county are still trying to get an upper hand on the wildfire burning near clear lake. so far the "pawnee" fire has burned 13-thousand-500 acres and it is 25-percent contained. evacuation orders have been lifted in the spring valley community.. but mandatory evacuations remain in place for the double eagle ranch area. and tonight- - firefighters are racing against the clock as the weather starts to heat up again. meteorologist lawrence karnow is standing by in the kron4 weather center. lawrence-- as the weather starts to heat up, there will be fire danger across the bay area... lawrence karnow: low clouds and fog were slow to clear today and helped keep temperatures much cooler. higher humidity and cooler temperatures helped fire fighters at the pawnee fire. it is breezy if you're going out tonight with cool fog already returning into the bay. on the satellite image you can see the fog at the coast and the low pressure system swinging to the north. it will warm a little starting tomorrow but the sea breeze will keep temperatures down near the coast and bay. highs tomorrow will be in the low to mid 80s inland, 60s and 70s around the bay and 50s and 60s with patchy fog at the coast. air quality will begin to suffer with hazy skies in the afternoon. high pressure will begin to build on friday with offshore wnds becoming gusty friday night into saturday morning. temperatures will also soar into the 90s on friday with triple digits on saturday. cool fog will return on sunday to begin to cool the bay area but it will still be hot inland. much cooler weather is expected next week.

(ken) the highest court in the land is about to go through a shakeup. supreme court justice anthony kennedy announced he is retiring -- in about one month. natasha chen reports on how his departure could set the stage for a nomination battle. in a move that could transform the supreme court for decades... justice anthony kennedy announced his retirement wednesday afternoon. appointed by president ronald reagan in 1988, the 81 year old justice will step down on july 31st... paving the way for president donald trump to name his second supreme court justice in as many years. pres. donald trump: we will begin our search for a new justice of the supreme court that will begin immediately. speaking at the white house, the president says he has a number of strong candidates to

(vicki) it's a done deal. the so-called employee "head count tax" on google and other businesses will go before the voters this fall. kron four's rob fladeboe joins us now live from mountain view toexplain. rob? (rob live) the success and explosive growth of companies like google has put on a strain on city resources so this tax is seen as a way to get those companes to help solve the problems that they helped creatre. in a unanimous vote, the mountain view city council has approved a november ballot measure asking residents to approve taxing business like google, which has some 20,000 employees here, between $9 and $149 dollars per employee. mayor lenny siegellenny siegel/mountain view mayor "....the idea is we're going to take money from the employers to spend on improving transit primarily so the people who work here can afford to live here..."the head tax would hit mountain views 3-thousand-plus business with a progressive flat rate based on their size. a business with up to 50 workers would be charged $75 dollars. google's rate would be closer

executive in 2013 ... could now face new charges. prosecutors in georgia say they are trying to extradite alix tichelman so she can face separate charges in the deadly overdose of her boyfriend. tichelman was deported to canada after serving a sentence for giving a deadly heroin shot to forrest hayes on his yacht in santa cruz in november of 2013. she then left without calling for help when he passed out. tichelman recently spoke out about what happened. "in the past i have done drugs and passed out for 24 hours. i figured it was something like that. i just wanted to make it look like no one had been there so he didn't get in trouble with his wife,or police, or his workplace." (vicki)(vicki) tichelman got out of jail last year. she could now face murder charges in georgia -- after she is accused of causing her ex-boyfriend's death... by giving him drugs while he was drunk.

(ken) happening now in the east bay... police in fremont are searching for a man who they say broke into a home.. and exposed himself to an 18-year-old woman. kron4's sara stinson has the details in the case. it's been almost one week since a man broke into a home and exposed himself to a woman here on andromeda circle.i spoke to people in the area who say they are nervous that he is still on the loose."of course everybody is scared and paranoid. there are people trying to get the feeds on the cameras and help local police. anyway we can help them.")it happened on thursday june 21st around two in the morning when an 18-year-old woman woke up to a burglar in her home. police say the unknown man entered the side yard of the house.the woman living there woke up to him inside her bedroom doorway completely naked.the suspect fled when she began screaming.this is a sketch of the man described by the victim.he has light skin in his early 20's about five foot five inches tall and 160 pounds.he has dirty brown colored hair with a fade haircut and a tattoo on his left arm.people who live here say that this is usually a very safe neighborhood.

palo alto. they say she was pulled over for a registration check at el camino real and stanford avenue. that's when officers say they discovered an outstanding warrant for assault with a deadly weapon. police say 34-year-old tyechia denise payton then drove away from police. when they caught up with her.. police say she punched an officer before being taken into custody. payton also made an obscene gesture when her image was taken. ( vicki ) a dance teacher in martinez is under arrest for suspicion of sexually assaulting a 15-of sexually assaulting a 15-year-old girl. 31-year-old daniel howarter allgedly assaulted the victim in 2012 and 2013. the alleged victim was a student of howarter's at the time. he had been working at a dance studio. he has been booked into jail on a 75- thousand dollar bail. howarter faces two felony counts of sexual assault. 29-year-old kevin alleaume of oakley. the crash happened early this morning in the westbound direction at the broadway exit. police say a white honda civic rear-ended a gray chevy tahoe driven by alleaume. the s-u-v then went up an embankment and he was ejected... and a silver toyota camry then ran him over. he was pronounced dead at the scene. the crash caused several lanes of the highway to be closed for hours during the morning commute. (ken) in the north bay... napa city officials are warning of fake flyers that look like official notices from the city of napa. this is a picture of one of the flyers that is being left on people's cars. it says only those who live on monarch court or monarch drive are allowed to park on the street and violators will be towed. it also says police will be patrolling the area and license plates will be monitored. the city says these flyers are not legitimate. lawrence karnow: low clouds and fog were slow to clear today and helped keep temperatures much cooler.

(vicki) the supreme court ruled today that government employees cannot be forced to pay union fees. the decision allows workers to choose whether or not to pay dues...but labor groups worry it will strip unions of power.

our washington correspondent jessica smith reports. this one of the most highly anticipated supreme court cases of the year. republicans are celebrating this as a major victory -- while democratic lawmakers and labor activisits worry it could cripple public-sector unions. supreme court has struck down an illinois law that required non-union government workers to pay partial union dues. illinois governor bruce rauner has been pushing for this change since taking office. < a historic victory for freedom of speech and freedom of political affiliation>mark janus, an illinois state employee...who does not belong to the union...brought the suit. and on twitter, il senator dick durbin said the decision is an attack on workers' right to organize.

custody after police say he climbed a los angeles freeway sign. the man began climbing the highway sign around eight wednesday morning to hang a banner about fighting pollution. the man finally came down by doing a back flip off the sign onto an inflatable airbag set up in the middle of the road by firefighters. police took the man into custody and by 10 a-m had the road cleared. the whole ordeal caused serious traffic backups along state route 110 and then spread to connecting freeways. (ken) the wrong radio code sparked fears that a jetblue flight bound for los angeles had been hijacked... leading to a massive police response at j-f-k airport in new york. passengers say armed swat members searched tra told to keep their hands in the air. the pilot apparently told air traffic control the aircraft was having radio issues... but mistakenly used the code for a

5... a new grand jury report reveals the public was not fully informed about problems with a popular east bay lake... including sewage in the water. (vicki) in the east bay... a new report says lake temescal in the oakland hills may be more vulnerable to sewage spills than we thought. the lake closes sometimes because of algae blooms... but as kron 4's charles clifford tell us... the public may not be getting all the facts. a new alameda county grand jury final report concludes that lake temescal , in the oakland hills, is sometimes contaminated by sewage.the report finds that "a particularily troubling source of contamination is untreated sewage that periodically seeps into the lake's usual water flows."the lake is frequently closed when water testing reveals contamination, but the grand jury finds that the public isnt always told what the contamination is, saying "we learned that citizens were not adequetly notified about sewage spills at the lake." around the lake on tuesday, park goes were suprised to hear that the closures might be the result of sewage spills. soti think i've seen signs out here that talk about the algae but i haven't seen anything

that's mentioned sewage.the grand jury report notes that the most likely source of the sewage contamination is probably aging sewer lines that are damaged or overwhelmed during big rain storms. the report also conlcudes that east bay regional parks and oakland public works need to do a better job of communicating with the public.in a statement tuesday, regional parks said "the park district has received the grand jury report and takes public health and safety very seriously. when notified of a city of oakland sewer system overflow, the park district immediately closes the lake, posts signage, and tests for water quality. the lake is only reopened once safe according to california state health and safety standards."the grand jury report also reccommends that sewer repair crews and third party contractors who work on sewer lines, recieve additonal training and keep detailed records of their work.
