16 felonies including 7 counts of torture and 9 counts of child abuse on his ten kids. sot crying..i want to tell them that i love them and that this will pass whether their mind will understand now or later...they will know...they know daddy.the couple's kids range in age from 4 months to 12 years old. the ten kids were recently rescued from this home. new court documents say that allen and his wife 30 year old ina rogers punched, strangled, bit, and shot their kids with weapons such as crossbows and bb guns. the documents go on to say that the couple hit the kids with weapons such as sticks and bats and subjected them to waterboarding. in fact tuesday ina rogers was charged with 9 additional felony counts of child abuse.

it is an egregious what happened to these children but they did happen. its just beyond belief but it did happen. it is just unthinkable acts that were committed against such vulnerable people and we are seeking the justice and we are hoping justice will preveal and to hold these two people accountable. ( robin )this case started back in march when the mom reported one of the children missing. police say as they investigated, they went to the home and found horrible conditions inside... including animal and human feces. all ten children were immediately removed. rogers is set to be back in court to face the new charges this morning at 8:30... and kron 4 will be there live... to bring you the latest developments. inside the fairfield home where the children were living. it's all on kron4-dot- com. ( robin )the santa clara city council met last night to discuss allegations of sexual misconduct... and abuse... by a former council memeber. dominic caserta resigned from the council early tuesday... as the allegations against him continued to grow. the city council is moving forward with the discussion despite his absense. kron 4's charles clifford has the latest. sottonight we are going to have an opportunity to hear from our publiceven though dominic caserta has resigned from the santa clara city council, the council moved forward with a public discussion on the allegations against him. mayor lisa gillmor had originally intended the meeting to be an opportunity for caserta to defend himself, be he did not attend. several women addressed the council, describing sexual harrassment and bullying by caserta. sotsot caserta, who has also dropped his bid for a seat on the santa clara county board of supervisors, declined our request for an interview but did release a statment saying that.at tuesdays meeting,

( robin ) there's a push to add more police officers in the city of san francisco. over 200 officers will join the police department over the next four years. funding for those new officers is part of san francisco mayor... mark farrell's... two year budget proposal. it is a public safety investment of $34 million dollars.... announced by the mayor tuesday at the sfpd police academy. the mayor's proposed budget will also be used to improve their equipment.(sot) < "my budget plan will include the addition of 250 new officers being deployed... new police cars that are surely need in our department">( robin ) the interim mayor's days

in office may be numbered... but farrell says the passage of this budget will cement his legacy... as a san francisco public servant. ( robin )on the peninsula... the city of half moon bay began the process of evicting a homeless encampment... from the banks of a local creek on tuesday. kron4's maureen kelly reports that the effort to remove all of the trash left behind - could take more than a week. (pkg) a cleanup crew started to fill dumpsters with the massive amount of garbage left behind from the former campsite. the half moon bay city council voted in the fall to shut this camp down and do something to protect this enviromentally sensitve area that's been littered with a growing amount of human waste, drug paraphanelia and other trash that's been piling up here. at it's height officials believe 20-25 people had been living here every night. they city has been working with the people here for months trying to persuade them to get into shelters or other services. friday these signs were posted letting them know

that they had to be out by 7am tuesday. well past that deadline people where still picking up their possesions. yeah i'm just sad i've been here almost 3 yearswe got four people today we took off the street,ian adamson is with one of the many homeless outreach organizations that came out here today to see if they can persuade the last minute stragglers to get help. for the most part i think everyone's move don there still some folks around here who have really severe problems problems severe challenges in life and they need a lot of help will continue to do out reach for that those people try and help them place them about third. about a third of the people we see that have mental illnesses have some impaired insights. it's very hard for them to actually realize that they have a problem of any kind so we will continue to offer them assistance of them and do out reach to them until such time as they can except some help because this area is environmentally sensitive sensitive they can't they can't use machines to clean up any of the debris they've got a pick it all up by hand tools like this one here or shovels they say they expect. they say they take about tete take about 10 days to remove all the garbage in the all the garbage in theredown they line they plan to put in some native planting. and let nature take it's course restoring itself.maureen kelly kron4 news (robin)coming up on the kron 4

( robin )this week -- throughout the bay area -- cities are bringing attention to the dire need for affordable housing. kron four's philippe djegal reports from city hall in walnut creek.... where a panel discussed the benefits of housing affordabilty. a panel made up of business, medical, transportation and education experts talked affordable housing in walnut creek tuesday... a meeting attended by more than 40 people. city housing program manager margot ernst says walnut creek currently offers 560 affordable housing units... with more than 140 others either currently being built or in the pipeline. margot ernst/housing program- "but its also how can we get, um, market rate housing to become more affordable, by either incentivizing housing that is more affordable by design, or, um, or, just creating enough housing regionally, so obviously no city can do this independently, but regionally, creating enough housing to be able to get housing to become more affordable." ernts

says she wants to bring more affordable housing to the city... but that securing funding for government subsidized housing is difficult and time consuming. she says the community should resist some of the myths associated with affordable housing... that it brings more crime, lowers property values and the quality of education in local schools.margot ernst/housing program- "the community has by in large been very supportive of affordable housing. we have had some community resistence, depending on where the affordable housing is located and if its, what kind of community does it neighbor, so we've had some resistence." danny milks attended the housing meeting with his kids. he and his wife make too much money to qualify for affordable housing... still -- they spend half of their earnings on rent. over the years, he's seen his rent skyrocket and is tired of that trend.danny milks/renter- "we've been able to finally afford uh, to find a place where we can live, but it's had a definite impact on us." the city not only wants more affordable housing... but also to make market rate

( robin )on the island of hawaii... a red alert has been issued due to lava flowing from over 2 dozen fissures... and lava bomb's being launched in the air... from volcanic eruptions.those huge molten rocks called lava bombs... solidifies before they hit the ground... and can be as big as a pickup truck. the u-s-g-s is anticipating a huge volcanic eruption. ( robin ) the san francisco district attorney's office is going to wipe out thousands of

marijuana convictions using a computer algorithm. d-a george gascon says this will help prosecutors identify convictions eligible for dismissal under california's revised marijuana laws. in january... gascon announced his office would dismiss and seal more than three-thousand misdemeanor pot convictions dating back to 1975. the algorithm will search through nearly 5-thousand felony cases in san francisco. those eligible will then be reviewed by a prosecutor and submitted to the court. ( robin )monterey county deputies have wiped out an opium poppy field... that could have produced at least four pounds of heroin a year. the monterey county sheriff's deputies destroyed 27-thousand plants growing on a private plot in moss landing... and another 16-thousand plants that had already been harvested. officials say no arrests have been made so far. entrepreneur named luke iseman (eyes=man)... is converting shipping containers into affordable housing. kron 4's gabe slate has the story. luke iseman lives in this shipping container in oakland. sound from luke iseman / boxouse - "fed up with rent i realized it would be cheaper to buy a shipping container and convert it into something i could live in" the living space is only 160 square feet but it offers all the basic necessities.nat sound - fawcett turn on running water

country needs to defend itself. the deputy consul general says this is not changing realities on the ground... but will give isreal a fair chance. < anything that shakes the ground and breaks the status quo is a good thing and we believe once things settle down this will be a step towards real peace and start of real negotiation> ( robin )california attorney general... xavier becerra is leading a legal fight to block the trump administration from cutting access to certain family planning programs. the administration's proposal would change requirements for title ten, which provides family planning services for millions of uninsured and under-insured people. the coalition filed papers today in federal court supporting several planned parenthood branches' request for a preliminary injunction on the proposal. becerra reacted to the legal action tuesday.

( robin ) lyft is now joining uber in giving passengers and drivers more leeway to pursue charges of sexual misconduct. both san francisco based companies announced the changes tuesday. under the old policies... customers had to agree to resolve any legal claims in arbitration - rather than open court. settlements had to remain confidential. that's no longer the case. uber is trying to move past a string

of scandals over the past year... including allegations of internal sexual harassment and a cover-up of a data breach. after announcing its own changes... lyft praised uber for making quote... a good decision. ( robin ) bill cosby's sentencing hearing is set for september 24th and 25th. the dates were announced in a court order tuesday. cosby was found guilty of drugging and sexually assaulting andrea constand at his home in 2004. the 80-year-old faces up to 30 years in prison. his attorney has said he plans to appeal the conviction. right now cosby is on house arrest. out of the east bay... 3 people are dead and 5 others injured in a multi-car crash in fremont.( darya ) that crash happened near the stevenson boulevard exit. a section of northbound 880 is closed. kron 4's will tran is live at the scene.. will. three people are dead after a multi-car crash in fremont. it happened last night on northbound i-880 at stevenson boulevard. 5 additional people were taken to the hospital... including a baby who is in critical condition. a man involved in the crash was arrested on suspicion of driving under the influence of marijuana. police say it was reported

( darya ) san francsico's bus fleet is going green. officials have passed a resolution to make the city's fleet all-electic and battery- powered by 20-35. the move would allow for the removal of the overhead wires seen throughout the city because the new electric buses would not need them. under the new resolution, muni would begin purchasing electirc bueses in 20-25 giving them a

( james ) in the south bay. women are speaking out against áformer santa clara city councilman dominic caserta. caserta is accused of sexually harrasing santa clara high school students and campaign staff members. he resigned yesterday... ábefore last night's city council meeting. mayor lisa gillmor wanted to give caserta a chance to defend himself during the meeting... instead the city council heard from his accusers. ( james ) caserta has also dropped his bid for a seat on the santa clara county board of supervisors. but he is still a teacher in the santa clara unified school district. caserta says the allegations made against him

( darya ) a travis air force base psychiatrist is accused of raping patients. doctor heath sommer will stand trial on 3 felony sexual assault charges. sommer is accused of targeting female service members in 2014 and 2015. he was hired by travis air force base to help veterans dealing with p-t-s-d. sommer says he is not guilty. ( darya ) the san francisco district attorney's office is going to wipe out thousands of marijuana convictions using a computer algorithm. d-a george gascon says this will help prosecutors identify convictions eligible for dismissal under california's revised marijuana laws. in january... gascon announced his office would dismiss more than three-thousand misdemeanor pot convictions dating back to 1975. the algorithm will search through nearly 5-thousand felony cases in san francisco. those eligible will then be reviewed by a prosecutor and submitted to the court. deputies have wiped out an opium poppy field... that could have produced at least four pounds of heroin a year. the monterey county sheriff's deputies destroyed 27-thousand plants growing on a private plot in moss landing... and another 16-thousand plants that had already been harvested. officials say no arrests have been made so far. ( james ) an explosion rocks an orange county medical office building... killing a woman. a federal official says the explosion is believed to be intentional... and may have come from a package. three more people were hurt in the blast... including two women with severe burns. a witness says this all happened in the blink of an eye. after a multi-car crash in fremont. it happened last night on northbound i-880 at stevenson boulevard. 5 additional people were taken to the hospital... including a baby who is in critical condition. a man involved in the crash was arrested on suspicion of driving under the influence of marijuana. police say it was reported that he was speeding and driving recklessly. all lanes of the northbound 880 freeway are currently closed from auto mall parkway to stevenson boulevard. there is no estimated time for reopening.

( james ) san francisco mayor mark farrell is looking to add 250 more officers to the police force. we first told you this story yesterday morning. but now the mayor has officially announced his budget proposal. mayor farrell is investing 34- million dollars in public safety. the interim mayor says the passage of this budget will cement his legacy as a san francisco public servant ( james ) in the east bay... a federal judge has struck down the city of oakland's ban on coal shipments through its port.. this is a major setback for city leaders... who argued the coal operations are unsafe and unhealthy. but the judge ruled that there's not enough evidence to support that claim. the judge also said the
