(robin) new this morning... another small earthquake hits the east bay. this one was a 2-point-6 magnitude quake that was centered in diablo. it hit about 3:15 this morning. this is just the latest small quake to hit that area. several small quakes also rattled the danville area over the weekend. and a 3- point-3 magnitude quake hit yesterday in alamo. (robin) nearly a million signatures were submitted in an attempt to repeal the state gas tax... put the measure on the ballot... and bring it to a public vote..last year, lawmakers approved the 12-cent-a -gallon gas tax, to pay for local road improvement and major highway projects... kron4 dan kerman explains how the repeal could jeopardize one of those current projects... many of us driving in the northbay are pretty used to this traffic slowing down to a crawl along highway 101 between novato and petaluma,
4:33 am
as the number of lanes are reduced to 2 in each direction construction is underway to expand to three lanes on each side and the gas tax passed by legislature last year would earmark money to complete the widening along the novato narrows but that third lane could grind to a halt if opponents of the gas tax get the measure repealed. soti'd like to see the gas tax repealedsotnobody voted on it, nobody knew it was happening and our law makers kind of just forced it on uswhile opponents of the tax are vocal, recent polls show there california voters are equally split, with just as many who support the gas tax sotwe need the money we need to get the roads fixed, they are a messsot i don't think we should repeal it because we need to have the infrastructure improved , traffic is just backing up in the narrows and we gotta fix it because people are sitting in traffic wasting gas and wasting timestandup dan kerman/novato 117-127if the necessary number of signatures are certified, this will come

up for a vote in november, and if it passes it will not only repeal the gas tax but require a vote for any future gas tax. in novato, dan kerman kron 4 news. (robin) bart and muni are trying a new tactic to keep their station elevators from being used as public toliets. the agencies have hired attendents to operate four elevators, at the two stations where the problem is the worst .... civic center and powell street. kron 4's maureen kelly explains... the costly solution to a very smelly predictament. here's one of the smiling faces bart riders getting on board the elevators at civic center and powell street station will be seeing. granted it's her first day on the job but tawanna haines says she's getting lots of positive feedback on her new roles as an elevator attendent. i've had a ton of mother say i have to feel so much better
4:35 am
been having someone in the elevator with me it's not just about having making riders who rely on the elevators, like parents with strollers, feel safer....the presence of these 35 new employees is expected to deter people from coming in here...to use drugs.....or use them as a toliet. so they will stay cleaner...and not break down as ofteneveryone who rides these elevators has a story....that doesn't end well. seen poop i'm not sure of his dog poop is probably human but yeah that's the worst the urine in the feces being wet and actually sometimes i hold my breath when i go in and out it's unsightly roland wang is on accessibity advisory committees for both muni and bart. he hopes this 6 month pilot project gets expanded....to other stations he's seen similar problems like oakland's colesium station and downtown berkeley. but just staffing the two stations from open to close every day for six months is costing 600-thousand. the
4:36 am
project manager for the elevator attendent program says it's in their proposed 2019 budget to extend the pilot program another six months ...as to rolling to other locations.... obviously around budgeting it's always a trade-off if we spend more money on and elevator attendance it mean something else we don't do so we have to have those tough conversations part of the attendent jobs it to track if the elevator usage increases while they are along for the ride.maureen kelly kron4 news (robin) more than 100 uber drivers have been accused of sexual assault or abuse over the last 4 years. at least 31 of those drivers have been convicted on charges ranging from battery to rape. dozens of criminal and civil cases are pending. uber is by far the largest ride share company... with 15 million rides per day worldwide. earlier this month.... uber announced it is increasing safety measures for its riders. the company will do yearly criminal background checks on its drivers. between the hours of 3:30 to 7 monday through friday its carpool ramp you have to have 3 or more in the vehicle to use this ramp now there's no shortage of signs advising drivers it's a carpool ramp including a lighted sign you must have three passenger with the exception of motorcycle riders and trucks with 6 or more wheels also it you have a clean air sticker you can drive as a solo occupant but you must have the right stickers i've always taken the carpool lane because i have a carpool sticker it the yellow sticker so but it expired. i bought this car used and when the guy i asked him about that he said it was still good get right behind that car up there this driver drove up alone.. have you ever had a license? ( it was suspended) what was it suspended for/ no licensebut will have to walk back because he has a few issues officers, simply stand on the onramp and hand flag over the drivers like this uber driver you going to film all the people in the carpool lane man i know but they are talking to you right now oh well that's
4:42 am
because i stopped i don't think you had a choice the interesting part about this is that there was a lot of traffic then all of sudden all of the traffic dropped off it turns out our presence was all over the waze app hmmmmi just talked to my mom too about people behaving badly (yup) i didn't know this was a whichacallet a carpool ramp the fine for driving in this carpool lane is 490 dollars but there no point in your driving record why you doing sitting here man, (waiting to meet you i never thought i would be that guy) that meeting cost you 500 bucks (naw this is even more) huh that even more (the tinted windows they got you for the tint too and if you think you can test the waters but if you see a cop present you just flip a u-turn well there's an app for that in san francisco stanley roberts kron 4 (robin) coming up after the break ... providing people with more health insurance options... or cutting obamacare. it's an ongoing debate in our nation's
