opioid epidemic has reached the bay area. tonight-- it appears to be getting worse in the north bay-- as well as in communities across the country. good evening i'm grant lodes. (catherine) and i'm catherine heenan in for vicki liviakis. authorities say the opioid problem is taking aim at high schoolers and young adults. kron four's philippe djegal reports from petaluma and explains how bad the situation has become. .. to hear the petaluma police department is responding to this crisis. as of monday, all uniformed officers are carrying the anti-opiod medication narcan. it can reverse the effects of an overdose of heroin and other opiods including the synthetic drug fentanyl. in the past six months, police have responded to at least 21 overdose calls. in those cases -- four people died. one of them a 16-year-old boy who, last month, is believed to have been killed from takng xanax that contained fentanyl. his mother was arrested on suspicion of manslaughter and child endangerment.kathleen stafford/ppad- "those pill parties i used to watch on 60 minutes -- they call them skittles parties. i was in awe, like wow, that doesn't happen around here. they happen every weekend around here. in these neighborhoods." investigators also believe the number of overdoses citywide is much higher. it's just that not all of them are reported.heather elliott- hudson/ppad- "start talking to your kids. be nosey. you're the parent for a reason. and, it doesn't mean you have to be a jerk-parent, but you need to be involved." before it's too late. in petaluma, philippe djegal, kron four news.

the c=d=c is reporting a steep increase in the number and variety of diseases spread by fleas, ticks and mosquitos. the number of cases has tripled since 2004 ... and california is leading the way. bzzzcalifornia is the new home of two tiny insects that pack a powerful punch.sfxthe non-native invaders have been found in a dozen counties from los angeles to san mateo.and they transmit exotic viruses ranging from zika and west nile to dengue and chik-en- gun-ye.that last ailment comes from southeast asia and can cause joint pain so severe that it's known as the "bending disease."dozens of cases have been reported in the bay area in the past three

years ... all brought in by travelers.the c=d=c says california has far more mosquito=borne disease cases than any other state.it also has one of the fast growing rates of tick infections like lyme disease.the study says ticks are now thriving in regions that were previously too cold.state health officials recommend protecting yourself by covering up outdoors, and using insect repellant.and you can eliminate the aedes mosquitos breeding spots by making sure there is no standing water near your home. (grant) federal regulators say some e-cigarettes and liquid nicotine packages are designed to appeal to kids. the f-d-a joined with the federal trade commission to issue warning letters to 13 e- cigarette liquid makers and sellers today. they identified products with

misleading packaging targeting underage users. some of the products allegedly resemble juice boxes... candy and cookies. young children exposed to e-liquids can have seizures... end up in a coma or even die. the f-d-a says it might file injunctions or seize products if the or seize products if the companies don't take action to address regulators' concerns. (catherine) happening now-- a warning if you order from amazon. people say they're getting scammed - and getting packages with nothing inside. third-party vendors are apparently finding a loophole in amazon's guarantee policy. customers order from those vendors at times - because they can be cheaper. but -- then they get empty boxes. when the customers tells amazon - they don't get a refund because the customer received and signed for the package. the scammers also claim the package was sent with the item inside -- and tell amazonthe customer signed off on what was ordered. customers are now being warned to be wary of

(grant) there are there are few places in the bustling bay area that rival the beauty and history of the bear creek redwoods open space preserve... in the santa cruz mountains near los gatos. as kron four's rob fladeboe reports - work has now begun to open that luscious land to the public. majestic redwoods, even a few old growth trees remain here in a corner of the santa cruz mountains along bear crek road across from lexington reservoir. ground was broken tuesday for the first of a three phases project, the first of which will open to the public next may. anna ruiz/general manager mid- peninsula open space district ".. it's over 14-hundred acres of open space land and starting off with over 6 miles of trails open to hiking and equestrian use and a 50 car parking lot to welcome our visitors..." aside from it's natural redwood-studded beauty, the bear creek redwoods open space preserve is rich in history. dating to the gold rush, this land has seen logging, country estates, horse stables and a jesuit school of theology. the publicly-ownedpreserve cost $25 million dollars and was paid for by a voter

"micro-blading" is one of the hottest new beauty trends... and women are all over social media - showing off perfect brows. but - what's the price? reporter karen drew talked to a woman who has an important

warning for others... after she got a potentially deadly infection. we want to warn you--- some might find the images disturbing. the metro detroit woman, who we'll call jennifer, said she regrets undergoing the procedure, as it landed her in the hospital. she doesn't want to show her entire face because she's embarrassed, but she wants people to know what happened to her.when jennifer, walked out of the salon after the procedure, her eyebrows looked just how she imagined. "it looked great," she said. "i was happy."microblading involves the use of a hand tool with tiny needles to make shallow cuts on the skin. then pigment seeps in, giving the user semi-permanent results. but later, redness started setting in."each day got a little more red, but i wasn't really too concerned," she said. "so, like, a few days after i noticed, they were starting to get, like, little lumps in it."the pain and swelling started to increase. "going to urgent care, they diagnosed me with cellulitis on my face"but the situation kept getting worse. jennifer took daily photos to document the changes, and eventually, she decided to go to the emergency room."when they admitted me, they put me on an iv bag antibiotic and then, the next morning, they started me on steroids for the remainder of the time i was there," she said.jennifer spent three days in the hospital.for the past week, jennifer has been seeing a

dermatologist, dr. stephen grekin, for treatment."this is potentially life-threatening if not treated because what's right behind here -- sinuses," grekin said. "what do the sinuses communicate? boom: they go right to the brain." why did this happen to jennifer?"there are a lot of variables," grekin said. "in this case, so, is the patient allergic to the ink that they actually tattoo you with? that's no. 1. is she allergic to something they used to prep the skin? did she get an infection by getting told not to wash her face for two days? we never tell someone, 'don't wash your face' after a surgical procedure for two, three, however many days. we wash every day no matter what procedure you do on the skin. it's not sterile."jennifer's prognosis is good. grekin said he doesn't expect she will have long-term problems. she does have mounting medical bills and missed days from work."i now regret going in there and getting it done," she said. "it is vanity. you want to look good and you don't ever think that's going to happen to you."grekin has advice for anyone trying to improve their eyebrows through microblading."i think it's buyer beware," grekin said. "i think you have to do your research. i think you have to have multiple visits to make certain that you're comfortable that the place is clean, it's efficiently run, that this is not taken as sort of a cavalier, 'come in and get your eyebrows waxed.'" (grant) our top story at 5:30 tonight... we are just over a month away from the june elections... and voters will decide on toll increases for bay area bridges. on june 5th-- regional measure 3 will be on the ballot. that would increase tolls on all seven

bridges by one dollar. the measure is intended to releive traffic and improve transit. if voters approve the measure, bridge tolls would increase starting in january of 20-19. the money would go towards improving bart, muni, and caltrain. and a reminder-- kron four is your local election headquarters. ... (catherine) in the east bay. police are searching for the shooter...in connection with a double homicide. it happend around nine last night on 89th avenue in oakalnd. police found a man and a woman who'd been shot. both died at the scene. the names of victims haven't been released yet -- and no arrests have been made. (catherine) oakland's airport has seen international traffic jump by 61 percent in the last year or so.... with overall travelers increasing by 6 percent since march of last year. several new domestic and international flights have allowed more people to use the airport. more than 13 million travelers visit the oakland airport each year.

(grant) gilroy police are searching for a man who they believe stabbed a man several times. hospital staff called police after a stabbing victim walked into their emergency room. police have named roberto mendoza as the suspect after hearing from witnesses and reviewing surveillance video. mendoza has a warrant out for his arrest. detectives say he could be armed and dangerous. (catherine) in the north bay. a man is dead tonight...after an accident involving a tractor... authorities say he was injured around seven a-m while cleaning mower equipment at a vineyard on napa road in sonoma... once at the scene...deputies discovered that the worker had died after becoming trapped and crushed under a tiller attachment. it's believed he had been trying to untangle some wires from the tractor. (catherine) north bay school districts will get part of a 14-million dollar grant to help schools affected by the wildfires. the north bay wildfires last october closed nearly 600

like last year - will take aim at president trump's controversial immigration changes. the travel ban, plans to end the deferred action for childhood arrivals program or 'daca'... and new ramped-up deportation and detention efforts by the department of justice. los angeles may day participant/daca recipient: i also want to show that daca recipients make a difference and that they are working they are contributing to this economy. this year's 'may day' comes at a critical time.... as just a couple of hundred miles away from los angeles -- border officials deal with a large caravan of central american migrants, putting this issue front and center. tuesday -- some of those asylum-seekers were allowed into the u-s for processing. los angeles may day participant/daca recipient: we're showing solidarity with those people because america has been supported by immigrants. meanwhile -- law enforcement and organizers have been preparing for today's planned marches. hoping they remain peaceful... rather than repeat the violence that broke out in some cities like portland last year. in los angles, i'm camila bernal reporting.

(catherine) president trump's guests in the oval office today...the crew of the southwest flight that had an engine blow-out last month.. he hailed them for their bravery and character...and also honored some of the passengers. a fan blade broke mid-air - sending shrapnel through a window and killing a passenger. three passengers rushed to help the woman...while the pilot was hailed for staying calm and in control.. the president also thanked the flight attendents.. andthe passengers who'd tried to help the wells fargo executive who was killed april 17th. he says 'our hearts break' for her family.

(grant) new at five -- california is again suing the trump administration. this time: over car emissions rules. it's the 32nd lawsuit from california against the administration -- the 17th involving environmental issues. capitol bureau reporter kody leibowitz reports. ag (d) "the world is not flat. pollution in not free. and the health of our children and our future is not for sale."the state announced it's leading charge of a 17 states and d-c coalition in its suit against the environmental protection agency and administrator scott pruitt.the epa has proposed a rollback of fuel economy standards -- looking to weaken emissions rules.gov. jerry brown (d) "one hundred and 40 million americans are joining together to sue 'outlaw pruitt.' not administrator pruitt, but outlaw pruitt. he's breaking the law. he's flouting the clean air act."since the 1970 clean air act -- california has been allowed to write its own stricter rules on air pollution.then in 2012 -- the obama administration adopted

(grant) self-driving robots could be delivering lunch to your office by the end of the year. star-ship technologies plans to launch one thousand bots to corporate and academic campuses this year. the slow-moving bots have already been in trial across the world including some here in california. they can deliver everything from groceries to take out. users can drop a pin on a map.. similar to uber... showing their location and then selecting the food they want. the robots do not enter the building and arrive in about 17 minutes. (grant) another small earthquake hits the east bay. this one was a 2-point-6 magnitude quake - centered in diablo. it hit about 3:15 this morning.(catherine) it's just the latest small quake to hit that area.. after several rattled danville over the weekend. we talked to experts about how the bay area is preparing for the big one. kron 4's charles clifford has the story. a recent report by the us geological survey, predicts that if a 7.0 earthquake hits on the hayward fault in the east bay hundreds of people could die, thousands could be injured and tens of thousands more might need to be rescued. the bay area would also suffer 82 billion dollars in damage. jack boatwright is a seismologist with the usgs.sot it would be devastating. the question is how ready are we? boatwright says that in terms of being ready for the next big quake there's good and bad news.sotthe good is that the infrastructure has been strongly retrofitted we are in a much better place that we

were 25 yeras ago.since loma prieta, the bay area has invested about 25 billion dollars in things like roads, bridges and infrastructure. water agencies like east bay mud and the sf puc have also sunk billions into making their systems earthquake resistant.the bad news is that the bay area still has many old buildings. . particularly homes and businesses. . . that remain vulnerable. there are also many structures that sit directly on fault lines and even though they may meet current earthquake standards, they could still suffer damage during a big quake. while a lot of the infrastructure improvements have been implemented by large agencies, like caltrans, many of the needed improvements to homes and businesses are being managed by local governments. sotthere's hundreds of city's up here and in southern califronia that can be doing more.michael germeraad is a resilance planner with the bay area association of governments. they work with cities to help plan for disasters, inlcuding earthquakes. he says some cities, including san francisco, have already made progress on seismic safety but many smaller locations are

surrounding the hunters point shipyard in san francisco.... have filed a lawsuit.... it is related to allegations of fraud by u.s. navy contractor tetra tech.... in the cleanup of contaminated soil in the area. our grant lodes is here now with more on this latest developments.. (grant lodes) this lawsuit is seeking 27-billion dollars in damages --- related to what lawyers are calling "generational threats" of cancer and other incurable illnesses related to the contamination at hunters point. a 2017 letter from the epa to the navy indicated that between 90 and 97 percent of tetra tech's radation data was suspect and potentially fabricated. community leaders held a press conference today to discuss the suit. authorities say, high schoolers and young adults are most at risk. kron four's philippe djegal reports from petaluma .... and explains how bad the situation has become. (philippe) as of monday, all uniformed petaluma police officers are carrying the anti-opiod medication narcan. it can reverse the effects of an overdose of heroin and other opiods including the synthetic drug fentanyl. kathleen stafford/ppad- "these are handcrafted pills that are being made on the streets and sold on the streets." in the past six months, police have responded to at least 21 overdose calls. in those cases -- four people died. one of them a 16-year-old boy who, last month, is believed to have been killed from takng xanax. his mother was arrested on suspicion of manslaughter and child endangerment.kathleen stafford/ppad- "that's just a really sad case. um, but that xanax was laced with fentanyl and you know its lethal." kathleen stafford and her good friend heather elliott-hudson are trying to educate the community, especially young people, about the dangers of prescription drug abuse. two years ago they founded the non-profit organization, petaluma parents against drugs.

(pam) governor jerry brown annouced california, and 16 other states, are suing the trump administration. he says, the lawsuit is over its plans to scrap standards ... for how much of the greenhouse gases, vehicles can emit. it takes aim at a plan by the environmental protection agency... to scrap standards for vehicles manufactured between 2022 and 2025. the standards would have required vehicles to get 36- miles per gallon by 20-25 -- that's about ten- miles over the existing standard. epa administrator scott pruitt says ... the current standards are not appropriate and need revision. show gang.. kara finnstrom has more. the diner kids of the 90s wish they could go to just popped up in west hollywood. starting tonight grown-up l.a. fans of saved by the bell can finally hang out at the max. it's been recreated with neon signs upholster booths and vintage arcade games.
