disturbing new video tonight showing the moments a man is attacked by a sheriff's k-9 in the east bay. it happened after the man was pulled over during a traffic stop. and you can see-- he's in handcuffs at the time of the attack. good evening i'm vicki liviakis. (grant) and i'm grant lodes. the alameda county sheriff's department says the dog was áaccidentallyá let out. but the man who was attacked is now demanding action. kron 4's terisa estacio spoke with him as he was getting out of the hospital today. (estacio) i just caught up with josh phillips as he was leaving highland hospital here in oakland, his wounds starting to bleed again. (take vo) you can see the two puncture wounds right here (take vo) take a look at this cell phone video it was early monday morning- when alameda county sheriff's deputies pulled over josh and his friends for a suspected dui. josh says he had been drinking, but was not under the influence. he had just got off work and was following a co-worker home. before he

was able to comply with the deputies request for a field sobriety test, he says a police dog all of a sudden lept out of the car and started biting him. josh phillips. he attacked me. he bit me. i am hurt real bad. this is awful, i can't walk, i can't work. i did nothing wrong. the dog should not be a police dog, he did not comply with the officer telling the dog to stop.sgt. ray kelly. this was an unfortunate accident. the button to pop open the door to the canine unit got pushed. (continue vo) alameda county sheriffs department spokesperson ray kelly demonstrated the button system with another dog. this dog here, not involved in monday's incident. but is a member of the departments canine unit. sgt kelly says there is now an internal review of the entire incident. in the meantime, phillips is on his way home from the hospital. he

identified as 27-year-old jessica lowe. kron 4's rob fladeboe is in santa cruz with more of the chilling video. (assaulted deputy is heard screaming) "...shots fire, shots fired, deputy down..." this is video from deputy august waltrip's body camera seconds after he opened fire on a female suspect who had just attacked his partner with a patrol car. sheriff jim hart identified her as 26 year old jessica lowe.jim hart/santa cruz county sheriff "...lowe had weaponized the vehicle, so she is in a 4,000 pound weapon and now also has access to an m-4 assault rifle..."(injured deputy calling for back-up)"i am injured, shots fired, she's trying to come back around..." from his own body cam video, the injured deputy can be heard screaming in agony while calling for back-up. more gunshots are heard as the suspect keeps coming at them dep chief craig wilson "....there were plenty of opportunities for the suspect to choose not to use the vehicle to assault the deputy, to drive away, this was a deliberate assault on the

deputes..."the wild scene erupted shortly after the two deputies had stopped a suspected stolen car on ocean street extention last friday. a man and woman were handcuffed in the back seat of separate cars when the woman slipped the cuffs, got into the driver's seat of that vehicle and went after the deputies.(more body cam video) two separate volleys of gunfire can be heard on the video. the woman was hit three times. both she and the injured deputy, who has not been identified, will survive. pinned between the two vehicles and fearing for his and his fellow deputy's life, officerwaltrip had no choice. jim hart/santa cruz county sheriff ".....it's a reminder of what a difficult job all police and deputy sheriff's have in this state and across the country..." jessica lowe remains hospitalized but was arraigned tuesday on multiple felony charges including attempted murder... nats of nats of gunfire (grant) dramatic video tonight

police say the suspect is dead after an hours long standoff. cody long has the latest on the investigation. i can tell you the suspect has fired dozens of shots...some of that gunfire... caught on camera...the witness who recorded this... says someone in her apartment complex... is the one firing the shots... this all began around lunchtime... and sent several schools into lockdown... while police swarmed the area... another camera captured the same shots... while a reporter from our sister station in panama city was doing an interview...we know this is connected to a homicide investigation in neighboring walton county...investigators believe the suspect firing shots here in panama city... shot and killed his ex-wife's fiance this morning in santa rosa beach...that suspect... identified as 49-year-old kevin holroyd.reporting from panama city... i'm cody long... back to you...

(grant) police say ths shooter poured gasoline on the floor of the apartment and attempted to light a fire shortly before he was found dead. (vicki) back here in the bay area... novato police say a 13-year-old boy was cited for allegedly making threats against his school. it happened at sinaloa middle school on vineyard road near wilson avenue. officials say several students overheard the teen talking about bringing a gun to quote "shoot up the school." officers searched the student's home last night but only found a broken airsoft gun. the teen was cited for allegedly making criminal threats. police say the case is being forwared to the marin county district attorney's office. (vicki) in the east bay-- a hayward officer is injured after a suspect hits her with a metal bar... causing the officer to open fire on the suspect. it happened last night on hewitt place.. which is just down the

street from sorensdale park. as kron 4's will tran reports-- the altercation started because of a tenant dispute. hayward police officers turned this cul de sac just a few miles off of 880 into a crime scene.. telling people to stay inside as they searched for evidence.the confrontation happened around 7 last when the sound of gunfire could be heard at dinner time.(cynthia millan/witness-heard shots fired and i told my dad to close the door because we didn't know if someone was running or trying to hide. so he went to our front door but we already saw two cop cars in front)investigators are not saying why officers were called to the scene and what the suspect might have done to cause the officer to fire shots.neighbors believe it might have started with a dispute between homeowner and renter(liz bandermann/neig hbor--someone who is a renter and lives in the house told my husband that the homeowner wanted his keys back, i assume rental keys, and there was an issue so he called the police and the police came and somehow one of them got shot) investigators were in the neighborhood through the overnight hours and didn't finally leave until 6 in the morning.there was concern there might have been other suspects but investigators say there was no manhunt and the neighborhood is safe(will tran/hayward-investigators are not saying how the officer got hurt, whether that officer was hurt in a gun battle or not, but we do know that officer had non life threatening

d fire dept.- "fire season is upon us. and, we need your help to keep out community safe." 14 fire and public safety departments make up the hills emergency forum. a group created shortly after the oakland hills fire in 1991 as a way to bring local agencies together to plan and prepare for disasters. the hills emergency forum gathering tuesday to advise the public to get ready for what could be a very active fire season.davie gibson/el cerrito fire dept.- "clearing seasonal weeds, brush, combustible debris from your property, now and then, maintains your property in a safe, in a fire safe condition, reducing the threat of fire." crews up and down skyline boulevard are removing weeds and trimming the grass... which reduces the fire risk.vince crudele/oakland fire dept.- "what we have is an example of creating some defensible space down the slope here, where we've cut down the vegetation that it will then rake up and remove off the hillside."

re officials met at the scene of last year's grizzly fire off grizzly peal boulevard. some 200 fire fighters responded to that fire, which burned about 20 acres of land. the cause is still under investigation, but the oakland fire department suspects arson. if something like that happens again -- fire agencies say be prepared to evacuate.dave brannigan/berkeley fire dept.- "if you aren't sure and you have not received a notification yet about the evacuation and you're unsure -- leave early. know two ways out of your neighborhood." and, on days when red flag warnings are issued -- avoid powering up outdoor equipment or lighting up the barbeque or camp fires. in oakland, philippe djegal, kron four news. (anchor) time now to check on our weather... with chief meteorologist lawrence karnow. lawrence karnow: temperatures were again cooler than normal with only partila clearing to the coast in the afternoon. highs were between 5 to 10 degrees below average. on the doppler numerous thunderstorms continue to fire-up over the sierra into the afternoon. they can expect more thunderstorms in the coming days too. on the satellite you can see an area of low pressure in the gulf of alaska. it's a weak system but it is going to dive toward the bay area over the next few

a smoking engine forced the evacuation of a plane at newark liberty international airport. and the flight was from san francisco. the united plane landed at around 2:30 this morning-- when the air traffic control tower saw smoke coming from one of the engines. passengers exited the plane onto the taxiway and were bused to the terminal. police say a hydraulic fuel leak is suspected as a cause for the smoke. (grant) those behind the construction of the new salesforce tower celebrated its grand opening of what is now the tallest building in

san francisco. kron4's maureen kelly got to take a tour of some of the 61 floors inside, of the 61 floors inside, including all floors inside, including all the way up to the top. on it's grand opening day the fog at least seems to have embraced the massive addition to the city's skyline.it's 61 stories high....and 1070 feet....the press release claims that's it's the tallest office tower west of chicago...althought aparently there's another building in la that claims the same title. there's always a debate what architectural features count about their height and as i understand it the building in la has a big spire on the top of it and if you go to the top aspire it's taller but depends on how you count itdespite it being the grand opening....the salesforce tower is not completely finished. here you can see inside the top floor. the views of the city are breathtaking...even when slightly obscured by the fog. from here you look down on the now second tallest building in

(grant) in the east bay... police are releasing images of a man who they say attacked a 93-year-old woman. concord police put out these surveillance images today-- hoping someone will identify the man. they say he attacked the elderly woman at the bank of america near the sun valley mall on friday afternoon. the woman was with her caretaker in the parking lot when police say the man pushed the woman to the ground-- breaking her hip. he then took both women's purses and raced off in a white chevy malibu. .. (grant) laptop thieves strike again... this time in hercules. police say the victim's macbook was stolen at a starbucks on willow avenue near interstate 80. the victim followed the suspect

who was seen getting into a gold 2000 toyota camry. officials are describing the suspect as a black man wearing a black hooded sweatshirt with black pants and red shoes. shoes.pants and red with black pants and red shoes. (vicki) in the north bay... sonoma police have arrested two suspects accused of stealing from a commerical business early this morning. police say vicente valencia of sonoma and his girlfriend, michelle castorena, had their car backed up into the driveway of a construction equipment rental company. officers found valencia with a 600 dollar power washer along with several washer along with several tools used to open a chain link fence. both are now facing multiple burglary charges. (vicki) residents in vallejo and benicia can expect to see contractors around their homes this week. p-g-and-e hired workers to inspect gas meters around the neighborhoods. p-g-and-e says the contractors are not employees-- but will carry p-g- and-e placards in their car doors and windshields. the contractors will most likely

(grant) new at five: a hiker is dead after falling from the half dome cables in yosemite national park. the male hiker was there with another person during a thunder storm yesterday. park rangers were notified that a hiker had slipped and fallen and they recovered his body this afternoon. this is the first fatality on half dome since 2010 and the first to die in the park this year. the hiker who fell has not yet been identified. (vicki) the historic summit between north korea and the united states may not happen. president trump says north korea must meet certain conditions before the meeting scheduled next month in singapore can take place. this as north korea says its committed to denuclearization. natasha chen has the latest from washington. south korean president moon jae-in met with president trump to talk about the planned summit between the united states and north korea.

(grant) a montana woman is telling her story tonight... after a border patrol agent detained her and a friend -- just for speaking spanish. ana suda says she was talking to her friend at a convenience store as they were waiting to pay for milk and eggs. both of the women are u-s citizens who speak both english and spanish. they say a border patrol agent who was also in the store demanded to see her identification. when she asked him why, he said it's because he heard them speaking spanish and thought that was rare for the rural montana town close to the canadian border. "well, i wasn't doing any(thing) criminal. i believe they need to have a reason to

(grant) lyft may be considering new means of transportation for its customers. the company is reportedly considering applying for an electric scooter permit in san francisco. the reports say that lyft is in the early stages of developing prototypes. people living in san francisco have complained that the current scooters are left around the city... blocking sidewalks and
