(grant) this week -- throughout the bay area -- city's are bringing attention to the dire need for affordable housing. kron four's philippe djegal reports from city hall in walnut creek. where, today, a panel discussed the benefits of housing affordabilty. changed for danny milks in the seven years since he moved to walnut creek. he's married now with two young kids.danny milks/resident- "i'm actually a stay at home dad now, and my wife works in oakland and takes the bart in everyday." the rent for his first two apartments in town jumped 50- percent in a short period of time... and, danny doesn't want that to happen a third time. living near public transportation is key for him. he and his wife earn too much to qualify for affordable housing -- but they desperately want to stay in this community -- especially since danny's wife is about to start a new job here.danny milks/resident- "it's not easy. we make a lot of choices, uh, you know, we don't have tv, we don't have cable. we almost never drive our car. we cook most of our food from a vegetable garden and do a lot of things to limit our consumption so that we can afford to be with our kids." danny was one of more than 40 people to attend walnut creek's panel discussion on housing affordability. the benefits of government- subisized housing and how to make housing more affordable. the chamber of commerce believes relaxing laws on building height limits, could bring more jobs to the area and increase wagesjay hoyer/chamber of commerce- "offices tend to to generate high income jobs. hospitals, and john muir is an example, bass medical, children's hospital, all generate the

(grant)(grant) a massive clean up effort is underway at the site of a former homeless encampment that had been growing in half moon bay for decades. kron4's maureen kelly reports that the people living in that camp were given until 7am today to get into a shelter or move along. a cleanup crew started to fill dumpsters with the massive amount of garbage left behind from the former campsite alongside pilarcitos creek. the half moon bay city council voted in the fall to shut this camp down and do something to protect this enviromentally sensitve area that's been littered with a growing amount of human waste, drug paraphanelia and other trash that's been piling up here. at it's height officials

believe 20-25 people had been living here every night. they city has been working with the people here for months trying to persuade them to get into shelters or other services. friday these signs were posted letting them know that they had to be out by 7am tuesday. well past that deadline people where still picking up their possesions. this man says he's found a better alternative to the shelter. my mother lives right down the road at the senior home and i'm better taking care of her wash a dish and hugging to grandma then get in free something from someone else ian adamson is with one of the many homeless outreach organizations that came out here today to see if they can persuade the last minute stragglers to get help. push come to shop push come to show of today people i'm moving their stuff away i want to make sure he be here to make sure that some options other than just hitting the streets. we got some folks out here who are physically disabled and mentally disabled so we just been trying to offer them some short term housing to get them through this difficult time one camp resident who did not want to appear on camera camera told me that told me that she never imagined yourself in this situation, she said she still trying to find a permanent place to live and is going to some of the organizations to try and get some help. she says all she can do now is move forward maureen kelly kron4 news

(vicki) a muslim civil rights organization has sent san jose police chief eddie garcia a letter demanding changes. this comes after a lebanese-american police officer alleged racism within the department. nabil haidar is a 21-year veteran of the department. he said he was harassed by his fellow officers after the 9-11 terrorist attacks. today-- the council on american-islamic relations- or "cair"-- is calling for the san jose police department to investigate the alleged racial bias. the group also says the department needs to educate employees on cultural sensitivity. haidar's attorney has filed a six millon dollar claim for damages against the city of san jose.

(grant) in the east bay... a federal judge has struck down the city of oakland's ban on coal shipments through its port.. this is a major setback to city leaders who argue the coal operations would be unsafe and unhealthy. the judge ruled that there's not enough evidence to indicate that... and said oakland made mistakes in its report -- including the claim that tons of coal dust would be blowing around. a city councilmember says the fight will continue and the city is reviewing its options. (grant) the treasure island music festival is back on... but this time it will be in the east bay. the festival will now be held at middle harbor shoreline park in oakland. it was on hiatus last year as organizers tried to find another location. the festival was forced to relocate because of construction on treasure island. it's happening october 13th and 14th this year-- and the lineup will be announced soon. (vicki) along the peninsula.... someone pointed a laser at a plane

landing at san francisco international airport. the incident was reported just before 6:00 this morning. airport officials say the united airlines flight was coming from tel aviv, israel.... but the laser did not effect the plane's landing. it is not yet known who pointed the laser. jonathen allen has pleaded not guilty to torture charges... we'll hear an interview from jail with him in a moment. the mother -- 31-year-old ina rogers will appear in court on those new charges tomorrow. kron 4's terisa estacio is in fairfield tonight with the latest on the investigation. this case is only getting more disturbing as it unfolds the children's mother ina rogers has said she knew nothing about the alleged torture of her children - yet prosecutors say that is not what the facts reveal. (take vo)prosecutors alledge quote "on a continuous basis the children were getting punched, strangled, bitten, shot with weapons such as crossbows and bb guns. also, they were hit with weapons such as sticks and bats, subjected to waterboarding and having scalding water poured on them.

these are the latest documents filed today here at the solano county court house. ina rogers, the fairfield 30 year mother of 11 children now facing 9 counts of felony child abuse, and one count of cruelty to a child by endanering health. chief assistant district attorney sharon henry about the new charges and the case. sharon henry, prosecutor solano county. it is an egregious case. (continue vo) this case started back in march.. when ina reported one of the children missing police say as they investigated, they went to the home and found horrible conditions inside, including animal and human feces. all ten children were immediately removed. (estacio ) rogers is set to be back in court to face the new charges wed morning at 830. prosecutors are asking for her bail to be increased and for her to be taken into custody. she si currently out on bail. in fairfield te

(catherine) the father in this case has been charged with a string of felonies.... (ken) earlier today he defended himself against those charges in a jail house interview.grant lodes joins us now with more. (grant). the father... jonathan allen is charged with seven counts of torture.. and nine counts of child abuse. today he spoke from the solano county jail. an emotional allen said the story police are telling...is not true.

(grant) we have details on jonathan allen's criminal record. he has been arrested in the past for: assault with a firearm. inflicting injury on a spouse or co-habitant. and for making criminal threats. (catherine) new at six... we've learned the children are now with their grandmother in antioch. today - we went by the neighborhood - to talk to people who've seen the children there.

(ken) also new at 6... an air force psychiatriast has been arrested and charged with raping patients. reports say doctor heath j. sommer was ordered yesterday to stand trial, facing three felony sexual assault charges. sommer allegedly targeted female service members in 2014 and 2015. he was hired by travis air force base to help veterans dealing with p-t-s-d. sommer was arrested earlier this month and pleaded not guilty to the charges. (catherine) happening now-- a rally in oakland to protest the treatment of a

family who were barbequing at lake merritt last week. a citizen called the police on the family and the video sparked a nationwide controversy. (ken) kron 4's michelle kingston is live in oakland tonight where people are gathering outside of city hall. michelle? (michelle)we have a couple dozen people here now in support of what happened at lake merrit a few days ago.we heard from speakers - including the wife of one of the two black men who were barbecuing. theyre inside the city council meeting now.. but she tells me its nice that so many people are here today in support of them. that phone call captured on cell phone video shows a white woman on the phone claiming she was being harassed by black people enjoying a barbecue and urging police to come help her. since that phone call -- some residents are demanding the end of what they say is the misuse of public resources dedicated to policing black communities and families.the city council meeting is just getting underway and this group is heading up there now.

we are going to head up there now and we will be back at 8 with more.live in oakland mk kron 4 news (catherine) lyft is now joining uber in giving passengers and drivers more leeway to pursue charges of sexual misconduct. both san francisco based companies announced the changes today. under the old policies... customers had to agree to resolve any legal claims in arbitration - rather than open court. settlements had to remain confidential. that's no longer the case. uber is trying to move past a string of scandals over the past year... including allegations of internal sexual harassment and a cover-up of a data breach. after

announcing its own changes, lyft praised uber for making a "good decision." (dominic caserta)in a still unfolding scandal based on multiple allegations of sexual harrassment, veteran santa clara city councilman dominic caserta has resigned that post. ((full screen graphic) in a statement, caserta said the allegations are false and that he has been convicted in the court of public opinion. among those calling for him to step down was santa clara mayor lisa gillmor.lisa gillmor/santa clara mayor "...i commend dominic caserta for making the right decision to resign from office, his actions have had a terrible stain on the city of santa clara...."the 43 year old caserta also ended his campaign for county supervisor amid the allegations, some dating back ten years or or more, that he sexually

(catherine) in the south bay... police are searching for a gunman after a double shooting in san jose. one person has died and another is in the hospital. it happened in this parking lot off of blossom hill road shortly after 1-am. police raced to downer square after getting calls of shots fired. they found two shooting victims in or near the car in this video. police don't know yet whether it was a random or whether it was know yet whether it was a random or targeted shooting... (ken) happening now... volcanic activity on hawaii's big island is increasing.

fissures continue to open on kilauea volcano. a river of lava more than a mile long is flowing toward the ocean from one of the fissures. more residents near the site have been ordered to evacuate. the lava is also forcing some roads to close. officials worry people in some areas with limited highway access could become trapped. the national guard is standing by to help get them out of harm's way. troops are also monitoring air quality as some of the fissures spew lava balls hundreds of feet into the air and emit plumes of toxic gas. there are currently 18 open fissures on kilauea and lava has scorched more than 117 acres. kron4news (catherine) the san francisco district attorney's office is going to wipe out thousands of marijuana convictions using a computer algorithm. d-a george gascon says this will help prosecutors identify convictions eligible for dismissal under california's revised marijuana laws. in january... gascon announced his office would dismiss and seal more than three-thousand misdemeanor pot convictions dating back to 1975. the algorithm will search through nearly five-thousand felony cases in san francisco. those eligible will then be reviewed by a prosecutor and submitted to the court. (ken) new at 6... authorities in monterey county say deputies wiped out an

extended opium poppy field, that could have produced at least four pounds of heroin a year. the monterey county sheriff's office says deputies over the weekend destroyed 27,000 plants growing on a private plot in moss landing and another 16,500 plants that had been harvested. the sheriff's office says the same plot could have been harvested three times per year. officials say no arrests have been made as they continue to investigate. (catherine) the city of half moon bay today began the process of evicting a homeless encampment from the banks of a local creek.. kron4's maureen kelly reports that the effort to remove all of the trash left behind - could take more than a week. (pkg) a cleanup crew started to fill dumpsters with the massive amount of garbage left behind from the former campsite. the half moon bay city council voted in the fall to shut this camp down and do something to protect this enviromentally sensitve area that's been littered with a growing amount of human waste, drug paraphanelia and other trash

that's been piling up here. at it's height officials believe 20-25 people had been living here every night. they city has been working with the people here for months trying to persuade them to get into shelters or other services. friday these signs were posted letting them know that they had to be out by 7am tuesday. well past that deadline people where still picking up their possesions. yeah i'm just sad i've been here almost 3 yearswe got four people today we took off the street,ian adamson is with one of the many homeless outreach organizations that came out here today to see if they can persuade the last minute stragglers to get help. for the most part i think everyone's move don there still some folks around here who have really severe problems problems severe challenges in life and they need a lot of help will continue to do out reach for that those people try and help them place them about third. about a third of the people we see that have mental illnesses have some impaired insights. it's very hard for them to actually realize that they have a problem of any kind so we will continue to offer them assistance of them and do out reach to them until such time as they can except some help because this area is environmentally sensitive sensitive they can't they can't use machines to clean up any of the debris they've got a pick it all up by hand tools like this one here or shovels they say they expect. they say they take about tete take about 10 days to remove all the garbage in the all the garbage in theredown they line they plan to put in some

(catherine) tom wolfe, an innovative journalist and author, has died. his agent says he was hospitalized with an infection and died monday. wolfe's works include "the bonfire of the vanities," "the right stuff" and "the electric kool-aid acid test." he was known as a pioneer of a literary style in nonfiction that became known as new journalism. wolfe is survived by his wife of 40-years sheila and two children. he was 88-

(ken) new tonight at 6. san francisco's move to create cultural districts in areas like the recently created "leather district" in soma... may carry more significance soon. today the city's board of supervisors passed an amendment to look at placing tighter new restrictions on businesses in the districts ... ruling out large businesses like starbucks in favor of small mom and pop establishements. supervisor hilary ronan is also looking to set aside funding for the districts... up to one million dollars annually. the goal is to

combat gentrification and homogenization in historic san francisco neighborhoods by helping locally-owned businesses thrive. (catherine) this week -- throughout the bay area -- cities are bringing attention to the dire need for affordable housing.(ken) kron four's philippe djegal reports from city hall in walnut creek. where today, a panel talked about the benefits of housing affordabilty. (philippe) a panel made up of business, medical, transportation and education experts talked affordable housing in walnut creek tuesday... a meeting attended by more than 40 people. city housing program manager margot ernst says walnut creek currently offers 560 affordable housing units... with more than 140 others either currently being built or in the pipeline. margot ernst/housing program- "but its also how can we get, um, market rate housing to become more affordable, by either incentivizing housing that is more affordable by design, or, um, or, just creating enough housing regionally, so obviously no city can do this independently, but regionally,

creating enough housing to be able to get housing to become more affordable." ernts says she wants to bring more affordable housing to the city... but that securing funding for government subsidized housing is difficult and time consuming. she says the community should resist some of the myths associated with affordable housing... that it brings more crime, lowers property values and the quality of education in local schools.margot ernst/housing program- "the community has by in large been very supportive of affordable housing. we have had some community resistence, depending on where the affordable housing is located and if its, what kind of community does it neighbor, so we've had some resistence." danny milks attended the housing meeting with his kids. he and his wife make too much money to qualify for affordable housing... still -- they spend half of their earnings on rent. over the years, he's seen his rent skyrocket and is tired of that trend.danny milks/renter- "we've been able to finally afford uh, to find a place where we can live, but it's had a definite impact on us." the city not only wants more affordable but also to make market rate apartments more affordable. in walnut creek, philippe djegal. kron four news.

(catherine) a federal judge in california has struck down the city of oakland's ban on coal shipments through its port.. a major setback to city leaders who argue the coal operations would be unsafe and unhealthy... the judge ruled that there's not enough evidence to indicate that. and said oakland made mistakes in its report -- including the claim that tons of coal dust would be blowing around.. those coal cars would reportedly be covered. but one city councilman isn't impressed by that argument. councilman dan kalb - just because the proponent claim they're going to do something doesn't mean it's workable or they'll actually do it. in fact if you cover coal too tightly, there's a risk of combustion.the risk is there no matter what. the health and safety risk to people in oakland, especially in that area. we had evidence. what the judge is saying - we might have to go back and find even more evidence. the councilman says the fight will

continue and the city is reviewing its options. oakland approved a new rail and marine terminal in 2013 -- but voted at the time - to ban shipments of coal... (ken)san francisco not the only city dealing with electric scooter problems. honolulu is now fighting with them as well.city officals there say the scooters are illegal.the mayor sent a letter to "lime" last week to not deploy the scooter sharing program.but last friday... the company released their scooters anyway.yesterday the company appealed to residents to support their continued operation. pg&e prunes and removes over a million trees every year to ensure that hazardous trees can't impact power lines. and since the onset of the drought we've doubled our efforts. i grew up in the forests out in this area and honestly it's heartbreaking to see all these trees dying. what guides me is ensuring that the public is going to be safer and that these forests can be sustained and enjoyed by the community in the future.
