid's mom karin wants to get the word out to parents and their children that these drugs are dangerous. these former classmates of david tell me that they can get a pill or xanax bar as it is called for 5 dollars illegally. david's parents put him in an outpatient program when they found pills he had bought months before, he had already graduated from high school, and was working when the tragedy hit...he didn't stand a chance nobody stands a chance against fentanyl you don't get a fighting chance you take it and that's it... and now because of that decision....karin is left without a son.the other thing that eats at me is that i miss him. i'm never going to see him again in real life. look at the woman accused of shooting and killing her husband inside their union city home. court documents say 56-year-old sara che-re-ji told a police dispatcher that she shot him because he had treated her badly and she couldn't take it anymore. also saying she'd used her own gun to shoot him 18 times....she was arraigned in alameda county superior court... and has been charged with murder. ( robin ) the ex-girlfriend of 49ers linebacker... rueben foster... is changing her story... saying foster did not attack her. the santa clara d-a's office has charged foster with domestic violence... for an incident involving elissa ennis that happened february 11th. the attorney for elissa ennis now says ennis can prove her injuries were not caused by foster.. but the result of a fight with another woman. her attorney says there is video of the fight. earlier this week 49ers general manager john lynch said the team would release foster if the assault allegations were true. foster is not participating in

( robin )in santa rosa... police have arrested 3 people in connection with stealing from a local beauty supply store and home depot. according to police... 2 women and a man stole from the l-a beauty and hair supply store on west college avenue. they were able to get away with a wig worth 1-thousand dollars. later on that same day police say the theives headed over to a nearby home depot where they stole a shopping cart full of power tools and other merchandise. police were able to chase down the criminals in their car... and arrested all 3 of them. they each face charges of burglary... grand theft... and evading police. ( robin )police are trying to figure out if a string of robberies at trader joe stores are connected. there has been eight robberies at stores in southern california since mid february. they've happened in los angeles, long beach, culver city and irvine... the robberies have followed a

similar pattern... with the suspect pulling a gun and demanding money from employees. ( robin )a couple facing child abuse charges for keeping their children in a makeshift shelter in the california desert... was in court wednesday. protesters also gathered at the courthouse... many of them saying the couple is guilty only of being poor. kitty alvarado has the story. protesters gathered outside the san bernardino county courthouse in joshua tree before a hearing for daniel panico and mona kirk. the married couple was arrested in february, and charged with three felony counts of child abuse after police say they found their three children living in a makeshift shelter. panico briefly answered questions before he entered the courthouse.natsot/daniel panico "we're hoping they'll drop all charges today." but that did not happen. once again, the hearing was delayed. and the continued delays upset their friends, like jackie klear who says instead of

mark farrell warned that this homeless sweep could happen at any time. officials with the department of public works say they are focusing on an area in the mission district because it's a hot spot. but then they will go citywide. but homeless advocates say it will not make a difference. ( robin ) the city provided homeless resource information listing where to find shelters and free meals. the department of public works officials say anyone wanting to get back their personal belongings, has 90-days from the date it was collected to do so. ( robin )a commercial oil pressure guage was behind a radiation scare yesterday at an oakland tow yard. the alameda county sheriff's department says the device apparently emitts an extremely small amount of radiation.....

( robin )in national news... the man accused of killing four people at a tennessee waffle house... had his laptop erased. just weeks before the shooting... travis reinking asked a local repair shop to wipe the hard drive. the shops owner...says nothing about renking's behavior was unusual that day... however a couple weeks later..his shop received a bizzare call from the 29- yer-old. he says reinking...wanted a backup disk for his deleted data...and when a shop official became confused by the demand... reinking told the technician to quote... "go kill himself...jump off a bridge or something." reinking is accused of killing four people inside a waffle house near nashville. authorities...are currently trying to get hold of the erased data from his laptop. on the corner of 19th and harrison sits a bird scooter it looks normal, however, there is something missing can you spot it? (traffic sound) less than a block away sits two more scooters one i can easily roll away without any problem nats: ambiance and the other, the wheel locks and (alarm sound) the alarm goes off . the problem is people are vandalizing the scootersmaking them either inoperable or free to use case in point scooters have a quick response code on top they look like this the one at 19th and harrison had the qr code removed making the scooter dead in the water nats: ambiance speaking about dead in the water this is a photo from fisherman's wharf, where divers were looking for one thing but found two scooters, which were tossed in the bay .. let's face it some people simply don't like the scooters but why honestly i see a lot of bad behavior, i see a lot of reckless driving, i've seen

( robin )a company hired by the navy to clean up the hunter's point shipyard - says that it stands by its work there.. the area will eventually be cleared for new housing, retail and office space. the company in question is accused of falsifying soil samples. kron four's philippe djegal has the latest. (philippe) when asked directly if he believes the hunter's point naval shipyard in san francisco will ever be habitable... tetra tech's

chief engineer bill brownlie says...bill brownlie/tetra tech- "yes." tetra tech is the contractor hired by the u- s navy to clean-up the shipyard and prepare it for redevelopment. at the start of the year... the navy shared that 50-percent of the soil samples taken at the shipyard were possibly flawed. the environmental protection agency later added that up to 97-percent of the samples were bad. tetra tech says it will pay the navy to hire an independent contractor to re-test the site within a one to two month period.bill brownlie/tetra tech- "we proposed to the the navy that they choose the contractor." in addition to the navy and epa's findings... in a letter dated tuesday... the chairman and c-e-o of tetra tech reached out to the u-s navy. stating that his company is aware of negative allegations made by former employees of a subcontractor. accusations that tetra tech's soil samples at the shipyard are inaccurate. when asked if he believes those allegations are false... bill brownlie says...bill brownlie/tetra tech- "yes." thousands of housing units, and millions of square feet of office and retail space is planned for the shipyard. but the area has been exposed to radioactive material in the past. so, the project can't move forward until it's determined its safe to do so.

in san francisco, philippe djegal, kron four news. ( robin ) facebook's series of scandal do not seem to be affecting their bottom line. as advertisers continue to flock to the site in droves. it appears both users and advertisers have shrugged off the facebook scandals despite a "delete facebook" campaign...both daily and monthly user numbers have gone up. and facebook's revenue soared 49 perecent to 12-billion dollars in the first three months of the year. more than 1 point four billion people check facebook at least once a day. a 13 percent jump from last year. ( robin )parents are noticing a disturbing trend on social media. online predators targeting children through impostor instagram accounts. reporter maggie newland spoke to a mother who is demanding action from instagram. parents said multiple children at a school in wake county are being targeted by

impostor instagram accounts. they said these accounts are sending sexually explicit messages.haley boyer doesn't allow her seventh-grader to use instagram, but last week learned there was an account under his name."they're using his first and last name, and one of his sports team numbers from last year," she said. "they have even put on there the initials of his school and what grade he's in."boyer said multiple children, including her two daughters, have received sexually explicit photos, videos, and inappropriate messages from the account.elise boyer, 17, said she received a sexually explicit video, as well as crude messages including "cuss words, very bad mean rude things that i would never want anyone to say to me."boyer said she immediately reported the account to instagram, following instagram's protocol for reporting an impersonation account. she also sent requested documents and details of what happened. despite contacting instagram multiple times, she said instagram will not remove the account.boyer's son isn't the only one dealing with an apparent instagram impostor. another mother whose son attends the same school said someone is using an instagram account with her son's name, too, and sending similar inappropriate messages.melissa edwards, the administrator at thales acadmey in rolesville, said she's certain neither student whose name is being used is behind the crude messages."they're great representatives of our school, so even to consider it would actually be them as the ones in charge of these accounts is just preposterous," she said.

edwards said she's received reports from five or 10 parents whose children have received explicit messages from these accounts."the main concern they've all had is the level of inappropriateness of the images, and also the concern that it is a fake account and we don't truly know who is doing it."wake forest police said they are investigating the situation. meanwhile, boyer said the explicit photos and videos are still arriving."this needs to stop," she said.instagram has not responded to requests for a statement. boyer said she's consulted a lawyer and is considering legal action to get the account closed. account closed.action to get the account closed. trains are stopping at the hayward station this morning... after a shooting shutdown the stop for hours.( james ) kron 4's lydia pantazes joins us live from the hayward police station this morning. lydia... the shooting happened last night just before 7:30 at the hayward bart station on b street. this is video of the scene. this is video of on b street. this is video of the scene. investigators say a man shot at a hayward police officer. that man suspected in that shooting was arrested. the officer was not injured and investigators say there is no threat to the public. the shooting forced bart officials to close the bart station in hayward for a few hours. we were just at the bart station. it has reopened and we know that bart is stopping there to pick up and drop off passengers. reporting live in hayward, lydia pantazes kron4 news. vietnam war veteran...former police officer and grandfather. joseph james deangelo was arrested near sacramento on tuesday. he's expected in court tomorrow. he's accused of killing 12 people and raping at least 45 in the 1970s and 1980s. neighbors say deangelo was a decent... but odd man. they say he kept to himself but was quick to anger and could often be heard loudly cussing at a minor annoyance. deangelo served as a police officer for six years until the auburn police department fired him in 1979 for shoplifting a hammer and dog repellent. ( darya ) we're hearing more from one of the victims of the golden state killer. margaret wardlow was 13 years old when she says she was tied up and raped by a masked man in sacramento.

wardlow was the 27th victim of the east area rapist. she's now become an advocate for the other victim's. sharing her story of survival for the 12 people who were killed by the man police say is a former auburn police officer. wardlow recalled the moment she was attacked over the phone. ( james ) in santa rosa... police have arrested 3 people for stealing from a beauty supply store and a home depot. police say 2 woman and a man stole from the l-a beauty and hair supply store on west college avenue. the were able to get away with a wig worth 1-thousand dollars. later on that same day... police say the theives headed

over to home depot where they stole a shopping cart full of power tools and other merchandise. police were able to chase down the criminals in their car... and arrested all 3 of them. they each face burglary... and grand theft charges. ( james ) the ex- girlfriend of 49ers linebacker rueben foster is changing her story. she now says foster did ánot attack her. the santa clara d-a's office had charged foster with domestic violence.. for an incident involving elissa ennis.. that happened february 11th. ennis's attorney now says ennis can prove her injuries were ánot caused by foster. turns out she got into a fight with another woman. her attorney says there is video of the fight. earlier this week... 49ers general manager john lynch said the team would release foster if the assault allegations were true. foster is not taking part in the team's offseason program. says rape kits can sit untested in crime labs for as long as three months. right now... there is a backlog of 200 kits. reducing that backlog could mean adding 3 new lab technicians and forming a team that would test rape kits exclusively. the goal of faster testing is get more victims to come forward. they've found the car that was involved in a sebastopol murder. they asked for the public's help on social media to help find the b-m-w that they say anthony ibach used after killing a man saturday afternoon. one of their followers spotted the car in west santa rosa and called the sheriff's office. detectives are now processing the b-m-w for evidence. ibach was arrested sunday. ( james ) an east palo alto teen is in custody for suspected burglary. deputies responded to reports of 2 men looking into a car with flashlights in san carlos. deputies saw the men coming out of a back yard of a home and ordered them to stop. the pair ran off... and a deputy chased after them. 18-year-old moses ahomana was arresed. deputies were not able to locate the second man involved. ( james ) the company hired by the navy to clean up the hunter's point shipyard says that it stands by its work... and wants to clear its name. tetra tech is accused of falsifying soil samples. the company now says it's willing to pay for new testing. the navy hired tetra tech to get the

until 2 in the morning...they all woke up and he didn'tit was eventually determined that it was the fentanyl that had killed david. a drug that can be 100 times more powerful than heroin or morphine...it's unclear how many pills david had...possibly 4 or 5 according to his family. experts told them one could have killed him too. sound like a rare case? not at all...we've seen recent cases like this in san francisco, petaluma, and san bruno just to name a few.it's the new party drug to haveit's becoming an epidemicpeople are overdosingdavid's mom karin wants to get the word out to parents and their children that these drugs are dangerous. these former classmates of david tell me that they can get a pill or xanax bar as it is called for 5 dollars illegally. david's parents put him in an outpatient program when they found pills he had bought months before, he had already graduated from high school, and was working when the tragedy hit...he didn't stand a chance nobody stands a chance against fentanyl you don't get a fighting chance

( darya ) in the south bay... there is a new effort underway to speed up the time it takes to process rape kits. santa clara county supervisor cindy chavez says rape kits can sit untested in crime labs for as long as three months. right now... there is a backlog of 200 kits. reducing that backlog could mean adding 3 new lab technicians and forming a team that would test rape kits exclusively. the goal of faster testing the goal of exclusively. the goal of faster testing is get more victims to come forward.

falsifying soil samples.( james ) now that company is willing to pay for new testing to clear its name. kron four's philippe djegal has the story. when asked directly if he believes the hunter's point naval shipyard in san francisco will ever be habitable... tetra tech's chief engineer bill brownlie says...bill brownlie/tetra tech- "yes." tetra tech is the contractor hired by the u- s navy to clean-up the shipyard and prepare it for redevelopment. at the start of the year... the navy shared that 50-percent of the soil samples taken at the shipyard were possibly flawed. the environmental protection agency later added that up to 97-percent of the samples were bad. tetra tech says it will pay the navy to hire an independent contractor to re-test the site within a one to two month period.bill brownlie/tetra tech- "we proposed to the the navy that they choose the contractor." in addition to the navy and epa's findings... in a letter dated tuesday... the

( darya ) kron 4's sara stinson is live at the suspect's home in citrus heights where f-b-i agents are still on the scene investigating. (ááásaraááá) joseph james deangelo was arrested near sacramento on tuesday. he's accused of killing 12 people and raping at least 45 in the 1970s and 1980s. neighbors say deangelo was a decent... but odd man. they say he kept to himself but was quick to anger and could often be heard loudly cussing at a minor annoyance. deangelo served as a police officer for six years until the auburn police department

family members of a man fatally shot by police in 20- 16 are holding by police in 20- 16 are holding a 24-hour vigil outside san francisco's hall of justice. the family of luis gongora pat have rallied outside the hall of justice on a daily basis for 2 weeks. the group plans to meet again this evening in protest of his death. this is video from the scene of shooting. police say the shooting happened after gongora ran towards officers with a knife. gongora was shot by officers 6 times... and later died at the hospital. ( darya ) one of the largest homeless encampments in san francisco is now cleared out. this comes a few days after mayor mark farrell warned that this homeless sweep could happen at any time. you're looking at what happened to some of the items picked up by the department of pubic works. the city provided homeless resource information to find shelters and free meals.

department of public works officials say anyone wanting to get back their personal belongings has 90-days to do so. ( james ) in the east bay... we're getting our first look at the woman accused of shooting and killing her husband inside their union city home. sara chereji told a police dispatcher that she shot her husband because he had treated her badly and she couldn't take it anymore. police say the husband had been shot 18 times. chereji was arraigned in alameda county superior court and has been charged with murder. ( james ) in the north bay --- a santa rosa man is sentenced to six years behind bars for looting during the october firestorm. police say douglas rosado stole from a hope village group home. witnesses saw rosado load items into his truck. when confronted.... rosado told them his wife was a former employee and wanted him to check on the residences. prosecutors say stolen items were recovered from rosada's
