california. good evening i'm grant lodes.(vicki) and i'm vicki liviakis. now we are learning about a possible sighting. here what we know: she was last heard from on friday - she contacted her family in half moon bay. on monday night - her cell phone sent sent out signals near davenport. now we are learning her car may have been seen in the carmel highlands area of monterey county. kron4's philippe djegal spoke with investigators. (philippe) at 7-54 friday morning... 23-year-old angela hernandez sent a text message to one of her sisters saying quote about to start driving. that's the last her family has heard from her. the san mateo county sheriff's office says her cellphone signal was traced to davenport later that day... and continued sending signals until monday night. the monterey county sheriff's office now says angela's car may have been captured on surveillance video from a gas station about 61 miles south of davenport -- the same day she went missing. her family says the video was

taken at the carmel-highlands station and general store.john thornburg/commander- "we believe it was her car. you know, we don't have a plate, didn't see her driving the car, so it's not 100-percent, but we believe it was her car based on the information san mateo was able to provide and we'll continue to look." angela drives a white 20-11 jeep patriot with oregon plates. she is driving alone on a road trip from her home in portland oregon, to lancaster in southern california... where she intends to attend a wedding. commander john thornburg with the monterey county sheriff's office says a deputy is actively searching for angela on the ground in the carmel-highlands community. the california highway patrol is also helping to search for her along the coast in a helicopter. angela's family is also passing out missing person's fliers along highway one.john thornburg/com mander- "we're focusing on the fact that we're looking for a missing person. we have no evidence to suggest that she is not alive. so, its a missing person case. uh, we're trying to locate the car -- it's the biggest thing to look for -- it's the easiest thing to locate. so, if we find that, we'll go from there."

(grant) happening now... police are looking for a gunman after a shooting injured a 3-year-old boy in oakland. this is a picture nigel washington. his family says he is recovering tonight after a bullet grazed his face. as kron 4's lydia pantazes reports... the shooting happened as the boy and his mother were at a memorial for another shooting victim. a three-year-old boy was injured in a shooting in oakland on wednesday night, police said.around 9:38 p.m. officers responded to reports of a shooting in the 1600 block of 80th ave.police found the three-year-old from san leandro with head injuries they say were caused by bullet fragments.we recognize, particularly in this incident, where a young child has been injured that this is a very serious matter. we know that community members were there and witnessed this incident and there's information that can be provided to us that can

help us further our investigation. and we are asking for community members to come forward.the child was riding in a car with his mother when shots were fired at the car. fragments from one of the bullets struck the boy in the head, investigators said.he is at oakland children's hospital in stable condition, police said.the gunman is still on the loose. police are offering a $5,000 reward for information leading to an arrest. no other details have been made available by police. (vicki) new at five.... one person was killed this morning at a worksite in palo alto. police say the fatality was reported at a construction site outside a parking lot near a preschool and church on middlefield road. heavy equipment and machinery were on scene but police are not releasing the worker's cause of death. a school representative says the death is not connected to the school. police say cal osha will be handing the investigation. the worker's identity has not been released. report on the bay area's housing crisis focuses on the city of concord... and there are troubling findings...(grant) based on a survey of a thousand people....it concludes that many of them are struggling with the cost of rent - and live in fear of things getting worse. catherine heenan is here with more on the survey... (catherine) we know the bay area desperately needs more affordable housing.. but some of the statistics coming out of the concord survey are shocking.. for a start....75% of the residents respondingsay they're afraid of being evicted. most are afraid their rents will go even higher.

and for any household making less than 50-thousand dollars...the report says there are "no" affordable neighborhoods in concord. works in concord - yeah i work in concord. i live with a friend so i just pay utilities. so i kind of got lucky on the rent part. that's the only reason i'm able to live out here.reporter - but you don't live in concord?worker - yeah, there's no way i could live out here. unless i had a mom or dad who lived out here and i lived in there. the survey was done by the 'east bay alliance for a sustainable economy.' it says nearly half the renters also reported unsafe living conditions, like mold or pests. many say they're afraid to complain because of fear of retaliation. unlike some other bay area cities - concord has no rent control or just cause eviction rules. grant and vicki? that the chairman and founder of papa john's pizza used a racial slur in a conference call... john schnatter has stepped down. papa john's said in a statement released late wednesday that a new chairman would be appointed soon. forbes magazine first reported that schnatter used the n-word while doing a role-playing exercise. the exercise was intended to prevent p-r problems. schnatter later confirmed the incident and apologized for his use of the slur. he has long been the public face of papa john's, which he founded back in 1984. growing list of major corporations like starbucks and mcdonald's are ditching plastic and announcing new eco- friendly initiatives. mary moloney takes a closer look a the companies making changes to minimize the environmental impact of plastic. going strawless is trendy. more and more corporations are joining a growing movement to eliminate plastic waste. this week, starbucks became the largest food and beverage retailer to announce it's going straw free. it will

(grant) there have been several recent protests at the only ice facility in the bay area. and today-- the mayor of richmond took a tour to see if there is any mistreatment at the detention center. (vicki) kron 4's sara stinson spoke to the mayor about the tour. reporter intro: "after months of waiting the mayor of richmond was finally able to get a tour of the west county detention facility. he said he wishes it had been sooner as he was pleasantly surprised.") ("i got to tell you for a jail it's a pretty nice place.") mayor tom butt has been seeking approval from sheriff david livingston since november to get a tour. especially after mutliple reports of abuse and mistreatment surfaced. including a case in april involving a deputy engaging in sex acts with two female

inmates.mayor butt spent time talking with several of the nearly 200 ice detainees being held here about the living conditions. ("the men seem to be pretty happy. they were not happy with ice i can tell you. the women had a different story. they told us some of the deputies were racist and gave them a hard time sometimes. we specifically asked them about these allegations about getting locked in their room and were not able to get out and they said yes that is true.")mayor butt said the deputies denied these allegations. he said this week's announcement from the sheriff about plans to cancel the ice contract with the jail actually has the inmates concerned.one being that they will be transfered to jails in yuba or sacramento - making it harder to see lawyers and family.detainees told the mayor from experience those facilities are worse than the one in richmond."they didn't have the opportunity. they were treated worse. they were all sorry to look at the fact that they will be relocated.")even though this could soon not be an ice detention center mayor butt says it was good to see conditions are overall better than he thought.("you know i've got strong feelings about this ice thing and those haven't changed but it does

(vicki) also in the east bay... u-c berkeley police are looking for an armed robbery suspect accused of stealing a cell phone tuesday night. it happened at a bus stop near haste street and college avenue around eight-30. police say the suspect pushed the victim and took his cell phone. officers did an initial search of the area but were not able to locate the suspect. officials are describing him as a 17 to 19 year old dark-skinned man, wearing a red hooded sweatshirt and red shorts.

(vicki) people in hayward are dealing with an outbreak of mail thefts. on woman says it has been going on for 6 years now... and she has the surveillence video to prove it. thieves appear to be working in teams... digging through mailboxes... and then walking away with packages. one neighbor says he was even the victim of identity theft. (grant) in the north bay... a community hearing on proposed affordable housing at a former u-s coast guard site in point reyes station... is set for tonight. in 20-16... congress passes legislation that required the coast guard to sell the property. those 2, 3, and 4 bedroom townhomes and baracks buildings would be used for affordbale workforce housing. the land remains in federal ownership until marin county negotiates a purchase. the hearing will be at 6:30 tonight in west marin school's large gymnasium. (vicki) on the peninsula.... a san bruno resident was arrested last friday in connection with a theft at a target store. police say omar diaz stole the victim's wallet and cell phone that was left on a counter after a transaction.

officials were able to identify diaz as the suspect and booked him into san mateo county jail on suspicion of grand theft. the stolen property was returned to the victim. (vicki) the study looked at reports that show female drivers have a higher tendency of using their cell phones behind the wheel. and startling enough, the study also showed a high number of people who don't believe phones raise their risk of having an accident. (grant) in all, the report found that talking on your cell phone while driving more than doubles your chances of crashing. if you're texting while driving, you're six times more likely to crash.
