( robin )some students living near the u-c berkeley campus are on edge.. after police say a man was caught peeping through a woman's window exposing himself. kron 4's ali reid spoke with students who say... there are even more incidents that are similar. there seems to be a number of incidents that occurred within the last month, but only 1 has been reported to police. right now, that creep was caught on tape.pkgseen here on surveillance video ... the suspect creeps up to a backyard window on the 2400 block of prospect street.what we're talking about is a sex crimeofficer byron white tells me the man was touching himself while watching a woman change clothes. police want him off the streets.not only going into, trespassing onto someone's property, but also peering into a place of privacy where someone is changing clothes, then exposing themselves to the victim. so what else are they capable of?he's described as a white man, between 25-30 years old, between 5'10 and 6 feet tall. he took off after the victim alerted her housemates. that was between 1:40 and 2

saturday morning.by 4am ... u-c berkeley student jonas katona says he was working on a school project when he heard weird noises outside his bedroom window.walking really slowing up the steps unevenly. at first i thought maybe it was a drunk personbefore he knew it, he saw a pale hand opening his bedroom door.it was really slow in a really creepy way and at first i was confused and then i got really scared because i didn't know what was going on, so i screamed out hey what are you doing and (slams door) and then they ran outside.he believes the front door was unlocked, and so was the door to his apartment.this was unlocked, so i went outside to see if anyone was out there and no one waseveryone living in the house now double checks to make sure all doors are locked. standupit isn't clear if any of these incidents are related.police are hoping video of the first incident will help catch the suspect. they're also urging any other victims to come forward. reporting live from berkeley ... ar ... kron 4 news. news.

( robin )palo alto police are looking for this suspect who they say was caughted on surveillance video peering into the bedroom of a house. police say they were called when the resident got an alert from his security system last wednesday. the victim told police... in the video... you can see the suspect entering a closed gate and looking into the bedroom window. the suspect is described as white or hispanic man in his early 20s with dark thick eyebrows and a mustache. if you have any information give police a call. francisco woman accused of killing and chopping up her roommate appeared in court tuesday. lisa gonzales pleaded not guilty last month to murdering her 61-year-old roommate, margaret mamer, back in may... after she tried to evict her from their mission district apartment. yesterday her defense attorney said he needs crucial information before moving forward with the case. the coroner says that mamer suffered blunt force trauma and "sharp force" injuries... but the official report has not been released yet. gonzales remains in jail without bail... and is due in court again next month. ( robin )a 72-year old man is brutally beaten on the streets of berkeley. the group that attacked him - pushes him to the ground and kicks him repeatedly. the brazen assault happened right across the street from the police department. kron 4's justine waldman has the security camera video... that shows the attack. the first video shows the attack.a 72 year old man is

( robin ) in the north bay... an oxygen tanker explosion forced people inside a medical office to evacuate... and shut down parts of highway 101. it all happened yesterday afternoon when this tanker truck exploded... after transfering liquid oxygen back into the tank. the liquid oxygen was being delivered to kaiser.. it's used throughout the medical facility. everyone inside the building had to evacuate. c-h-p closed part highway 1-0-1 for nearly 2-hours causing major traffic delays. the driver

things are very time sensitive. or i've also had a gift stolen that was a gift for someone's birthday and i couldn't get it to them on time ann magovern/resident i feel sad by what i saw. i know no one wants things taken from their porch. i also love this neighborhood. i love this community. i love oakland. so i guess we wish we had a better sense of community. we wouldn't do that to one another one victim says.. had the thieves come a day later, they would have stolen her chemotherapy medication. other residents say.. the issue has gotten so bad, they have resorted to having their packages delivered elsewhere. jasper mather/victim of package theft so from now on because i've had so many packages stolen, i actually have everything delivered to walgreens on high street. and sometimes i have to wait in line for an hour just to get this package for things that i need at specific times or things that are valuable and irreplaceable like gifts from family members. and i just don't think that residents should have to resort to it. ann magovern/resident i imagine the person who did that didn't know if something was valuable to that person. maybe they would have thought twice about it or more seriously about it.but the suspects appear to be bold in their pursuit. in several cases.. they steal the packages in broad day light, not knowing or caring whether they are being captured on

pass - and there's been an arrest in the case as well. the fire shut down 5-80 just north of livermore for several hours as fire fighters battled the blaze. as kron four's terisa estacio reports, two teens and fireworks are at the center of the case. (take pkg) this is video taken on july 8.... you can see the large plumes of smoke racing toward cars. nearly 480 acres were scorched... now a break in the case... about how it all started... alameda county sheriff's spokesperson ray kelly says it was here heading east on the side of 580 just past the flint exit where two teens broke down. sgt. ray kelly, alameda co. sheriff's spokesperson. the teens were horsing around, they put a fire work into the engine of their car, it went off then they started to try and put out the fire and couldn't and it took off on them. sgt ray kelly with alameda county sheriff's department says the teens recently turned themselves in confessing to the fire. sgt. kelly adds that during these days with fire danger so high, it is especially important to

( robin )the ferguson fire near yosemite has now burned more than 17-thousand acres. more than 18-hundred firefighters are working 16 hour shifts. hot and dry conditions are fanning the flames... causing it to spread. two firefighters have been injured and one died battling the blaze saturday. right now... for everyone in the area... safety is the biggest concern.

talked to the city's new mayor... who says they want more than money from the utility company. the northbay fires...which took almost 2 dozen lives in sonoma county....wiped out 3000 homes within the city limits of santa rosa.....some of which you can see being rebuilt here in coffee park. those who are rebuilding say the damage here is immeasurable..... it's a disaster a lot of broken homes a lot of broken heartsbut those same fires did a lot more damage that the city is grappling with.....we lost a lot of underground and above ground infrastructure including a fire station that was just built a few years ago millions and millions of dollars we're dealing with water contamination problems with recovery problems that we're gonna be dealing with for years and years to come devastationhe city says the lawsuit filed against the utility last week will also provide a way for them to compel pg&e to implement new

supreme court is blocking a measure to divide the state into three... from appearing on the november ballot. the justices ordered the secretary of state not to put the initiative before voters. saying there are significant questions about it validity. an environmental group had argued the measure would have created chaos and not solved any of the state's problems. but the venture capitalist who funded the effort is criticizing the state supreme court's decision. ( robin ) in san francisco... a federal appeals court rules against president trump's ban on transgender men and women serving in the military. the president announced the policy in a series of a tweets last year. the white house could appeal the decision to the supreme court. the president's ban has been controversial... with military leaders shying away from endorsing it. ( robin )at travis air force base in fairfield... a family files a child neglect claim against the travis youth center.

( robin )new details this morning in the suspected rideshare rapist case. kron 4 has obtained court documents detailing the terfifying incidents, mostly in the south of market area. kron 4 's dan kerman has those documents... and we want to warn you the content is disturbing. san francisco's district attorney has filed a motion to hold suspected rideshare rapist orlando vilchez lazo without bail, because he "targeted women who were particularly vulnerable" and

because his release "would result in great bodily harm to others." the motion give us our first look at the attacks, all similar scenarioscourt documents say the first incident occurred november 1 of 2013 and began outside virgil's sea room, a mission district bar. after calling a rideshare company, the victim was "picked up by a driver claiming to be her ride." court documents say she was "intoxicated during the drive" and "fell asleep." when she woke up she was in a deserted parking lot. that's when she was sexually assaulted.the second incident occurred february 18 of this year and began outside temple bar south of market. court documents say "the victim was sick from the effects of alcohol" and she and her friend got into what they thought was the rideshare vehicle they ordered. when (the victim) "stated she needed to vomit... the driver pulled over and directed the friend to get a bottle of water for her." the defendant then drove off ... as the victim drifted "in and out of consciousness"... "he took her to a secluded

location" where he sexually assaulted her.the third incident occurred may 5 of this year. court documents say the victim had "consumed several glasses of wine." she contacted a rideshare vehicle and got into a car she thought she had ordered. court documents say "the defendant proceeded to drive her to an unknown location... and stood in front of (the victim) with a knife." that's when authorities say she was sexually assaulted.the 4th incident occurred june 10 and began outside the temple bar. the victim ordered a rideshare vehicle and got into the one she believed she had ordered. "(the victim) was falling asleep and waking up throughout the course of the ride." when she awoke, she was in an unknown location and "he began to threaten her and held a knife to her neck. she realized the wetness on her hands was her own blood and that she had been trying to fend off the knife with her hands." that's when she was sexually assaulted. but during the attack court documents say "she was able to get the door open after a struggle and was able to get out of the car and run away."

( robin )in the north bay... police in petaluma are investigating two burglaries. they say this man attempted to gain entry into an occupied home on spanish bay court. the say he tried to get into the home through the front door and then left when he was unable to gain entry. an hour later a resident on silverado circle reported a man had just entered their home from the garage. after a brief confrontation the man left while yelling 'dont call the police ( robin )police in santa rosa are looking for this man connected to a coin store robbery. on july 14th... two men entered the big oak coin store on west third street. they tried to take trays of coins before they were confronted by employees. one man fired at employess before he took

four your money this morning... like most other cities in the bay... walnut creek is dealing with a housing crisis... more specifically...a housing shortage. kron four's philippe djegal reports the city is looking at different ways... to encourage building more affordable housing. (philippe) the city of walnut creek is preparing to update its local density bonus ordinance to keep up with recent changes to the state density bonus law. both incentivize affordable housing production by relaxing development standards like increasing height limits and reducing parking requirements.

diana o'byrne lives in walnut creek and so does her daughter. her daughter works in san francisco because the pay is higher... but without rent control, her rent keeps going up and she's apart of a growing population of people in search of affordable housing.diana o'byren/residen t- "not only the very low-income, but but also the ople that are working, um, so that they can live close by." at city hall... more than thirty longtime residents, developers and property managers listened to what the city housing program and a consultant had to say about density. the city solicited the group for suggestions on how to incentivze both below market rate and market rate developers to build more affordable housing. defined as housing that costs no more than 30-percent of a household's income on rent. margot ernst/housing program- "which incentives or concessions are, um, the most cost beneficial to you. which things, if you get them, really allow you to provide affordability at higher percentages on-site, and it's

( sara )i'm on scene at a home on san pablo dam road in el sobrante where you can see a heavy presence from the contra costa county sheriff's office. the scene is still active as the home is completely tapped off with crime tape.take a look at video:we know one person was found dead at this home.in the video you can see a man in pajamas barefoot being detained by officers...we have not confirmed if he was arrested or just detained for questioning.investigators continued to search the home for evidence.neighbors told our crews they believe this is a home invasion robbery gone wrong...as one neighbor says he heard someone trying to break in...however - investigators have not confirmed this us at this time. i'm working to confirm the circumstances of this death with the sheriff's office.i hope to have more information within the next hour.live in el sobrante, sara stinson, kron 4 news

( james ) thanks sara. ( darya ) a big story this morning. a man has been arrested after investigators say he defrauded immigrants out of thousands of dollars for fake services. ( james ) kron4's lydia pantazas is live in san jose with the details. ( lydia ) the santa clara county fraud unit is looking for more victims after arresting a man for providing fraudulent immigration services. gerardo duenes previously worked as an immigration officer for the i-n-s. police say he used that experience to attract customers... but did not tell those customers that he was fired by the i-n-s while being investigated for fraud. investigators say that duenes was running an immigration consultant business in san jose without clearance from the california secretary of

( james ) new this morning... bart is extending it's elevator attendant program. back in may... bart hired 35 staff members to stop people from using the elevators as toilets at the civic center and powell street stations in san francisco. the 6-month pilot program has been extended. it will now run through november of 2019. attendants are on the elevators everyday from open to close. located at 1798 bay road... and by november it will house 20 rv's. but there are more people living out of their rv's than the are spaces in the new lot. city leaders voted to approve a pilot program that will house and support rv residents. the goal of the program is to eventually move those living out of rv's and cars into permanent housing.

( darya ) a 15 year old boy in southern california lost part of his arm... after he was trapped under a large rock near laguna beach. fire officials say the teen and a friend were walking along the rocks when a boulder fell on him -- nearly severing his right arm above the elbow. the teen was trapped for 40 minutes before rescuers using heavy-lift airbags and brute strength managed to push the rock off of him. he was airlifted to a nearby hospital. doctor's say the teen's injury is ánot life- ( darya ) the california

supreme court is blocking a measure to divide the state into three different states from appearing on the november ballot. the justices ordered the secretary of state not to put the initiative before voters. they say there are significant questions about the plan's validity. an environmental group had argued the measure would ha created chaos and not solved any of the state's problems. ( james ) all california voters will soon be able to send their mail-in ballots... for free. governor jerry brown signed the bill requiring return ballot envelops to come with prepaid postage. the law will affect elections ánext year. counties woud bear the postage cost. but they may be reimbursed by the state. ( darya ) breaking news from overnight. one person is found dead outside a home in the east bay. ( james ) kron4's sara stinson is live in el sobrante with the story. ( sara )i'm on scene at a home on san pablo dam road in el sobrante where you can see a heavy presence from the contra costa county sheriff's office. the scene is still active as the home is completely tapped off with crime tape.take a look at video:we know one person was found dead at this home.in the video you can see a man in pajamas barefoot being detained by officers...we have not confirmed if he was arrested or just detained for questioning.investigators continued to search the home for evidence.neighbors told our crews they believe this is a home invasion robbery gone wrong...as one neighbor says he heard someone trying to break in...however - investigators have not

( darya ) police in berkeley are looking for the man who propositioned a teenage boy for sex. the boy was walking down parker street near fulton street when the man approached him. the teen refused and the man walked away. the next day the boy saw the man again... about a block away from the first incident. he was last seen in the area driving a white 4-door sedan... possibly a toyota carola. ( darya ) the parents of a 5-year-old sexually assualted at travis air force base are now filing a child neglect claim against the base. the victim's mother says her daughter was touched inappropriately by another young girl in the bathroom of a youth center. she then posted a veo online about the incident. the family and their attorney spoke out yesterday.

880 to 101.. richmond bridge drive less than 20 min from the toll to 101 ( james ) a new study is linking declines in national park attendance with air pollution. researchers, citing two decades of data from national parks across the country... say park visitor numbers declined at least 8 percent in months with bad air quality. pollution levels have dropped since stronger environmental regulations were enacted in the 19-90s... however researchers are saying some national parks still have pollution levels on mtached with big cities like los angeles and new york.
